A look at how student streaming and credit caps are affecting how young people plan for their future Tara Hatherly

It has been 13 years since Ontario eliminated its official 13th year of school - then known as OAC - amid a controversial curriculum change that was supposed to end student streaming.

The official 13th year, called Grade 13 until the 1980s when it was replaced

by OAC (Ontario Academic Credit), was phased out in 2003 by the Progressive Conservative government.

But could another change made when OAC was eliminated - introducing applied and academic course options - be making it hard for students to finish in four years with the credits they need to succeed and decreasing the likelihood some students will excel, while effectively continuing to stream students?

Applied and academic credits are meant to be “mix and match,” but most students take courses in one or the other. Academic credits are typically required for university.

“In a lot of cases, students pick applied because they think it will be easier, and then ironically they are much less likely to be successful in the applied stream. There’s so much evidence that

says it’s a bad idea to divide kids, particularly in that first grade of high school. It limits choices, it closes doors, it sometimes sets kids up for failure,” said Annie Kidder, founder and executive director of advocacy group People for Education. “There are kids who either aren’t graduating, or who are getting to Grade 12 and realizing that there are doors that are already closed to them that got closed when they made that choice in Grade 8.”

The courses replaced vocational, college and university streams, and are meant to teach the same curriculum in different ways. Academic courses study essential and related concepts with a theoretical approach, while applied teach essential concepts in a more practical, hands-on way.

According to Ontario’s Education Quality and Accountability Office, of students who demonstrate strong math skills in grades 3 and 6, those who take applied math courses in high school are less likely to continue earning high marks. Lowered expectations, and in turn, lowered effort, for kids in applied courses has been floated by education experts as one potential cause for the disparities.

In math, 83 per cent of Ontario Grade 9 students in academic courses met or exceeded the provincial standard this year, while only 45 per cent of applied students hit the mark. In English, 92 per cent of Grade 10 students successfully completed this year’s Ontario Secondary School Literacy Test, while only 47 per cent of applied students were successful.

A study by the Toronto District School Board, Ontario’s largest school board, suggests 60 per cent of students who take applied courses in Grade 9 don’t graduate within five years, compared to 14 per cent of those who

choose academic.

It takes 30 credits to graduate high school. A 34-credit threshold was introduced by the provincial Liberals in 2013. After 34 credits, the government decreases funding to school boards for most students. Students wanting to earn more than 34 credits must get approval from their board, and may have to take courses through continuing education.

“Over a decade ago, Ontarians moved to four years of high school, but many students are still taking that additional fifth year, even after graduating,” said a government statement at

the time. “We need to shift the culture in our schools and encourage students to graduate and move on to the next stage in their lives after four years.”

Needing to replace applied credits with academic or raise marks in a completed course, or switching career paths and needing different courses, to get to post-secondary programs, can leave students wanting more than 34 credits.

“I think we need to allow for the vast amount of change that happens to young people,” Kidder said.

“Obviously it can’t be unlimited and there have to be

boundaries in this, but the problem always with capping anything is are there people who lose from that, and I think in this case 34 may be too low.”

Education Minister Mitzie Hunter and Education Critic Patrick Brown declined to be interviewed for this article, after weeks of correspondence with their representatives, with Hunter citing a lack of availability.

“When selecting their courses in Grades 9 and 10, students are not expected to make binding decisions about a particular educational or career pathway,” said Ministry of Education spokesperson Heather Irwin. “However, they should try to ensure that they have the prerequisites required for future courses they plan to take. Schools must make provisions to allow students to make changes in direction and must clearly describe these provisions in their school program/course calendar.”

But the provisions, which can include a half-credit summer course, seem to present a barrier. During the 2014-2015 school year, only three per cent of schools reported students often transfer from applied to academic courses, while 43 per cent reported transfers happen never or not very often, according to a People for Education study.

During a government announcement about child care Friday, Sept. 23, Metroland Media Central reporter Cynthia Reason asked Hunter if Ontario would consider reviewing the academic and applied separations in Grade 9. Hunter said the ministry is consulting with school boards, some of which, she noted, have requested the separations be eliminated.

Education system must set students up for success

W

hen we’re young we make a lot of mistakes - big ones, little ones, and some that can be life altering.

Unprotected sex can lead to unwanted pregnancy or disease.

