Shell invests in Kaikias waterflood to unlock production in Gulf of America
T Shell Offshore Inc., a subsidiary of Shell plc, has taken a final investment decision (FID) on a waterflood project at its Kaikias field in the US Gulf of America. Water will be injected to displace additional oil in the reservoir formation which supplies production to Shell’s Ursa platform in the Mars Corridor.
Waterflood is a method of secondary recovery where the injected water physically sweeps the displaced oil to adjacent production wells, while re-pressurizing the reservoir. First injection is expected in 2028 and is anticipated to extend the production lifecycle of Ursa by several years.
“Following our decision to increase our stake in Ursa earlier this year, this additional investment continues to maximize the value of the asset,” said Peter Costello, Shell’s Upstream President. “It also contributes to our aim of maximizing high-margin production and longevity in a core basin to maintain liquids production.”

bp starts up seventh major project of 2025

p successfully delivered first oil from the Atlantis Drill Center 1 expansion project in the US Gulf of America, its seventh upstream major project startup of the year.
BThe project is expected to add 15,000 barrels of oil equivalent per day (boe/d) gross peak annualized average production at the existing Atlantis platform. Atlantis, one of bp’s longestrunning platforms in the Gulf of America, has a gross production capacity of up to 200,000 barrels of oil per day.
The Atlantis Drill Center 1 expansion adds two wells to an existing drill center, a subsea hub connecting multiple wells. The subsea tieback, which connects new wells to existing offshore production facilities through pipelines, extends the footprint of the Atlantis field discovered in 1998.
bp delivered the Atlantis Drill Center 1 expansion project two months ahead of its original schedule by utilizing existing subsea inventory, drilling and completing wells more efficiently, and streamlining offshore execution planning. This is bp’s fifth major startup that has been delivered ahead of schedule this year.
"Atlantis Drill Center 1 caps off an excellent year of seven major project start-ups for bp. This project supports our plans to safely grow our upstream business, which includes increasing US production to around 1 million barrels of oil equivalent per day by 2030. This latest success demonstrates the dedication of our US project team and our teams around the world, who are delivering new barrels at pace and with lower production costs, in service of growing long-term value for shareholders,"
said Gordon Birrell, bp’s executive vice president of production and operations.
The Atlantis Drill Center 1 expansion is the second in a series of new projects bp is planning in the US Gulf of America between now and the end of the decade that are
expected to enable bp to boost its capacity to produce more than 400,000 boe/d from the US offshore region by 2030.
In August 2025, bp started up the Argos Southwest Extension project, a three-well subsea tieback that is adding 20,000 boe/d
barrels a day of gross peak annualized average oil production to our Argos platform. In 2027, bp plans to deliver Atlantis Major Facility Expansion, which will further increase production from the Atlantis field using existing infrastructure.
“This expansion at Atlantis is further testament to the benefits of maximizing production from our existing platforms in the Gulf of America, growing bp’s US offshore energy production safely and efficiently.
“We are committed to investing in America as we firmly believe this region will continue to play a critical role in delivering secure and reliable energy to the world today and tomorrow,” said Andy Krieger, bp’s senior vice president for the Gulf of America and Canada.
In addition to the Atlantis Drill Center 1 expansion project, bp started up major projects this year in Trinidad and Tobago (2), the UK North Sea, Egypt, Mauritania and Senegal, as well as Argos Southwest Expansion in the Gulf of America – contributing to its plan to deliver 10 major project startups globally by 2027. bp is Atlantis’ operator with 56% working interest. The co-owner is Woodside Energy (44% working interest).

id you see the latest Federal Reserve Texas Employment Report dated December 11, 2025? I found the report interesting because it offers the Federal Reserve’s perspective based largely on unemployment and leading indicator data on how 2026 may shape up for Texas. Here’s a quick snapshot of what the Dallas Fed is really signaling:

For contractors, architects, and project owners, it’s easy to get tripped up by headlines that suggest the market may be slowing. Over the years, I’ve written extensively about one consistent truth in construction: regardless of whether the economy is hot, lukewarm, or cooling, obtaining building permits in a timely manner is crucial to project success. That reality will be especially true in 2026. Permits pulled on time allow contractors to start construction according to schedule, keep their customers satisfied, and help owners become operational and profitable sooner. In tighter or more selective markets, delays are
even less forgiving.

