“I couldn’t be more surprised,” said Miss Alice Ravert, the newly crowned 2025 Pennsylvania State Laurel Queen, daughter of Susan and John Ravert of Montoursville, Lycoming County. She was chosen by four judges from a field of 21 candidates representing high schools across Pennsylvania and crowned on Saturday, June 21 in the auditorium at the Wellsboro Area School District Administration build -

ing at 227 Nichols Street by last year’s queen, Miss Liliana Kilgore, a 2024 graduate of Manheim Township High School in Lancaster County.

As queen, Miss Ravert was awarded a $3,000 educational scholarship and will return to attend other events in the community, including next year’s festival to crown her successor.

The coronation ceremony is always one of the highlights of the Lau -

rel Festival, hosted in Wellsboro for 83 years. It was first held in 1938.

“I came to Wellsboro not knowing anyone or what the Laurel Festival would be like,” said Miss Ravert. “I’ve never participated in anything like this before. Even though I’ve performed in musicals and plays for years, I’ve never done anything like this. It was terrifying but also the most amazing experience I could have asked for.”

Miss Ravert’s

mother, Susan Renee Fitzgibbon represented Warrior Run High School in Northumberland County as a Laurel queen candidate in 1995.

Asked what she was going to remember most from this experience, Miss Ravert replied, “Definitely the people I shared it with. I’ve never

been the most social person but the other candidates were so amazing. Miss Montgomery Cali Barnes was with me the whole time. We practiced answering questions together. All of the girls in my group really got me through this and I’m hoping to keep in contact with them in the

future.”

This fall, Miss Ravert will be a senior at Montoursville Area High School. Following graduation in 2026, she plans to attend either Temple University in Philadelphia or Messiah University in Mechanicsburg and major in Music Education with a vocal track

AGENCY: Rural Business and Cooperative Services (RBCS), USDA

ACTION: Final Notice for Potential Impacts to Floodplains

Cogent Bank, on behalf of Shady Lane Solar Partners, LLC and EcoPower Holding, LLC, intends to seek financial assistance from USDA, Rural Business and Cooperative Service (RBCS) for construction of a 2.8 MW ground-mounted photovoltaic (PV) solar facility. The proposed project consists of fixed tilt solar panels and associated limited use access roads and array equipment. The solar panels will be placed throughout the parcel to place the solar array in locations that best fit the existing property and topography. The Proposed Project would include the construction of ground mounted solar arrays with pole-type foundations and associated equipment, including inverter (to allow for the transmission to the existing utility grid), transformer pads, access roads, and perimeter fence. The typical depth of ground disturbance for ground mounted solar facilities ranges from 4’ to 16’ consisting of steel pile foundation depth of 8’ to 10’ (maximum of 16’ for inverter foundations). Gravel or concrete equipment pads will be installed throughout the Proposed Project Area. The project is located at 0 Shady Lane, Muncy, Lycoming County, PA 17756 (41.210499, -76.776299).

RBCS has assessed the environmental impacts of this proposal and determined that the location of the Shady Lane Solar Project will convert or effect approximately 8.5 acres of 100-year floodplain, which has a one percent chance of being equaled or exceeded in any given year, and critical action floodplain (500-year floodplain), which is subject to inundation from a flood having a 0.2 percent annual chance of being equaled or exceeded in any given year, where the solar array, inverters, transformers, fencing, etc. will be located.

In accordance with Executive Order 11988, Floodplain Management, the Agency is notifying the interested public of this land conversion. It has been determined that there is no practicable alternative to avoiding this conversion or effect and that there is significant need for the proposal. The basis of this determination is due to the design mitigation measures that will be implemented to minimize effects on the floodplain that was evaluated through the 8-Step Analysis Process. A comment was received regarding the project site being in a floodplain, which the Agency acknowledged and informed the commenter that the project would be taking steps to mitigate floodplain impacts. Another comment was received that did not pertain to floodplains, but that commenter was provided with information on how to contact the appropriate authority.

As a freshman, sophomore and junior, Miss Ravert played flute and piano in the Montoursville High School Band, piano in jazz band, flute in the marching band and was drum major as a junior; sang soprano in the Montoursville High School Choir and the a cappella choir; and was a member of the Montoursville Area High School

Musical Theatre Club and Theatre Arts Club. In musicals, she had a featured role as a freshman, a lead role as a sophomore, and a featured role and supporting role as a junior, and in plays had featured roles as a sophomore and junior. Those three years, she was also on honor roll every semester, competed on the Lady Warriors Tennis Team, was a member of Key Club and Spanish Club, and took voice lessons with Ms. Amanda Haney from the Community Theatre League in Williamsport. Since kindergarten, Miss Ravert has studied at The Katie Benson School of Dance in Montoursville.

