Housing plan again main focus for council

Hughesville Borough Council at its recent meeting once again held off on a vote regarding a controversial housing development.

The memorandum of understanding (MOU) covering land development and stormwater came before council but was tabled following discussion.

At issue was whether the housing plan, known as the Kim Development, must adhere strictly to the borough’s stormwater ordinance.

Some council members said the MOU includes provisions indicating that the ordinance could be chal -

lenged by Lycoming County government.

Dave Brown, a Hughesville resident who lives near the proposed housing community, said that would be his understanding of the MOU after reading the document.

County officials, he added, “want this (development) bad.”

Councilman Dan Cale said he believes the county cannot interfere with the ordinance.

Brown asked Cale if he had read the MOU. Cale responded he had read the document, although he’s not an attorney.

He suggested that council meet with the township and the borough solicitor to establish what the

MOU states. Council had tabled the MOU at previous meetings.

In the meantime, borough officials were apprised that Wolf Township Supervisors voted against the MOU.

The development plan calls for construction in three phases of 124 housing units on a 68acre tract, with most of it in the township but a small portion in Hughesville.

In other matters, council approved a request from Dale McClintock to name the baseball field in Bodine Park after the late Jay M. “Bud” Haynes.

Haynes, who died last month at age 84, was a noted Hughesville baseball figure.

The Loyalsock Township Lions Club awarded two outstanding graduates of Loyalsock High School with monetary scholarships. Presenting the $500 checks are Lion Rita Marzzacco to Juliana Willis while recipient Jenine Ghayyada receives her award from Lion Deb Dodson. Lion Scholarship Chairman Bruce Pratt observes.

City to celebrate

Juneteenth with ‘Harboring Hope’

Juneteenth will be celebrated with a weekend-long list of events known as Harboring Hope, the city department of recreation announced on Facebook.

The festivities will kick off with a community cookout at Memorial Park on Thursday from noon to 4 p.m., which will feature free food, games, music, vendors and giveaways,

He served as a youth baseball coach and for many years was a player in the North Branch League with the adult Hughesville Travelers ball club. McClintock said he was the very first baseball player from Hughesville to play professionally.

“He was a big part of the community,” Councilman Todd McCowan said.

Council held an executive session following the meeting to consider personnel and other issues. The next meeting will be at 7 p.m. Monday, June 23 in the municipal building.

A Freedom Walk will take place from Freedom Road to Brandon Park on Friday, beginning at 7 p.m. After the walk, participants will be treated to a showing of Disney & Pixar’s “SOUL” at the bandshell, where movie treats, bounce houses and more will be available.

A trolley will be stationed at Brandon Park to transport walkers to Freedom Road, a flyer for the event said.

On Saturday, the community is invited to participate in the YWCA Race Against Racism, which steps off at 9 a.m.

Beginning at 10 a.m., participants can enjoy live music, food, history exhibits, poetry readings and the crowning of Mr. & Mrs. Juneteenth, according to the post.

“Let’s come together to honor the past, celebrate the present and build hope for the future,” the post reads.

The Greater Hughesville Business Association (GHBA) proudly presented the Hughesville Police Department and the Hughesville Volunteer Fire Department with an GHBA Honorary 2025-2026 Membership along with a Special Recognition Plaque in appreciation of their outstanding service and continued support of our community. Montgomery, Muncy teens in running for Laurel crown

Twenty-four young women are competing for the crown in the 83rd Annual Pennsylvania State Laurel Festival this week, five of whom are from Lycoming County — including a recent Muncy graduate and an incoming Montgomery senior.

Hayley Green is representing Muncy Junior-Senior High School. She is the daughter of Brandie and Seth Green of Muncy Creek Township.

All four years of high school, Green was a member of the Future Business Leaders of America. She qualified for the FBLA state competition as a junior and senior. She also played on the varsity girls’ tennis team, serving as a co-captain

in her junior and senior years.

As a sophomore, junior and senior, Green was vice president of the Class of 2025. As a junior and senior, she was a member of the National Honor Society and as a junior was on the Prom Committee.

