With a strong lead in the polls, PC Leader Patrick Brown appeared to be cruising to an easy victory in the next provincial election.

Now some say the party is in danger of collapse.

Disgruntled and disillusioned PC supporters are reportedly dropping out in droves following months of allegations of improprieties, intimidation, ballotstuffing and fraud by Brown’s supporters during local votes to nominate PC candidates.

PC Party president Rick Dykstra seems undeterred by the loss of supporters, saying the party has grown from 10,000 members to more than 100,000 in the past two years since Brown became leader.

daily and we will continue to work with all of our current members as well," Dykstra said.

But longstanding, cardcarrying members of the party, expressing their disappointment and "disgust" with the party’s tactics under Brown, are vowing to withhold their votes or marshalling forces to defeat their leader.

Several splinter parties and organizations have mobilized, hoping to derail the PCs in the next provincial election.

Brown has said the controversy is evidence of the party’s strong momentum and, based on an internal memo obtained by Metroland, it appears he wants to "bring closure and move forward".

In the memo, Dykstra announced that all 64 candidates selected to date would be endorsed by the leader and further appeals for reconsideration would be rendered moot.

"Rather than constantly looking in the rear-view mirror, we simply need to move forward," he said.

But not everyone is prepared to ignore the rear view, and the fallout continues among longtime members of the party.

"We can honestly say that the environment now is as toxic and destructive as we ever have seen it," Tim Broschuk, president, Dr. Richard Bonato, VP, Carl Arsenault, CFO, and Vel Velauthanillai wrote in their letter of resignation from the executive of the Kanata Carleton riding association June 11.

board quit days later.

"The party has veered so far from the place we joined that we can no longer in good conscience say that we identify with what it stands for."

A similarly worded statement announced the mass resignation of the executive from the Newmarket-Aurora association, pointing to "blatant disregard for the democratic rights of the people".

Marie Leone, VP of membership with the Aurora-Newmarket executive, said she and others like her, who have supported the PC party for years, are stunned.

"The party absolutely is imploding," she said. "I’ve never seen anything like this. There’s always internal scrapping, you expect that, but I don’t know about this blatant breaking of the rules...[Brown] can’t win at the rate he is going - he’s losing support of the people the party has always had."

Newmarket resident Anne Leroux also believes the party is in danger of collapse.

Leroux said she resigned from the AuroraNewmarket board and executive, after 12 years’ involvement, because the party parachuted in a candidate from outside the community and cheated to let her win - after letting the local riding association "go through the agonizing process of door-knocking, signing up members, identifying a good person to spend time and money putting his name forward...That is just so wrong on so many levels".

A new Facebook group, "GTAers Interested in Politics", has enlisted a graphic designer to create whiteboard videos and is polling "concerned conservatives" to find out how to fix their party’s problem.

Other groups are organizing spin-off parties - Ontario Blue - is reportedly making itself known in coming weeks and another fledgling party, Ontario Alliance, is currently seeking official party status.

The Alliance was founded by Jay Tysick, a candidate in Carleton riding who says he was kicked out

of the running by Brown after pointing out "shady business" in his local riding nomination.

After he went public with what happened, Tysick says he was contacted

by PCs from across the province with reports of rigged nominations and resignations.

"I realized this was not just a local thing. I had become a lightning rod."

Tysick decided they should band together and fight back with a party of their own.

"If [Brown] is not going to address these very serious problems, if they’re al-

ready lying, cheating, corrupt, what will they do when they’re in government?"

Other party supporters, like Bryan Moir, have decided to withhold their vote altogether.

Moir says he is "technically" a board member of the King-Vaughan riding association, but admits he has disengaged after witnessing "huge irregularities" by Brown’s people in that riding and more than a dozen others.

As bad as the Liberals may be, Moir said, he and others who formed the backbone of the party now

believe they have nowhere to go with their vote "So I’m sitting this one out. Even though we face some of the gravest fiscal challenges Ontario has ever seen, I can’t get off my ’old white man’s’ ass and get out the door for him."

