Welcome Home Letter From Chris I’d like to take this opportunity to “Welcome Home” our troops who have been overseas and recognize the men and women of the US Virgin Islands who have chosen to serve their country through the various branches of the military. Over the last couple of years, as the economic recovery has taken center stage, I have noticed a marked decline in media coverage of our soldiers. As a member of a military family, I know all too well the sacrifices that these soldiers and their families make for the benefit of us all. So this year, we have put our service men and women back on center stage with a feature article on page 18 and applaud them for their service and their commitment to St. Croix, the Virgin Islands and the United States of America! Throughout our magazine, you’ll find several “shout outs” from our agents and other Crucians to their friends and family—both past and present, who have served their country. While out and about on the island, the overwhelmingly most asked question I get from friends and clients is; “how’s the real estate market?” Well, that’s not an easy question to answer. The short answer is: it’s down from last year. As expected, over the last couple of years, we have seen a reduction in both the number of buyers in the marketplace as well as a drop in the number of unit sales. We are seeing gross sales volumes at a level that we haven’t seen in nearly a decade. At the same time, we are seeing a significant increase in the inventory level of all property types; many more sellers than there are buyers. The laws of supply and demand dictate that prices must drop, and indeed they are. Of course, the silver lining in all of this is that it is a great time to buy. Prices are down, interest rates are low, and many sellers are motivated and understand the reality of the real estate market, and are willing to negotiate a realistic price for their property. As a result, we have had more interest from buyers who have been patiently waiting on the sidelines—biding their time and looking for just the right piece of paradise at the right price. There couldn’t be a better time to buy! With so much to choose from, now’s the time to re-enter the market. Or if you’re a first time buyer, now’s the time to purchase a home at a super price and lock in an interest rate we are likely not to see in decades to come. As far as St. Croix itself, we continue to see substantial development in numerous areas which in turn is helping to make life on the island much easier and maybe even less expensive! To list a few of these developments: • The Home Depot project is well underway and expected to open by late 2011 • The Virgin Islands Cardiac Center at the Juan F. Luis Hospital is open and provides state of the art care to us locally as well as the rest of the Eastern Caribbean • Internet services are ever improving as a result of new competitors in the marketplace • There is a big push for greener energy sources as wind turbines and solar panels are popping up everywhere St. Croix continues to be a hidden gem here in the Caribbean… it is by far the most livable island in the region, with vast open spaces, fantastic people and culture, minimal commercialism, a laid back life-style, and the most affordable real estate of any of the islands! The Silent Heroes in Uniform who Represent the U.S. Virgin Islands and America By Jacqueline Leedy

At a time when the world is faced with constant turmoil, including the unrest in the Middle East, and the continual threat of economic decline, it is so easy to forget what the United States of America represents: Freedom and democracy. However, for the men and women who are members of the military, these ideals are the reason they serve – and they do so selflessly. In the U.S. Virgin Islands, soldiers, seamen, and airmen alike represent America and every day, these military members remind us what it means to serve. From the time the islands became a U.S. asset, people have volunteered to fight for freedom. Although there have been countless heroes, a few exemplary people stand out, and it is also important to note the most recent people who gave their lives for their country: St. Croix native Henry E. Rohlson, who served in World War II and was one of the original Tuskagee Airmen, proudly paved the way for other African Americans to join – despite

the segregation he personally faced. Later, the St. Croix airport was named after him. Maj. Lionel Jackson, who was bor n in Fredriksted, was honored 1968 after fighting heroically in Vietnam. He received a Silver Star and later received the Virgin Islands Medal of Honor for his selfless service. The Army and Air National Guard have approximately a thousand members – and these members serve their territory, and their country, despite being unable to vote for the U.S. Presidency. Since the War on Terrorism began, the

Army National Guard has been faced with countless deployments to Iraq, Afghanistan, and Cuba in support of Operations Enduring and Iraqi Freedom. Several members of the Air National Guard have volunteered as well.

“I liked working with the local Afghans – they had tools that they were masters of using – nothing like ours, and I loved being with my unit because we worked so well together and had great unit cohesiveness,” she said.

MSgt. Pam Depesoir, an Air National Guard member who lives near Hovensa, volunteered in 2008 to join forces in Iraq, and served as a supervisor for a small computer section.

Whether National Guard or Active Duty, military members are true patriots, who often rise above the call of duty even when they take their uniforms off. It is often the case that upon taking the oath to defend the Constitution of the United States under any circumstance, this mentality follows them throughout their lives.

“I have been in for over twenty years, and I love serving my country – I have always felt a desire to deploy, and am so glad I was able to go. I especially liked being able to give back to the Iraqi children with school supplies we had sent over, which were distributed to the kids” she said of her time there. Army National Guard soldier, Sgt. Beryl Freeman, who is originally from St. Thomas but then moved to St. Croix, deployed with her engineer unit in 2005 and said she really enjoyed her deployment to Bagram Airbase in Afghanistan.

Just recently during the Special Olympics Virgin Islands, the grounds were filled with military members. U.S. Coast Guard and V.I. National Guard members were on-hand, volunteering to provide any assistance to people in need.

