tional 15 units of modernized public utility jeepneys (PUJs) will soon ply the Narvacan-Vigan route following its launch at the Villa Gloria Beach Resort in Barangay Bulanos, Narvacan, Ilocos Sur on Thursday.

Leading Japanese truck maker Isuzu Philippines Corporation turned over the keys of the brand new units to the Northern Ilocos City of Laoag Transport Service Cooperative (NICOLTSC) operating in Ilocos Sur.

The transport cooperative is just one of the several groups of driver and operator associations in the province that embrace

the national government’s Public Utility Vehicle Modernization Program.

“The modern PUJs via Narvacan-Vigan route will make traveling more convenient for commuters,” said Rudy Contillo, a resident of Narvacan as he shared his excitement about the new route of modern PUJs in his hometown.

Earlier, the transport coop applied for a special permit for public transportation operations in the identified route with the Land Transportation Franchising and Regulatory Board (LTFRB).

The LTFRB granted the opening of additional routes for the improvement of the

LEGAZPI CITY – The Albay Provincial Disaster Risk Reduction and Management Council (PDRRMC) on Thursday ordered the evacuation of residents in areas surrounding Mayon Volcano in order to protect lives and properties due to its increased activity.

This, as the Philippine Institute of Volcanology and Seismology (Phivolcs) raised Mayon Volcano’s alert level to 3.

In a briefing on Thursday afternoon, Eugene Escobar, Albay Public Safety Emergency Management Office (APSEMO) research division chief, said the evacuation order is meant to sustain the zero casualty goal of the province of Albay.

“Again, because of the alert level 3 status, our goal is to sustain the zero casualty of the province of Albay and this can only be achieved if we will be able to execute the evacuation of the population. So for the information of everybody, based on the previous arrangement and contingency plan for Mayon Volcano, upon declaration of alert level 3 by the Phivolcs, mandatory evacuation of

all population inside the six-kilometer permanent danger zone (PDZ) will be executed. No human activity inside the 6-km PDZ,” Escobar said.

Based on APSEMO data, at least 4,749 families or 18,184 individuals from 50 affected barangays will be evacuated starting Friday.

“The advisory will be released today, but the start of the evacuation will be tomorrow (Friday) morning. We need to do it systematically, organized and we will have enough time to serve evacuation. So the evacuation from the 6-km PDZ starts tomorrow until two days,” Escobar said.

Alvin Cuz, Department of Education (DepEd)-Albay DRRM focal person, said they are now coordinating with local government units (LGUs) affected by the increased activity of Mt. Mayon.

“We have 39 schools that can be used as evacuation centers depending on the LGUs if they will use it. If the LGUs will use the schools, temporary learning spaces will be needed,” he said.

Cuz said no suspension of classes will be declared on the receiving schools and a blended learning modality will be used.

Meanwhile, the Regional DRRMC raised a red alert status in its emergency operations center.

Office of Civil Defense

(OCD) and Bicol DRRMC chairperson Claudio Yucot said the highest alert status is effective immediately

Have my say

The right to disconnect

A LIFE WITHOUT CELL PHONE? I remember the time, when one of my first Japanese friends kept on complaining, why I didn't operate a cellphone. Believe me, during that time, sometime in 2000 or 2001, I was even typing my articles on an old typewriter from Germany.

My Japanese friend then bought me a computer - and a cellphone! Some other friends congratulated me: "Welcome back to the world!"

Sometimes, I observed (business-)people operating with two or even more cellphones at the same time. I asked them: "How did you survive doing business before without these units?" Believe me or not. The answers have been mostly: I really don't know!

cellphone. I panic, losing all my important connections. This "thing" really has a special meaning for me. And here we are: not only for business. Just even for a short "Hi - kumusta ka?" I really felt lonely!

Journalist Chris StokelWalker explained it very well: for the average working person, there’s no greater feeling than powering down your computer and kissing goodbye to your avalanche of work emails for the day. If we’re lucky enough to disconnect from the job on evenings and weekends, we’re overjoyed to leave work emails and the stress that comes with it in the office.

initiative. While further research revealed psychological detachment during off-work time, reduced emotional exhaustion caused by high job demands and helped people stay engaged.

So, if we know all this, it begs the question: why are we still letting work invade our precious weekends?

AUREA

Doing business nowadays without a cellphone? Even a very private life? I can't imagine it anymore. Philippines' cellphone companies really provide us with the widest distribution and the broadest coverage to very affordable charges. I really enjoy, for example, the unlimited call experience - just to mention one.

Two handsets or even three. Ok lang, as long as it keeps my business running.