Drug and alcohol abuse can do permanent harm to a growing body and lead to life-long addiction.

These are human mistakes, and as much as we might wish, they are impossible to guard against, particularly for young people whose judgement may not yet be refined.

Surely, we should not design a school system that also provides risks of permanent harm to stillunwise young people who make a bad choice in setting their academic course.

The curriculum change in 2003 - which followed the end of the Ontario Academic Credit - was intended to end student streaming with the addition of applied and academic learning, but as one education advocate says, this change has effectively laid a trap for students.

The elimination of a fifth year of high school, along with a cap on credits the province will fund (34 is the maximum unless the board approves it), essentially ties the hands of a student trying to get ahead. If a student decides early on to eschew academic courses for the apparently easier applied courses, upgrading later on may be hindered by bureaucracy.

As Annie Kidder, founder and executive director of advocacy group People for Education, said in Metroland Media’s feature article on this issue “we need to allow for the vast amount of change that happens to young people”.

The group’s report ‘Applied or Academic: High Impact Decisions for Ontario Students’ surveyed Ontario schools and found only 20 per cent of schools with grades 7 and 8 reported having a guidance counsellor on staff, and most of those positions were part-time.

If a student in Grade 8 doesn’t have the maturity to envision their life after four years, then provisions need to be put in place to give these young minds the right support, at the right time.

The Ministry of Education has heard from several boards wanting the applied and academic streams to be scrapped in Grade 9, to give kids a level playing field in their first year, then they can decide how to move forward.

It would be a mistake to take options and opportunity away from students just as they’re getting started.

LETTER TO THE EDITOR Reasons behind school bus driver shortages I recently retired from school bus driving after a nine-year career and I thought I would add my two cents about the recent school bus driver shortages.

Bus companies start the year off short-handed — some with as few as five to six open routes — and in this year it’s up to 60, which is not normal. There are three main reasons companies remain short staffed: 1. Obviously pay, or lack thereof, comes into play. Some districts pay quite a bit less, such as Toronto and Durham, and much better in York or Peel. Some only pay when the wheels are rolling and don’t pay deadhead time. Others have a three-hour minimum pay and pay some or most deadhead time.

There are also different pay schedules for charters and extra route work, which is often less than route pay.

2. The five-year contract. I have

seen in the past companies wipe out other companies and yards by low-balling bids and aggressively going after more than they can handle. When this happens and the company you are with loses a lot, or all, of its routes and you want to keep working, you have to go with the new company. That means you go back to zero for seniority and possibly your safe driving records go back to zero, which happened to us in 2010, and, of course, you’ll get lower pay. It took six years to make back the pay we lost by having to switch companies. Also, you may not get your old route back.

3. Lack of support from your yard office and or the school. Every bus has one or two kids that just don’t follow the rules, but many have 15 to 20 hard-to-handle children, like I had. We are taught to use write-up slips and submit to the schools when behavior problems arise, but the school rarely does anything. The child may be told to write a note to the bus driver or miss a recess, but rarely are problem children removed from the bus

School bus fleet magazine in the USA shows this as the No. 1 reason companies have trouble holding on to drivers. This is also the main reason I left after nine years.

Don’t get me wrong, bus driving is a great part-time gig, a good way to make extra money and still keep most of your day free to do things, but if you need to threaten to quit every time you need help, something has to give.

Father’s spirit shines through on final journey

I

t’s seldom I accept a story and convert it to a column.

However, I am prompted to alter this personal policy on receipt of information submitted by WhitchurchStouffville clerk Michele Kennedy.

It’s related to a recent event in her life that will interest not only natives of the Maritimes but, I believe, all residents within this readership. So touching is it, I was impelled to read it several times in an attempt to grasp the depth of love between a father and his daughter.

When permission was requested to publish the article, Ms. Kennedy replied: “I had no expectations when I shared with you this story. I just had to put

something down on paper. My father was my best friend. Before he died we enjoyed several long chats. One was about his legacy.

Dad told me he felt his heritage had been the fact he continued the Cape Breton tradition of being a great storyteller. I’m thrilled he has now become a great story tied to his beloved Bluenose II. I was very fortunate to have had such a great Dad. We’d be honoured if you could include any portion of the story in your article.”

