How many have managed to put their lives back together

As Hurricane Andrew came ashore in South County, Miami-Dade thousands and thousands watched their lives get turned upside down - literally!

The Category 5 hurricane that struck MiamiDade and part of Broward defined the way many would prepare for storms in the future. It was a storm that has certainly been a hot topic every year.

For an area that had numerous brushes with storms off the coast of the Sunshine State, Hurricane Andrew was the

most destructive hurricane to ever hit Florida until it was later surpassed by Katrina in 2005.

Mindy Alvarez remembers the storm well. The Hallandale Beach resident, 44, was a week away from leaving her home in South MiamiDade County to go back Andrew, Page 2A

“That Friday and Saturday, we shopped for things that I was going to bring back to school,” Alvarez recalled.

“While we were at the store, we noticed a lot of people buying water and food. I remember telling my mom that maybe we should do the same.”

As Saturday arrived, the entire Alvarez family began to huddle around the TV to watch where this storm would be headed. While the early prediction had the storm moving further up the east coast of Florida, Hurricane Andrew began to pick up strength and momentum and move west.

Causing major damage in the Bahamas on Sunday and early Monday morning, South Florida was indeed directly in the path. What happened over the next 15 hours would not only change the Alvarez family, which completely lost their home, but so many who battled sustained wind speeds as high as 165 mph as it passed directly through Homestead, stripping many homes of all but their concrete foundations.

Miller, who grew up in Miami-Dade County, was 29 when the storm passed through. He and his wife and two-year-old daughter huddled in the bathroom of their rental home in Naranja, just outside of Homestead.

“I can remember holding the mattress over the three of us with everything I had,” Miller recalled. “We had a portable radio and heard that we were getting the direct impact. We prayed a lot as that ‘freight train sound’ roared outside. A night that I never, ever want to go through again.”

Since 1992, Miller has lived in North Miami Beach - and while he still goes back south on occasion - it is a different world than what he grew up with.

“In five hours, all those memories were erased,” he explained. “I look back at the past 25 years and know that every time a storm pops up or the weather people talk about a pending hurricane, I still get very nervous.”

Andrew was one of those storms that spent eight days without strengthening - and that turned out to be something that everyone learned from. The storm rapidly intensified into a powerful Category 5 hurricane while moving westward towards the Bahamas on Au-

Some area residents got an early taste of the hurricane as it moved through the Bahamas, especially in Cat Cays, lashing the islands with storm surge, hurricane-force winds, and tornadoes.

Randy Porter’s family had called on late Saturday night, talking about what could be ahead for the Bahamas. It was not promising, and by Sunday evening, reports of substantial damage to the transportation, water, sanitation and agriculture put the fear into everyone in its path.

“The thing that did many in, back in the Bahamas, was how quickly the storm grew,” Porter recalled. “There were very few codes back then, so it was truly devastating to all.”

With wind gusts reported nearly 180 mph, cities such as Florida City, Homestead and Cutler Ridge received the brunt of the storm. As many as 1.4 million people lost power at the height of the storm.

“The image of that Holiday Inn right off the Turnpike in South Miami Heights, with all the windows blown out and drapes blowing in the wind, is what I recall from Hurricane Andrew,” Miller explained. “For weeks after the storm, that was the image that the world saw, every time they showed our area.”

Since Andrew, the government has cycle lanes, and bus bays. The City of Hollywood has worked with FDOT to develop required dry retention areas into a linear park along the east side of US441/State Road 7 that will make it much more visually appealing and safer for pedestrians, residents ,businesses, and motorists. The work is slated to be completed in early 2018.

learned a lot about how to prepare and respond to hurricanes. It has also improved its ability to predict the storms' paths.

Forecasters relied on observations from a single satellite, and wind speed measurements by aircraft flying through the storm at 10,000 feet.

Today, there are many more satellites, plus devices that are dropped from airplanes to take readings from within a hurricane's core. They provide much more data for the computer models that forecast hurricane tracks.

