On behalf of Clay County Tourism and the Spencer Chamber, we would like to welcome you to Clay County. We are excited to show you our small part of Iowa and thus, we invite you to discover the plentiful natural resources and explore the bustling downtowns of our many communities.

The county is a hidden gem in Northwest Iowa, home to many attractions, experiences, and rich history. Named after Lt. Colonel Henry Clay, Jr. who fought during the Mexican War, the 576 square mile county was created in 1858. Since then, it has continued to grow into a thriving collection of communities with enriching quality of life and culture.

Clay County offers diverse recreational opportunities like hunting, canoeing, fishing, camping, parks, golf courses and other conservation areas. If you’re looking for something more metropolitan you will find a host of entertainment such as art exhibits, museums, live theater, shopping, brewery, distillery, winery and great food throughout. Every September, Clay County brings in around 300,000 people for our internationally renowned “World’s Greatest County Fair,” which is held at the Clay County Fairgrounds in Spencer. Whether you are looking to encounter historic architecture, see the sights of the Glacial Trail Scenic Byway, or even stop for a cup of coffee, Clay County has a place for you.

CLAY COUNTY

1858

Clay County was established in 1858 after declaring its judicial independence from Woodbury County. The county was named in honor of Henry Clay, Jr., a colonel in the Mexican - American War. Out of 18 men who voted, 14 were elected to an office and conducted county business out of their homes until 1859.

1871

In 1871 the town of Spencer was formally platted and since it was more centrally located than Peterson, the question of moving the county seat was asked again. It was answered in an election held in October of that same year; Spencer won the county seat by a margin of 159 votes.

1979

In 1979, the Board of Supervisors decided to renovate the existing courthouse and construct an administration building. The motion passed in August and $2.1 million was approved for the two projects. A dedication ceremony was held on

1859 - 1860

At this time A. W. Hubbard, Judge of the Fourth Judicial District, authorized a commission to locate a county seat. On July 16, 1859 the commission chose the present site of Spencer. In May 1860, the county judge received a petition asking that the county seat be located at Peterson. An election was held, and all 10 participants voted in favor of Peterson.

1901

It was decided in 1900 that the county needed a new courthouse. The structure was erected on the same site in Spencer and would become the third iteration of the courthouse in Clay County. It was ready for occupancy in September 1901. With no formal dedication, the doors were opened and business continued. The population of Clay County has increased approximately 30% since the 1901 courthouse was completed.

1980-Present

Since 1980, Clay County has maintained a progression of growth and prosperity. Spencer, the county seat, remains the biggest town in the county at roughly 11,000 residents. The community continues to host the “World’s Greatest County Fair,” which has been held annually since 1918. Some additional improvements to the area include the addition of a four-lane section of Highway 71 between Spencer and Milford in 2000 and the

The first Clay County courthouse was built in Peterson. However once the county seat was moved to Spencer, a new courthouse was needed. The second courthouse was built by the residents of Spencer. They formed a stock company and sold shares. Those who could not afford a share offered their labor. When the building was completed, it was sold to the city for $1,333. A third building was completed in 1901 in the same location and remains in use to this day.

What’s New at the Chamber?

Popular Chamber Dollars program upgraded to Spencer Chamber Gift Card

The Spencer Chamber has unveiled its new Gift Card in an effort to keep more dollars local. Sponsored by Spencer Municipal Utilities, the Spencer Chamber Gift Card is a high-tech Gift Card that can be spent with multiple participating businesses in the area, including retail, hospitality, leisure and services.

The new Gift Card replaces the Chamber Dollars system that has been in place for over 20 years, and is available to buy online and from the Spencer Chamber of Commerce office on Highway Blvd, in denominations of $20 - $500.

Sheriffa M. Jones, Executive Director at the Spencer Chamber of Commerce said the new Gift Card will be easier for businesses and customers, and will have a greater economic impact for the area:

“Our new Spencer Chamber Gift Card can be spent just like a debit card right across the city with the balance automatically updated. It can be spent in all sectors; groceries, gas and household essentials. Spencer is the largest community in a 60 mile radius. We have a population of 11,000+; however, a retail pull of 70,000. Not only will the Gift Card keep more dollars invested in the Spencer area with Chamber businesses, it will bring new dollars in, from those that want to experience all we have to offer.”

“There has always been a strong shop local community in Spencer,” continues Sheriffa. “Around $20,000 of Chamber Dollars were sold each year. We hope that employers, customers and tourists will use the new Spencer Chamber Gift Card to show their support for Spencer.”

Amanda Gloyd, Marketing and Community Relations Manager at Spencer Municipal Utilities said: “Spencer Municipal Utilities is glad to be part of the new Spencer Chamber Gift Card as it will be a great way to help keep money in Spencer. We are accepting them in our office so they can be used to pay for utilities. They can also be used at other places throughout Spencer, which will make them a great gift.”