These past two years, Miss Green has been employed part-time, working evenings and weekends for Hoopla’s Family Fun in Pennsdale near the old Lycoming Mall.

Cali Barnes, a junior, is representing Montgomery Area High School. She is the daughter of Christine and Jeffrey Barnes of Clinton Township and will be a high school senior this fall.

As a freshman, sophomore and junior, Barnes has achieved

distinguished honor roll every semester; is a three-year member of the Leo Club through the local Lions Club. She has served as a choreographer for competitive gymnastics youth programs and has competed at a Level 9 in gymnastics through the Dynamats Gymnastics Center in Muncy, earning multiple awards at various meets over the years. Highlights are: as a freshman, she took second place in vault at the State Championship Meet and third place in beam at the Regional Championship. As a sophomore, she took fourth place in vault and sixth place in beam at the State Championship Meet.

As a junior, Barnes played varsity tennis (continues on Page 6)

(from Page 4) and varsity softball, participated in cheerleading, was named Athlete of the Week, was a member of the Virtuoso-Drama Club, and of DECA, which prepares emerging student leaders and entrepreneurs for careers in marketing, finance, hospitality and management.

As a sophomore, she was president of her class, the Class of 2026, and as a freshman, was a member of Student Council.

Emily Kime is representing Williamsport Area High School. She is the daughter of Kerri Kime of Montoursville and Eric Kime of Linden.

Kime was on high honor roll as a freshman and sophomore and on distinguished honor roll as a junior and senior.

All four years of high school she was a member of Model UN. Kime was a superior delegate at the Pennsylvania

College of Technology Model UN conventions. She also won “Best Peer Award” at the Bloomsburg University Model UN and was the runner-up for “Best Paper Award”. She was a varsity cheerleader for four years. She received the Coach’s Award as a freshman; the “Most Spirited” Award as a sophomore; was named “Outstanding Varsity Sideline Athlete” as a junior; and was team captain as a senior.

Kime was also a fouryear member of the honors orchestra and of the Strolling Strings of Williamsport, a youth orchestra where she served as social events coordinator in her senior year.

Alizabeth Schuler is representing South Williamsport Junior-Senior High School. She is the daughter of Meriam Scott and Christopher Schuler of South Williamsport.

All four years of high school, Schuler was on the distinguished honor

roll and played varsity girls softball. From her freshman through her senior year, she was the team pitcher and shortstop and served as team captain as a junior and senior. She also played varsity girls volleyball as the outside hitter all four years and was the team captain as a senior. Schuler volunteered to raise money for the Four Diamonds Foundation for research for pediatric cancer. She was a very active Mini-THON member — organizing, setting up, and cleaning up for the 12-hour dance marathon fundraisers. She worked the concession stand at football games and passed the donation can to raise more funds. From her freshman through her senior years, she was a member of Students Against Destructive Decisions and served as a club representative officer as a junior and senior. Miss Schuler was inducted into the National Honor Society as a sophomore and was a member as a junior and senior. She helped with the NHS blood drive by working and donating blood all three years.

AGENCY: Rural Business and Cooperative Services (RBCS), USDA

ACTION: Preliminary Notice for Potential Impacts to Floodplains

Cogent Bank, on behalf of Shady Lane Solar Partners, LLC and EcoPower Holding, LLC, intends to seek financial assistance from USDA, Rural Business and Cooperative Service (RBCS) for construction of a 2.8 MW ground-mounted photovoltaic (PV) solar facility. The proposed project consists of fixed tilt solar panels and associated limited use access roads and array equipment. The solar panels will be placed throughout the parcel to place the solar array in locations that best fit the existing property and topography. The Proposed Project would include the construction of ground mounted solar arrays with pole-type foundations and associated equipment, including inverter (to allow for the transmission to the existing utility grid), transformer pads, access roads, and perimeter fence. The typical depth of ground disturbance for ground mounted solar facilities ranges from 4’ to 16’ consisting of steel pile foundation depth of 8’ to 10’ (maximum of 16’ for inverter foundations). Gravel or concrete equipment pads will be installed throughout the Proposed Project Area. The project is located at 0 Shady Lane, Muncy, Lycoming County, PA 17756 (41.210499, -76.776299).

