Million Dollar Home Sales Picking Up In Steamboat

O

n the heels of a strong first quarter for real estate dollar volume in Steamboat Springs, there are ongoing signs of interest in high-end homes in Routt County, both in re-sales of existing homes and building permits issued for seven-figure homes. From May 1 to 12, the Routt County Regional Building Department reports issuing permits for three new million dollar homes. JSM Builders is the general contractor for a new $1.1 million home at 3035 Temple Knolls on an elevated lot on the south side of Burgess Creek not far from the bottom of the Thunderhead Express chairlift. The client is CCRC Temple Knoll LLC. Outside the Steamboat Springs city limits at the base of Buffalo Pass, Tim and Kris Rowse are the clients of Vargas Construction for a new $1.25 million single-family home in Strawberry Park. On the other side of Copper Ridge, Bunting Family, LLC is planning a new home with a permit value of $1.05 million. It will be built by Dimension Fine Home Builders on a hillside on the west side of the Elk River. The site overlooks the Mad Creek Trailhead in the Routt National Forest. Another permit for a residential duplex with 8

a combined permit valuation of more than $1 million has been pulled by Kenneth and Patricia Gold of Steamboat Springs. William Gunn is the contractor for the project where the combined valuation of the two units is $1.33 million. The first quarter of 2017 in Routt County chalked up $169 million spread over 247 sales in all categories of real estate combined. The $169 million represented the highest first-quarter dollar volume on record, and the 247 sales ranked fourth best. In the category of existing home sales, there were four, million-dollar-plus or close to million dollar sales in the week of May 12 to 18. A 3,778-square-foot home on Val D’Isere Circle with views of Emerald Mountain sold for $1.18 million. Interest is picking up in the Range at Wildhorse Meadows, where a 4,598-square-foot home sold for $980,000. It was among the first re-sales in that neighborhood. A home overlooking Old Town Steamboat from Uncochief Circle sold for $1.11 million last week. It comprises 4,493 square feet. Market trends with doug Labor A Decade of Change W

hat a crazy ride the Steamboat Springs real estate market has been on over the past ten years. it started with the highest of highs, experienced the lowest of lows and is now on a steady track to recovery. it ruined the fortunes of some, yet created wealth for others. and the ride isn’t over quite yet (Will it ever be?). here’s a peek at that unpredictable, unprecedented and unruly roller coaster ride that even the best amusement park designer could not dream of engineering.

2007 – a record Year

2007 was the most active market on record, with the Steamboat Springs Multiple Listing Service posting a record 1,729 transactions and surpassing 1 billion dollars in volume for the first time. The annual absorption rate (transactions divided by listings) was a record 160%. although not a part of the MLS records, helping fuel this frenzy was the sale of the Steamboat Ski area to intrawest for $256 million, cafritz investments purchasing two Ski time Square parcels for $53.9 million for base area redevelopment, Starwood hotels purchasing the Sheraton hotel and golf course for $57 million, and at $24.6 million, a Las Vegas, NV developer purchasing 540 acres just west of the Steamboat Springs city limits. Known as “Steamboat 700”, this master planned community would ultimately bring about 2,000 homes, 380,000 square feet of commercial space and 4,700 residents to town. With only 1,081 listings on the market, buyers were competing with other buyers in multiple offer bidding wars. dating as far back as 1996, only 2006 was lower in listings (1,065). Loans were easy to come by. Finding money to buy a property was not a problem. at 6% interest, 30 year fixed rate loans were some of the lowest rates banks had ever offered. Stated income/asset and “no doc” loans, with little auditing of files made it easy to access money. The median price of a single family home in Steamboat Springs was $850,000, $629,500 for a townhome and $349,700 for a condominium. due to the 33% increase in condo demand between 2004 and 2006, numerous projects were coming out of the ground or just being completed. in the ski village, construction was under way at One Steamboat Place (80 units), edgemont (39), trailhead Lodge (86), emerald Lodge (32) and Bear Lodge (36). The downtown area was also a beehive of activity with alpen Glow condominiums (14), howelsen Place (42), The Victoria (7) and The Olympian (23); all of which added 359 new condos to meet market demand that was envisioned to continue. developers and lenders were feeling confident with buyers executing contracts for properties that would not be completed for a year or more. 66 land parcels sold within the Steamboat Springs city limits at a median price of $556,000. 62 lots in Steamboat Barn Village were released between $445,500 and $1.125m and just into 2008 the 63-lot alpine Mountain ranch with 5 acre sites between $1m and $2.5m. Located 17 miles south of town, Stagecoach was also very active, with 141 purchases and a median price of $67,500. a mere 1,081 listings were for sale over 2007, which was the second lowest amount in decades the MLS ever posted (2006 had 1,065).