SPENCER JAYCEES’

EASTER EGG HUNT-APRIL

Each year the Spencer Jaycees, a local service organization, host an Easter Egg Hunt for Clay County communities. Ages 1-11 are welcome to participate in the egg hunt and receive a goody bag, plus an opportunity to see the Easter Bunny!

LUCK O’ THE IRISH-MARCH 17

Hosted annually on St. Patrick’s Day, Luck O’ the Irish takes place in Spencer’s downtown. Many member businesses of Spencer Mainstreet offer a 17 percent discount on a product or service.

& BITES-APRIL

This event is for all beer lovers! Travel through participating businesses in Spencer’s downtown with a keepsake mug and passport. Brews & Bites features 10 different stops to sample beer and have a bite to eat

TRAILS/BIKING

Runners, walkers and bike riders love to follow the trails that wind throughout the community of Spencer. The riverfront viewing area, located on the north side of the river, on West Park Street in Spencer, is a part of the Little Sioux Trail Riverfront Project. There are over 11 miles of paved trails within the city limits in Spencer, extending up to Fostoria. Hop on for a ride or walk along the banks of the Little Sioux and Ocheyedan rivers, weaving in and out among forested areas and prairies filled with wildflowers and wildlife. Or, check out some of Clay County’s other options for hiking like Kindlespire Complex, Riverton Wildlife Area, Wanata Park, and many more!

THE SPORTING LIFE

If you’re ready to get your sport on, Clay County’s got you covered. From traditional sports like golf and tennis, to disc golf and skateboarding, there’s something for everyone. The Spencer Golf and Country Club is one of Iowa’s premier courses. The 18-hole, par 72 course is the site of the Northwest Amateur Golf Tournament which began in 1921. The town also houses the Spencer Municipal Golf Course, Spencer Skate Park, public tennis courts and Pederson Park ball fields. Don’t forget to check out the disc golf courses in Spencer and Royal, too!

HUNTING/FISHING

Stolley Park, near the west Spencer Industrial Park, is a haven for fishermen and walkers, who can be found from dawn to dusk. Many other areas in Clay County are available for hunting, like Burr Wildlife Area, Vera and Gilbert James Wildlife Area and Mori Prairie, to name a few.

DAY TRIPPING

Take a day to explore the county! Stop by one of Spencer’s coffee shops, like Medlar Coffee Co. or Black Earth Java, for a quick pick-me-up, then head north up to Fostoria. Take in the natural beauty of the Prairie Flower, where native prairie flowers and grasses flourish on the site. Pop in to the Picket Trail (open Wednesday through Saturday), for an array of vintage finds and repurposed wood items.

ART

Clay County has an abundance of artistic elements from graffiti murals around town to art exhibits at Arts on Grand in Spencer. Arts on Grand offers exhibits by local artists featuring painting, jewelry, pottery and much more. Additionally, Arts on Grand often hosts classes and art nights. Vermeer Glass Art treats visitors to fusible colored glass in many different forms, and also offers at least two organized classes per month. Take a trip to McGee Gallery and Framing in Peterson to see custom framing, painting and gallery space.

FLAGFEST-JUNE

Spencer’s big community celebration is Flagfest, held the second weekend in June. A parade, dances, 5K run, bike ride, Grand cruise, music and more are hallmarks of this community-wide festival.

NORTHWEST IOWA AMATEUR GOLF TOURNAMENT-AUGUST

1921 marked the inaugural year for the Northwest Amateur Golf Tournament at the Spencer Golf and Country Club. That year also marked the beginning of Iowa’s second ever golf tournament, the first being the Iowa Amateur. Throughout history, the Northwest Am has earned respect as Iowa’s only 72-hole tournament.

FARM TO TABLE

Clay County is home to great farmer’s markets, allowing residents and visitors to get the freshest produce and homemade goodies throughout the growing season. Check out the South T Farmers Market and Main Street Market in Spencer.

COOL DOWN

Looking to cool down? Check out the Spencer Family Aquatic Center. This two-acre complex contains two water slides, a children’s play area, sand volleyball, a large green space, a concession bar and dining space, five lanes for lap swimming, and plenty of lounge chairs for relaxation. Go canoeing or kayaking in the Little Sioux River or go

EXPLORE THE OUTDOORS

Oneota Park, on the east edge of Spencer, is the headquarters of the Clay Conservation Department. Conservation naturalists offer educational and fun programs throughout the year for young and old. If you’re into sports, try out the disc golf course laid out in West Leach Park.

