PROPOSED LEGISLATION WILL IMPACT YOUR BUSINESS MESSAGE FROM THE CEO

The current session of the Illinois General Assembly has been marked by a flurry of legislative activity, with a staggering 9,718 bills filed. Today, I want to draw attention to a couple of proposals that could significantly impact your business.

One such bill is HB 5345, which aims to eliminate the Illinois Tip Wage Credit. Presently, employees who receive tips can be paid an hourly wage lower than the minimum wage. In Illinois, where the minimum wage stands at $14 per hour, tipped employees may receive $8.40 per hour, with the expectation that their tips will make up the difference to ensure they

earn at least $14 per hour. However, if tips fall short of this threshold, employers are required to compensate for the shortfall.

While the restaurant industry is often the focal point of discussions surrounding this issue, it’s crucial to recognize that HB 5345 would impact a broad spectrum of businesses beyond just restaurants. Barber shops, beauty parlors, bars, breweries, casinos, coffee shops, pet care facilities, and wineries would all feel the effects if this legislation were to pass.

Both tipped employees and business owners have voiced concerns about HB 5345. Similar measures have been implemented elsewhere, most notably in Washington, D.C. in May 2023. Since then, over 3,700 full-service restaurant jobs have been lost in the city. Additionally, a survey conducted by the National Restaurant Association revealed that 2 in 5 frequent diners in Washington, D.C. have reduced their dining out frequency, with one-third opting to dine in suburban areas to avoid establishments with higher menu prices and automated service charges.

initiative could prove to be the proverbial straw that breaks the camel’s back for many establishments, potentially leading to closures.

In his Budget Address, the Governor has proposed a new measure aimed at capping the Retail Discount granted to retailers during the processing of sales tax they collect. Presently, retailers can retain 1.75% of the sales tax they gather for state and local governments.

To illustrate, if a customer purchases $100 worth of goods from a Springfield retail store, the retailer would collect $9.75 for state and local governments. From this, the retailer would retain 1.75%, which amounts to 17cents per $100 in sales, for the administrative tasks involved in paperwork and fund transfers to the State of Illinois.

The Governor’s proposal suggests imposing a cap of $1000 per month on the amount businesses are permitted to retain. It’s important to note that the Illinois Department of Revenue, responsible for administering at least 24 taxes for local government, currently retains 2.17% for its services.

While this measure would predominantly impact larger retailers, there’s a concern that the state may gradually decrease the threshold, eventually burdening all businesses with significant expenditure in revenue collection for the state.

The Greater Springfield Chamber of Commerce is part of two statewide coalitions working on stopping these proposals.

THIRD TIME ACHIEVING 5-STAR LEVEL

The U.S. Chamber of Commerce awarded The Greater Springfield Chamber of Commerce with its designation of Accredited with 5 Stars for its sound policies, effective organizational procedures, and positive impact on the community.

This is the third time the Greater Springfield Chamber of Commerce has achieved the 5-star accredited status. Only 2% of chambers in the U.S. are awarded this level of accreditation, which is in effect for 5 years. The final determination is made by the Accrediting Board, a committee of U.S. Chamber board members.

The purpose of the U.S. Chamber’s Accreditation Program is to facilitate continuing excellence in the chamber industry and to foster a pro-business environment across America. In order to receive Accreditation, a chamber must meet minimum standards in their operations and programs, including areas of governance,

government affairs, communications, and technology. This extensive self-review can take 6-9 months to complete.

Several areas were highlighted by the Accrediting Board, who stated “The chamber is a vocal advocate for the region’s business community. It has fostered an excellent working relationship with elected officials and is engaged with many regional and state working groups and associations. The chamber is recognized for its leadership role in the All in for Economic Recovery group, as well as for its Advocacy Advisory Council and its Mayoral Forum.” The Accrediting Board also noted that, “The chamber is recognized for its Disaster Recovery Plan as well as its utilization of the Ready Action Plan to address service continuity. Springfield Mayor Misty Buscher and Sangamon County Board Chairman Andy Van Meter will review accomplishments and challenges of the past year and outline priorities for the upcoming months for the City and County at the State of Greater Springfield Luncheon on Thursday, May 2. APRIL UPDATE ON RISE SPRINGFIELD

RISE SPRINGFIELD TO HOST SPEED NETWORKING LUNCHEON

Presented by Green Toyota Volkswagen Audi RISE is hosting a Speed Networking Luncheon on April 22, 2024 from 11:30 am – 1:30 pm in the Main Auditorium at Levi, Ray & Shoup, Inc.

This luncheon provides young professionals, ages 21-39, an opportunity to expand their professional network in a fast-paced and exciting, structured format!

The first half hour will include lunch and general networking. Then, Speed Networking will begin promptly at 12:00 noon! Attendees will be assigned to a table of up to 5 people, and have 2 minutes to give a brief presentation about the products and services their business offers, share information about

their current role and provide a brief summary of their professional background. Each attendee will give their presentation six times to a different group of people. Attendees are encouraged to bring a one-page summary of their business and plenty of business cards (24 of each)!

MURPHY SERVING ON CONGRESSWOMAN BUDZINSKI’S AG ADVISORY COUNCIL

President & CEO, Mike Murphy participated in the Congresswoman Budzinski Agricultural Advisory Council meeting held in Monticello on March 29. Having been a member of the council for over a year, Murphy contributes to advising the congresswoman on local agricultural matters. The agenda covered various topics, including updates on the progress of the Farm Bill, available grants for farmers, potential establishment of an agriculture technology hub in central Illinois, and discussion on workforce development initiatives.

LEADERSHIP SPRINGFIELD APPLICATIONS

The application for the Leadership Springfield Class of 2024, which begins in September, is available on The Chamber’s website.

Leadership Springfield (LS) is a 14 week series of half day programs in which participants gain leadership skills and in-depth exposure to critical issues affecting the Springfield area. Participants interact with community leaders and decision makers who share diverse perspectives on significant accomplishments and opportunities within the Springfield community.

The program aims to develop, strengthen, and equip local professionals to benefit the Springfield area. Interactive professional development is a cornerstone of the program. Curriculum topics for the program typically include Leadership Development, Agriculture, Education, Healthcare, Homeland Security, Local & State Government, Team Building, Technology & Innovation, and Tourism.

When clicking on the link to the online application, individuals will be prompted to create login credentials. This allows the applicant to access the application, save their progress and log out in order to return to either make edits or complete it.

Applications must be submitted by 5 p.m. on June 30, 2024. Applications will be reviewed in July and applicants will be notified of their selection status later that month.