It reads in part: He lived a full life of 96 years and passed away at Peterborough, Ont., in September 2015.

His final wish was for a small portion of his cremated remains to be released in his beloved

Roaming Around with Jim Thomas Cape Breton. I set the date - Aug. 11, 2016 and invited family and friends to join me at the Louisbourg lighthouse.

I decided to include a visit to the Bluenose II as part of my trip to Nova Scotia because that is something Dad would have wanted me to do. I checked the schedule for the Bluenose II online and discovered, to my utter amazement that the great schooner was coming to Louisbourg on the very day we’d planned to release my father’s ashes.

Some would call this sheer coincidence, but I prefer that my father’s spirit had a hand in bringing the Bluenose II to Louisbourg.

I had corresponded with the Bluenose II team several weeks earlier and explained our presence at the lighthouse. To my delight, they wrote back and told me they would be sailing close by.

We arranged to meet the captain of Bluenose II, Phil Watson, in Lunenburg before she set sail for Louisbourg. We followed the progress of the ship online as she sailed up the coast. The night before the rendezvous at the lighthouse, the Bluenose II sheltered in Gabarus Bay, down the coast from Louisbourg.

Family and friends converged at the lighthouse an hour before her scheduled arrival. When she moved into open water, we could see her masts. We eagerly followed her movement up the coast. The view of a tall ship sailing towards Louisbourg was something my father would have experienced back in the 1920s and 30s.

As the Bluenose II sailed past the Louisbourg lighthouse, a canon was fired in a salute to both the lighthouse and a Cape Breton son coming home to rest. We cheered in unison and hugged one another. In the midst of this jubilation, I released my father’s ashes. Almost immediately a bald eagle appeared overhead. I could only imagine my father’s spirit soaring on its wings.

The day was very emotionally charged but not sad. It was a celebration - a ceilidh at the lighthouse. In fact, this site was transformed into a beacon of love.

The 15 of us gathered there were joined in spirit by generations of those who’d gone before.

Perhaps my father knew the effect the day would have on his daughter. His instinct which drew him back to Cape Breton like a homing pigeon was transferred to me when I released his ashes.

Thanks to Captain Watson and the Bluenose II team, the words in ‘Sea Fever’ came to life. We gave Dad the best tall ship there is and the one he loved the most.

Tourney supports homeless Markham and Stouffville’s women’s hockey team for charity, Hockey Helps the Homeless, is aiming to raise more money than the men’s team.

Hockey Helps the Homeless, a charitable organization in its 20th year, organizes hockey tournaments to raise funds for homeless support agencies across Canada.

Dallas Hegland, Stouffville resident and member of the women’s team, says it’s the second year her team’s participated and her fourth year as a participant.

“Our goal this year was to get more money than the guys’ team,” Hegland said. “We decided to get as much money as we can for donations so we organized a fundraiser dance.”

Though the tourna-

ment is on Nov. 18 at the Angus Glen Community Centre in Markham, Hegland and her teammates are holding a fundraiser dance at the Stouffville Legion on Oct. 21.

Cover for the dance is $15 and it runs from 8 p.m. to 12:30 a.m. All proceeds from the dance and the tournament will go to 360 Kids, a Richmond Hill-based agency helping homeless and at-risk youth.

The total goal for Markham/Stouffville’s tournament is $200,000 split between men and women at $150,000 and $50,000 respectively.

Flex your muscles to support a charitable cause at Stouffville’s CrossFit Crux this Saturday, Oct. 22.

CrossFit Crux is participating in CF|24, a charitable event that aims to raise money in support of Special Olympics Canada. To date, the charity has raised $150,000 nationally.

All proceeds go toward funding athletic competitions and youth programs for individuals with intellectual disabilities.

Six teams of three from CrossFit Crux members will perform a 10-minute “workout of the day” every hour on the hour for 24 consecutive hours. Last year, $5,000 was raised from Stouffville.

“People can donate online or come to the gym and donate,” said CrossFit Crux owner Cindy Allinson. “If someone wants

to come and work out for two hours, that’s fine too, we’re just asking for a small donation.”

The first workout begins at noon on Saturday, where Special Olympics athletes from Stouffville, Aurora and Newmarket will also participate. CrossFit Crux is located at 118 Sandiford Drive, Unit 2, Stouffville.