St. John, St. Thomas, and St. Croix. It may be hard to remember, but these veterans risked their lives and often their limbs fighting for our freedom and democracy. So when you come across a member of the U.S. Armed Forces, remember that he or she has taken an oath to defend your rights as a citizen. Throughout history they have served their country with pride and thousands have laid down their lives selflessly to defend these rights. There’s no better place than the U.S. Virgin Islands to find a member of the military living up to the core values of the organization they represent. Abraham Lincoln would be pleased to see that these members carry a unique pride for their islands and believe in the principals on which the United States is founded.

For those of us who are local, one need only mention “The Farm” and this is the place that we think of. One of the many wonderful things about “The Farm” is how all their programs enrich our local community. The organic food they grow is available to the public, their education programs are available to other local farmers and the students that they attract from far and wide (and near) are full of energy and a willingness to participate in our local culture and traditions. Attention to VISFI wouldn’t be complete without a mention of what is probably their most visible activity and that is their “Slow Down Farm Dinners” modeled after the Slow Food movement and the philosophies of Carlo Petrini who chained himself to the front doors of a newly-built McDonalds in Alba, Italy to protest fast food; these 6-course dinners are a wonderful way for the crew at The Farm to show the community what is so special about their way of life. These dinners are made with ingredients that have largely been harvested within 5-10 miles of the farm; and in some cases, from as close as 5-10 feet of where you’re sitting. The menu isn’t pre-published as it’s made that day with the ingredients that are the freshest available. I will never forget the tomato cobbler I had for desert at one of these dinners…utterly fantastic! And these dinners are BYOB, so bring a bottle of your favorite wine and enjoy the placid ambience. The Virgin Islands Sustainable Farm Institute has quickly become one of our local treasures. They are dedicated to leading St. Croix down the path of a vital community with longevity by practicing and teaching us their four core pillars: education, sustainability, community, and environment. Why do condo fees seem so expensive on the island?

This is a question that we are always asked! Unfortunately, a large part of the condo fees is windstorm insurance. While some complexes choose to “self insure”, most have a policy in place. Other costs include yard maintenance, pool maintenance, common area lights and possibly an on-site manager. Typically, when you add up the cost of doing all of these same things for a free standing house, the condo fee is equitable.

How do property taxes compare to the states?

Of course it is all relative to which location you compare, but overall, I’d say that property taxes are reasonable compared to other vacation destinations. The property tax rates are as follows: Assessed Value times the following rates; Residential and Condominium 0.00377; Land 0.004946; Commercial 0.0071.

Q.

Can I get a loan from my stateside bank for my purchase?

Typically, no stateside lending institution will loan funds for the purpose of purchasing property in the Virgin Islands. I have definitely seen some exceptions to this, but the rule of thumb is “no”. We have several banks and mortgage lenders that do a fine job processing mortgages for buyers everyday!

Q.

Are your property rights and ability to hold clear title to property the same as the US?

YES! This is one of the beauties of the UNITED STATES Virgin Islands! There is no need to “apply” for a non-belonger’s permit to get “permission” to buy a piece of land as you must do in other non US Caribbean Islands. Here, you are afforded all the property rights that are given to you in the US.

In the spirit of Robin Mead and Headline News, I’d like to give a “Salute to the Troops” for: My father, who as a Vietnam Veteran, made great personal sacrifices during his service. The war stories he shared with us over the years were very limited—like most soldiers who were fortunate enough to return from Vietnam, he doesn’t talk about it much—and I will never truly know the depth of his sacrifice. Are home owner’s associations common on the island?

Home owner’s associations (referred to as HOA’s) vary from one neighborhood to the next. I would say that the majority of neighborhoods have some form of Covenants and Restrictions (referred to as CC&R’s) that were filed when the subdivision was started. These CC&R’s establish the basic “rules” for a neighborhood. Each neighborhood’s HOA (if in existence) is charged with enforcing these rules amongst the neighbors and establishing and collecting annual dues that will be for the benefit of the neighborhood. There are certainly neighborhoods here with very active HOA’s, but the majority, if active, function mainly to address issues like road grading or bush trimming.

What is the cost of construction on St. Croix?

Hmmm. . . this is a tricky one. Much of the cost will depend on the finishes that are selected. Recently when I posed this question to a contractor, I was told $300 per

I really can’t do this question justice with the space that I have allotted. To put it simply think small-town living with beautiful white sandy beaches, amazing turquoise waters, warm weather 365 day per year and a reasonably laid-back lifestyle! I have always felt that life in the islands is truly a unique and special experience. Upon moving here in 1993, I wasn’t sure how long I would stay but always thought that it was “good for now”. I’m looking ahead to my 20 year anniversary and I truly can’t imagine life anywhere else. In our business, we bump into people every day who are here living out that lifelong dream. Some are from the states and are just tired of fighting the corporate hustle and bustle, while others are from here and have been trying to figure out how to come back. People who haven’t experienced the island may wonder what it’s like and if they too could live here. No, we don’t have Macy’s, Starbucks or Whole Foods. You definitely learn to compromise and you become creative. I no longer spend my free time going shopping at the malls…we go to Buck Island with our kids. I’ve also discovered that Keurig coffee makers brew a fantastic cup of coffee! And as for Whole Foods…well I can still have dreams, but truth be known, I still manage to throw a pretty good dinner party without them! As the saying goes…your home is where your heart is and life is what you make it! Well, my heart is still in St. Croix, and life is pretty good. AND we haven’t seen a single snowflake this winter!
