At the start of 2023, St. Charles County welcomed a new park to our system. The St. Charles County Regional Airport – Smartt Field was transferred to the Parks Department. Having a background in history and historic preservation, I have always been interested in this site as it has a rather interesting history.
Ryan Graham St. Charles County Parks DirectorThe U.S. Navy purchased ground from Ruth Neubeiser in the early 1940s and constructed an octagonal, eight-runway airfield. The new airfield was complete with an outer circular taxiway, hangars and barracks. The Navy used the site as an auxiliary training field during the early years of World War II. Originally named Neubeiser Field, it was renamed Field #34512 by the Navy. Soon after the start of WWII, the name was changed to Smartt Field in honor of Ensign Joseph Gillespie Smartt, who trained at the site and was killed in the Japanese attack on Pearl Harbor on Dec. 7, 1941.
In 1957, the federal government deeded the 184-acre airfield and grounds to the City of St. Charles and St. Charles County. The City subsequently released their portion to the County in 1976. In 2020, the site was renamed St. Charles County Regional Airport –Smartt Field.
Today Smartt Field is approximately 312 acres with over 1.5 million square feet of paved surface. The site has a terminal building with space to rent for special events and over 100 hangar spaces available for lease by pilots. There are currently three fixed-base operators at the airport including Skylink Aviation, St. Charles Flying Service and the Missouri Wing of the Commemorative Air Force. The Commemorative Air Force has a very interesting museum space featuring military history and operates out of an original hangar constructed on the site in the 1940s. The hangar is home to historic aircraft including a B-25 Mitchell bomber, a Stearman Waco bi-plane, an L-3 observation plane and a TBM-3 Avenger, as well as many historic military vehicles.
The St. Charles County Parks & Recreation Department was created in 1997 after voters approved a local use tax with the sole purpose of park land acquisition, development, operations, and maintenance. The department’s mission is to preserve natural and historic features in areas throughout the county for the use of future generations. Today, the department has 21 parks, of which 18 are open and three in reserve, totaling 4,349 acres of acquired park land. From historic homesteads to a skate park; from camping, hiking, biking, and fishing to weddings and educational classrooms, there’s something for everyone in St. Charles County Parks. For more information and specifics about each park, amenities, trails, and more, visit stccparks.org.
Other tenants on the airport include the Experimental Aircraft Association (EAA) Spirit of St. Louis Chapter 32 adjacent to the terminal building. The EAA offers no-cost Young Eagle flights during the summer months for young men and women ages 8-17, and space to work on aircrafts. The EAA hosts a number of flight and aviation programs throughout the year and a monthly aviation-themed movie night.
We are excited to welcome St. Charles County Regional Airport – Smartt Field to our park system! The facility provides potential for growth and programming to serve the residents of St. Charles County. We look forward to seeing you at the airport!

The St. Charles County Parks Department needs volunteers to help with the development and beautification of our parks! We have plenty of volunteer opportunities that can accommodate individuals, families, school groups, businesses and organizations.
If you’re interested in volunteering, visit our website to download a Volunteer Enrollment and Agreement Form or call the Parks Department at 636-949-7535 for more information!
The Agricultural Education Center at Broemmelsiek Park is a large garden with raised beds for vegetables, medicinal plants, and fruits. Meet our Horticulture team and get introduced to the site 8-11 a.m. on Wednesdays. After that (or if you’re already familiar), you are invited to come out to the garden at any time to work, even when staff is not present.
The Parks Department is thrilled with the tremendous popularity of our off-leash dog areas. Due to their high use rate, we’re seeking volunteers who can assist us in keeping the areas safe and beautiful for years to come. While enjoying the facilities with their pets, volunteers help ensure that the posted rules are followed and share information with fellow dog lovers on proper park etiquette, health care, and safety issues. Watch Dog volunteers will have the training to spot aggressive dogs, identify unsafe situations and inform us of their findings. If you are interested, contact Ranger Ashley Maue at dogparkwatch@sccmo.org.
The Parks Department schedules periodic maintenance work days to keep our natural trails in pristine condition throughout the year. During scheduled work days, help remove downed trees, level worn paths, and remove barriers. Prior experience is not necessary to participate, as volunteers receive instruction on proper use and safety led by experienced supervisors. Volunteers should wear sturdy boots and bring a pair of gloves. Lunch is provided to all who lend a helping hand.
• Special event staffing
• General cleanup within the park boundaries
• Lake, stream and river-bed cleanup
• Habitat building / maintenance (birdhouse construction, etc.)
• Horticulture and forestry assistance (mulching, weeding, etc.)
• Wildflower seed collection and sowing
• Interpretive program presentation
• Historical collection, preservation, and interpretation
• Additional projects as proposed by the organization