As models have been improved greatly in the years after Andrew. The cone of uncertainty has gotten more accurate over the years; it now reliably shows what coastal areas might be affected by a hurricane, five plus days out.

The backbone of NOAA's forecasting is the U.S. Global Forecast System, which takes data from satellites, weather balloons and buoys, among other sources, to create forecasting models including the one used by the National Hurricane Center in Miami.

There are still many challenges to further improving hurricane forecasts.

Predicting the intensity of a hurricane remains the biggest obstacle, and it basically hasn't improved since Hurricane Andrew. That's due to a lack of understanding of the physics that controls these massive systems

Budget workshop will need the input of residents

By Mayor Joy Cooper Hallandale Beach - On Monday, we broke ground on the 14th Avenue landscape project. This $1.2 million project will be constructed over the next months with an estimated completion date of April 2018. Craven and Thompson, who was awarded the bid, could receive a bonus of $100,000 if they deliver the project ahead of schedule - which would be March.

The project includes landscaping, enhanced landscaping around the pump stations, bus shelters, bike lanes, curbing, a mid-street crosswalk and a resurfacing of the roadway between Atlantic Boulevard and Hallandale Beach Boulevard. It needs to be noted, that the resurface is not all new asphalt, but an overlay. Sidewalks will be completed where there are none existing. At the ribbon cutting, I was asked about these amenities. I was also asked about flooding in the adjacent parking lots.

This project was for the roadway. Many of the older condominiums have what are called French drains. These are large, underground basins designed to collect water that will filter to the ground. These types of drains need to be maintained, by having the sediment pumped out. With the sea level rising, French drains are not effective when there is an inundation of rain.

Our City does not maintain private property.

All private property owners should familiarize themselves with their infrastructure.

Currently, there is the ability to contract with our City to have them cleaned, a private provider can perform the service.

Next week, our City Commission will be conducting budget workshops on Wednesday and Thursday, starting at 11 a.m. at our City Hall. I know many of our readers have been updated on the new direction the City is taking. I am sad to report that our chambers were filled with employees and all three union representatives in protest of the new medical plan.

The new plan increases out of pocket expenses by $3,000 for a single person and $6,000 for a family. It also excludes any prescription costs. There are Health Retirement Savings accounts that have been set up $1,500 per plan member that will help offset the costs, but it does not even come close.

It will be interesting on how this plays out, since employees already had to sign up and some commissioners did not even know. The City is saving money but, it is on the backs of our employees. It should be noted that many of our employees do not have tremendous salaries.

In addition, some have grave illnesses. It is also on the back of our retirees.

Many of these changes are due to the philosophy

that we need to cut costs and increase reserves.

This is all well and good, but we are now cutting into the bone. To operate a City, it takes quality people. I was always taught you get what you pay for.

To recruit talent, you also need to be competitive with not only other cites, but with private industry as well.

The new commission had refused to increase taxes or use reserves.

However, the tentative Millage Rate was set at $5.3093, a slight increase.

It is rumored that they may want to go to roll back.

Hallandale Beach has one of the lowest overall tax rates. As I have written before, I do not want to live in the cheapest town if it means drastic cuts that will impact our quality of life.

Once again, there are no new planned infrastructure projects. There are cuts to many programs.

Sale of city assets. All the proposed actions are based on building reserves, that for the general fund will be above the financially recommended amount.

Fees will be increased to bolster their reserves funds. We do need to address the water rate due to the bond requirements.

The water fee generates $140,000 less than required. We also have continuing issues with Hollywood true ups. Last year, it was over $1 million dollars which came out of reserves.

It should be a very in-

teresting budget. There is already a short fall, due to the pension board over the ruling of our negotiated cap. There was also a 3% contribution to a medical stipend program that was not initially funded for.

This year, the tax rate should have been set higher and it wasn’t. I be-

lieve that the commission will have to go into reserves. Only time will tell, but something or someone will have to give next week.