Moir warns that the party, which was on the verge of winning, is heading towards "a rupture more profound than people think".

Carlos Naldinho agrees.

The Ottawa man said he has been a member of the party since he was a teen and spent countless hours working for the party, from gruntwork to software assistance.

"I’m as diehard as you can be."

But now he has spearheaded a new group called ImOut.ca to encourage grassroots, card-carrying Conservatives - particularly those in ridings where nominations were considered "rigged" - to organize against their party by staying home on voting day.

"This is our party and it was stolen from us for his own personal serfdom.

That’s not what Conservatives are all about. We are about integrity.

"If this problem isn’t avoided, if Brown gets elected, he will likely be in that position for four years and never get elected again, harming the party’s reputation for a long time to come."

The I’m Out group hopes to help elect a minority government, which would prompt a leadership review and re-evaluation of the entire executive.

"This will allow the party to remove the cancer that currently makes it impossible for any thinking conservative to support."

Speeding-related deaths on the rise For a few minutes on a Sunday afternoon in April, a stretch of Highway 400 in Barrie resembled a scene from one of the (seemingly endless) Fast and Furious movies.

A dozen vehicles, including a Lamborghini, a RollsRoyce, a BMW and a Porsche, were reported speeding "erratically" and "dangerously" northbound toward the city. Fortunately, they sped right into a police blockade.

Twelve people were charged with stunt driving, their vehicles impounded for a week, and their licences suspended for a week.

Was that a one-off, unique circumstance?

Hardly.

Last winter, Toronto police caught a driver doing 203 km/h in a 60-km/h zone. In another incident, radar clocked a 22-year-old man doing 183 km/h on Highway 401.

There have been about 110 stunt driving charges laid in Toronto so far in 2017. About 200 charges were laid in all of 2016.

School crosswalks, construction zones, it doesn’t seem to matter when it comes to reckless, dangerous driving.

And the tragic consequences are adding up.

As of June 26, speeding has been linked with 30 road deaths on OPP-patrolled roads, compared to 17 by this time in 2016.

The OPP cites speeding drivers as the No. 1 cause of road fatalities so far this year, with the death toll in this category up by 76 per cent.

Of the speeding tickets handed out this year by the OPP, more than 1,400 charges were against drivers clocked at 50 km/h or more over the posted speed limit.

"For some drivers, instances of speeding and other forms of aggressive driving are frequent and for others, they are part of their everyday driving behaviour, said OPP Deputy Commissioner Brad Blair in a media statement.

Much like drunk driving, it seems that existing penalties simply aren’t stiff enough to amount to a deterrent.

The maximum penalties for an aggressive driving conviction include a jail term of up to six months, fines of up to $10,000, and extended licence suspension. But, in non-tragic circumstances, are those penalties ever invoked?

Would it make a difference if they were?

Somewhere in between simply losing a car for a week and spending six months in jail, there must be a penalty severe enough to make people think twice before trying to emulate Hollywood stunt drivers on our roads.

This deadly behaviour needs to be stopped before more people are killed.

Alarming some so eager to limit free speech Re: LETTER TO THE EDITOR: Free speech not a licence to spread falsehoods, July 6.

It is alarming that some people in Canada are so eager and willing to limit the free speech of those whose ideas and opinions run counter to their own.

Contrary to letter writer David Kempton’s assertion, free speech does give licence to individuals and the free press to say whatever they like, as long as it is not outside existing limitations; e.g. it is not libellous or hate speech.

As support for his recommendation that YRMG "apply journalistic standards," Mr. Kempton has apparently marshaled the

The Liberal is to be applauded for entertaining and publishing diverse opinions and allowing readers the freedom to judge for themselves the veracity and worth of the facts and points of view presented.

Free speech in Canada is already compromised in a number of ways; we should all strive to protect this important cornerstone of our democracy from being

Free speech includes opposing views Re: LETTER TO THE EDITOR: Free speech not a licence to spread falsehoods, July 6.

