Cross Mountain Ranch southwest of Steamboat is $100 million dollars big By Tom Ross

STEAMBOAT SPRINGS — Cross Mountain Ranch is so big, the new owner could literally take years to get to know all of its aspen groves, meadows, streams and high desert chaparral well. The asking price is also big – $100 million big. Cross Mountain Ranch, which contains significant stretches of the Yampa River and its tributary, the Williams Fork, comprises 56,050 deeded acres with another (estimated) 168,000 leased acres for grazing cattle and sheep. There are too many ponds, lakes and streams to list in a newspaper article. A way to grasp the staggering size of Cross Mountain Ranch is to compare it to Ted Turner’s legendary 113,613acre Flying Diamond bison ranch in Montana’s “Big Sky Country.” One of the most significant attributes of Cross Mountain Ranch isn’t on the ranch at all. The ranch is 20 minutes from the 10,000-foot runway at Routt County’s Yampa Valley Regional Airport, with regularly scheduled commercial flights year around, and a full-service base for aircraft owners. Cross Mountain could be looked at in two ways, the summer pastures of the upper ranch on the flanks of the Flattops and the winter grazing country of the lower ranch, where alfalfa hay thrives. One-hundred million dollars is such a round number, it’s realistic to ask listing broker Ken Mirr of the Mirr Ranch Group ho≠w he and his clients, the Boedekker family, arrived at the asking price.

The current owners, he said run fewer sheep and cows than they once did, creating opportunities for other ag operators to cut hay and run livestock on the ranch. RiverView development in downtown Steamboat Springs gets initial OK By Scott Franz

Steamboat Springs — Editor’s note: This story has been corrected to show Councilwoman Heather Sloop was not at Tuesday’s meeting and did not vote on the RiverView proposal. A large development project that is poised to add a new riverside path, a public plaza and a mix of residential and commercial development to the east entrance of downtown has cleared an important hurdle with the Steamboat Springs City Council. The council voted, 5-1, Tuesday night in favor of plans to rezone the 4.7 acres the RiverView project will encompass between Lincoln Avenue and the Yampa River from Third to Fifth streets. Councilwoman Heather Sloop was absent from Tuesday’s meeting. Council’s approval of the rezoning came after it received several letters and comments of support for the development from business leaders, former elected officials and other residents. If council approves the proposal on second reading June 6, Green Courte Partners will be able to pitch the five different parcels for development, including a parcel that has been

talked about as a potential site for a boutique hotel. No specific buildings have been proposed yet. Councilwoman Kathi Meyer was the lone “no” vote on the zoning proposal. Though she believes the project is a “good quality project” overall, she said she fears the city is about to allow too much density at the site. “My concerns (about the project) strictly are about the height and the mass,” she said. She said under the plan, proposed buildings could be as tall as 60 feet. Meyer added that the rezoning of the property will allow up to an additional 60,000 square feet of development over what the current zoning allows. “That’s an awful lot of extra building,” Meyer said. Other council members said downtown is the place where taller, denser development should occur. “With this project, we’re looking at a list of 16 community benefits, and a lot of these are not

Market trends with doug Labor Absorption Rate is Key Indicator to Steamboat’s Real Estate Market

T

he Steamboat Springs real estate market is enjoying one of its best years on record. The baby steps the market has been taking toward a recovery over the past seven years have transformed into giant leaps over the first three quarters of 2017, and the following subjects identify a number of those strides, and in particular the Absorption Rate, and how it can be used as an important market indicator for future performance. All data was compiled from the Steamboat Springs Multiple Listing Service. The first three quarters of 2017 had a total of 1,034 Transactions: Up 20% from 2016.

One would think the average price would have gone up, but being prices within the town limits of Steamboat Springs have gone up so much, more sales occurred in the lower priced outlying areas of Routt County.