Hoping to explore the county? Clay County’s got you covered. Kindlespire Complex, located near Webb, features hiking trails, camping, picnicking and more. Or, stop by Bertram Reservation in Peterson.

CAR CRUISING

Cruise along and see a number of classic cars during the Grand Cruise in Spencer during Flagfest. Local car clubs such as Old Iron Company and the Black Knights Car Club host various cruises around the county during the summer season. They can both be found on Facebook for more information. Don’t forget to check out the Clay County Fair Speedway for weekly IMCA races on the 3/8 mile track.

PADDLE ALONG

Wanata Park, on the Southeast edge of Peterson features a boat ramp, canoeing, flat bottom boats and kayaking. Motor boating can also be done at Thunder Bridge Wildlife Refuge, Stouffer Memorial Wildlife Refuge and many other wildlife areas around the county.

VINESTOCK WINE & ARTS FESTIVAL-OCTOBER

Held in Peterson the first weekend in October, this festival features locally crafted wine & beer tasting, incredible food and handcrafted items such as arts, crafts, woodworking and much more!

CLAY COUNTY FAIR-SEPTEMBER

The Clay County Fair, “The World’s Greatest County Fair” since 1918, attracts more than 300,000 people to Spencer, Iowa for nine days each September.

BLACK KNIGHTS DRAGS-SEPTEMBER

The Black Knights Car Club hosts the annual Airport Drag Races at the Spencer Airport. Spectators gather to watch local drivers race a 350-foot side by side track on the airport runway.

CLAY COUNTY FAIR

The Clay County Fair is the go-to event in Northwest Iowa each September. For over 100 years, the Clay County Fair has grown bigger and better than ever. The fair, usually starting on the second Saturday in September, attracts more than 300,000 visitors. Those guests enjoy world-class grandstand entertainment, daily livestock and horse shows, more than $125,000 in free entertainment, thousands of competitive exhibits, the Goldstar Amusements Midway, every type of fair food one can imagine, hundreds of commercial vendors and the largest farm machinery display of any fair in the United States.The fair is a true community event, with a large percentage of the population working, volunteering, exhibiting or just enjoying the nine-day run.

ROUGH IT

Clay County offers a variety of campgrounds for all types of campers. East Leach Park in Spencer has 100 electrical outlets and picnic tables. Outside city limits, visitors and residents can enjoy the natural beauty of Scharnberg Park, maintained by the Clay County Conservation Board. This 55-acre park features a 15-acre pond, 61 modern campsites and three cabins - available year-round. Electricity water, sewer, showers, cable television and wireless internet services are also available.

HISTORIC SITES

A southern trip in Clay County can take you to Peterson, the original county seat of Clay County. The historic Kirchner family home, along with a pioneer fort and antique shops make the community a must-see stop for history buffs. Stop by the Clay County Heritage Center, which brings the past to life. Located in Spencer, the center houses two galleries and archives, and works to illuminate the varied history of Clay County and Northwest Iowa.

GO FOR A DRIVE

Follow the Glacial Trail Scenic Byway, a 36-mile loop which takes some surprising dips and turns as it moves through the rural towns of Peterson and Linn Grove. The Prairie Heritage Center, located outside of Peterson, is a great stop for families. InnSpiration Vines and Wines, on your way to Linn Grove, offers delicious libations in a beautiful natural setting.

MUSEUMS

Step back in time with a visit to the Parker House, located in Spencer. This 1916 Arts and Crafts period house and the adjacent Duroe Building show life in Clay County 100 years ago. The artifacts in the museum’s permanent collection date primarily from 1860-1950 including a rosewood piano, Victorian organ and 1918 LaFrance fire truck.

Peterson, at the south end of the county, also features a variety of museums. The first frame house built in Clay County is in the Kirchner Park Complex which includes the Machinery Museum, the Rock Forest Country School House, the Veterans Memorial and Jim’s History Barn.

GRAND MEANDER-DECEMBER

Grand Meander is a time-honored tradition where kids can make crafts, decorate a cookie, make an ornament, write a letter to Santa, pet a rabbit and see some dogs and cats up for adoption.

S’MORES AND BLAZING PINES-JANUARY

Every January Spencer holds S’more and Blazing Pines: Ice skating, snow shoes, s’mores and hot cocoa available for free followed by the blazing pines (burn old Christmas Trees).

AG OUTLOOK-FEBRUARY

Northwest Iowa Ag Outlook Conference and Trade show is a day-long seminar and trade show geared towards farmers and agri-business professionals. The trade show features the latest in agriculture products, equipment and services.

