EMPLOYERS SHOULD PLAN FOR

MESSAGE FROM THE CEO LAWS TAKING EFFECT IN 2024

Mike Murphy President and CEO As we enter the 4th Quarter of 2023, it is time to start planning for 2024. A couple of items that you need to be aware of even before the next year begins are some changes that might affect your operation.

RETIREMENT MANDATE FOR ILLINOIS EMPLOYERS WITH 5 OR MORE EMPLOYEES A state-wide mandate for Illinois employers to provide a retirement plan has been in effect since 2019 for businesses with 25 or more employees, and later for employers with 16 or more employees. Starting November 1, 2023, businesses with 5 or more employees must be in compliance with this law. Simply put, if you have 5 or more W-2 employees you must have a retirement plan in place. Employers who meet the eligibility criteria must either enroll their employees in Illinois Secure Choice, a plan offered by the Illinois State Treasurer, or sponsor a qualified plan through the private market. The Chamber offers a 401k option for employers to comply with the mandate. More details can be found on page 7.

PAID LEAVE FOR ALL WORKERS ACT TAKES EFFECT As of January 1, 2024, the Paid Leave for All Workers Act will require Illinois

4

employers to provide each of their employees, including part-time employees and domestic workers, up to 40 hours of paid leave for every 12-month period. Such employees will accrue one hour of paid leave for every 40 hours worked. The Act requires paid leave for all employees, with some exemptions including employees who come within the definition of “employee” under the federal Railroad Unemployment Insurance Act, school district or park district employees, college or university students providing temporary services for their college or university, shortterm employees of institutions of higher education, and construction, delivery, pickup, transportation and state agency employees who are working under a bona fide collective bargaining agreement. If you have any questions on the impact on your business, please reach out to me and/or contact your legal advisor regarding this Act.

HEALTH COVERAGE

Health Plan (AHP), which aims to save members and their employees money, while giving them more options with their healthcare choices. The AHP is geared towards small-to-mid sized businesses, allowing them to gain the buying power of a larger employer when it comes to their healthcare options, including exposure to benefit plan choices currently unavailable to traditional small group employers. Health Alliance, well known throughout the state for high-quality care and excellent service, coordinates essential ser vices, including claims administration, medical management, provider network access and pharmacy benefits for the association. Five different plans are available, and employers can offer up to two (2) plans. To qualify, you must be a member in good standing of The Greater Springfield Chamber of Commerce. DISASTER RECOVERY SEMINAR SCHEDULED FOR NOVEMBER 1

DEADLINE LOOMING FOR RETIREMENT MANDATE EMPLOYERS WITH 5 OR MORE EMPLOYEES AFFECTED Starting November 1, 2023, employers with 5 employees or more will have 60 days to implement a retirement program. Employers can choose to enroll in the Illinois Secure Choice program offered by the Illinois State Treasurer or set up a 401(k) or a Simple IRA plan for their employees. The Chamber has researched alternatives and is offering a member benefit, Signature Fiduciary Connect by John Hancock, which offers small to mid-size companies a simple, flexible and easy to administer 401(k) plan. To qualify, you must be a member in good standing with The Greater Springfield Chamber of Commerce. This option allows the employer greater control of the plan and there are federal tax credits available to help offset the administrative cost of the plan. All employers that participate in a plan other than Illinois Secure Choice must register with the Illinois State Treasurer office to confirm compliance with the law. OVERTIME RULE PROPOSED BY DEPT. OF LABOR CHAMBER ENCOURAGES EMPLOYERS TO SUBMIT COMMENTS Millions more workers would be eligible for overtime under a proposed rule released by the U.S. Department of Labor (DOL). If the rule is finalized and implemented, overtime protections would be extended to approximately 3.6 million more workers, according to the DOL. The DOL has proposed raising the Fair Labor Standards Act’s (FLSA’s) annual salary-level threshold to $55,068 from $35,568 for white-collar exemptions to overtime requirements and to $143,988 from $107,432 for highly compensated employees. The department also is proposing automatic hikes every three years to the overtime threshold. Industry groups have urged flexibility on the salary-level thresholds and automatic updates.

LEADERSHIP SPRINGFIELD PROGRAM UNDERWAY NOW IN ITS 38TH YEAR

Leadership Springfield, a program of The Greater Springfield Chamber of Commerce, recently kicked off its 38th annual class. Leadership Springfield exists to assist with the development of current and future leaders for area businesses, organizations, and the community at-large. Upon completion of the program, participants will be recognized and honored during our Annual Gala in 2024. Over 14 weeks this fall, participants will learn about various personality types, leadership styles and roles, leadership choices, time management, cultural intelligence, and team building. They will also enhance their leadership capabilities by learning from some our community’s best leaders, developing a deeper awareness of our community in the areas of Tourism, Healthcare, Education, Local & State Government, Homeland Security, Agriculture, and Technology. Outside of regular program sessions, participants are also challenged to exercise creativity and problem-solving skills by working as teams on projects for the benefit of area notfor-profit organizations. Leadership Springfield may be more relevant today than any other time in the program’s history. When you consider our ever-changing culture, ongoing technological advances, and the need for leaders to guide organizations while connecting the right people to the right priorities – great leadership is essential.

Curtis Dubay, Chief Economist for the U.S. Chamber of Commerce, will discuss national economic data and trends and their potential impact at the local level.

CHAMBER BUSINESS SCHOLARSHIP FUND

RECIPIENT OF CHARITABLE DONATIONS AT LOCAL CONCERT The Greater Springfield Chamber Foundation Business Scholarship Fund was the beneficiary of proceeds raised through the “Supper & a Song” Concert presented by Knob Hill Landscape Company on September 23. Uncle Lucius, an Austin, Texas based band that delivers a soulful fusion of classic rock, blues, and country, and local band Wayward Motel, an American, 5-piece rock band from Springfield, performed at the event. Attendees enjoyed a full farm-to-table dinner and the show. The event was held outside under the stars at the Knob Hill Outdoor Living Showroom.

annual $2,500 scholarship to a full-time junior, senior or graduate student within the College of Business at the University of Illinois Springfield. As the fund grows, The Chamber intends to offer additional scholarships at other higher-education institutions in the community. Organizations or individuals interested in contributing to the scholarship fund should mail a check, payable to “Greater Springfield Chamber Foundation,” to the Chamber office at 501 E. Capitol, Suite A, Springfield, IL 62701. Contributions are tax-deductible.

A portion of ticket sales from the event will be donated to the Scholarship Fund. Chamber staff were also on hand to sell raffle tickets that will benefit the fund. Raffle tickets are on sale through December 7, when a winner will be announced at the Chamber on Tap that evening. Raffle tickets can be purchased at Chamber events or by calling The Chamber. The Greater Springfield Chamber Foundation, the 501(c)3 charitable arm of The Greater Springfield Chamber of Commerce, currently provides an