If implemented, the proposed project will convert or effect approximately 8.5 acres of 100-year floodplain, which has a one percent chance of being equaled or exceeded in any given year, and critical action floodplain (500year floodplain), which is subject to inundation from a flood having a 0.2 percent annual chance of being equaled or exceeded in any given year, where the solar array, inverters, transformers, fencing, etc. will be located. In accordance with Executive Order 11988, Floodplain Management, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.

Ravert was a member of the high school musical theatre club, serving as secretary as a sophomore. As a freshman, she had a featured role and was an ensemble member in musicals. As a sophomore, she had a lead role.

Carys Barlett is representing Wellsboro Area High School. She is the daughter of Courtney and Eric Barlett of Wellsboro.

All four years of high school, Barlett was on distinguished honor roll and was in the GIEP enrichment program. She volunteered to work at the Booster Club concession stand during various school sports events.

As a freshman, sophomore and junior, Barlett played varsity soccer. After suffering a concussion, she switched to playing varsity tennis as a senior and was team captain. She was named “Tennis Newcomer of the Year” and selected for the Northern Tier League’s All-Star First Team.

As a sophomore, junior and senior, she served on the leadership committee in the school connectors’ program. Barlett was inducted into the National Honor Society as a sophomore and served as secretary as a junior and senior. She also volunteered with the National Honor Society’s highway cleanup program through PennDOT.

Katelyn Pasteur is representing North Penn-Liberty High School. She is the

daughter of Dorothea and Randall Pasteur of Morris.

All four years of high school, Pasteur has been an active member of Christ Church in Wellsboro, helping with Sunday school and Vacation Bible School, and attending youth group.

As a sophomore, junior and senior, Pasteur was a Student Council member and a volunteer who helped with elementary school field days.

As a junior and senior, she was a member of the National Honor Society, Big Brothers Big Sisters, and served as secretary of the Class of 2025. She was a member of Key Club, serving as vice president as a senior.

As a sophomore and junior, she was a member of Aevidum, a mental health awareness club, and went caroling at area nursing homes and group homes. As a freshman and sophomore, Pasteur was on the JV volleyball team. As a senior, she was Yearbook Club president. During her junior year, she volunteered for Veterans’ Day assembly planning and worked with the Class of 2024 in a youth leadership program. As a sophomore, she volunteered every Friday with the CHOP Program at the elementary school.

According to the news release, at 4:30 p.m. Friday, Molly’s Boys Jug Band will open the Laurel Queen’s Preview on the Deane Center’s outdoor stage. The 24 queen candidates will be introduced at 5 p.m. and the band will close the event with music.

The Laurel Festival

10K at 9 a.m. and TwoMile Fun Run at 9:05 a.m. will start events on Saturday. Registration for both will be from 7:45 to 8:45 a.m. at Packer Park on Queen Street.

At 2 p.m. will be the Laurel Festival Parade with floats, queens, topnotch drum and bugle corps, bagpipers, high school marching bands, antique vehicles and more.

At Saturday’s 6:30 p.m. coronation ceremony, the 2025 Pennsylvania State Laurel Queen will be crowned, the news release said.

In addition to the Laurel Queen events, other activities planned for the remainder of the festival include live music, arts and crafts vendors, and plenty of food.

Every night through Friday, June 20, will be a free concert with different entertainers. Donations are always appreciated.

On Friday from 10 a.m. to 8 p.m. and Saturday from 9 a.m. to 7 p.m., the annual Arts & Crafts Fair with 80 artisans, 13 of them new, will be on The Green with unique, handcrafted items and more than 20 vendors will be on the International Street of Foods offering delectable delights.

On Sunday at 10:30 a.m., the festival will end with the Union Church Service on The Green.

Hughesville High School Graduates Awarded Scholarships

The family of Christopher Secules was pleased to present the Christopher T. Secules Memorial Scholarship $500 award to both Reese Kirk and Jonah McGinley. Both are recent graduates of the Hughesville High School Class of 2025.

