While we are excited about the national political lineup, nothing is more thrilling than the prospects in the local political arena.

In the past, we made presumptions of the possible candidates in the mayoral contest in Cagayan De Oro City. We also dissected the strength and weaknesses of the candidates - their chances of winning and losing.

Thus, the names of Emano, Moreno, and Rodriguez were among the very popular contenders in the local politics. Based on a presumptive assessment, “Dongkoy” Emano, the former City Mayor, remains a very strong mayoral contender. Emano has a rating of winning the local mayoral contest at “9.5” in a scale of “10.”

It is not surprising because with a stronghold of 56 barangays out of the city’s 80 barangays, Emano’s winning chances remains high.

The incumbent Mayor Oscar Moreno enjoys a rating of “8” in a scale of “10.”

Actually, many voters expressed the remorse of discarding Emano in the 2010 mayoral elections. After three years in office, the local electorates have started comparing the administration of Moreno and Emano.

It is difficult to get a chance to learn in the best university about leadership and politics. But, learning our surrounding and keeping our principle in life is the best way to get enlightened. In general, it is contemplation.

Contemplation can be done by perceiving, not by seeing anything using our bear eyes. Contemplation can be done by keeping the principle in life that the past experience is still the

It could be a cryptic message of frustrations, of remorse, and of discernment.

Nevertheless, let us focus on the candidates – their credibility, sincerity, and performance (now and then) as basis for electing the right people who would run the affairs of the government.

CAGAYAN de Oro City-One of the lawmakers accused with alleged graft, direct bribery, and “malversation” of public funds would seek redress in the Supreme Court to prohibit

the Ombudsman to hear the case.

The National Bureau of Investigation (NBI) on Thursday filed criminal charges against the third batch of incumbent and former lawmakers, most of them identified with the administration, for alleged

involvement in the pork barrel fund scam.

Rep. Rufus Rodriguez, of Cagayan De Oro City, who was among those charged with the anti-graft court, claimed that the Department of Justice (DOJ) violated his rights when it decided to file charges against them

in connection with the use of their pork barrel funds.

In a text message to the Mindanao Daily News, Rodriguez said he would file a petition for “certiorari and prohibition” in the Supreme Court that would suspend the proceedings in the Ombudsman.

Bambi bares P144m completed projects SOME P144 million worth of completed projects bannered the infrastructure report of Gov. Bambi Emano during his annual state of the province address dubbed as “Taho Sa Katawhan”, at the provincial capitol grounds, Monday.

Also in his report is the acquisition of some 27 new pieces of road construction equipment funded under a loan from the Development Bank of the Philippines.

“Infrastructure programs will be our main focus next year these new pieces of equipment will play a significant role,” Gov. Emano said.

The P103 million cost to build five (5) of the completed projects with a total length of 20.7 kilometers came from the general funds of the province.

These are the Awang-Tingalan provincial road in Opol town that costs some P71 million ; LaguindinganLourdes-Sungay provincial road of Laguindingan worth P14.7 million; Sugbongcogon-Kidampas provincial road of Sugbongcogon worth P9.6 million; Lagonglos-Umagos provincial road of Lagonglong town that costs P3.9 million, and the Stan Ana-Malitbog provincial road worth P3.5 million.

On one hand, two of the six soon to be completed road projects are the Sta. Ana-Sta. Cruz-Malitbog provincial road of Tagoloan town, is already 86.5 percent completed at the cost of P3,5 million and the GimangpangAluna provincial road of Initao town which is already 75 percent completed at the cost of P9.9 million.

Emano said two innovations are mainly responsible for the significant performance of the engineering office in the pursuit of infrastructure development.

“One is the creation of the Baragay Infrastructure Projects Office, the other is the barangay empowerment that we extended to the barangay officials giving them authority to identify, process and manage priority projects in their areas,” Gov. Emano added.

Meanwhile, Gov. Emano also revealed that the 27 new equipment include two units of bulldozers; ten (10) units of dump trucks; six (6) units of graders; two units each of motor graders, compactors and backhoe; and one unit each of boom truck, prime mover and lower bed trailer.

CAGAYAN de Oro City -- A historic local government unit sisterhood agreement between the Philippines and Somalia was signed between the Municipalities of Cabanglasan, Bukidnon, and Bal’ad in the Shabelle region.