Mr. Kempton is accusing YRMG of publishing lies, or in his politically correct speech "alternate facts" about alleged climate change.

Now, most people have an opinion on this subject, most probably formed by reading reports or papers published by scientists or people who present themselves as being knowledge-

able and qualified to offer such opinions.

David Kempton may be one of those people that are trained and qualified to speak with certainty on climate change or lack of it; if so, he didn’t identify himself as such in his letter.

So, Mr. Kempton, is your letter based on your own scientific research, or like most of us, based on other people’s research?

If it is the latter, then maybe you are the one putting out false information!

Who is to say you are right and the others are wrong?

It seems to me that you are one of those people who is all for free speech as long as you agree with it.

If not, you want it banned from the paper.

The story of Justin Altmann’s bathroom wall won’t go away.

At a July 18 council meeting, Coun. Maurice Smith put forth a notice of motion asking for an investigation into a break-in at the mayor’s office. Smith was referring to a comment Altmann made on 105.9 The Region July 11.

"Somebody broke into my office took photos and leaked it to The Star," he said during the interview.

While it’s unclear who Altmann was referring to during the interview, the photos of the wall that appeared in the Stouffville-Sun Tribune and the Toronto Star were taken by Metroland reporter Ali Raza on Jan. 25, 2017.

According to Raza there was no break-in involved in obtaining the photos. "His executive assistant (Debi Paterson) let me into his office to show me letters from children in town addressed to the mayor," he said. While Raza was in the mayor’s office he said the washroom door was open and the pictures that were part of Altmann’s "mind map" were visible in plain sight.

Raza happened to have a camera around his neck at the time because he had just taken photos at an awards night at Town Hall.

"Upon seeing the now infamous wall, I immediately snapped some photos because I was so confused as to what I was looking at. I thought I could take a detailed look at the wall if I had a few photos of it," he said.

According to Raza, Paterson was in the bathroom doorway as he was taking the photos.

She requested for him to not use the photos, Raza said. He told her that he would need to speak to Altmann about the wall. Raza attempted to get in touch with Altmann but was unable and decided not to pursue the matter further.

When the Toronto Star published a story early this month that mentioned details of the wall but with no photos, Raza decided what the mayor’s executive said about not publishing the photos was no longer relevant.

Altmann did not respond to requests by press time. Smith’s notice of motion will be discussed at the next council meeting Aug. 22.

Whitchurch-Stouffville Fire Chief Rob McKenzie is retiring.

Whitchurch-Stouffville is on the lookout for a new fire chief after current fire Chief Rob McKenzie chose to retire last week.

Town spokesperson Glenn Jackson confirmed the retirement in a phone call and reiterated that it was nothing more than a retirement.

McKenzie was promoted to chief in June 2010 after serving as deputy chief since September 2006.

Before joining WhitchurchStouffville, McKenzie served 24 years with Richmond Hill Fire &

Emergency Services.

He is the latest town staffer to bid adieu in a slew of departures in recent years.

In 2016, Pavlina Thompson, the town’s fourth human resources manager in 12 months, confirmed there had been 30 exits, terminations and resignations at the corporation since Jan. 1, 2015.

"The level of trust in this organization is so low," Thompson told council at the time. She has since left.

McKenzie also found himself as the town’s Chief Administrative Officer for a brief period of time in 2016 as the position was being passed around.

After Marc Pourvahidi went on leave in 2016, McKenzie served as interim chief administrative officer for two weeks until leisure and community services director Rob Raycroft took over the role.

The town’s new chief administrative officer is Roman Martiuk and he starts his full duties in August.

The York Region District School Board is accepting applicants from parents for the parent, family and community engagement advisory committee.

The committee supports and increases parent engagement with the board to "improve student achievement and well-being," the board’s press release says.

The term of office for being a committee member starts Nov. 14, 2017 while applications for membership are due Aug. 18, 2017.

The committee is a representative group of parents who have children attending public schools in York Region. Members are expected to attend six meetings each year at the Education Centre in Aurora.

