ith pristine lake and mountain views and a limited number of building sites, the Catamount Development, consisting of Lake Catamount and Catamount Ranch, is a rarity in the Yampa Valley. Resisting multiple development attempts and a plan to become a major resort, Lake Catamount located in Pleasant Valley, is now home to a select number of lots surrounding the largest private lake in Colorado. Catamount Ranch also boasts the lowest-density golf course community in the country, with gorgeous homesites surrounding a world class 18-hole golf course designed by Tom Weiskopf. With about 4,000 acres placed under conservation easements with the Yampa Valley Land Trust, the pastoral nature of Pleasant Valley and Catamount Ranch has been preserved while allowing an exclusive group of residents to enjoy one of the most spectacular natural landscapes in the region. “It’s really special to think people had the vision to preserve our land,” said Darlinda Baldinger, of Steamboat Village Brokers. Lake Catamount & Catamount Ranch are an anomaly among Routt County’s land preservation subdivisions, which create homesites to preserve as much open space as possible, because it is a sold-out development. There are no developer lots left in the subdivision, but some

homesites that were previously purchased have come back on the market. Baldinger and ChLoe Lawrence, also with Steamboat Village Brokers, currently have four sites listed across the development. One is a charming cottage lot, another is a lot on the golf course, and there also are two full sites on Lake Catamount available to buyers looking for one-of-a-kind properties. The cottage lot is one of only four unbuilt lots in the development. A creek runs across the front of the site, and the lot offers views of Lake Catamount and the South Valley floor. The 0.42-acre cottage lot is listed for $649,000. The two lots along Lake Catamount offer different vantages that showcase the sheer size and expanse of the development. Lot 22 at the lake originally was purchased along with another lot by a resident who wanted privacy for his dream house. Over time, the idyllic views of third-generation, 100-year-old ranches in the Valley became too majestic not to share, and he repositioned the building site to highlight the spectacular vistas before putting the lot on the market. “He felt like looking into this preserved valley was truly special,” Baldinger said. Lot 22 is listed for $939,000 and includes about 38 acres along with the opportunity for horses. The other lakeside lot offered by Baldinger is the 43-acre Lot 13, which is listed for $1.045 million. Lot 13 offers panoramic

views of Lake Catamount from a private perch that gives the impression of hovering over the lake with no other homes in view. Bordering National Forest land on the east side of the lake, Lot 13 is not far from the preserved, early 1900s homestead on Lake Catamount, known as the Heritage Cabin site. “A local specialist in barn and log structure restorations used handmade tools to reinforce and re-chink the old barn on the property,” Baldinger said. Catamount Ranch and Club offers memberships for owners. The Lake Catamount membership includes access to the Heritage Cabin site, the boathouse and the Lake House Club with its dining, pool, hot tub and workout center. The full Catamount membership adds access to the golf course as well as the lake and its amenities. The last of the lots offered by Baldinger and Lawrence, Lot 10 at Catamount Ranch, borders the 15th fairway on its back edge but faces an arresting view of the Yampa Valley, including not just the Catamount Golf Course, but the city-owned Haymaker Golf Course, ponds, lakes, pastures and the Flattops. Lot 10 is among the highest lots in the development, Baldinger said, and is the only such unbuilt lot left. “It is very rare to find a development such as Catamount with so little density and so much of the land in land preservation,” Baldinger said. Entry-level buyers need to act quickly