2009 – activity Hits rock Bottom

in two very short years the market collapsed to 467 transactions and $267 million in dollar volume. Sellers were drastically looking to unload their properties as listings jumped to 2,122. Only 22% (absorption rate) of MLS listings were purchased. The new ski area operator was weathering the storm. Starwood remained as the operator of the Sheraton hotel and golf course and the Steamboat 700 developers were hosting open houses to share their vision of their project and obtain public input and buy-in, only to lose their annexation attempts by public vote with 61% opposing the project in 2010. deliveries of several of the new condo and land projects that were under construction a few years earlier were under way. developers were looking forward to closing on purchase agreements they secured over the past several years, only to discover the economic downturn changed the ability for, or minds of many of, those buyers to close, leaving them with a good amount of unsold inventory. This was a death sentence for some and as time would later tell, only the financially strong would survive. routt county foreclosures jumped from 55 in 2008 to 195 in 2009.

2012/2013 – Property Values Find Bottom

Market demand (transactions) increased slowly after 2009, but listings still outpaced purchases through 2011. The market needed three more years of steady improvement before prices began any positive movement. average prices for all properties in the Steamboat Springs MLS for 2011 were $475,574, dropped to $439,885 in 2012 and were essentially identical in 2013 at $440,360. average prices jumped an amazing 19% in 2014 to $523,065 and supported by 1,025 transactions, which was the first time since 2007 the thousand threshold was achieved. By this time only a few of the real estate ventures that started in 2007 had survived. The Sheraton hotel and Steamboat 700, as well as Bear and emerald Lodges, howelsen and alpen Glow condominiums and the alpine Mountain ranch land project remained with their original owners. Others required properties being relinquished to their creditors, structural reorganization, and/ or being sold to new ownership. after hitting a record 306 foreclosures in 2011, 2012 dropped to 217, then to 135 in 2013…hinting the market finally found bottom.

2016 – Momentum Continues

The 1,193 transactions posted in 2016 was the fifth best ever recorded by the MLS, and produced $618 million, which was the third best on record. Listings dropped for the sixth straight year to 1,447. The average price in 2016 was $534,000. The big story in 2016 was the long-dormant Stagecoach Ski area going under contract (as of press time has not closed), which accelerated sales around that community. This added activity, along with a lower price point in the Stagecoach area, is why the average price was not as high as it could have been. due to property value increases within Steamboat Springs city limits, buyers began heading up or down valley into neighboring communities. Limited residential supply increased land activity 29% with 205 purchases. With 13 properties selling for $3.5million or above (one more than the prior two years combined), 2016 could be considered the year Steamboat’s luxury market came out of its slumber. 2016 ended with a mere 31 foreclosures, the lowest number since the turn of the century.