Wet weather brings mosquitoes, West Nile The wet weather in 2017 has made for ideal conditions for mosquitoes, and three mosquito traps in The Regional Municipality of York have tested positive for West Nile virus (WNV).

The traps were located in Aurora near Yonge Street and Murray Drive, Markham near McCowan Road and Hwy. 7, and Whitchurch-Stouffville close to Main Street and Tenth Line. "Ongoing surveillance tells us West Nile virus is present in the community and protection against mosquitos remains important," Dr. Karim Kurji, York Region’s Medical Officer of Health, said. "By taking simple precautions, residents can reduce the risk of West Nile virus and exposure to mosquitos."

According to the United

States Centres for Disease Control and Prevention website, 70 to 80 per cent of people who contract West Nile virus have no symptoms. About one in five people infected with West Nile virus develop a fever with other symptoms such as headache, body aches, joint pains, vomiting, diarrhea, or rash, and most of these people fully recover.

Fewer than one per cent of people infected develop a serious neurological illness such as encephalitis or meningitis.

As part of York Region’s 2017 West Nile virus (WNV) Control Plan, York Region Public Health larvicides catch basins to interrupt mosquito breeding, educates residents on self-protection, investigates human cases and conducts surveillance.

York Region treats catch basins along Regional and municipal roads and other stagnant public water sources, including roadside ditches. Private backyard catch basins are treated upon request.

Hospitals get nearly $900K for repairs The provincial government is giving three York Region hospitals a combined cash injection of nearly $900,000 for repairs and upgrades.

Mackenzie Health, which oversees the Richmond Hill hospital (formerly York Central) and the future Vaughan hospital, scored $757,128, according to a news release.

Markham Stouffville Hospital and Southlake Regional Health Centre, in Newmarket, are getting $64,086 and $75,068 respectively.

Two York Regional Police officers knocked on the door and identified themselves.

Without a response, they carefully entered the home not sure what they were walking into as they responded to a report of a domestic incident. Slowly walking down the front hall, they were greeted with hostility from a male sitting on a couch.

"Get out of my house!

You can’t come in," the male screamed, hurling a beer bottle at the officers. "You don’t have a warrant, get out!"

The male could not be calmed and the officers decided to deploy a Taser to incapacitate the man who had allegedly assaulted his wife who was hiding in the bathroom.

This was the scenario at YRP’s $30.4-million training facility that just celebrated its grand opening in East Gwillimbury. Dignitaries and community members gathered to tour the 89,000-square-foot, state-of-the-art facility that features 10 classrooms, a simulation training room,

practical skills training room, 50-metre firing range, police vehicle operations driving simulator, fitness rooms, lockers and a lunch room.

The facility acts as a onestop-training-shop for 2,200 sworn and civilian members. The idea for the facility has been brewing since 2004 and will be the solution to outgrowing the Vaughan training facility at District 4. YRP will no longer have to use the Sharon Gun Club to train in the use of rifles now that the gun range is long enough to meet training standards nor the old school in Nobleton for tactical training, which can now be done in house.

More than 70 training programs are offered and 250,000 training hours will be completed in the first year on the grounds, according to YRP Chief Eric Jolliffe.

"This will give us the opportunity to enhance our training by integrating knowledge and practical under the same roof," he added. "This facility becoming reality is a fine example of teamwork."

The firing range can accommodate 18 individuals at a time, a moving vehicle

and a number of barricades for use in practicing positioning while shooting.

The driving simulator allows training officers to assess the basic ability of new recruits in handling vehicles.

"Our motto is out think, not out drive, and this room allows us to give trainees the tools they need to do just that," Sgt. Ron Axamit said.

"We can monitor their reactions to situations presented, eye movement to see if they are checking mirrors and more in simulations."

The scenario room requires the use of critical decision-making skills. Training officers are given no more information than a 911 call would provide and are forced to make quick decisions as role players act out realistic situations. A house is built of panels including windows, doors and even a bathroom. It is equipped with foam furniture to ensure trainees are safe.