Walk for the Animals T-shirt Design Contest Fort Lauderdale – Calling all artists and graphic designers: looking for your work to be seen by thousands of people across South Florida? The Humane Society of Broward County (HSBC) will award one lucky artist the chance to design the official T-shirt for the 2018 Walk for the Animals.

In addition to creating the walk’s official t-shirt logo, the winner will receive VIP treatment at the annual event – the HSBC’s largest fundraiser. Perks include on-stage recognition, lunch at the VIP tent and free parking. The shirts are worn by HSBC’s staff and volunteers as well as walkers who raise more than $150 for the event.

The 28th annual walk through downtown Fort Lauderdale and along the scenic New River will be held at 10 a.m. on Sunday, March 3, 2018 at Huizenga Plaza, 32 E. Las Olas Blvd. Last March, the event raised more than $570,000 to help the HSBC provide shelter, aid and responsible adoptions to animals entrusted to its care. More than 5,000 people and 2,000 dogs came out for the 1.25 mile walk, which also features live music, a free pancake breakfast from Ihop and scores of vendors and organizations devoted to pets.

Foster Kids Program in South Broward Wins National Award

Hollywood – A Memorial Healthcare System program that aids some of the most vulnerable individuals in South Florida, children aging out of the foster care system, has won the American Hospital Association’s 2017 NOVA Award. The honor, earned by five or fewer entities nationwide each year, recognizes “effective, collaborative programs focused on improving community health status.”

The Memorial program, Healthy Youth Transitions, was the only winner from Florida.

Utilizing funding from the Children’s Services Council of Broward County, the program helps kids and young adults transition from foster care to adulthood by providing support before and after a person turns 18. Life coaches help those who’ve grown up on their own learn to be productive adults, with guidance on daily living challenges such as housing, health, social relationships, education, money management, career planning, and work.

“There are often nonprofits in the community that offer some of these services, but its very unusual for a healthcare

provider to take on a comprehensive program like ours,” said Tim Curtin, administrative director for community services at Memorial Healthcare System. “We’ve been able to form community partnerships and bring everything under one umbrella for kids who have spent their childhoods in a constant state of flux.”

175 children, some of them with babies of their own, have been coached on life skills since 2010.

“All they want is a fair shot at having success in life.

We’re their safety net at a time they have nowhere else to turn,” said Curtin.

The NOVA Award, announced by the AHA at its Leadership Summit in San Diego, honors “bright stars of the health care field.” Winners are recognized for improving community health by looking beyond patients’ physical ailments, rooting out the economic and social barriers to care, and collaborating with other community stakeholders.

“The programs recognized by this year’s AHA NOVA Award inspire us all with their collaborative, caring approach to improving community health and wellness,” said AHA President & CEO Rick Pollack.

Ask Dr. Ron: Knowing about ‘Munchausen by Proxy’ A fairly rare, but serious mental disorder that induces & prolongs sickness in the child

Joey is a 6 year old child who has been hospitalized 15 times in the past 2 years. Going from doctor to doctor, no one could explain his symptoms of severe diarrhea, vomiting, and seizures from a medical standpoint, until one day a psychiatric nurse met Joey’s mother. The nurse

felt that there was just something not right with the mother. She noticed how eager the mother was for her son to be hospitalized, but more significantly, how she seemed to “bask in the glow” when conversing with the medical authorities. The mother noticeably learned and spoke

the jargon of medical doctors, to the point she could have passed for a doctor herself… After giving it some careful thought, the nurse reported a case of child abuse to the authorities, and she was right on target… You see.., Joey’s mother was steadily poisoning her son’s food

with a chemical cleaner, which was not detected in medical screenings…., not enough to kill him, but just enough to keep him perpetually sick….

“Munchausen by Proxy” (aka Factitious Disorder by Proxy) is a fairly rare, but serious mental disorder where the care-taker of a young child (usually the mother) induces, and prolongs sickness in the child...