The Supply and Demand relationship in real estate is very important. The graph below represents the quarterly Supply (listings, in purple) and Demand (transactions, in blue) since 1995. Graph 5

There was quite the disparity between supply and demand in the mid2000’s, which easily identified the buyer’s market. However, that gap no longer exists, representing a shift to a more stable market, and perhaps even moving toward a seller’s market. The relationship between supply and demand is called the Absorption Rate, which calculates the percentage of inventory that is purchased over a given amount of time. The third quarter of 2017 realized a 38% absorption rate (449 transactions / 1,180 listings), which was the highest rate at which properties were consumed since the same quarter in 2007. Graph 6

Total Dollar Volume reached $552,464,737, which a 19% increase over 2016 and the second best nine-month span in the history of the Steamboat Springs MLS. Graph 3

The most surprising outcome of the year thus far is the Average Price, which stayed level with 2016 at $534,299. Graph 4

The graph above reveals how the Absorption Rate (supply and demand) affects price. Since 1995 there have been two depressions (corrections?): The first caused by the combination of the Dot.com bust and 9/11 terrorist attacks in 2001, and second, the 2007 mortgage meltdown. The former saw the Absorption Rate at its low point in QI of 2003 at 8%, and the latter finding its low during QI of 2009 at a mere 3%. Easily recognizable is the time it took prices to react to the ups and downs of the market, where it took 33 months after the market crash for prices to hit bottom, while the deeper mortgage meltdown took 54 months before hitting bottom. Conversely, prices found new highs only 15 short months from Absorption Rate peak to Average Price peak.

The last few years have boded well for the Steamboat Springs real estate market. Due to limited land available to develop in the near term, it appears that supply is going to stay low. Should demand continue to increase, there is no expectation for the Absorption Rate to change from its upward path, suggesting that we are moving into a period of upward pricing trends, at least until more inventory becomes available. in Steamboat bounces all the way back from recession By Tom Ross

STEAMBOAT SPRINGS — The sale last month of the last of the original 62 residential building lots in Steamboat Barn Village for $243,995 epitomizes the recovery of the local real estate market from the depths of the Great Recession of the last decade. When Bear Stearns went down and the effects of toxic lending set in, the impact wasn’t immediately felt in Steamboat. But when the national housing bubble burst, it was only a matter of time until it caught up with a subdivision in Steamboat where a .2acre lot was priced at more than $500,000. Barn Village has matured into a very desirable Steamboat neighborhood of million dollar homes, somewhat secluded along Fish Creek, but within walking distance of shopping and dining. One constant throughout the 13-year history of Barn Village has been listing real estate broker Chris Wittemyer of Steamboat Sotheby’s International Realty, who represented the More family in the original sale and was asked to remain in that role post-recession under the new ownership. “I always had faith in it and wanted to be part of it,” Wittemyer said. “Although there were times when I thought I’d get ‘moved on.’” The original developers of Barn Village, just off Pine Grove Road behind the iconic More Barn, enjoyed a wildly successful roll-out over Labor Day weekend 2007 with two- and three-deep backup offers on lot reservations. But that optimistic start crumbled when the process of obtaining the final plat and completing the development agreement stretched into 2008. In the interim, the national economy tanked and wouldbe buyers, many of them local building contractors, disappeared. Just eight lots went through closing. And for years, the development, with its completed neighborhood clubhouse, went dormant. All of that has changed since 2012, when Gibraltar Capital Management acquired the steamboathomefinder.com

debt on Barn Village and foreclosed on the property. Gibraltar brought the property back to the market in 2013, adjusting lot prices downward by more than 60 percent to recover momentum and align them with the cost of building.

There’s a barn in that subdivision As sales steadily recovered, Gibraltar astutely increased lot prices with every two or three sales until the typical value of a completed home there is above $1 million The Routt County Regional Building Department confirmed this week it had issued building permits for three new homes in Barn Village — one on Angels View Way and two more on Twilight Lane. Permit values, which are below retail for the homes and don’t include the price of the lot, ranged

from $678,000 to $750,000. As of this fall, 36 homes and duplexes had been completed or are under construction in Barn Village with 34 of those properties breaking ground since 2013. More than two-thirds of the occupied properties are permanent residents including local teachers, realtors, doctors, lawyers and retirees, according to Wittemyer. He credits original development team leader Bob Comes and project planners Peter Patten and Scott Woodford for creating a strong set of design guidelines for the subdivision, and the board of the homeowners association for ensuring the completed homes in the development are harmonious in style. “The board over there has worked to be consistent and applied standards that have resulted in a good-looking product. There’s a requirement for a certain percent of stone and natural woods,” Wittemyer said. “But the thing I think has really made a difference on the small lots, is that, a number of homes have their garages on the alley.