But then it happened! I thought I had lost my

But experts say we’re increasingly failing to do so, instead bringing the burden home with us and fielding emails during our free time. Unsurprisingly, this routine has some serious consequences.

Now, it is a reflex, like checking my Facebook or Twitter timeline. Yes, it's indeed so - but never 24/7.

Working abnormal or long hours has long been linked with depression, anxiety and even coronary heart disease. Crucially, the importance of weekend recovery has also been correlated with weekly job performance and personal

Hints and Traces

This business of giving glory to God

Why do we have to give glory to God? Isn’t it egoistic on his part to command us to do so? Did he just create us to use us to give him glory?

These are questions that can come to mind when we are reminded of our duty to give glory to God in everything that we do. In a sense, these questions are understandable for us to ask. If we look at this duty from a purely human point of view, that reaction can easily come out.

But these questions should also lead us to ask more deeply why we have such duty. It is most likely that we are missing something. We may be failing to see the overall picture.

True enough. If we look at this duty from the point of view of our Christian faith, then we can understand why we have such duty. And that is because if we abide by our faith that we have been created in God’s image and likeness, meant to be sharers of God’s life and nature, then everything we do should be an expression of glorifying God, our Father and Creator, from whom we should never dare to separate ourselves.

We are reminded of this truth of our faith when in the gospel of 7th Sunday of

According to Cary Cooper, professor of organisational psychology at Manchester Business School and president of the CIPD, the recent trend even spills into the way we access our work communications and projects.

Today, says Cooper, work emails are just a tap of a smartphone away. “You don’t carry your laptop around when you’re out to dinner, but you do carry your mobile phone,” he says. “The smartphone changed everything.”

If we don’t switch off from work we don’t recover from work. We should get the right to be disconnected. At night or during weekends.

Easter, Year A, which falls this year on May 21, (cfr. Jn 17,1-11a), we see Christ who is the pattern of our humanity, the savior of our damaged humanity, glorifying God the Father.

“Give glory to your son, so that your son may glorify you,” he said, “just as you gave him authority over all people, so that your son may give eternal life to all you gave him.” (Jn 17,1-2)

If we believe that Christ is “the way, the truth and the life” for us, then the relation he has with God the Father and what he does to the Father should also be our relation with God and what we do with him, that is, to glorify God just as Christ glorifies the Father.

Thus, we should always give glory to God. This should be the basic principle to follow in all our thoughts and intentions, our plans and desires, and our actions from the most hidden and personal ones to the most social and global.

Everything comes from him. Everything belongs to him. He is the source of all truth and goodness, the author of the ultimate reality. He should always be in our mind and heart, the beginning and end for everything

in our life. Outside of this loop, we would be creating our own ivory tower, our own bubble, our own silo.

That is why St. Paul repeatedly made these reminders: “Whatever you do, work at it with your whole being, for the Lord and not for men, because you know that you will receive an inheritance from the Lord as your reward. It is the Lord Christ you are serving.” (Col 3,23-24)

In another occasion, he said: “Whether you eat or drink or whatever you do, do it all for the glory of God.” (1 Cor 10,31) And still another: “Whatever you do, whether in word or deed, do it all in the name of the Lord Jesus, giving thanks to God the Father through him.” (Col 3,17)

We need to train ourselves to make God the beginning and end, the Alpha and Omega, of all our thoughts, words and deeds. We need to rectify our intentions and keep that rectitude all the way to the consummation of those intentions.

Mechanization program to increase rice production in Antique

SAN JOSE DE BUENAVIS-

TA, Antique – The PHP54 million worth of farm machinery turned over to farmers’ associations in Antique by the Department of Agriculture (DA) could increase the province’s rice production.

Nicolasito Calawag, head of the Antique Office of the Provincial Agriculture, said the farm equipment provided under the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program was released to 22 farmer associations in the province during the distribution held at the Binirayan Gymnasium in this capital town on Wednesday.

These include harvesters, hand tractors, floating tillers, walk-behind transplanters, and recirculating dryers that are expected to make farming more efficient.

“With the various farm machinery turned over to the farmers’ associations, we expect that we could increase our rice production by 10 to 15 percent per hectare,” Calawag said in an interview on Thursday.

The province produced an estimated 3.42 metric tons of palay last year.

The average yield of a hectare of palay farm in Antique is about 120 cavans but with mechanization, an additional 10-15 cavans are expected per hectare, he said.

Around 42,154 hectares

of farmlands in Antique are currently planted with palay.

Calawag said shifting to mechanization can help reduce losses as well as address the problem on the lack of manpower.

