Aldi plans appeal By Rowan Forster Aldi will take Cardinia Shire to the state's planning umpire over a "failure" by the council to determine a planning application within the 60 day statutory timeframe. Since the German retail powerhouse lodged proceedings with the Victorian Civil Administrative Tribunal (VCAT), councillors have affirmed that they will oppose the proposed Henry Street supermarket. Despite receiving only two objections, the council is adamant that the application is "in-
consistent" with Pakenham's Precinct Structure Plan and neighbourhood character. The $4 million store, encompassing 77-79 and 81 Henry Street, will be put on hold while the proceedings take place. Council's planning officers identified six issues with the proposed supermarket. "It does not achieve a building design outcome that contributes positively to the local context and enhances the public realm," a report prepared for councillors read. "(The proposal) does not provide a high standard of design which creates a strong
character and identity for the area "The proposal is not consistent with the decision guidelines as it does not represent orderly planning of the area and is likely to impact on the visual amenity of the area." In justifying the new store, a spokeswoman for Aldi said it would have wider benefits for shoppers across Pakenham. "Since opening in Pakenham, we've seen strong demand in the local community for an alternative place to shop," she said. "Our decision to open a second store will make it even more convenient for local resi-
dents to shop with us." "Even if a customer doesn't shop at Aldi, they still benefit from having an Aldi store in their local area as it places pressure on retailers to be competitive." The council also cited concerns that the supermarket's loading bay was too close to properties on Henry Street and would result in an "unreasonable impact" on amenity due to the noise of heavy vehicles. The full VCAT hearing will take place on 3 April, 2019.

Be careful where you park your vehicle at night. If you can't put the vehicle inside a garage or lock-up, consider parking it beneath a street light or in a well-lit area. If a thief is roaming the area, they will likely target a car that is in a dark, concealed place. They don't want to risk being caught or compromised in the act.

Crossing late for school By Kyra Gillespie Cardinia Lakes residents have had their hopes for a safe pedestrian crossing on Windermere Boulevard renewed - but not in time for the opening of the estate's newest school. A recent correspondence sent by Cardinia Shire Council informed members of Cardinia Lakes Residents Group, who have been behind the push to get a safe crossing at the busy thoroughfare, that engineering plans for a zebra crossing with wombat-style flashing lights have been drawn up. The communication said a formal request had been made to VicRoads for a warrant to construct; however no timeline has been given for the project. Pakenham Primary School, which feeds off Windermere Boulevard on Atlantic Drive, opened its doors on Thursday 31 January, bringing the footfall of over 100 students and their families. Not only is the Windermere crossing not in place, but there are no school crossing supervisors either. Council say the provision of school crossing supervisors is "based on criteria relating to the number of children crossing and vehicle volumes on Windermere Boulevard", which they say are "unknown at this stage." "Surveys will have to be taken as soon as school commences to see if the necessary warrants are met for the provision of a school crossing supervisor," a spokesperson said. Cardinia Residents Group President Natasha Henderson said she hoped the crossing would be built as soon as possible. "Council has advised us the request to be able to construct has gone to VicRoads and

Rahmana’s road misses out By Rowan Forster The Toomuc Valley Road intersection remains a point of contention throughout the community, after it failed to make the cut of the Federal Government's eight intersection upgrades between Beaconsfield and Pakenham. It comes after a Beaconhills College student single-handedly led a push to have the pinpoint upgraded - concerned about the risk of a catastrophic crash. Despite the intersection - coinciding with the Princes Highway, Pakenham - not yet receiving any commitments, it has been raised in parliament. Gembrook MP Brad Battin spoke about the intersection before his colleagues, praising Rahmana Basit's proactive approach in bringing the issue to light. After a visit from Rahmana, Mr Battin felt it necessary to bring it to the parliament's attention. "Rahama has come to us in relation to a petition and a discussion around the intersection of Toomuc Valley Road, one that is getting increasingly busy with the amount of students that are there, new facilities, new housing and
a retirement village, all growing through Pakenham," he said. "It is a concern that she has raised and seen with her own eyes in relation to the safety of crossing at that particular intersection, not just for students but also for cars travelling in and out to the school. "She wants to get this petition tabled in parliament, so we have been working with her in relation to this petition to ensure we can get as many people and businesses as possible to sign that and obviously to have it tabled for the government to look at it and review this intersection as it gets more dangerous over time." Rahmana's petition has already garnered more than 700 signatures. However, as it is an online webform, the petition cannot be tabled in parliament. With eight of the region's most dangerous intersections now accounted for, Toomuc Valley Road has now become one of the community's dreaded hotspots. Justifying the need for the upgrades, Rahmana said: "Everyone at my school is getting really frustrated about this road because it's such a dangerous road and accidents keep happening."