“The reason we started this is because one of our members, Dan Banks, works very closely with Special Olympics athletes,” Allinson said.

Banks coaches basketball and softball for special needs athletes in Aurora and Newmarket and is also a member of CrossFit Crux. Ten teams signed up last year, but this year Allinson said there are 24.

The provincial government is getting rolling on alleviating parking woes at two congested GO Transit lots in Vaughan.

Transportation Minister Steven Del Duca, MPP for Vaughan, announced Thursday that multi-level parking

structures will be built at the Maple and Rutherford GO stations to add 1,200 new spots at each site. Construction of the parking structures is slated to begin in 2018.

Metrolinx, the provincial transit agency, is also adding new pedestrian tunnels at

That project will require the temporary relocation of parking spaces at both stations, but the number of parking spots will not be affected.

SIU clears York officers who chased Stouffville driver who didn’t survive crash Jeremy Grimaldi

The officers who pursued a speeding vehicle that eventually crashed into a Whitchurch-Stouffville ditch, killing the driver, have been cleared of any wrongdoing in the matter.

The province’s Special Investigation Unit found the officer did not break any laws when he chased a speeding Christopher Char-

trand, 30, reaching speeds of up to 145 km/h near Hwy. 48 and Bloomington Road.

The provincial police watchdog found the incident began around 2 a.m. just before last Christmas, on Dec. 20, 2015.

The subject officer, parked at a strip mall at Ringwood Road and Main Street, in Stouffville, witnessed Chartrand’s Toyota speeding west on Main Street.

A police chase ensued,

after the car made a sharp north turn on Hwy. 48, at which point the officer turned on flashing emergency lights.

The cruiser reached speeds of 145 km/h in the 80 km/h zone but was unable to catch the Stouffville resident’s car.

The police vehicle lost sight of the car as it crested the hill near Vandorf Sideroad, at which point the investigation found the car

lost control, travelled about 70 metres, crossed two lanes, struck a utility pole, rolled and slammed into a an embankment, according to the SIU. Chartrand, who was not wearing a seatbelt, was ejected from the vehicle before being pronounced dead as a result of massive head trauma, the investigation found.

A post-mortem found he had 228 mg of alcohol per

100 ml of blood, almost three times the legal limit. He also had cocaine and marijuana in his system.

“The man was already driving at a dangerous speed before the subject officer even activated his roof lights, which would have alerted the man to the police presence,” said SIU director Tony Loparco. “The subject officer did nothing to exacerbate the man’s pattern of dangerous driving. I

am satisfied the actions of the subject officer did not constitute a criminal offence and no further action is contemplated.”

The SIU investigates when there are reports involving police where there has been death, serious injury or allegations of sexual assault.

Some $12,000 was raised for Chartrand’s funeral by friends and family on the website gofundme.com after the crash.

Police lay 500 charges over Thanksgiving Chris Simon

York Regional Police laid more than 500 charges during Operation Impact Oct. 7 to 10.

The annual initiative, which ran during the Thanksgiving long weekend, targeted four specific preventable offences that lead to a significant number of deaths and serious injuries on Canadian roadways each year.

Over the course of the weekend, officers laid 477 charges related to aggressive driving, 32 for distracted driving and five for improper use of seatbelts. There were eight charges laid for impaired driving.

“Avoid tragedy by wearing your seat belt, paying attention, planning alternatives to driving if you are drinking and following the rules of the road,” said YRP traffic bureau

Toronto Maple Leafs and Under Armour team up to offer Bantam teams opportunity to play at Air Canada Centre Ali Raza

It’s your hockey team’s chance to “be the Leafs”.

Under Armour and the Toronto Maple Leafs are inviting Bantam hockey teams across Ontario to compete for a chance to “Storm The Centre” and play a game at the Air Canada Centre while receiving full professional treatment from the Toronto Maple Leafs staff.

Registration is now open for the competition, which

consists of three periods from October to December.

Teams can register until Nov. 11, when the first period ends.

These are innate traits of the big leaguers, and this is what we’re looking for in young athletes,” said Under Armour Canada director of marketing Shana Ferguson in a press release.

“We’re excited to see young Leafs fans compete and earn the right to skate at Air Canada Centre.”