Cabanglasan is the third foreign local government unit to partner with Somalia since 1991, the year the civil war started in Somalia. Recently, the country formal-

TASC’s P565M Butuan Bulk Water Project to be completed this year

BUTUAN City -- The perennial problem of lack of water supply to meet the needs of some 200,000 population of this city will finally be solved by December, 2015 if projections are met.

Based on an assessment by an inspection team of the on-going P565-million Public-Private Partnership (PPP) project for Water Treatment and Bulk Water Supply at Sitio Iyao, Barangay Anticala here as reported by Butuan City

Water District (BCWD) Senior Public Relations Officer Ramil Barquin, the Taguibo Aquatech Solutions Corporation (TASC) was “working double time to complete the construction of the facilities by December, this year.”

According to Barquin, the inspection was conducted recently by BCWD General Manager Anselmo Sang Tian, Assistant General Manager George Guduyo and some board members, and showed that work on the sabo dam was 58 percent complete and 98 percent for the sand filtration facility.

The other members of the

inspection team were board chairman Atty. Roldan Torralba, and board members Crispin Young, Leah Mendoza, Dr. Juanito Lao, and Dr, Estacio Claudio.

Barquin said that should the project be completed this year, “the recurrence of water supply interruption during rainy days and low volume of water during long drought will ultimately be solved.”

The project is the result of the Joint Venture Agreement (JVA) between BCWD and TwinPeak Hydro Resources Corporation in consortium with Equi-Parco See project, page A11

Phivolcs-Davao research specialist Desiderio P. Cabanlit said that based on a simulation, the result may even be worse as water coming from behind Samal would pass through both sides of the island and form bigger waves as they converge at a certain point.

Phivolcs has put up unmanned stations to monitor the earthquakes. These are located in Don Marcelino in Davao del Sur, Valencia City in Bukidnon, and Mati in Davao Oriental.

The method of teaching has set a lot of teaching strategy to develop the leaning skills of the students. There are variations on how a student is learning and it should be taken with great attention.

But for most, a two way process or teacher-student oriented kind of teaching has greatly resulted to a positive learning experience for some.

Te a c h e r - c e n t e r e d learning has the teacher at its center in an active role and students in a passive, receptive role.

Teaching-centered (also called Lecture method of teaching) is one of the most widely used in teaching and learning process.

Lecture method is done by way of delivering course materials to students directly or by way of oral.

This method is highly practical and efficient for the provision of teaching material and has many learners. While studentcentered learning (or student-centered learning; also called child-centered learning) is an approach to education focusing on the needs of the students, rather than those of others involved in the educational process, such

as teachers and administrators. Student-centered learning is focused on the student’s needs, abilities, interests, and learning styles with the teacher as a facilitator of learning.

This classroom teaching method acknowledges student voice as central to the learning experience for every learner.

How did education become a two way process? Learning is a twoway process. It has to be communicative and interactive at every stage – both inside and outside the classroom. A teacher must be open to all signals from her students; he/she must encourage students and build a child-centered approach. A teacher must not come to the classroom to teach what she knows, but to teach what students do not know. Students still look up to a good teacher and trust him/ her. If a teacher is good, children will automatically respect him. As the saying goes, by teaching you will learn and by learning you will teach. Thus, it is highly encouraged for teachers to use this kind of process in teaching to equip more students for global competitiveness.

The Early Childhood Care Development Checklist

Department of Education is pushing for improved learning through making sure that children are prepared and has been equipped with basics before recommending them to the next level. Thus, conduct of assessment and use of proper tools are important to determine the true status of the children.

For example is the Early Childhood and Care Development (ECCD) Checklist. This checklist is very

important in order to determine the child’s capacity to learn, and what are the things he has to learn.

In line, Department has issued an addendum to its Order No. 1, s. 2015 that pertains to January 24, 2015 as Commencement of Early Registration for school year 2015-2016. In this document, the importance of entrance age in Kindergarten was stressed. Children who will turn five years old on or before October 31, 2015

must show completion of Early Childhood Education.

Moreover, there is a need for school teachers or head to assess their readiness to take Kindergarten education through using development tools, such as the Early Childhood and Care Development (ECCD) Checklist.