Why a mother would do this kind of thing is not exactly clear, but research indicates it has much to do with the mother’s need for attention, importance and affirmation. These needs are reinforced by enmeshment in the medical community, where she is often commended for being a wonderful caregiver by unsuspecting

medical personnel.

Fortunately, Munchausen’s is not of common occurrence, but in private practice, I believe I have seen something very similar to this disorder, especially when treating co-dependent personality types....Many people who have co-dependent personalities also display a need to keep the patient as a patient...

BURGERS TAKING CENTER STAGE ONCE AGAIN

Lamb, turkey and beef will get you ready for for a taste treat this summer • 2 oz. tomato compote • pinch of chopped herbs • 2 oz. fontina

Cook the burger to desired temperature on the grill. Season with salt and pepper. Toast carasau in a toaster oven, season with salt, pepper, herbs, and olive oil. Place fontina on burger and melt cheese in a toaster oven. Place burger on carasau. Put the tomato compote on the burger.

Sprinkle with pecorino and serve with herb fries.

We are now just over a week away from Labor Day - which just about everywhere in the country signals the end of the summer.

For us South Floridians, the summer basically never ends. Oh, sure, we have those 50 and 60 degree nights and mornings in the “winter” - but by noon - we are already soaring to the 80’s.

Having such beach-like, year-round weather brings out the “chef” in all of us. Slapping those burgers on the grill or pan-frying them is what we do.

Today, we have chosen a few burger recipes that may be a treat for Labor Day - or any of the other 364 days that the weather is beautiful.

CHEDDAR CHEESEBURGER WITH CARAMELIZED SHALLOTS • 1 tablespoon olive oil, divided • 2 cups thinly sliced shallots • 1/2 teaspoon kosher salt, divided • 1 tablespoon white-wine vinegar • 2 clove garlic, minced • 1 pound 90 percent lean ground beef • 1/2 cup shredded sharp Cheddar cheese • 1 cup arugula • 4 hamburger buns, toasted • 3 tablespoons light mayonnaise

Heat a nonstick skillet over medium-low heat.

Add 2 teaspoons oil and swirl to coat. Add shallots and 1/4 teaspoon salt and cook for 15 minutes or until golden brown, stirring occasionally. Stir in vinegar and cook 1 minute. Remove from heat and keep warm.

Gently combine the garlic and beef. Divide the meat mixture into 4 equal portions, gently shaping

each into a 1/2-inch-thick patty. Press thumb in the center of each patty, leaving a nickel-sized indentation. Sprinkle evenly with 1/4 teaspoon of salt.

Heat a large cast-iron skillet over medium-high heat. Add 1 teaspoon oil to pan and swirl to coat.

Add the patties, and cook 3 minutes on each side or until desired degree of doneness. Top each patty with 2 tablespoons the cheese, cover, and cook 1 minute or until cheese melts.

Place 1/4 cup arugula on the bottom ½ of each bun and top with 1 patty and ¼ of the shallot mixture. Spread about 2 teaspoons mayonnaise on the cut side of the top ½ of each bun and place on top of burgers.

LAMB BURGER • 12 ounces ground lamb • 1/2 piece Carasau bread • 3 oz. fries • pinch of pecorino

MUSHROOM-BACON CHEESEBURGERS • 1 pound ground beef • 1 pound ground pork • 1/2 cup chopped cooked bacon • 2 tablespoon minced onion • 1/2 can cream of mushroom soup • 1/4 cup panko bread crumbs • 1 egg, lightly beated • 1/4 cup of barbecue sauce • 6 slices American cheese • 6 hamburger buns • lettuce • 1 large tomato sliced • 1/2 red onion sliced

In large bowl, mix together beef, pork, bacon, onion, mushroom soup, panko crumbs, egg, and barbecue sauce. Cover bowl with plastic wrap and place into refrigerator for 2-4 hours.

Preheat grill for medium-high heat. Form meat mixture into 6 equal sized patties. Place onto grill and cook for 6-8 minutes per side, or until internal temperature of each patty reaches a safe temperature of 165 degrees.