or real estate buyers in the Steamboat Springs area, the price of admission for all residential property types in nearly all geographic areas is increasing. Any hesitation now from buyers who are on the edge of being able to afford a property may result in a lost opportunity. In general, should the market continue in its current direction, entry level buyers wanting to get into the market may soon be faced with buying less size, quality or both. The principal beneficiaries from the great recession of the 2000s have been those who could otherwise not afford properties during the run-up of the early 2000s, where property values dropped over 50% in some categories. However, now that prices are beginning to tick upward, it has been the entry level properties that have risen most rapidly, leaving buyers in some geographic areas in the dust and sellers gaining some hope of recapturing what they lost since 2007. Study Considerations Being that the ‘entry level’ definition is not clearly defined, we’ll focus on residential properties that make up the lowest 15% of the market, by price. Furthermore, there is no distinction on property use. Entry level will be considered the least expensive means for any buyer to get into the market. Use could be a primary, second or retirement home, or investment property. From a geographic perspective, the four major areas of Routt County are studied: 1) Steamboat Springs; 2) South Routt County; 3) West Routt County; 4) North Routt. Two year-long time periods are compared: 1) 2014 QI and 2013 QIV, III, II (the most recently completed four quarter period); 2) 2007 QI, 2006 QIV, III, II (considered market peak). The three main residential property types will be considered: Condominiums, Town Homes and Single Family Homes, and although condominiums and town homes make up a good amount of transactions in Steamboat Springs, they are statistically irrelevant in the North and West Routt geographic areas. See Chart 1 below for data that was compiled. Findings Past Activity: Entry-level residential product fared best (lowest percentage decrease in price) in Steamboat Springs. The only category common to all areas is Single Family Homes, where in 2014 the Median Price dropped by only 18% from 2007. South Routt realized the greatest price drop of 68%, followed by West Routt (-28%) and North Routt (-24%). Entry Level condo purchase

prices in Steamboat dropped 37% since 2007, creating opportunities for more buyers. As represented by the lesser comparative price drops in Steamboat Springs than the other areas, it can be assumed that there is a higher demand to live in Steamboat Springs than in outlying areas. The Median Price of entry level Steamboat Springs Condos and Town Homes dropped over one-third from their 2007 price (-37% and -34%, respectfully). Although the South Routt area is vast in size, and includes five communities, all but one entry level Single Family Home was located in Oak Creek, where they saw a dramatic 68% price drop from 2007. Substantial discounts occurred with South Routt Condominium (-63%) and Town Home (-43%) transactions, and they all occurred in Stagecoach. If you’re an investor, these big discounts could spell opportunity, for what goes down, should go up. A Peek Into the Future: When digesting the above information, it may be easy to think that there are numerous affordable opportunities in South Routt, as well as other locales. However, current inventory tells a totally different story. By taking the past 12 month Entry Level Annual Transactions for each property type, and dividing those by the number of current listings, reveals the number of months it would take to absorb those listings (Chart 1). This reveals inventory levels for what has been available for Entry markets have been greatly depleted…some to a point where those price points no longer exist. If you’re interested in an entry level Condominium in Steamboat Springs (under $193,000 (top end of the entry level market for the past 12 months) it will only take nine months before the 26 listings currently on the market are sold. This would ultimately force buyers to notch it up another level if they want to get into the market.

Entry-level buyers in 2012 and 2013 certainly can pat themselves on the back. They most likely timed the market correctly. Should the market continue on its current path, the price of admission into the local market will continue to increase, and hesitation may lead to no admittance until the next downturn. This is already happening in the Colorado Front Range markets, and is already migrating into certain mountain communities like Steamboat Springs.

hings are looking up for property values in Routt County as the Assessor’s Office prepares for the upcoming assessment period. Property taxes for 2015 and 2016 will be based on data from July 2012 through June 2014, and Routt County Assessor Gary Peterson said Friday that values are definitely going up. All of the Assessor Office’s analysis from the last go around shows that the local real estate market bottomed out roughly between the end of 2011 and March 2012, depending on market segment, Peterson said. “It’s climbing at a pretty good rate,” he said about the market during the current valuation period. “Everything is showing a pretty strong upward trend.” Vacant land might be an exception to recent trends, Peterson said, but the sales ratios for everything else have been climbing at a pace between three-quarters of a percent to 1 percent per month, depending on market segment. Single-family homes especially are seeing a strong rebound, with the under $550,000 price point and entry-level properties being hot, Peterson said. “That goes for the entry level condos — Walton Village, Walton Creek types of things,” he said. Some of those developments got hammered by bank sales during the last valuation period, Peterson said, and they’ve now re-