“Farmers are having problems also on the manpower considering that their children are already inclined to take other courses rather than helping in their farms,” he said.

The recipient associations are expected to ensure they maintain the machinery in good working condition and submit reports on their status to their local government units and the Philippine Center for Postharvest Development and Mechanization (PhilMech). (PNA)

No. 2, signed by President Ferdinand R. Marcos Jr., authorizes the grant of onetime assistance at a uniform quantity of 25 kilograms of rice to workers of national government agencies, employees of state universities and colleges, and uniformed service personnel.

The rice assistance shall be granted to beneficiaries who are still in the government service and/or engaged by government agencies as of Nov. 30, 2022, it added.

Paz noted the rice being distributed by the NFA here are produced by local rice farmers who sold their produce to the agency under the palay procurement program.

The NFA official dismissed claims on social media that they are distributing “inedible rice”, but said that in case recipients have complaints or issues with the quality of rice, they would be willing to replace it with new stocks.

“We would like to ask for understanding. Our stocks inventory are ordinary rice from local farmers. We cannot provide you with ‘super white’ rice. We release whatever is available. If you have concerns, contact us directly. If you have issues, you can return it or we can pick it up so we can replace,” she added. (PNA)

Gov’t aids 122 ex-NPA rebels in Agusan Norte

BUTUAN CITY – Agusan

del Norte’s provincial government and the Department of the Interior and Local Government (DILG)

13 (Caraga) facilitated the release of the assistance for 122 former New People’s Army (NPA) rebels here Thursday.

Governor Maria Angelica Rosedell Amante, together with DILG-13 Assistant Director Donald Seronay and Director Elsa EvangelistaLapiña of the Office of the Presidential Adviser on Peace, Reconciliation and Unity, led the distribution of assistance under the Enhanced Comprehensive Local Integration Program (ECLIP) of the government.

Of the 122 ECLIP beneficiaries, 72 were regular members of the NPA

while 50 were members of the Milisya ng Bayan who surrendered on different occasions from 2021 until 2022.

The former rebels also handed over 39 high-powered firearms, all of which were remunerated during the assistance distribution.

A total of PHP12 million in cash aid were released to the former rebels in the form of livelihood assistance, immediate assistance, and firearms remuneration.

“I am glad that you decided to abandon the communist movement and return to the fold of the law. We are all Filipinos, and we do not need to fight,”

Amante said in her message.

She added that there is no reason to fight and offer one’s life for a useless cause being carried out by the communist rebels.

“I pity those who died in battles where their comrades and leaders just abandoned their dead bodies. There is no justice in what they are doing,” Amante said.

Among the former rebels who received the assistance was alias Patrick, the former secretary of the dismantled Guerrilla Front 4-A under the NPA’s North Central Mindanao Regional Committee.

Patrick, a resident of Buenavista, Agusan del Norte, said he joined the NPA movement in 2011 until his surrender to the 23rd Infantry Battalion (23IB) in September 2021.

DOST deploys drones to reforest Bukidnon's Mt. Kalatungan

PANGANTUCAN, Bukidnon (PIA)--The Department of Science and Technology (DOST)-10, in collaboration with Galansiyang Inc., launched a reforestation project in a 4-hectare area at Mt. Kalatungan Range, Pangantucan, Bukidnon, May 31.

The project showcases the use of drones for planting tree embryos, also known as "seed balls," coated with soil and organic manure. These seed balls are loaded into the drone container and dispersed in the target area at Mt. Kalatungan.

Ritchie Mae L. Guno, DOST-Bukidnon provincial director, explained that the project aims to demonstrate the use of drone technology for reforestation and provide a glimpse into the future of

"This 'Project Tanom and Project Lantaw' marks the beginning of DOST's efforts in advanced reforestation technology. We plan to expand these initiatives throughout Bukidnon Province," Guno said during the seed ball dispersal.

Guno emphasized that the initiative's goal is to create an autonomous social system that balances the needs of people and trees.

"We will use satellite imagery to track the progress of the seed balls and monitor their growth in the forest with the help of drones," she added.

Jay Arneil Gajudo, the chief executive officer of Galansiyang Incorporated, highlighted the event's significance, saying that it revolutionizes tree planting in the Philippines. He explained that the effort eliminates the struggles

Norte.

DTI-Davao said in its monthly report that the project would help stir economic activities not only in the province but also in neighboring areas, creating employment opportunities for the local workforce and generating domestic and export sales.

On its website, Pure Life Carbon claims to be a “clean-tech manufacturing company with a focus on the environment and food security.” It aims to “create clean technologies that protect and heal the environment while enhancing food production and yields.”