HOLIDAY TIME

Kicking off the Christmas season, the Grand Meander lures visitors out into the chill for lighted window scenes, indoor activities and hot cocoa as residents promenade down Grand Ave. Take a drive around town to view all of the Christmas light displays, often a part of the Spencer Chamber’s annual Holiday Decorating Contest. If you’re around in January, don’t forget to check out Spencer S’mores and Blazing Pines to get your fill of outdoor winter fun

SPORTING

The Spencer Family YMCA offers an escape from the cold with an indoor swimming pool, basketball and racquetball courts, a weight room and more amenities. However, if you’re a fan of the winter weather, be sure to check out our local Clay County Parks for ice fishing, hunting and snow shoeing opportunities! You’ll also see many taking to the drifts and trails with their snowmobiles

LOCAL BREWS

Warm up by visiting any of our many local watering holes. Century Farms Distillery has a variety of made-in-house vodkas and whiskeys with an ever-changing seasonal menu of cocktails. If you’re more into beer, try The Iowa Project Brewing Company, which features a host of locally crafted beers and ciders.

GRAB A BITE

Stay warm and enjoy some of the best comfort food Clay County has to offer! Scattered around Clay County, there are many great places to eat like The Ranch in Everly and Lindy’s Bar & Grill in Dickens. Stop into Kings Steakhouse and Bar, located in a former church, and appreciate great views of the Little Sioux River and downtown Spencer traffic. Or, for a quick bite, try Wildflour Bake Shop & Market, located on Grand Avenue in historic, downtown Spencer. Pizza and custard will be on the menu a few nights a week, and their market is stocked with grab & go meal options and other unique items.

GAMING

Into gaming? Spencer is home to Spencer Sports Cards and Comics, which sells a variety of trading cards and comic books. A quick jot across the street will get you to Game State, America’s largest game store. This space features retail and play space, weekly events and a fantastic gaming community to join.

Everly was settled in 1884 and originally named Clark after a local farmer but, after finding another Iowa town by the name of Clarke, they changed it to Everly in 1886. The Everly Bank was robbed by Bonnie and Clyde on May 3, 1934 and is believed to be one of the last banks robbed by the duo.

Fostoria was first settled in 1882 due to the railroad line from Spencer to Spirit Lake. In 1895 a group of farmers created the Fostoria Creamery Company that earned the reputation for the best "sweet cream butter."

This butter was shipped and sold in New York City until after WWII when population of dairy cows declined in the area and the creamery closed in 1963.

Albert and Lizzie Greene settled in 1869 half mile south of the current Greenville location. 1900 saw the railroad pass through from Storm Lake to Spencer, easily connecting Greenville to both communities. Greenville was incorporated in 1916. The town also was the earliest Friends Church in Clay County, being present from 1879 until 1981 when the church closed.

AT A GLANCE PETERSON

Peterson was established in 1856 by a small group of families, including the Kirchners. The Kirchners were visited on November 23, 1856, by Inkpaduta's band of Native Americans. Inkpaduta's band visited again on February 14, 1857, before going north to Spirit Lake. Originally the Kirchners called the area "Long Grove" and Howard Peterson, owner of the mill, wanted to name the area "Howard" but due to another Howard, Iowa the federal postal department named the area "Peterson" instead. The first frame house was built by the Kirchners and still stands in Peterson along with another of the Kirchner homes in town available for tours. The first county seat was Peterson from 1860 until 1871 when the county put it to a vote and moved the seat to Spencer.

Rossie began in 1900 as the Chicago Rock Island and Pacific Railroad line passed through the county from Des Moines to Sibley. Originally residents wanted to name the community Davis but due to Davis, Iowa already existing they came up with Rossie. Rossie was incorporated in 1923 and had one of the few banks in the county to survive the Great Depression.

Webb was founded in 1900 as a rural based community with strong family values. Webb was originally known as Glenora, but F.D. White changed the name to Webb, in honor of his mother’s maiden name. The town once boasted four grocery stores, two creameries, three filling stations, and a band stand. Stores were open on Saturday nights and free movies were shown in the summer. Disaster struck the town in 1913 and 1914, when fires destroyed first the east business block and then the west business block of the town.

UNINCORPORATED COMMUNITIES

Cornell was platted in 1900/1901 when the Minneapolis and St. Louis Railroad passed through the county from Storm Lake to Jackson, MN before going on to Minneapolis. Cornell prospered with an elevator, telephone company, Post Office, General Merchandise Store, Methodist Church, roller skating rink, Cornell Shipping Association, Fire Department, and a school. The railroad left Cornell on April 20, 1936, and impacted many businesses. The school closed in 1967 and students were transferred to Webb or Sioux Rapids. The post office closed November 3, 1967, and became a rural route.

Langdon was platted in 1899 just after the railroad going north and by 1901 settlers were building around the railroad in present day Langdon.

You may notice some familiar traits in the new logo. For instance, the square outline -- representative of Clay County’s square shape.