This checklist will be used by an examiner while interviewing the parents or caregivers, and as well as the children. During the interview, examiners should ensure that interviewees are informed that there

are no right and wrong answers to ensure that the data gathered are true.

Examinees should also be honest and answer questions on their own to attain similar result.

For simple things like this, accuracy and precision should be assured in order for next and more important matters to come in smooth flow, such as producing children that are well-equipped at the end, because they were properly determined or identified.

Empowering the IPs

The Indigenous People (IP) of the Philippines are considered minorities. Despite of their small number the Philippine Republic gives importance to them.

In a small baranggay of a city in the island of Mindanao, Philippines called Barangay Bonbon, Butuan City there resided the Manobo Indigenous People’s Group who were the remnants of the tribe of Datu Toribio Talibong Sr, the leader of the Council of Mayapay. One of his heir is recognized by Deped as the

Chieftain in Barangay Bonbon. He is Datu Makatondag and his wife bai Anahaw.

According to this new generation head of the Manobo tribe of Bonbon, there are 69 pupils and students enroled in two schools in Bonbon. 12 Day Care and Elementary in Matin-ao Elementary School and 57 Day Care, Elementary and High School pupils and students combined in la Trinidad Integrated School.

The above number is few compared to 230 pupils enrolled in Matin-ao

of a member of a society.

It is one role that he has to serve. It is important for him to learn and dig the evolution of things in his society, because after all, it is the same to digging his own roots that define him for who he is and learning and deciding from it, and thus shaping him.

Through reading the “Then and Now,” culture will be appreciated. Literature is also about gaining appreciation of someone’s identity

and shaping a society or community. Thus, it is important that it should be taught in schools, especially in this century where things mostly come and go. Literature should remain and preserved in order for future generations to appreciate the beauty of the past and embrace the good things that will remind them of who they are and shape them for who they should be.

The IPs are believed to be the people who protected the environment of our Mother Earth. In fact the Tribal Coalition of Mindanao wrote the wryth of Kalikasan because of their too much concern of the degrading ecosystem brought about by illegal logging, illegal mining, and kaingin system of farming. They fight in the

court to gain control of these illegal trasactions in order to protect the land of Mindanao from denudation brought about by the 3 main factors just mentioned.

The Tribal Coalition of Mindanao are then the environment fighters. Despite of the fact that only very few of them have gone to college and finished their education.

Viva to the minority heroes of Mindanao! Viva to your heirs who will follow your footsteps in conserving Mindanao forest! The Mighty God who made the Space Ship Earth is indeed gloried by your spirit!

Teaching Mathematics Fun and Easy through WALL

It is a fact that students have struggled with understanding mathematical concepts.

Mathematics has always been one of the subjects that students disliked especially when problem solving and related tasks are discussed. This is because students did not master most of the basic skills in Math and that they tend to forget the basic concepts needed in the applications of higher Mathematics.

With the implementation of K to 12 Basic Education Curriculum, students are expected to adapt, learn and master the basic skills and concepts to address the emerging advancements of learning and to make their life competitive and skilled.

To help students cope with the need of the new curriculum, Project WALL of Mathematics plays a vital role. WALL of Mathematics means Winning And Learning Lots of Mathematics. This innovation aims to help students recall, exercise and master the basic concepts and basic skills they have learned and will be learning in Math. With this, students shall be able to relate and use the things they will learn from the project to their present lesson in Math. Students will be able to have fun while learning and eventually, they will be enthusiastic to study Mathematics. One of the primary goals of this innovation is to change the students’ attitudes towards Math, giving them more self-confidence and show-

ing them that Math can be fun, playful and exciting all at the same time.

Questions about Mathematics are to be posted on the bulletin boards in each grade level. The answers to each question will be written in a sheet of paper provided by the Math Club officers. Every flag ceremony a winner will be drawn from each grade level. The winners will receive a prize. The operating expenses and prizes given to the winners will be joint cooperation of the stakeholders and the Mathematics Club Officers and advisers.

With the reinforcement they will receive for giving the correct answer to the posted questions daily, students will be able to have fun while learning and eventually, they will become enthusiastic

to study Mathematics.

