To date, the PSBFA has brought several companies to Somalia to explore business and investment opportunities. These include, among others, Philippine multinational corporation International Container Terminal Services, Inc. Other initiatives include academic and cultural agreements with institutions, like Mindanao State University in Marawi City and Xavier University in Cagayan de Oro. In 2012, the Government of the Federal Republic of Somalia established the consulate in Taguig City, Metro Manila, to further develop ties with the Philippines and Asia. The consulate is headed by Consul Manuela Alexandra Arroyo. Lawyer James Judith, who ran and lost as candidate for councilor in the same district that Elipe formerly belonged, argued that it is stipulated in Section 39 of the Local Government Code (Republic Act 7160) that an elected official must be a resident in the district that he or she represents. In a 12-page document lodged before the Regional Trial Court (RTC) in Cagayan de Oro City last August 6, Judith is asking the court to disqualify Elipe from continually holding office as councilor because of the argument that the former presented above. The court has yet to hear the petition. It is widely believed that Elipe, who could not anymore run for the same position, transferred his residency to barangay Carmen so he could challenge the congressional seat of Rep. Rolando Uy. Incidentally, the Elipe family business is located in that barangay whose bailiwick belongs to Uy.

With a population of around 1,300 students and 28 teachers, Pagatpat Elementary School was forced to hold classes in the field during shady days and in the covered court during sunny and rainy days to cope with the classroom shortage. “Our population is increasing each year because barangay Pagatpat is marked as a relocation site,” Espina said, referring to the barangay as the new home for people who were rendered homeless due to calamities and squatter demolitions. The new schoolbuilding also happens to stand side by side with another new schoolbuilding inaugurated earlier for Pagatpat National High School with only a tenfoot wall separating them. Mayor Oscar Moreno emphasized the need for elementary students to have a comfortable place for education, saying that he himself was a product of the public school system. “I will look forward to the future hoping that a graduate of Pagatpat Elementary School will become a successful engineer someday… will become a bar topnotcher someday…will become a cum laude someday,” Moreno said. Elementary School and Pagatpat National High School are low lying, vowed to construct a comprehensive drainage system to eradicate flooding woes. The latest schoolbuilding that was inaugurated last Thursday was the 21st since Moreno assumed office in 2013. According to Councilor Nadya, the city accountant said it was already in the accounts payable of the books of City Hall. POLO SHIRT The councilor said her secretary only received one polo shirt. She said even if it costs P1,000, which she doubts, there should still be a balance of P4,000. Not all employees received the polo shirt, she added. “Ang problema pa gyud kay dili tanan empleyado sa city hall nakadawat ani … nay uban empleyado wala pa nakadawat ani nga polo shirt na uniform nga ilang tawag. I N S T RU C T I O NA L leadership is a critical aspect of school leadership. The work of instructional leaders is to ensure that every student receives the highest quality instruction each day. Doing so requires that instructional leaders lead for the improvement of the quality of teaching and for the improvement of student learning. Instructional leadership is learning-focused, learning for both the students and adults as well. Herein, learning is measured through improvement in instruction and in the quality of student learning. Instructional leadership in a basic education school structure is usually led by the principal. For it to work, a culture of diligence must prevail in that school

for the constant improvement of the instructional material. Moreover, instructional leadership addresses the cultural, linguistic, socioeconomic and learning diversity in the school community. The following are practical actions that can be achieved in instructional leadership in the Philippine setting: teachers must constantly talk among each other on how to improve the syllabus handed out to them and if there is a need to introduce complementary materials. Teachers must observe each other in their teaching practices and once critiquing is done, the recipient teacher must be professional enough not to be offended and take it as a room for improvement.