2017 and Beyond

as if news of Stagecoach possibly selling in 2016 wasn’t big enough news, in the first quarter of 2017 aspen Skiing company / KSL capital Partners, LLc announced they were purchasing the Steamboat Ski area with an anticipated third quarter closing. events like this spark interest and increase activity to resort areas. The Steamboat Springs real estate market should not be any different, and i expect the good market to get even better. The buyer’s market that existed since 2009 is gone. interest rates are creeping up and are projected to continue to do so, but the market segment that will be most affected by a rate increase is the first time homebuyer, where every dollar counts. however, the true achilles heel for the Steamboat real estate market is going to be new supply meeting demand. The colorado department of Local affairs estimates routt county’s population will grow from 25,000 to 35,000 by 2030. Some undeveloped land remains around the ski area base, but that location will meet more second than primary home demands. The Steamboat 700 property west of town provides the best option for a true master planned community, but before a shovel is turned city council and residents will need to change the mindset about annexation that they had in 2008. as history documents, every market goes through cycles. RiverView Development In Downtown Steamboat Springs Gets Initial OK

A

large development project that is poised to add a new riverside path, a public plaza and a mix of residential and commercial development to the east entrance of downtown has cleared an important hurdle with the Steamboat Springs City Council. The council voted, 5-1, Tuesday night in favor of plans to rezone the 4.7 acres the RiverView project will encompass between Lincoln Avenue and the Yampa River from Third to Fifth streets. Councilwoman Heather Sloop was absent from Tuesday’s meeting. Council’s approval of the rezoning came after it received several letters and comments of support for the development from business leaders, former elected officials and other residents. If council approves the proposal on second reading June 6, Green Courte Partners will be able to pitch the five different parcels for development, including a parcel that has been talked about as a potential site for a

boutique hotel. No specific buildings have been proposed yet. Councilwoman Kathi Meyer was the lone “no” vote on the zoning proposal. Though she believes the project is a “good quality project” overall, she said she fears the city is about to allow too much density at the site. “My concerns (about the project) strictly are about the height and the mass,” she said. She said under the plan, proposed buildings could be as tall as 60 feet. Meyer added that the rezoning of the property will allow up to an additional 60,000 square feet of development over what the current zoning allows. “That’s an awful lot of extra building,” Meyer said. Other council members said downtown is the place where taller, denser development should occur. “With this project, we’re looking at a list of 16 community benefits, and a lot of these are not inconsequential,” councilman Jason Lacy said. Lacy pointed to new public infrastructure,

which include sidewalks, a plaza and a soft surface trail along the Yampa, as some of those benefits. The approval comes with a list of other investments as well, including 25 new public parking spaces, an enhanced bicycle and pedestrian crossing located at Fifth and Yampa streets and a .25 percent transfer fee on the sale of residential properties that will be dedicated to restoring and preserving riparian habitat in the Yampa River. Late last month, city planning commission members praised the developers and city planning staff for their collaboration on the application. “This has been 16 months in the process, but what’s come out the other end is a good project Steamboat can be proud of,” Planning Commission chair Charlie MacArthur said. “I don’t hold any illusions this parcel will solve low-income or worker housing, but it does create housing supply, and supply is something this community needs.” New “supply in any area helps alleviate pressure off the entire market.”The commission approved the proposal, 6-1. Area Real Estate Market Surges By Tom Ross

s the first day of summer approaches, Realtors in Routt County are surfing a wave of strong sales and looking for the next set to come ashore.

Melissa Gibson, of Land Title Guarantee Company in Steamboat Springs, reported Thursday that April 2017 dollar volume was up 38.8 percent compared to the same month in 2016, to $72.5 million, and called it “a decent month.” That modest assessment was due, in part, to a single large sale that bolstered the total.

But then, Gibson reported a month ago that March dollar volume of $61 million was up 95 percent compared to the same month in 2016, nearly doubling March 2016 dollar volume. A trend seems to be emerging.

Realtor Doug Labor, of Steamboat Sotheby’s International Realty, who has been tracking statistics through the multiple listing service for many years, reported bullish numbers for the first quarter of 2017.

He is seeing that prices in the overall Routt

County market are moving up during the first quarter of the year. Median sales prices for residential real estate are up 22 percent, from $353,500 in 2016 to $432,500 thus far in 2017.