rom long-awaited intersection reopenings and new flyovers, to pedestrian upgrades, mobility improvements surged statewide in November.
The Texas Department of Transportation (TxDOT) closed out November with major progress on transportation projects across the state, delivering new mobility options for drivers and pedestrians while advancing key long-term improvements for growing communities.
Lake Houston: Three FM 1960 intersections reopen
Drivers in the Lake Houston area saw noticeable relief as three reconstructed intersections along FM 1960 reopened after nearly four years of phased construction. The intersections at Atascocita Road, West Lake Houston Parkway and Farmingham Road now feature updated signals and improved traffic flow as part of TxDOT’s two-segment widening project.
The $128 million effort will expand FM 1960 from a four-lane roadway to a six-lane divided corridor with new sidewalks, raised medians, turn lanes and drainage upgrades. Segment B is expected to wrap up by Christmas, with Segment A following in February.
TxDOT reminded motorists to remain cautious as final work continues into early 2026.
TxDOT announced two new pedestrian infrastructure projects aimed at improving safety and accessibility for people walking, rolling and biking in Central Texas communities:
• Mart: Beginning Dec. 1, TxDOT will launch a $1 million project along S. Carpenter Street to build sidewalks, ramps and marked crosswalks from SH 164 to Lumpkin Street. Work is expected to finish early 2026.
• Waco: A $2.7 million project on Valley Mills Drive will add new sidewalks,
upgraded curb ramps and improved pedestrian signals stretching from Bagby Avenue to US 84. Construction will run through summer 2026, with intermittent sidewalk and shoulder closures expected.
Both projects advance TxDOT’s continued efforts to support pedestrian mobility in communities experiencing population and traffic growth.
San Antonio: Two new flyovers open at Loop 1604/I-10 interchange
In San Antonio, two additional flyover ramps opened at the Loop 1604 North Expansion project, connecting eastbound I-10 to both

• Eight high-speed flyover ramps
• New roundabouts at ground level
• Added turnarounds and sidewalks
Expanded main lanes on both I-10 and Loop 1604, including a future HOV lane
Collector-distributor roads to help reduce weaving and congestion
The upgrades aim to improve traffic flow and safety in one of the region’s fastest growing corridors.
TxDOT won federal transit grant
On Nov. 20, the Federal Transit Administration announced that TxDOT will receive $36 million in grants for transit. The funding will be used to purchase replacement buses for 26 rural transit agencies and to build a new facility in El Paso. This funding focuses on 26 rural transit districts that collectively serve 193 Texas counties and cover more than 73% of the state’s land area, encompassing about 197,000 square miles.

Port Houston Fiscal Year 2026 Budget Approved

he Port Commission of the Port of Houston Authority recently met for its annual Budget Workshop, during which it approved Port Houston’s $726 million operating budget and $569 million capital plan, to help guide staff in operating and managing facilities and activities for Fiscal Year 2026.
TPort Houston, a strategic leader for the Houston Ship Channel for over a century, continues its commitment to drive maritime economic development and job creation with the approval of the 2026 operating budget, which supports continued investment in the container terminals and operations, as well as the Houston Ship Channel Expansion – Project 11. Additionally, the Port Commission approved adopting the proposed amendment to the Strategic Plan 2025, and it also approved a cost-share agreement with the U.S. Army Corps
of Engineers – Galveston District to initiate the navigation feasibility study for "Project 12," the next Houston Ship Channel improvement project.
Finally, the Port Commission also approved tariff changes for 2026, which is an annual adjustment designed to align with market conditions, promote reinvestment into Port Houston facilities, and adjust for the Harbor Fee and the Port Security Fee. The Port Houston 2026 Budget Workshop

DART Receives $7.094 Million FTA Grant to Support Bus Replacement

allas Area Rapid Transit (DART) was awarded a $7.094 million grant from the Federal Transit Administration to support the purchase of new buses as the agency phases out its fleet of older model vehicles. The grant awarded to DART is one of 165 transit projects across the U.S. funded with more than $2 billion in federal grants.

DART announced the purchase of new 476 buses earlier this year, and the complete phase-in of the new vehicles is expected through 2027. The Gillig-manufactured vehicles are Compressed Natural Gas (CNG)powered, a near-zero emission option, which was a key component in DART qualify for the grant. Gillig delivered the first buses ahead of a Spring 2026 timeline, ensuring North Texas DART riders will experience upgraded buses on routes beginning by the end of December 2025.
“We are grateful to U.S. Transportation Secretary Sean Duffy, FTA Administrator Marcus Molinaro, and our entire congressional delegation for valuing their strong federal partnership with DART, recognizing the need to find additional funding to support transit programs in one of the fastest growing metro areas in the nation,”
said Nadine Lee, DART President & CEO.
“The timing of this grant couldn’t be better as we begin to receive early delivery of new, state of the art vehicles from Gillig and as we move ahead with preparations to provide service to the massive crowds we expect next year with the FIFA World Cup.”
This new grant is in addition to the $103 million initial federal grants, bringing the total federal support for DART’s purchase of new buses to more than $110 million – reducing the overall cost to DART and member cities. U.S. Congressional delegates, representing communities across Texas, were instrumental in securing the funding for the grant.
The purchase of 476 buses is one part of DART’s Transform, a $2.5 billion 10-year plan to modernize and upgrade the DART system.