"The simplest of tasks can become quite complex in stressful situations," Sgt. Jeff Nolan said. "We recreate those stressful situations so an officer’s recall is quick when it happens in real life."

It would have to be hooked up to a house’s plumbing and electrical systems.

If the unit rented for $1,000 a month, it would pay for itself in two and a half years, significantly less time than creating a basement apartment built to code, Johnstone said.

Johnstone, a father of two daughters, is worried about the region’s dire lack of affordable housing.

"My kids are still in school, but that doesn’t mean they don’t have friends that are stuck in that position," he said.

"And I have other friends of mine who have kids that have had to move back home because they can’t afford to move out."

With the Canadian Mortgage and Housing Corp. pegging York Region’s rental vacancy rate at 1.5 per cent, meaning there is only one and a half apartments available to be rented for every 100 rental units in the region, there’s a wide pool of potential tenants out there.

Now comes the hard part.

Getting the permits, doing the construction, ensuring it conforms to the building code and facing a price tag of tens of thousands of dollars.

But there could soon be another option.

Part of an ongoing challenge to brainstorm practical solutions to the region’s affordable housing crisis, a York Region team has come up with an idea for a modular apartment kit.

The other team came up with an app called HappyHome that would help landlords and tenants find each other on a platform built through trust and education, team member Hermione Shou said.

"We want a win-win solution for both the landlord and tenant.

Our ultimate goal is to increase the number of affordable housing options in the GTA," she said.

The idea behind Blueprint is to have the community develop practical solutions to the affordable housing crisis that will see the light of day, said VentureLAB senior analyst and Blueprint lead Heather Crosbie.

"I think what’s remarkable about the teams is they didn’t know each other, they’re not experts in affordable housing, but they have great interest in the issue and understand its seriousness," she said.

"They are doing this as volunteers, and we work them hard."

"This is a great way to end the weekend. Let’s make Sundays fun again."

Concert-goers are encouraged to bring their own lawn chairs and blankets.

Tickets can be purchased online in advance for $10 or at the door for $15.

The grounds open at 1:30 p.m. and the show starts at 2:30 p.m.

Garrett Rank rode a course-record round to top spot in a U.S. Amateur qualifying tournament held Monday at Granite Golf Club near Stouffville.

Rank fired a bogey-free, nine-under par 63 in the second round of the 36hole, one-day event to top a field of 75 hopefuls aiming for a berth in the U.S. Amateur to be held Aug. 14 to 20 at the Riviera Country Club in Pacific Palisades near Los Angeles.

The 29-year-old Elmira, Ontario resident, who is also a National Hockey League referee, recorded nine birdies in his recordsetting round and finished at 10-under par.

Runner-up John Foster of Concord finished five strokes back at 5-under and one shot ahead of Port Perry’s Jake McNulty.

Both players advance to the August tournament.

"Any time you set a course record it’s really neat," Rank told Golf Canada in a post-tournament interview. "But more so it means that the golf was really fun. It was just fun being out there, making lots of birdies, hitting a lot of quality shots and seeing the ball roll in the hole is always fun.

A round of golf and an icy cold beer afterwards is par for the course.

Just as surely any golfer doesn’t want to record too many strokes over 18 holes, golf facilities similarly do not want patrons to stray over par at the 19th hole.

A reported incident at Bloomington Downs Golf Club in Richmond Hill on July 8, in which facility management restricted the serving of alcohol drinks to a group of golfers, drew attention when the guests complained about the course’s decision to limit their purchases. According to news reports, the golfers questioned a one beer/ drink per hour policy.

While manager James Turcott said Bloomington Downs has not experienced incidents involving patrons driving away and causing highway chaos, sensitivity to the issue of impaired driving is a common sense business practice for any establishment that serves alcohol.

"For us, it was nothing specific but there have been situations elsewhere where people left and got into trouble," said Turcott. "It comes back full force on the golf course and everyone right on up the line is held liable.

"We want to make sure people leave here safely and we’re looked after, too. It’s a double-edged sword for us if you cut people off they are angry. If you overserve they can be a danger to others.