During the first period which runs Oct. 1 to Nov 11 - teams will earn points by building their fan base while participating in several onice and off-ice challenges.

The top 10 teams with the most points will move on to the second period.

The second period involves a “skills gauntlet” and takes place on Sunday, Nov. 30. Ten teams will compete in a series of drills assessing shooting accuracy, puck control and average team speed. The skills gauntlet takes place at

the MasterCard Centre for Hockey Excellence in Etobicoke. The top two teams from this period will move on to the third.

In the third period, the final two teams will compete in the Armour Cup in December where they’ll finally have the chance to

play a regulation game at the Air Canada Centre with treatment from professional Leafs staff.

The last two teams will also win Leafs tickets and Under Armour apparel for their teams.

Driver caught going twice speed limit Tim Kelly

A man charged with stunt driving for going 127 km/h in a 60 km/h zone in Vaughan had three children and a woman in his car not wearing seatbelts, police say.

In addition to the stuntdriving charge, the man who was clocked on Rutherford Road just west of Hwy.

27 on Friday, Oct. 14 - was charged with speeding and seatbelt-related offices. He also had his licence suspended and his vehicle impounded for seven days.

In all, York Regional Police charged 15 drivers with stunt driving and speeding over a four-day period between Thursday, Oct. 13 and Sunday, Oct. 16.

Police also stopped a

vehicle going 118 km/h in a 60 km/h zone, on Rutherford Road just west of Hwy. 27 on Sunday at 8 a.m.

The officer discovered the driver had his licence back just six days after a previous stunt-driving suspension. That driver was again charged with stunt driving as well as speeding and had his vehicle impounded for seven days.

Last season as a member of the Stouffville Spirit, Cameron Lintner served as one of the Ontario Junior Hockey League club’s assistant captains.

This season, the 20-yearold defenceman is taking on a slightly bigger role with the club -- that being its team captain.

For the six-foot, five-inch, 195-pound Midhurst native, the honour bestowed upon him is one he cherishes.

Especially since this season marks his final year of playing eligibility in the league.

“It’s a great feeling, given the role to lead the younger guys and to hopefully have a great season,” he said.

In being named as the club’s captain just a couple of weeks into the regular season, Lintner noted the selection process differed from past seasons in which this time around, the players were also given a vote as to who should don the ‘C’, along with the coaching staff.

Having been an assistant captain last season, Lintner thought he might be among those given consideration.

But it wasn’t until the official announcement was made in the club’s dressing room, when he was caught a

bit by surprise after hearing his name called out.

Citing the last time he served as a captain during his major bantam days in Barrie, Lintner said to do it in the junior ranks differs like night and day.

“In minor hockey there’s not as much pressure because most of the guys on your team are the same age,” he said. “But in junior hockey you have a mixed bag with some guys who are older and some who are younger.

When the Stouffville Spirit suffered a heartbreaking 5-4 double overtime road loss against the Whitby Fury in their Ontario Junior Hockey League tilt Sunday, it was not for a lack of effort.

But missing four regulars, including forwards Beau Binnie, Justin Bennett and Jack Varga, along with defenceman Connor Evans, certainly did not help mat-

respect entering their game and last playing six days earlier, Perrin felt those factors might have attributed to a slow start in which they trailed 2-0 after the first period before Tyler Kulba, Max Novick and Josh Argier scored to give the Spirit a 3-2 lead after two periods.

After Whitby opened the scoring in the third period to tie the game, rookie Thomas Tinmouth scored to put Stouffville back on top.

But 39 seconds later, Whitby got the equalizer that set the stage for

overtime.

Winning their sixth straight game, Whitby outshot Stouffville 47-34.

Gaining one point and sporting a 9-2-1-1-20 record, the Spirit will host the defending league champion Trenton Golden Hawks at the Stouffville Arena Saturday at 7:30 p.m.

“We have to win the battles and try to stay out of the penalty box.

We have to outcompete them,” Perrin said of the keys to their next

game.

On the personnel front, Perrin anticipates Varga, who was in Los Angeles to attend a family function, and Bennett (recurring minor injury) will return for their next game.

Evans and Binnie though, remain out indefinitely.

The Spirit will also be without leading scorer Kyle Thomas, who received a two-game suspension for a head contact infraction during the first period of Sunday’s tilt.