Consequently, it will not be difficult for the students to pass the subject. In order for all students to learn and understand Mathematics, it is important for them to be involved and engaged in the learning process. This is something that should be continued to combat in the teaching practice.

Teachers should persistently plan the lessons while thinking about how they can involve and engage the students in every part of the lesson.

Students who naturally love Math, often are the more proficient and confident Math students.

They are also those who are always enthusiastic about the math they are exploring, no matter what the lesson requires.

Lawyer James Judith, who ran and lost as candidate for councilor in the same district that Elipe formerly belonged, argued that it is stipulated in Section 39 of the Local Government Code (Republic Act 7160) that an elected official must be a resident in the district that he or she represents.

In a 12-page document lodged before the Regional Trial Court (RTC) in Cagayan de Oro City last August 6, Judith is asking the court to disqualify Elipe from continually holding office as councilor because of the argument that the former presented above.

The court has yet to hear the petition.

It is widely believed that Elipe, who could not anymore run for the same position, transferred his residency to barangay Carmen so he could challenge the congressional seat of Rep. Rolando Uy. Incidentally, the Elipe family business is located in that barangay whose bailiwick belongs to Uy.

The lady councilor said months ago she made a special report regarding the failure of employees to receive their clothing allowance in the amount of P5,000 per employee. She said in one occasion, the city accountant, city budget officer and city treasurer were invited to answer some queries, and they were asked what happened to the 2014 clothing allowance.

According to Councilor Nadya, the city accountant said it was already in the accounts payable of the books of City Hall.

Instructional leadership is learning-focused, learning for both the students and adults as well. Herein, learning is measured through improvement in instruction and in the quality of student learning.

Instructional leadership in a basic education school structure is usually led by the principal. For it to work, a culture of diligence must prevail in that school

She walked into my favorite coffee shop one day. Dressed casually in shorts and sneakers, it was difficult to not glance her way. With long jet-black hair and towering over her friends at five feet nine inches, Dylanna Bax has piqued the interest of many in the city (including myself ) when she joined the Miss Cagayan de Oro pageant with a goal to inspire and be heard.

The earth must have titled in its axis when she relented to my invitation for a short interview. She ordered her usual milk tea and we chat.

With an easy playfulness, and good-natured impertinence, Dylanna speaks of the Miss CDO pageant as one of the most challenging things she’s

ever done. “I feel like a giraffe among gazelles,” she says over and over, and laughs at herself saying, “I am stiff as a tree. My body doesn’t contort certain ways...I am way out of my comfort zone. But here I am, learning its tricks and traditions.”

For a second, I think, how can this Magna Cum Laude from Liceo de Cagayan lack confidence? Is she then joining this pageant looking to gain more confidence, like most beauty queen hopefuls? Dylanna looks at me and smiles. She must have read what I was thinking because with wit and grace in her speech, she answers, “I overcome my utter lack of confidence because this isn’t about me.”

Beauty pageants are a public spectacle, and Miss Bax recognizes that. As she said once during the Miss CDO Press Conference, “Beauty pageants capture the collective interest of the people.” She finished that thought across from me on that day at the coffee shop, “One of the best platforms to freely express your thoughts and convictions while at the same time inspiring and influencing minds is the pageant stage.”

Dylanna feeds her motivation off of what she recognizes as an opportunity to be heard.

On her Facebook page, Dylanna writes, “Christians are the light of the world and the salt of the Earth. I think becoming a beauty queen will allow me to reach out to more people...I was not saved to be silent.” What exactly does

Miss Bax want to share? Part of her advocacy is education, animal welfare, social security, employment, and environmental preservation, but most of all she hopes to convey a message of boldness, moral uprightness, resilience, and compassion.

“The Filipino people are blessed with so many rich resources--including each other. And yet we lose sight of that as we are plagued with poverty, calamity, and rampant corruption in our country. I am not saying that I will fix all of these issues. But I do think that there are better ways to protest, cope and overcome.

Central to that is our faith.”

Dylanna Bax is an idealistic realist. But she knows what she has gotten herself into, and she knows what she can bring out of it. To Miss Bax,

I want to say in her own humor, if there’s anything I know about giraffes, it’s that they definitely reach great heights.
