The word is out. . . St. Croix is on its way to becoming “The Next Great Place”. . . . . . and Dave Herndon, Editor, Caribbean Travel & Life, agrees. Just take a look at the November 2007 issue of this popular Caribbean publication. St. Croix was the featured Caribbean destination, with Buck Island on the cover and an impressive eight page spread boasting all of the wonderful things this “sleepy” island has to offer. In his editorial, TRAVELLOG, Dave Herndon writes, “Last Year our cuisine correspondent Rich Rubin alerted us that something was cooking on St. Croix. He wrote about a ‘sense shared by many Crucians that it’s about to become one of the next hip Caribbean destinations.’ When we sent veteran travel journalist Laura Kelly to investigate further (page 80), she, too, came back with a major crush on an island that’s escaped many travelers’ notice. ‘It’s got the same kind of energy South Beach had when I moved there in 1986,’ she says. ‘It’s a place that’s been down on its luck but feels like it’s ready to take off.’ Resort developers seem to agree, she reports, and are eager to funnel hundreds of millions of dollars into this U.S. Virgin Island.” The magic of St. Croix is accurately portrayed in a section of the feature article, Virgin Rebirth, masterfully written by Laura Kelly and published in the November 2007 issue of Caribbean Travel & Life. “At a copy shop down the block, a woman sporting a fresh manicure speaks into a headset plugged into one of the rental computers. A deep tan line just below her ankles suggests a life recently lived in Topsiders. ‘St. Croix,’ she says loudly into her headset. ‘We’re in St. Croix. Saint Croix,’ she repeats, elongating the words. Pause. ‘We didn’t know what it was either. Ham and Priscilla brought us over a few days ago, and it’s just adorable.’ Pause. ‘The reason I’m calling, darling, is that we’ve decided to stay.’” This excerpt pretty much sums it up for many Crucians. . . once you discover the island of St. Croix, it warmly wraps its arms around you and you never want to leave! Hot, Hot, Hot Stuff

The Condominium Hot Market ondominium ownership is becoming quite popular throughout the United States, and even more so in vacation and second home markets like St. Croix. Condominiums provide a very efficient and often luxurious way of enjoying a relaxing lifestyle. Often the rigors and responsibilities of home ownership are minimized in condominiums, as unit owners are responsible for and own the interior of the living spaces, often to the finished wall, while the association is responsible for the areas beyond the finished walls. Other elements that are controlled by the association may include pathways, recreation facilities, tennis courts, and swimming pools. The cost of maintenance of all of these common areas is prorated to each unit through a variety of different formulas. As can be seen on page six and seven, in our condo reference guide, condo fees vary greatly from complex to complex, and inevitably every buyer asks, “Why are your condo fees so high?” The short answer is that the cost of windstorm insurance in the Virgin Islands is often very expensive, and as such, significantly raises the total association fee amount. However, if you track all the monthly and annual expenses associated with the maintenance of a house, including windstorm insurance, you may be surprised to find that you spend as much or more than you would on condo fees. Call your F&H Realtor® for the most up-to-date condo fee information. The bottom line is: Condos are an escalating hot market on St. Croix. According to MLS data, the average days on market of a condominium is about one half that of residential houses for the same time period. Get in before it’s too late!!!

There are many local customs that you will observe during your time on St. Croix, but possibly the most frequently used are the verbal greetings of “Good Morning”, “Good Afternoon”, and “Good Night” (not to be confused with good bye, rather a greeting used after 5 p.m. to say hello). This gracious salutation is a pleasant way to respect the local island culture. Also important to note, beach attire, men without shirts or shoeless tourists are frowned upon anywhere outside of a beach environment.

Project SAL: Using St. Croix Real Estate for the Greater Good BY CHRIS GOODIER

R

oute 73 crosses St. Croix and, not far from the airport, links historic Centerline Road with today’s four-lane Melvin Evans Highway. As cars rush between the Danish-era Kingshill Lutheran Church and the modern HOVENSA oil refinery, few drivers realize that for fifteen years, a nondescript cinderblock building they pass has been a haven for neighborhood children created by Jose and Edith Sanchez.

Originally from Puerto Rico, the Sanchez family once owned and made their home in the building. After their parents died, the Sanchez siblings could have sold their inheritance but instead saw a need for a place where local children could go after school or during the summer months. They named it ’Proyecto SAL’ (Project SAL in English), derived from Solutions, Alternatives, and Liberation. In the house, they began to provide a viable alternative to those who might have been left to fend for themselves, from infants to teenagers. “It’s become an ad hoc community center,” says Farchette & Hanley’s Joel Ureta who, with Chris and Kerri Hanley, Roland Groder, and other St. Croix Realtors®, has become involved with Project SAL. “They’re good at what they do.” At the small green and yellow house each day, Edith Sanchez welcomes any child who shows up and dispenses hugs, books, games, videos, and homework help. The dozen or so children, mostly Hispanic and in elementary school, respond like flowers turning toward the warm sun. With pride, Edith introduces Luis, who came to Project SAL as a baby and is now 15. She says some of her kids return as they grow up to volunteer their time and help with the next generation. When asked what she needs, Edith’s requests are modest—perhaps some cookies and Capri Sun drinks for the daily snacks? She is grateful for a recent donation of two new toilets sitting out back that will soon grace the children’s rest rooms. However, Ureta and other members of the St. Croix Board of Realtors® want to do much more. “Our goal is to coordinate a re-building effort,” says Ureta, pointing out the aged backyard basketball court, kitchen, tiny office, and playrooms. “The electricity and plumbing need upgrading. Instead of a band-aid, we want to do an assessment of the structure, with architects, surveyors, contractors, and inspectors all getting together to help,” he says.

