CELEBRATING OUR FIRST SETTLERS

It was criticized by the residents as being plain and boring. It was the best that the county could do because they were held to $5,000 by the law.

Spencer was first settled in 1866. The city was named in the honor of U.S. Senator George E. Spencer. In 1871, the city became the county seat of Clay County, which was organized in 1858 and was named after Henry Clay, Jr. who was a colonel in the Mexican - American War.

Spencer was unimproved and no settler lived within a 10-mile radius, it was refused by the residents of Clay.

Before its organization Clay County was attached to Woodbury County for judicial and civil reasons. After its independence was declared, an election was held on October 12, 1858. It was held at the home of A. S. Mead and its purpose was the election of county officials. Of the 18 men who voted, 14 were elected to an office.

In 1871 the town of Spencer was formally laid out, and since it was more centrally located than Peterson, the question of moving the county seat was asked again. It was answered in an election held in October of that same year; Spencer won the county seat by a margin of 159 votes.

It was decided in 1900 that the county needed a new courthouse. The structure was erected on the same site as the second and was ready for occupancy in September 1901. No formal dedication was held. The doors were just opened and business continued. Costing $60,000, $3,000 on marble alone, it is a beautiful structure.

These elected officials conducted county business in their respective homes until 1859. At this time A. W. Hubbard, Judge of the Fourth Judicial District, authorized a commission to locate a county seat. On July 16, 1859 the commission chose the present site of Spencer. But, due to the fact that

In May 1860 the county judge received a petition asking that the county seat be located at Peterson. An election was held, and all 10 participants voted in favor of Peterson.

The first courthouse was built by the residents of Spencer. They formed a stock company and sold shares. Those who could not afford a share offered their labor. When the building was completed, it was sold to the city for $1,333. A second building was built in 1884 at different location.

The population of Clay County has increased approximately 30% since the 1901 courthouse was completed. So in 1979, the Board of Supervisors decided to renovate the existing courthouse and construct an administration building. The motion passed in August and $2.1 million was approved for the two projects. A dedication ceremony was held on September 26, 1982, and Clay County now has two buildings of which to be proud. GEORGE E. SPENCER FOUNDING FATHER, CIVIL WAR HERO AND STATESMAN George Eliphaz Spencer: U.S. Senator, Civil War General, political appointee, entrepreneur, miner, rancher and namesake of Spencer, Iowa. Spencer’s life was full and wide-ranging from the time he came west to seek his fortune until his death in Washington, D.C. at the age of 57. Spencer was born in Champion, N.Y. in 1836. George attended Montreal College and studied law in Watertown, New York. Spencer, like many young men in the 1850’s, decided to seek opportunities in the vast open spaces of the American West. In the Spring of 1856 he settled in Newton, Iowa, at the age of 19. Spencer was an early supporter of the newly formed Republican party and was engaged in state and local politics as well as land speculation. On a stagecoach ride he met Grenville Dodge, a well-known operative in Iowa politics,

successful entrepreneur, railroad developer, future General in the Civil War and friend of Abraham Lincoln. Dodge was impressed enough with Spencer to recommend him for the position of Secretary to the Iowa Senate to which he was appointed in December of 1856. Early in 1857, Spencer and four partners built a sawmill in the town of Spirit Lake. Spencer registered the group’s claims in Sioux City and worked to have Spirit Lake declared the county seat. Spencer also claimed 30 acres of timbered land along the Little Sioux River. The claim is thought to be from the present De Wolfe Park to Oneota Park. Spencer hired a surveyor to plat the town he called Spencer’s Grove but later shortened to Spencer. Spencer marketed the town, won the right for a post office and tried to establish Spencer as the county seat.

After selling off his claims Spencer formed a mining expedition and became part of the Colorado Gold Rush. While in Colorado, Spencer developed the town he named Breckinridge.

Governor Saunders offered Spencer a commission to be the regimental sutler. The 1st Nebraska took part in the Union victories at Forts Henry and Donelson as well as Shiloh.

In 1860 Spencer received an offer from Grenville Dodge to open a subsidiary business in St. Joseph, Missouri. He did not stay long as Dodge recommended him to be the personal secretary of the Governor of the Nebraska territory, Alvin Saunders. Saunders was a friend of Dodge and Abraham Lincoln.

General Grenville Dodge, commander of U.S. Grant’s 2nd Division of the Army of the Tennessee, turned to George Spencer to become his Chief of Staff. After the Union victory at Vicksburg, Dodge and the Army of the Tennessee started their methodical march through the south. Spencer was given the responsibility to negotiate prisoner exchanges with the Confederates. Spencer’s forays behind enemy lines for prisoner exchanges proved more valuable to Dodge and General Sherman (now in command of the Army of the Tennessee) as a tool for gathering information on Confederate troop movements and strength. For his service Spencer was commissioned a Colonel in September of 1863.

In April of 1861 Fort Sumter was fired upon signaling the start of the Civil War. When Nebraska was called upon to form the 1st Nebraska Regiment,

Spencer was tasked with raising a cavalry regiment in 1864 comprised of Alabamians loyal to the Union. The 1st Alabama – Union under the command of Spencer,

acquitted themselves with distinction. During Sherman’s ‘March to the Sea’ the 1st Alabama was selected by Sherman to be his personal escort into the city of Savannah. Sherman’s army turned north to the Carolinas, and Spencer and the 1st Alabama were involved in a number of battles including Monroe’s Crossing in North Carolina. At Monroe’s Crossing, Spencer was commended for “gallant and meritorious service.” He was promoted to the rank of Brevet Brigadier General in March 1865 and was honorably discharged from the military on July 5, 1865. After the war Spencer and his wife Bella moved to San Francisco for a short time. They returned to Alabama, where George established a law practice and cotton buying business in Decatur. In August of 1867 Bella died of typhoid fever at the age of 27. In 1868 Spencer entered the race for a U.S. Senate seat in Alabama. Spencer was able to secure a Republican coalition of Unionists and Free Blacks to win a seat in the U.S. Senate. Spencer’s ties to President Grant allowed him a great deal of

patronage power in the state of Alabama. Spencer fiercely opposed the KKK and their campaign of terror against black southerners. He was a strong advocate for civil rights but his tenure in office was marked by political infighting with other Republicans in the state. In 1877 Spencer married May Nunez, a renowned author and actress. After Spencer declined to run for a third Senate term, he and May moved to Nevada where they became involved in mining and ranching. Grenville Dodge, a director of the Union Pacific Railroad, recommended Spencer for a position as a commissioner of the Union Pacific in 1881. Little is known of Spencer’s life after 1883 when he and May moved back to Washington D.C. George Spencer died at the age of 57 in 1893 and was buried in Arlington National Cemetery. George E. Spencer was a brash, ambitious and adventurous individual who epitomized the young, growing and tumultuous United States during the last half of the 19th century. Research: Steven Bomgaars