Paramedic earns a medal Narre Warren paramedic Kathryn Eastwood was awarded the 2019 Ambulance Service Medal. Dr Eastwood has had a distinguished career in paramedicine, breaking new ground for paramedics. The award was established in 1999 as a way to recognise the distinguished service of men and women within Australia's ambulance system. Ambulance Victoria CEO, associate professor Tony Walker said Ms Eastwood had made a significant contribution to paramedic education and research, developing and delivering educational material for paramedic courses primarily in the area of anatomy, physiology and paramedic practice. "She developed and coordinated the cardiac intensive care unit for the postgraduate MICA paramedic course, which is the cornerstone for the MICA course," he said. "Her work has been integral to the development of Ambulance Victoria's personnel and her contributions have improved emergency response services for the community we serve." Dr Eastwood has been with Ambulance Victoria since 2000. She was the first paramedic to complete the Master of Emergency Health (MICA paramedic) degree and her research into mathematical capabilities of paramedic students has impacted on patient care, improving the skills of paramedics to ensure appropriate drug administration practices. She was awarded the prestigious Australia Postgraduate Award scholarship to undertake her PhD. The PhD research into Ambulance Victoria's Referral Service resulted in the expansion of Ambulance Victoria's international profile, allowing evidence-based research to highlight the operational structure and service delivery

Frances Sadler: I understand the issue with parking for medical treatment, but the traffic problem on Kangan Drive during the no standing periods is severe. I don't know how an ambulance would be able to get through in an emergency. That alone I think would be more important an issue than having to pay for parking at the hospital. I agree though that a parking garage or something is desperately needed in that area. I do expect people to have to pay for it though. You can't have everything for free unfortunately. Local firies at Grantville bush blaze Narre Warren Fire Brigade members responded to the Grantville fire on Monday 4 February. The Narre Warren Tanker appliance was deployed to the Granville fire with four crew members on board. A small number of Narre Warren Fire Brigade members also attended the fire in operational support roles such as incident man-
agement and catering. The crew on the truck were deployed at 6.45am, working through the day before returning late at night. With hard-to-access areas and a lot of hot spots, crews had to deal with multiple flare ups with changing wind conditions.

Helen Staindl, our Principal, was born and raised in Gippsland and has been a Principal in Stratford, Melbourne, Geelong and now at the new St Clare’s Catholic Primary School in Officer. She has studied both internationally and locally and has Masters Degrees in Theology and Education as well as further degrees in Religious Education and Administration. Helen was a member of the Victorian Curriculum and Assessment Authority Board for many years and has broad experience in the Catholic and Private sectors and with the International Baccalaureate Program. When not at school, Helen performs and tours with the Melbourne Symphony Orchestra Chorus and has sung at the MCG Grand Final, the Commonwealth Games, the Olympics and with celebrities including John Farnham and Teddy Tahu-Rhodes. The Berwick Pipers INC is interested in attracting new members to its group, particularly experienced bagpipe players. The group play B Flat chanters in our bagpipes as it gives them the greatest chance of helping concert bands and orchestras. The Pipers are a group of musicians who play the Great Highland Bagpipe. They have assisted Berwick Rotary on Australia days at Pioneer Park by playing in the Official Party and providing incidental music around the grounds. They perform around the City of Casey at a variety of venues to entertain the public but we also teach learners to play the great highland bagpipe. Running for a cause By Hayley Wildes When setting goals for himself, it’s fair to say that Pakenham’s Michael Soutter doesn’t take the easy way out. So when he decided to raise funds for the Cancer Council, he did it the only way he knows how; running. With a cause so close to his heart, this run wasn’t going to be just another run. No, it was going to be a run with purpose and of course, distance. He set that distance at 100kms; 60 laps of the Lakeside lake in Pakenham. Soutter, founder of the Pakenham Road Runners, talked about the need for it to be an absolute challenge, a step up from his previous longest run of 56kms - an epic achievement in itself! “For this run, it needed to be a real challenge,” he said. “I really needed it to be hard, I really needed it to be that step out of my comfort zone, because when I think of the cause and why I’m doing it, it’s not about me running 100km yeah that’s what I had to do - but it was about me getting uncomfortable. “When I think of what I see people go through with cancer, it’s just horrible and it affects people in a really big way and my one day of discomfort is nothing compared to what you see people go through.” The run, which started at midnight on Saturday 2 February, was originally scheduled to begin earlier, but had to be postponed due to the extreme heat. “The weather really threw me - I was really hoping it wasn’t going to be that hot, so when the heat came it kind of changed our plans

The change in plans didn’t dampen the spirit or will of Soutter and his running mates. Running 100kms is an incredible achievement and Soutter credits those who joined him for portions of the run with keeping him going. “It was amazing; just to have the group running with you really carries you through.” He said. “You really take a lot of energy from the people around you and I had a really good crew which kept my mind occupied.” Keeping your mind occupied and fresh is important in any run, let alone a 100km journey that took 12 hours and five minutes to complete. “It was hurt stations at points, and definite-