With an improved facility, Jose and Edith can provide improved educational solutions that will help the children move into the future. “We are trying to establish a computer room and need air conditioning,” says Ureta. Some supporters have already donated computers, and an internet service provider is willing to waive monthly fees. “We need to put it all together,” he says. A true local hero, Jose Sanchez has been a St. Croix fisherman for 35 years, not the most lucrative of professions— yet he chose to use his real estate for the greater good. And although the old family property is located in the Estate named “Profit” by Danish surveyors, Project SAL is a true nonprofit venture. Its founders welcome help to keep the project going—from tutors, volunteers, and companies or individuals who can contribute to operating expenses and capital improvements. Without fanfare, Jose and Edith Sanchez chose fifteen years ago to invest their time, money, and gift of family real estate to liberate children from the boredom and temptations of empty hours.

Home Depot Coming To Big Island BY AV IS S TA F F As printed in the Thursday, September 27, 2007 edition

St. Croix is one step closer to becoming home to the mega building supply store, Home Depot. In a letter addressed to Senator James Weber and Senate President Usie Richards, developer Jim Watson thanked the senators for rezoning 44 acres of land adjacent to the Melvin Evans Highway so it can be used to develop a shopping center. Weber said that Home Depot will be a major feature in the new shopping area. According to Weber, Watson was a developer in Kansas and came to St. Croix to retire. After a short while, Weber said, Watson decided he wanted to work and that St. Croix needed a Home Depot and additional shopping outlets. Watson’s company, Island Crossings, plans to develop the 44-acre site east of Clifton Hill and north of HOVENSA on the highway. The legislature rezoned the 44 acres last week and the bill is awaiting Gov. John de Jongh’s signature. In Watson’s letter to the senator’s he said he was amazed at how fast and business friendly the rezoning process went. There has been a Home Depot store on St. Thomas for several years and St. Croix residents have been able to purchase items at that store and then have the items shipped. A Home Depot store on St. Croix would eliminate the air and water transportation costs that St. Croix residents have been paying. According to Weber, once the governor signs the zoning change and the building permits are approved – construction will begin in the first quarter of 2008. Weber said the development would bring at least 200 permanent jobs to St. Croix. Weber, who is the chair of Economic Development and Agriculture Committee said, “It is a good thing that Home Depot is coming. St. Croix needs affordable building materials to get those houses built.”

by Chris Hanley A couple of years ago I received a call that I now consider life changing. . . not just for me, but for all Crucians. I was honored to have been contacted by Mr. Watson, the developer, to identify a site for this much needed project. The reality of a new Home Depot being built on St. Croix brings about many positive opportunities for us on the big island–the opportunity for growth, the opportunity for improved customer service, and the opportunity to keep more retail dollars on the island. The reality is that competition challenges everyone to perform better and increase their standards. All of this further contributes to the positive image our island deserves in the international market place. I see this as a win-win situation for everyone, but mostly for the island of St. Croix. The establishment of this major retailer truly puts us on the map!

What’s it like to live in paradise?

How do I purchase property in the US Virgin Islands?

First, call your favorite F&H Broker. The Virgin Islands is a territory of the United States and as such you take and hold title with the same guarantees and Constitutional protections that you would anywhere within the United States. The loan process will be the same, but in most cases stateside banks will not loan on properties located in the Virgin Islands so you must use local banks or mortgage brokers to finance your purchase and the mortgage rates may be slightly higher.

What taxes are associated with real estate in the Virgin Islands?

Currently, property taxes are assessed at a rate equivalent to .0075 percent of the property value; however, at the time of printing of this publication, a proposal to change the tax rate has been sent to the Legislature. If approved, that rate would be reduced depending on the type of property. Ask your F&H Broker for the most current tax information. When a property is sold, there is a transfer stamp tax levied and generally paid by the seller at closing. The rate ranges from 2% to 3.5% depending on the sale price.

Is property insurance required?

Property insurance, including windstorm coverage, is required only if you have a mortgage on the property and normally costs about 2-3% of the replacement value of the property.

What is the cost per square foot to build?

For quality construction from moderate to high end finishes, costs will range from $175 to $300+ per square foot.

What are the medical facilities like on the island?

Gov. Juan F. Luis Hospital and Medical Center is the main hospital on island with facilities such as emergency and medical/surgical units, hemodialysis, intensive care, obstetrics and gynecology, pediatric, cardiology, radiology, physical therapy and respiratory therapy services. There is a staff of very qualified Doctors in all specialties on call to serve.

What schools are available?

There are public and private schools on island. Private and religious school tuitions are comparable to those you will find on the mainland. Government run schools are free.

How is the cost of living compared to stateside prices?

Due to the cost of importing goods, the cost of living in the Virgin Islands is higher than average costs in cities across the US mainland. It’s the islands, mon!