There’s no winning in this situation."

Owners of golf facilities at large have had a seat at the bar with incidents involving alcohol and driving.

The rise in awareness for many are linked to incidents which involved golf facilities and guests who were later involved in car accidents, sometimes with deadly consequences.

Monitoring alcohol consumption in facilities is an ongoing challenge for the golf course industry.

Leafs captain Rob Ramage was involved in a fatal accident 2003 which resulted in the death of fellow former NHLer Keith Magnuson after leaving a funeral at Glen Eagle Golf Course in Bolton. The following year three men were killed after driving away from a ClubLink facility on Lake Joseph in Muskoka.

"That’s when it came across for the industry there were going to be changes," said Robert Schmidt, general manager of Maples of Ballantrae Golf Club in Stouffville. "That’s when we started to get pressure from insurance companies for liability insurance."

Golf may be the backdrop, but many facilities are multi-use properties with services beyond golf, including conferences, wedding receptions and other large gatherings.

But golf and alcohol are a readily identifiable tandem, although it would be wildly unfair to suggest all golfers are staggering their way around courses.

"The challenge here is the number of places alcohol can be served," said Rob Brandon, director of operations at the Cardinal golf complex in King Township, noting its combination of

restaurants and on-course options are potential hazards and difficult to monitor for every guest.

Among the policies at his 72-hole complex, said Brandon, is a maximum of two drinks served at a time per person and limited servings per group from a beverage cart during a round.

Cardinal founder, the late Dalton Hicks, was a key player in the development of the Golf Course Endorsement, a policy which is included in liquor licences and deals with alcohol and related procedures.

Brandon noted facilities are permitted to make their own rules. Likewise, golf facilities enjoy special exemptions for serving alcohol on parts of their property beyond licensed areas.

"You can have house rules but they have to be posted," he said. "We are responsible until a person is sober not just until they leave the property."

Facilities also are eagleeyed for patrons who, despite notices that consumption of outside alcohol is illegal, attempt to bring alcohol onto courses. Discipline for infractions varies between courses but ranges from warnings and product confiscation to expulsion from the property.

Do you know what’s covered in your new home warranty?

Almost every new home or condo in Ontario is covered by a mandatory new home warranty program. This coverage is provided by the builder and is administered by Tarion, a consumer-protection organization.

While the builder provides the warranty, its cost is often passed on to the new home buyer. But this one-time fee, ranging from $385 to $1,500, depending on the value of the home, gives you significant value for your money. You’ll receive as much as seven years of warranty protection to a maximum of $300,000 per home or condo unit.

The warranty program has milestones to address specific issues that can arise after you have moved in to your new home. Here is a simple breakdown of the main coverages: One-year warranty. This warranty applies for one full year beginning when you first take possession, and even if the home is sold during this time.

It requires that your home has been constructed in a workman-like manner and is free from any defects in materials used. It also requires that your home is free of Ontario Building Code violations and is fit for habitation. In addition, the warranty protects against unauthorized substitutions.

Two-year warranty. This warranty begins on the date you take possession of your home, or occupancy of your condo unit. It provides protection

against water penetration through the basement or foundation walls, or through windows, doors and caulking because of defects in materials or workmanship.

The warranty also covers defects in materials or workmanship in the electrical, plumbing and heating systems in your home, as well as defects in work or materials that cause detachment, displacement or deterioration of the exterior cladding, such as brickwork or siding. Finally, the twoyear warranty protects against violations of the Ontario Building Code that affect the health and safety of homeowners.

Seven-year warranty. This warranty covers major structural defects and begins on the date you take possession of the home and ends on the day before the seventh anniversary of that date. It protects against defects in materials and workmanship that adversely affect a load-bearing part of your home’s structure, causing it to fail or significantly affect your ability to use the house as your home.

In most condominium projects, warranty coverage also includes the shared areas of the building, referred to as Common Elements. This coverage is addressed by the condominium corporation and provides up to $50,000 of protection per condo unit to a maximum of $2.5 million.
