All recommendations for changing bylaws must be signed and in the hands of the By-Law Committee Secretary prior to April 13, 2000, in order to be considered. The secretary will forward all signed recommended changes to the by-laws to the Vestnik for publication. Recommendations will be accepted from individual members as well as from lodges. If you can tie the recommendation to a published by-law num-