Miss Commodore Perry Lilly Waleff, daughter of Marci and Stevan Waleff of Hadley in Mercer County was named first runner-up and also, by vote of the other queen candidates, was chosen Miss Congeniality. She will receive a total of $2,000 in educational scholarship funds, $1,500 as the first runner-up and $500 as Miss Congeniality. This fall, she will be attending Penn State University’s main campus where she will major in Veterinary and Biomedical Sciences in the College of Agricultural Sciences. Her career goal is to earn a Doctorate of Veterinary Medicine and work in a clinic as a veterinarian and do

All four years of high school, Miss Waleff was on high honor roll; competed on the volleyball, basketball and track and field teams; was in drama club, show choir, concert choir and concert band; was a volunteer horse wrangler at WLD Horse Ranch; worked on her family’s educational farm as a trainer and guide assisting with the care and training of pack goats and caring for other livestock; and having been involved in Girl Scouts since kindergarten, is planning to finish her Gold Award project this summer.

runner-up and the recipient of a $1,000 educational scholarship is Miss Millville Alexis Eyer, daughter of Megan and Seth Eyer of Greenwood Township. This fall, she will be a senior at Millville Junior-Senior High School in Columbia County. She plans to attend college following graduation from high school in 2026. Her career goal is to become a pharmacist.

Her sister Kellsey Eyer represented Millville as a Laurel queen candidate in 2023.

As a freshman, sophomore and junior, Miss Eyer was on the distinguished honor roll; served as secretary of the Class of 2026 all

three years; played varsity field hockey winning awards each year and varsity softball; was a three-year member of the Senior High Student Council; active in the Millville Christian Church, doing volunteer work; and was employed at Aucker’s Apiary, bottling and labelling honey and packaging other honey projects.

Some people don’t know the meaning of the beautiful poppy.

The ladies of the Hughesville American Legion Auxiliary Unit 35 (Glenn Sharrow Post 35) have been out with poppies and taking donations over the Memorial Day Holiday weekend for many years. We are so thankful for the local businesses assisting in this endeavor, and a heartfelt thank-you to all the folks who have given so generously. Your donations go to Veterans.

the beautiful poppy. The meaning of the poppy for Memorial Day is to honor the fallen and support the living who have worn our nation’s uniform.

The red poppy is a nationally recognized symbol of sacrifice worn

by Americans since World War I to honor those who served and died for our country in all wars. We owe our freedom to all veterans, past and present.

The monies collected have been donated to various Veteran

programs: Support Programs for men and women, Hospice/Palliative Care, Substance Treatment and Recovery Programs at Wilkes-Barre VA Healthcare System, the local Wounded Warriors Project, the Williamsport

Vet Center, Homeless Veterans Program, Christmas projects for local Veteran families, Lycoming County Helping our Warriors, local Military Share Food distributions, and the Glenn Sharrow Post 35 of Hughesville.

Sunday Hunting Bill Sent to Governor

Legislation that would fully repeal Pennsylvania’s Sunday hunting ban today received its final supportive vote and will head to the governor to be signed into law.

House Bill 1431, which passed the state House of Representatives June 11 then passed the state Senate last week, was brought before the House of Representatives again today for a final vote on concurrence. The bill passed by a 142-61 vote.

“Today’s vote again demonstrates the broad support for this bill,” said Game Commission Executive Director Steve Smith, noting the bill is backed by the Pennsylvania Farm Bureau and sportsmen’s groups across the Commonwealth. “The Game Commission has worked hard on behalf of Pennsylvania’s hunters to help get this bill across the finish line, which now is in sight.”

While Pennsylvania long has had Sunday hunting opportunities

for foxes, coyotes and crows, and Act 107 of 2019 cleared the way for additional hunting on three designated Sundays, Sunday hunting otherwise is prohibited, one of the last remnants of the state’s “blue laws.” Introduced by Rep. Mandy Steele, D-Allegheny, House Bill 1431 would remove the prohibition, helping to keep hunters engaged and providing the valuable service they do in managing the state’s wildlife populations.

If the bill becomes law, the Pennsylvania Game Commission will be authorized to implement additional Sunday hunting opportunities. Further information about when opportunities would be implemented will be released as it becomes available. At present, Sunday hunting remains broadly prohibited, except for the hunting of foxes, coyotes and crows during open seasons, and on three consecutive Sundays in fall.

Hidden Creek Campground to host Kids Safety Day

Hidden Creek Campground will host their Safe Kids fundraiser

from 11 a.m. to 1 p.m. on Saturday, July 19, according to a news release from state trooper Lauren Lesher.