“For residential sales in Routt County, units sold in the first quarter of 2017 was at 182, up from 115 in the first quarter of 2016, marking a 58 percent increase year-over-year,” Labor wrote in his report.

Transaction data gathered by Routt County government reflects a sense of urgency among buyers. Entry-level condominium and townhome projects not far removed from Steamboat Ski Resort base area — such as Shadow Run, Walton Village and Whistler Village — have been selling briskly at prices of about $225,000, but workforce housing in the market is already in short supply.

There is also data that shows entry-level buyers are turning to modest, older homes in the Hayden area. Gibson reports that the Hayden area has seen 32 transactions year-to-date. And at the same time, the median price for single-

family homes in Hayden, year-to-date, has been $266,660, down 22 percent from $340,573 in all of 2016. The price per square foot for single family homes in Hayden so far this year has been $168, compared to $223 for all of 2016, representing a 25 percent price drop.

Gibson’s research reveals that, through the first four months of the year and across the entire market, the busiest price point in terms of transaction volume in residential real estate has been in the range of $300,000 to $400,000, with 38 sales, compared to total residential transactions of 224. Twenty-two buyers have closed on homes priced at less than $200,000 thus far in 2017, and another 28 were able to purchase homes in the range of $200,001 to $300,000. In higher price ranges, there have been 29 residential sales of homes priced at $500,001 to $600,000 and 12 sales of homes priced at $1 million or more.

Homestead Status: Conserved By Tom Ross

The grandchildren of legendary Routt County renaissance man Farrington Carpenter have agreed to place his 1907 homestead under a conservation easement.

F

arrington and Rosamond Carpenter would probably be pleased to know that their grandchildren, siblings Reed and Belle Zars, have reached an agreement with the Nature Conservancy to conserve Farrington’s Oak Point Homestead north of Hayden with the help of Routt County taxpayers.

The transaction, which has yet to close, would protect 200 acres straddling Routt County Road 80 in California Park that is significant both to wildlife in the area and to local history.

The 200 acres are part of a larger conservation effort in the area, with easements on parcels managed, in some cases, by the Nature Conservancy, and in others, by the Cattlemen’s Agricultural Land Trust. Combined, they represent the conservation of an intact elk range, as well as significant habitat for imperiled sage grouse. The property also serves as home to bears, deer and many species of birds in a landscape dominated by sagebrush and gambel oak. “This is a great piece of the puzzle to establish a wildlife migration corridor 54

through Routt County,” Claire Sollars, chairwoman of Routt County’s Purchase of Development Rights Committee, said Tuesday.

Farrington “Ferry” Carpenter was Routt County’s version of a pioneer renaissance man, who bridged frontier days and the modern era. The conserved land appraised at $220,000, and Sollars and her board recommended to the Board of County Commissioners that it apply $120,000 in dedicated property taxes to the easement with another $13,000 applied to the Zars’ closing costs. That leaves the owners to contribute 46 percent of the value of their land to the easement, which will protect the land from any future development. The conservation of the homestead is also significant due to Farrington Carpenter’s legacy as a pivotal figure in moving remote Routt County into the 21st century. He filed for his homestead in 1907 at the age of 21. After building upon the success of one of the most prominent early ranches in the Hayden area, Carpenter went on to run the

federal agency that was the predecessor of the Bureau of Land Management. Geoff Blakeslee, the Nature Conservancy’s Yampa River Project director, pointed out that the easement represents another piece in a puzzle that has reassembled a significant piece of wildlife habitat in the region. “Having healthy, abundant, wildlife corridors is extremely important for northwest Colorado’s ecosystem,” Blakeslee said in a news release. “Northwest Colorado supports the largest concentration of greater sage grouse population in the state. Anytime we get an opportunity to protect their habitat, it’s a win for the threatened bird.” Prior to the board approval of the expenditure, the Sollars explained to commissioners that the transaction divided the overall acreage into two parcels of 120 and 80 acres, allowing the siblings to maintain their own homes within defined building envelopes on the property. Reed Zars lives in a faithful replica of the homestead cabin — the original burned in 1978 — but the original barn still stands.