HIGHLAND LAKE MANOR

Reese is the daughter of Dr. Quinn and Rachel Kirk of Montoursville. She plans to pursue the study of biochemistry at the Elizabethtown College on a premed path. While at Hughesville High School, Reese participated in many musical activities including Drama Club with portraying Cinderella in “Into the Woods”, Choir, Band and Jazz Band, and playing the cello with the Williamsport Symphony Orchestra and the Lycoming College Young Artists’ Baroque Orchestra. Reese also attained the honor of performing at the PMEA All State Chorus during both her junior and senior years. Her other activities included varsity soccer, track and field, HOSA (Healthcare Club), National Honor Society, and the Scholastic Scrimmage trivia competition.

Outside of school, Reese has been a volunteer at UPMC Muncy Hospital and is employed at Therapy Brewing.

Jonah is the son of Bill and Allie McGinley of Muncy. He plans to study electrical and computer engineering at the University of Rochester. During high school, Jonah played the trumpet in the marching, jazz, and concert bands. He has held both leading and supporting roles in musicals and theatre with the Drama Club. His other activities included soccer, track and field, National Honor Society, FBLA, HOSA (Healthcare Club), and Scholastic Scrimmage. Jonah’s activities outside of school included club soccer and working at Walmart.

The Christopher T. Secules Memorial Scholarship is presented annually to honor the memory of Chris Secules, a member of the Hughesville High School Class of 1998, who passed

away in 2012 while waiting for a liver transplant. The award is presented through the East Lycoming Education Foundation to a deserving East Lycoming School District high school senior who has been involved in music or musical

theater, best exemplifies Chris’s personality, interests, and spirit, and is continuing his/her education in the field of music, engineering, computer science or technology, medicine, psychology, or mathematics.

Sunday Hunting Bill Passes House

Legislation that would fully repeal Pennsylvania’s Sunday hunting ban passed the state House of Representatives today and now heads to the Senate for consideration.

Introduced by Rep. Mandy Steele, D-Al-

legheny, House Bill 1431 was approved by the House Game and Fisheries Committee June 3 and sent to the Senate today by a vote of 131-72.

This bill is identical to Senate Bill 67, introduced in March by Sen.

Dan Laughlin, R-Erie. The Game Commission supports both bills, either of which would end the state’s prohibition on Sunday hunting and allow the Game Commission to include Sundays when establishing hunting seasons annually.

While there long have been Sunday hunting opportunities for foxes, coyotes and crows, and Act 107 of 2019 cleared the way for additional hunting on three designated Sundays, Sunday hunting otherwise is prohibited in Pennsylvania, one of the last remnants of the state’s “blue laws.”

The initiative to repeal the ban has a broad base of support behind it. Many sportsmen’s groups back the proposal, as does the Pennsylvania Farm Bureau. The Game Commission has been working with this coalition to get the bill across the finish line, an outcome that would benefit hunters and help

ensure the future of wildlife management.

Game Commission Executive Director Steve Smith expressed the agency’s support for the proposal.

“Though hunters play an active role in helping to manage wildlife populations, through the purchase of their licenses and other revenue they generate, they also fund wildlife conservation at a larger scale, for all species,” Smith said. “For those reasons and others, it’s important to keep hunters engaged and providing the valuable service they do. These bills would help accomplish that. One of the biggest reasons hunters stop hunting is a lack of time. While no one can add hours to the day or days to the week, removing the prohibition on Sunday hunting holds the potential to add significantly more time to the hunting calendar and keep hunters

PUBLIC NOTICE

Pursuant to the Noncoal Surface Mining Conservation and Reclamation Act and the Clean Streams Law, notice hereby is given that Kremser Associates, LLC, 1300 Jordan Ave., Montoursville, PA 17754 has made application to the Pennsylvania Department of Environmental Protection for a permit to conduct noncoal surface mining activities in Muncy Creek Township, Lycoming County. The Muncy, Pa., U.S. Geological Survey 7.5 minute topographic map contains the area described. A copy of the application is