The event is free and open to the public.

Children attending the event will have the opportunity to ‘Touch a Truck,’ during which they can explore real emergency vehicles, including fire trucks, and get the chance to speak with first responders, the release said.

Local K-9 units will be on-hand, as will Baltimore Life, who will be fingerprinting children as part of their child safety kits, and free bike helmets will also be available.

The state police helicopter will also make an appearance, according to the release.

A silent auction and food deck will also be available, with all proceeds benefiting Transitions of PA, an organization dedicated to ending human trafficking.

“For the last six years Hidden Creek Campground has done fundraisers, and the owners match the donation and donate it to Transitions of PA to combat human trafficking,” the release said.

“Last year the owner, Adam Diggan, passed away after an 11-year battle with cancer. It was his dream to fight human trafficking that they hope to keep alive through their events each year,” it said.

Organizers continue to accept auction basket donations to help increase revenue for the fundraiser.

First Community Foundation Partnership of Pennsylvania to award over $460,000 to area students

With costs for higher education continuing to climb at many colleges and universities, the future may be daunting for many promising young people. The First Community Foundation Partnership of Pennsylvania (FCFP) works to create scholarship funds that will benefit graduating seniors and non-traditional students.

Endowed scholarship funds at FCFP are created by gifts made by individuals, families,

and organizations. These gifts are invested to provide income to award scholarships every year to different students. In many instances, scholarships are awarded based on pre-determined criteria that are reflective of the personal values and interests of those who establish the funds.

Conversely, good people may be reluctant to give to charity or share their wealth from a justifiable fear of poverty. God, on the contrary, showers us with abundance and wants us to know that our charity will be returned many times over. Cast your bread upon the waters and see it return to you. Good works multiply and generate more good works whereas evil tends to diminish everyone and everything that it touches. Consider how much suffering and destruction is wrought by those who do evil, whether that is through selling drugs, waging war, or simply lying, stealing, and cheating. We should all do our best to live virtuously, feeding the hungry, and clothing and housing the poor and destitute. We live in a world of abundance, where all could be clothed, fed and housed if only humankind were properly disposed. Unfortunately, humans often prey on one another, and countries wage war with their neighbors, creating situations where people flee their countries simply in order to feed their families and give them a roof over their heads. We should do our best to help these unfortunate people, as our governments should strive to encourage other governments to work for the betterment of their people. – Christopher Simon

PUBLIC NOTICE

Pursuant to the Noncoal Surface Mining Conservation and Reclamation Act and the Clean Streams Law, notice hereby is given that Kremser Associates, LLC, 1300 Jordan Ave., Montoursville, PA 17754 has made application to the Pennsylvania Department of Environmental Protection for a permit to conduct noncoal surface mining activities in Muncy Creek Township, Lycoming County. The application includes a request for authorization to modify a previously-proposed individual NPDES permit application (still under review) to encompass additional acreage. The proposed mine permit area is 50.7 acres and is situated at about 150 feet west of intersection of Shull Rd. and Griffith Road on North side of Griffith Road. The receiving stream for the permit area is Muncy Creek, which has a Chapter 93 Designated Use of Trout Stocking Fishes (TSF) and Migratory Fishes (MF). The Muncy, Pa., U.S. Geological Survey 7.5 minute topographic map contains the area described. A copy of the application is available for public inspection at the Lycoming County Conservation District, 542 County Farm Rd, Suite 202, Montoursville, PA 17754. Written comments, objections, or a request for public hearing or informal conference may be submitted to the Department of Environmental Protection, Moshannon District Mining Office, 186 Enterprise Dr., Philipsburg, PA 16866 by August 10, 2025, and must include the person’s name, address, telephone number, and a brief statement as to the nature of the objection(s).

Nurse-Instructional Aide 2025-2026

Lycoming Career and Technology Center is seeking a qualified individual to fill the above permanent full-time (185 days/year) position beginning with the 2025-2026 school year. Essential duties of this position are to provide care for students who are ill or injured and provide instructional support to students and instructors to ensure that every student will have the opportunity to succeed.

Position Requirements:

¯ Possess or willing to obtain valid CPR and First-Aid instructor certification.

¯ Provide care for students who are ill or injured.

¯ Communicate with staff regarding the special, physical and medical needs of students while maintaining compliance with local, state and federal regulations.

¯ Assist the instructors by providing additional support to students during clinical skills and classroom learning activities.

The selected candidate will need to meet all required local, state, and federal employment background clearances prior to employment (Act 151, 34, and 114).

Anticipated salary rate is $18.00 - $21.00 per hour, depending on experience.