Jenny Grace M. Mendoza, DTI-Davao information officer, said in an interview on Wednesday that bamboo is one of the priority industries in the region, along with coffee, coconut, cacao, wearable and home styles, processed fruits and nuts, rubber, and oil palm.

She said the local industry in Davao del Norte is already thriving with small players producing furnishings and furniture out of bamboo.

Mendoza added that efforts in Davao del Sur are also being undertaken to develop its bamboo industry.

She said that during the Bamboo Summit last April 18 in Digos City, Davao del Sur, industry stakeholders formulated plans and specific interventions that they need “to put the province in the bamboo development map.”

According to a Department of Science and Technology (DOST) briefer, bamboo, which belongs to the family of grasses, is regarded as “one of the most economically significant non-timber forest products globally.”

It is a “high-value crop given its many uses involving food and material for buildings, bridges and furniture, and with its ability to mitigate flood and soil erosion, bamboo has various economic and ecological benefits,” the briefer said.

The agency said the Philippines is 6th among the largest exporters of bamboo in the world.

The estimated total area of bamboo in the Philippines ranges between 39,000 to 53,000 hectares, which can potentially produce an average of 36 million culms annually, according to the DOST.

It added that the “Philippines has been actively producing and processing bamboo products for construction, furniture and handicraft manufacture, food, musical instruments, farm and fishing implements, pulp and paper, and fuel for cooking and heating.” (Antonio Colina IV / MindaNews)

eration in terms of young talents training and media technology reform for the prosperity of regional spiritual civilization,” he said.

The forum gathered more than 200 government officials, media leaders, experts, international organizations, and scholars from the ASEAN and China to advance media cooperation in various fields and enhance mutual understanding and trust between the two sides.

This was the first time the annual forum was held in person since the pandemic was declared in March 2020.

Organized by the China Media Group (CMG) and the People’s Government of Guangxi Zhuang Autonomous Region, the forum aimed to contribute media wisdom to deepen ASEANChina relations and promote high-quality cooperation in the “Belt and Road Initiative (BRI),” which happened to celebrate its 10th anniversary this year.

The BRI is a global infrastructure development strategy adopted by the Chinese government in 2013 to invest in other countries and international organizations.

CMG President Shen Haixiong and Liu Ning, secretary of the Party Committee of the Guangxi Zhuang Autonomous Region and chairman of the regional People’s Congress Standing Committee, also delivered on-stage speeches during the forum.

China and the ASEAN are linked by mountains, rivers and seas, as well as hearts and aspirations, and are always good neighbors, good friends, and good partners, said Shen.

The event also saw the launch of several breakthroughs in media cooperation between the two sides, including the China-ASEAN Media Complex AI Studio, the ASEAN Zone in the “EtherealSound” applica -

tion of the CMG, and the Chinese Cultural Digital Images Itinerant Exhibition in ASEAN.

The ASEAN Media Partners tour on Chinese modernization was also launched at the forum, with BenHur Banigued, vice chair of the Board of Directors of People’s Television, Inc., representing the Philippine delegation on stage.

The weeklong media tour will take more than 30 ASEAN media participants around such Chinese localities as Guilin, Liuzhou, Qinzhou, and Beihai, to learn about ecological management efforts to facilitate the respective economies of these areas.

The ASEAN and China have a long-standing and deep-rooted friendship, as they are connected geographically, historically, and culturally.

In recent years, the ASEAN and China media have maintained regular exchanges, contributing to bilateral relations’ steady and far-reaching development.

The Presidential Communications Office has multiple bilateral media and communication agreements with the Chinese government, covering commitments to pursue personnel exchanges, workshops, seminars, information exchanges, rebroadcasts, joint production, and mutual visits.

The CMG is a state media conglomerate unifying government-owned China Central Television (CCTV), China National Radio, and China Radio International.

China Global Television Network, a multi-language channel launched by CCTV, is also included in the merger. (PNA)

In addition, it acknowledged the Chinese help given to Filipino front-liners with the early delivery of millions of vaccine doses to the Philippines during Duterte’s term.

Duterte was represented by former Executive Secretary Salvador Medialdea and PDP-Laban president and Palawan 2nd District Rep. Jose Alvarez.

In a speech, Medialdea said, “It is indeed a great honor coming from this great organization whose main goal is to strengthen the relationship between (the Philippines and China).”

“I am sure former President Rodrigo Roa Duterte will always cherish this award with the thought that both countries must continue to move forward in order to achieve what is best for all its people,” he added.