In a tremendous effort by all involved, Soutter raised over $7000 for the Cancer Council and will continue to raise funds in the lead-up to the Casey Relay For Life in early March.
The Officer Kangaroos Junior Football Club - in conjunction with Dynamic Footy Skills (DFS) - will be running the Parklea Junior Football Academy for the second year in a row, with the unique concept set to be bigger and better this year. DFS is dedicated to helping young athletes of all ages and abilities to reach their full potential on and off the field, with elite coaches and proven programs giving aspiring footballers the opportunity to develop in all areas of the game. The academy launched on Sunday at Heatherbrae Reserve, with all Officer Juniors able to register. The partnership agreement means the Kangaroos are the first club in the south-east to provide a program aimed at developing players, coaches and volunteers. The academy is not only aimed at supporting young footballers, but coaches, with a designed program to provide coaches, assistants and helpers with modern training methods, drills and tips to work with and develop players. Running through February and the start of March, the academy is mirrored on the DFS designed and delivered program to the North Melbourne Junior Academy. Players will be split into age group squads, led by a DFS head coach with assistance from the Kangaroos' coaching staff in four sessions. All participating players will be invited to attend a DFS athletic testing session. One of the key ingredients in the 2019 academy is that the club have named the squads after legendary families to grace the fields of Officer, Rythdale-Cardinia and ROC football clubs, aimed at introducing new people to the club and history of football. Some of the great names for squads this year include Tivendale, Gilbert, Porter and Snooks, with the famous names of the club generating plenty of excitement. The Yabbies stand together to remember their own By Russell Bennett In February each year, the Yabbies of the Pakenham Upper/Toomuc Cricket Club come together to remember and to celebrate some of the most influential people in the history of their club. The annual ‘JA Memorial Day’ is held in honour of the late John Allcock and remembers not only those who’ve passed away in recent years, but also their families and the contributions they’ve made to the club’s wider cricketing family. Hoop dreams come true By Russell Bennett The South East Super League is the real life brand of fantasy basketball taking the region by storm. The brainchild of local resident Tristan Blacka - who heads up the competition with business partner Dale Taylor, as well as Blacka’s younger brother Liam - the SESL was formed in 2016 as a way for local basketballers to maintain their fitness and their involvement in the sport. But it developed quickly from there, to the point where - entering into the third domestic season - the SESL boasts 16 teams and includes 128 players all told. But a deeper look shows where the fun really starts. Each team is based on a local region and has its own moniker - just two of the 16 that spring to mind are the ‘Maryknoll Matadors’ and ‘Emerald Bears’. There are also general managers - themselves SESL players - who run each team, and that includes the annual drafting process. This season’s draft was held on Sunday and recorded on video to later be viewed by a wide audience on Facebook. Surrounding the draft was a combine, held over a three-week period, to showcase the skills of the players competing. A number of parity measures are built in to ensure a level playing field across the competition. One of those is that each respective general manager must draft himself in his own team. The SESL domestic competition runs across two nights at Bridgewood Primary School in Officer - split evenly into games on Mondays and Tuesdays. Teams are split into two conferences. Each team will then go on to play in the playoffs, where the matchups are seeded in a similar fashion to the tennis majors. Each team is professionally outfitted in its own unique, eye-catching uniform by Taylor Teamwear - Dale Taylor’s own company - and this season the uniforms carry a ‘90s throwback theme. The SESL is effectively made up of anyone and everyone from former representative players, to local business owners and residents, to players more well-known for their exploits in other sports - like Kooweerup senior football coach Ben Collins.
At the end of the season, the SESL Elite and Women’s competitions roll around and they’re stacked with a who’s who of local Big V and SEABL stars. The SESL has made such an imprint on the local sporting landscape, there’s already talk of interstate expansion. The league will also continue to look at incorporating more exhibition games - like those already held against a representative team from Ho Chi Minh City - into its schedule. In addition to that, there is also a vision to ultimately hold a playing tour of the United States. And given the time the Blackas and Taylor have poured into their vision, it’s little wonder. The competition already has an established
social media presence, with a series of targeted, professionally-produced promotional videos already reaching audience of thousands on Facebook. A website is also established, chronicling the results of each game through the season, while individual player and team stats are also recorded throughout the season. The SESL franchises are: the Emerald Bears, Clyde Kittens, Dandenong Ducks, Cardinia Crocs, Pakenham Upper Unicorns, Cora Lynn Camels, Nar Nar Goon Bulldogs, Cranbourne Bucks, Kooweerup Koalas, Bunyip Wizards, Harkaway Toucans, Bayside Reapers, Phillip Island Penguins, Beaconsfield Mustangs, Maryknoll Matadors, and the Tooradin Kraken.