bounded. “We’re seeing consistent activity,” Peterson said. March real estate figures According to Land Title Guarantee Co.’s March report, the local real estate market still is behind 2013 year-to-date, but March saw an improvement in transaction volume, up almost 40 percent (93 transactions) compared to 2013. March dollar volume was not as strong, the report states, but the same month in 2013 saw just four sales account for $27 million in volume (March ended up having the highest dollar volume of 2013), accounting for some of the 28 percent drop off. While transactions and dollar volume year-to-date lag 2013, prices are up compared to last year. For single-family homes, median prices are up 25 percent. Median sales prices for multi-family units are flat with last year, but the average is up 15 percent, likely aided by a some luxury condo sales. The numbers also look favorable on a price per square foot basis, according to the report. Year-to-date, Routt County is at $282 per square foot compared to $256 per square foot through the end of 2013. The downtown area, North Routt and the mountain area are all up over 2013 for the first three months of 2014. SH Summer 2014 • steamboat homefinder | 99

n one of the largest real estate transactions in the past couple of years, Red Bell Ranch in Strawberry Park recently sold for $5.7 million. Red Bell Ranch looks out on the Continental Divide, Buffalo Pass and Steamboat Ski Area. The 119-acre property recently sold for $5.7 million. The 119-acre property boasts expansive views and a luxurious home completed in 2007 that blends reclaimed barn timbers that are more than a century old with new, sustainable touches such as recycled denim insulation. Listing agent Penny Fletcher, of Colorado Group Realty, said the home has been on the market since 2011 but that the marketing for the property brought in interest from around the world with five offers eventually being made. The ultimate buyers were represented by Nick Metzler, of Colorado Group Realty. Metzler said his clients wanted a lot of acreage but didn’t want to compromise on the quality of the house. The home is nestled into its environment, Fletcher said, while being only three miles from downtown Steamboat Springs. The reclaimed beams from an Ohio barn have the original ax grooves in them and complement old stone walls and Venetian plaster. Recycled denim is matched with additional soy-based insulation for a health-conscious environment. The home has excellent spring water but also incorporates a top-of-the-line filtration system and air purification and humidifying systems. Surrounding the home are waist-high ferns and aspen forest with trails cut by the previous owner. The property also borders more than 200 acres of Bureau of Land Management land. Looking across at the Continental Divide, Buffalo Pass and Steamboat Ski Area, Metzler said, you definitely know you’re in the Rockies. It’s hard to find a comparable home near Steamboat, according to Fletcher. Metzler agreed that luxury homes of this stature are somewhat rare on larger parcels. Thirty-acres just isn’t enough for some buyers. In a separate more recent transaction, Metzler represented the buyers of Five Hands Ranch, which had 200 acres, a home with more than 4,800 square feet and went for $2.7 million. “Both of these had very nice homes on them plus all the land,” Metzler said of the Red Bell Ranch and Five Hands Ranch sales. Red Bell Ranch has a more mountainous feel and is at a higher elevation that Five Hands Ranch, which feels more agricultural or pastoral, Metzler said. There are still many nice homes ready to sell at less than replacement cost, he said, but buyers get very specific in the more than $2 million price range. “They’re looking for something; they have something in their 102 | steamboat homefinder • Summer 2014

heads,” Metzler said. At Red Bell Ranch, he said, it would be hard for anyone to second-guess the floorplan or decisions that went into its construction. “It really just hit on all the notes,” he said. “I don't know what you'd do different.” The home was originally priced at $12.8 million in 2011, Fletcher said, at a time when there were no comparable properties to price it against. “We were just kind of making a stab out there and trying to determine what value was,” she said, adding that the ability to subdivide the property and desirability of smaller Strawberry Park lots was taken into account. The final price of about $650 per square foot still presented value when compared to the construction and land costs invested in the home, according to Metzler. “The best homes are slowly going away,” he said.