Stagecoach area offers 8 lots on 80 acres By Tom Ross

lans for a new subdivision in Stagecoach that would create just eight, 5-acre home lots on an 80-acre parcel are returning to the Routt County planning process next month, three years after developers Mike and Charles Roach cleared the first administrative hurdle with approval of a sketch plan for the Young’s Peak Preserve. The new neighborhood would overlook Stagecoach Reservoir from the south side of the lake. Planning Commission approved the sketch plan for the subdivision by a 6-1 vote in 2014, and the Board of Commissioners was unanimous in its approval. Assistant County Planning Director Kristy Winser confirmed Wednesday that the developers are moving forward with the second phase of county approvals by seeking a preliminary plat review. They have hearings scheduled with planning commission on June 1 and the Board of Commissioners on June 27. This round of hearings will consider the technical aspects of the development — road

profiles and soil reports, for example. Ironically, unlike many developers, Roach is seeking to down-zone the current zoning already in place on the property. Much of Stagecoach, about seven miles east of Oak Creek, was originally zoned for high density residential development in the 1960s. That zoning was installed in anticipation of the success of the original Stagecoach Ski Area, which never really took off. In late 2016, Steamboat Today reported that a new development group was under contract to purchase the ski area and has plans to build a new base village also on the south side of the reservoir. The original closing was planned for October 2016, but that did not happen. Winser said this week that she has recently been informed that the development group reports that it continues to work toward the purchase. The eight lots in Young’s Peak Preserve would be aligned just below a ridge line leading to the peak itself. The developers plan to leave 34.6 acres of open space for the wildlife that frequents the mountain. That includes

elk, bear, cougars and eagles, according to a wildlife biology consultant’s report on the site. The density of the new neighborhood would be one home per 10 acres. An introduction to the project, written by the Roachs’ consulting planning firm, Braun Associates of Edwards, reports that the developers hope to “create a small cluster of (5-acre) homesites anchored around a common open space,” with Young’s Peak itself as the focal point. Building envelopes would be limited to 20,000 square feet. The Roachs previously created the fourlot Young’s Creek Estate subdivision located to the north of the subject parcel. Access to six of the proposed Young’s Creek Preserve homesites would be accessed by the existing Young’s Creek Way — a private drive that serves Young’s Creek Estates with access to County Road 16. The two homesites at the southern end of the project will be accessed via County Road 212. The developer is also proposing a soft surface trail in the subdivision, which would be public and link to existing off-site trails.

standout first quarter for real estate transactions in Steamboat Springs has rolled into an active season for single-family home starts. Doug Labor, of Steamboat Sotheby’s International Realty, reported this week that the local real estate market enjoyed some of its best sales activity ever between January and March. “The first quarter of 2017 just finished, and it is crazy what happened,” Labor wrote in an email. He reports that dollar volume was just shy of $169 million, the second-best on record, and though that volume was helped along by a couple of very large sales, the trend was backed up by transaction volume of 247 sales, representing the fourth-best on record in that category. The second quarter of 2017 is signaling an uptick in home construction. Statistics reported by the Routt County Regional Building Department reflect that the pace of sales here may also be supporting a single-family home construction boom-let. And some of the new homes are in relatively modest price ranges. Of nine permits issued for single-family homes here early this spring, the permit value for two of

those homes is $250,000 and $266,000. A third has a building permit value of $356,000. Two of those homes are on Gilpin Street, in the historic family neighborhood of Fairview, which contains a mix of almost historic, quitesmall homes, mixed with more expensive new homes tucked onto small lots. One of the two lots under new building permits last sold for $235,000 11 months ago and comprises 14 acres, like some of the smaller lots in Old Town Steamboat. Its attributes include large shade trees and a location in a quiet neighborhood.