Association for Philip -

pine-China Understanding (APCU) chairperson Raul Lambino said the award conferred on the six laureates is a celebration of their “invaluable contributions” that not only elevated bilateral relations between the two states but have also “sown the seeds of friendship that will continue to bear fruit for generations to come.”

“In this increasingly interconnected world, building bridges between nations and fostering mutual understanding is paramount,” Lambino said.

“The relationship between the Philippines and China has always held tremendous significance given our shared history, cultural exchanges, and ever-growing economic cooperation.”

Chinese Ambassador Huang Xilian, meanwhile, said the world today is undergoing profound changes unseen in a century that call for solidarity among nations.

“We firmly believe that upholding mutual respect and trust, cherishing good neighborliness and friendship, keeping the direction our mutual understanding and mutual accommodation in settling our differences serve as the fundamental principles in our bilateral relations,” Huang said.

“So long as the consensus between our two top leaders is implemented in real earnest and the above principles followed, we will be able to uplift China-Philippines relations to a new level, bring more benefits to our two peoples and contribute more positive energy to regional peace and stability.” (PNA)

Under MC 22, the Water Resources Management Office (WRMO) and its network of agencies with water-related functions will take the lead in implementing a nationwide water conservation program, in coordination with other relevant government agencies.

The WRMO, created under Executive Order 22 inked by Marcos on April 27, is the apex government body in the Department of Environment and Natural Resources (DENR) tasked to harmonize government efforts and oversee the implementation of the Water Resources Management Plan to ensure the availability and sustainable management of water resources in the country.

MC 22 tasks the WRMO to identify strategies for water conservation, monitor the compliance of government agencies and instrumentalities with the water conservation measures, and

provide quarterly progress updates to the Office of the President, through the Office of the Executive Secretary.

The Local Water Utilities Administration, the National Water Resources Board, and the Metropolitan Waterworks and Sewerage System are directed to submit to the WRMO a monthly supply-demand projection, highlighting any likelihood of a deficit in water supply in the near future.

Government-run water service providers (WSPs) are directed to implement water conservation measures, including non-revenue water management and water pressure management.

Private WSPs are encouraged to also submit a monthly supply-demand projection and implement water conservation measures.

National governmentrun WSPs are mandated, while local governmentrun WSPs are enjoined to immediately complete their projects to reduce nonrevenue water and upgrade water distribution pipes.

Local government units are encouraged to process the requests of WSPs for waterworks within a reasonable time.

“If any part or provision of this Circular is held unconstitutional or invalid, other parts not affected thereby shall continue to be in full force and effect,” MC 22, which takes effect immediately, said.

“All issuances, orders, rules and regulations, or parts thereof which are inconsistent with the provisions of this Circular are hereby repealed or modified accordingly.”

A copy of MC 22 was uploaded on the Official Gazette’s official website on Friday. (PNA)

in view of the increasing activity of Mayon.

“All response assets must be ready for deployment. Evacuation for high-risk areas and barangays shall be led by the local DRRMCs. Close monitoring of the

respective area of responsibilities,” Yucot said.

Phivolcs on Thursday raised Mayon Volcano’s status from Alert Level 2 (increasing unrest) to Level 3 (increased tendency towards hazardous eruption) due to the continuous increase in its rockfall events.

The repeated collapse of the growing summit dome of Mt. Mayon has generated an increasing number and volume of rockfall events since June 5 when the alert status was raised to Level 2 from 1, the Phivolcs said in an advisory.

From June 5-8, Phivolcs recorded 267 rockfall events and two volcanic earthquakes. There were 54 rockfall events from June 1-4.

“These events had durations of 1-3 minutes and transported lava debris within a kilometer range of the southern upper slopes. The volume of discrete rockfall events increased on 3 June based on the seismic record, signaling an increase in the rate of dome growth,” the advisory read.

Phivolcs added that three pyroclastic density currents (PDC) that lasted four to five minutes were observed on the Bonga and Basud Gullies at 6:18 a.m., 9:53 a.m. and 11 a.m. Thursday. (PNA)

As his family grew with the addition of a child, he realized the hardships they endured as the 23IB intensified its focused military operations in Agusan del Norte and parts of Misamis Oriental.

“I was thinking of the future of my family, especially my child. As we ran away from the pursuing government troops, coupled with exhaustion and hunger, I realized it is time for me and my wife to quit,” Patrick said in the vernacular.

During the distribution activity, the former rebel received PHP65,000 for livelihood assistance and a separate amount for the firearms he surrendered to the government.

Patrick said he would use the money he received to further develop his banana farm in their community.

“I already had a training given by the Technical Education and Skills Development Authority and the Department of Agriculture on land preparation and banana production,” he added. (PNA)
