Nate Gowdy captures big moments through his lens

Seattle Mayor Bruce Harrell is appointing Madison, Wis. Police Chief Shon Barnes to be the next Seattle police chief within the same week Barnes is handles a deadly school shooting in Wisconsin.
Barnes has served as the chief of police for Madison since 2021. According to Harrell’s office, Barnes is a nationally recognized leader in reducing crime, improving community-police relations, and driving a culture change within the department.
The announcement comes within the same week of a tragic event in the City of Madison.
Earlier this week a shooting that led to three dead, including the juvenile shooter who was a student, occurred at Abundant Life Christian School in Madison, Wis.
“Under tragic circumstances, the nation received its introduction to Chief Shon Barnes,” Harrell said in a statement. “We all saw firsthand what our team has known since we began this recruitment process –that Chief Barnes possesses the impressive leadership capabilities, compassionate approach, and dedication to effective police work needed to continue moving our police department forward.”
Despite recent events, Madison has seen improvements in public safety under Barnes. So far in 2024, the city has seen a 67% decrease in homicides, a 40% decrease in auto thefts, a 36% decrease in burglaries, and a 19% decrease in reports of shots fired.
Seattle has seen a decrease in crime since 2022, when violent crime statistics were at an all-time high. However, rates of violent crime through November 2024 surpassed 2020 levels.
The number of homicides in Seattle this year has also remained consistently high with other post COVID-19 pandemic years.
Barnes also brings proven experience in implementing an inclusive workforce with the Madison Police Department’s initiative that has resulted in 28% of officers being women.

Nate Gowdy is a photographer whose work explores the intersection of social movements, cultural identity, and political spectacle. For the past 15 years, he has called Seattle home, earning recognition for his compelling visual storytelling rooted in these themes. While his career took off in the Pacific Northwest, he has recently gained international acclaim for his documentary fine art photography examining American politics. His latest exhibition at Spectrum Fine Art in Madrona, however, narrows its focus to a single pivotal day: January 6, 2021.
Gowdy grew up in Elkhart, Indiana, and earned a journalism degree from Indiana University. He began his career as a copy editor at a small-town newspaper but soon found himself seeking a new, more exciting adventure. When his childhood best friend invited him to move to Seattle in 2009 to be his roommate on Capitol Hill, Gowdy jumped at the chance. Though he had never visited the city, he was already familiar with The Stranger and KEXP, which convinced him that Seattle must be "the hub of cool.”
Gowdy’s path into photography began after a brief stint as a preschool caregiver, when his parents gave him his first DSLR for Christmas 2010. A month later, George Bakan, publisher of Seattle Gay News, hired him as the staff photographer, where an editor gave him advice that shaped his career: “Don’t be a fly on the wall — immerse yourself and engage people.” From then on, Gowdy’s life was drag shows, nightlife, and as Seattle Pride’s official photographer, too, a parade of Pride personalities eager to step in front of his lens.
This iconic image from January 6th captures “the fault line where democracy meets fascism,” Gowdy said. Having spent the day on the ground with protesters and agitators, and even being sprayed with tear gas, Gowdy uses his signature black and white style to intensify the drama of these moments. This image appears in his book INSURRECTION available at www.nategowdy.com and Elliott Bay Book Company.
In his first year, he photographed over 200 events, mastering his craft on the fly and developing a bold,
intimate, celebratory style — just as the marriage equality fight in Washington state reached its peak. By 2012, his schedule ramped up to 360 events, capturing a community rallying for change.
“The end of 2012 and all of 2013 saw me photographing friends realizing their dreams of equality — so many weddings!” he says.
Throughout his career, Gowdy has prioritized
mentoring new and emerging photographers, particularly students, BIPOC artists, and those aspiring to build careers in the field. He has guided interns, taught homeschooled youth, and regularly guest lectures at universities. “I enjoy mentoring and paying it forward. I’ll always make time for a coffee to talk shop,” he says. Gowdy’s skill behind the lens and knack for connection led to opportunities in Seattle working alongside President Obama and Vice President Biden during their visits. In the summer of 2015, he was drawn to the spectacle of the 2016 presidential campaign, following Hillary, Bernie, and Trump, and culminating in TIME magazine’s cover featuring his iconic shot of Bernie Sanders.
“I thought the story I was capturing would end with the swearing-in of America’s first female President.” With a front-row seat to the biggest story in the world, he had not yet imagined being hassled by the Right, the

Washington Democrats leak $15 billion tax increase plans

Senate Democrats are asking their peers to help “spread that tax policy love around” as they hope to close a $16 billion shortfall with new taxes in a leaked email on Friday.
Sen. Noel Frame, D-Seattle, sent the message just days after Gov. Jay Inslee announced a budget shortfall of upwards of $16 billion over the next four years. While he proposed billions in tax increases of his own last Tuesday, Frame’s email included several others on Friday.
Inslee’s solution included a new wealth tax, which he estimates could generate over $10 billion over four years and a temporary 20% surcharge for businesses marking over $1 million annually until increasing all business and occupation, or B&O, tax rates by 10% in 2027.
Frame’s email included seven other “revenue options,” or taxes, to keep the Legislature afloat at the expense of the taxpayer. The message also included slides from Democrats on what to avoid when talking about taxes to avoid upsetting their constituency.
“Let’s spread that tax policy love around,” Frame emailed her peers in the Senate. “We’d like to have companions to the ideas coming out of the House, so there are a few to go around.”
Her message included a 2025 Revenue Options document with two pages; one reads “Taxing Large Corporations,” with the following titled “Other Taxes.” The first of three on “large corporations” would remove the cap on employer payroll taxes for those making $8 million or more annually; however, an alternate version would apply to all businesses, even small mom-and-pop shops.
The main version, applying businesses earning over $8 million annually, would impact around 4,000 to raise $7.8 billion over the next four years. According to the document, the alternate version, applying to all businesses, would impact 30,000 while
generating roughly $8.7 billion through 2029.
The next tax to large corporations includes an additional 1% B&O surcharge on taxable income over $500 million. According to the document, it would impact around 140 businesses while generating upwards of $6.3 billion over the next four years.
The last tax to large corporations would replace a $9 million annual advanced computing surcharge cap with a workforce education surcharge on all income without limit. According to the document, it could generate more than $600 million over the next four years.
“Do Say: Focus on the proposed solutions and how it will make people’s lives better,” according to a slide in Frame’s email. “Don’t Say: Don’t focus on the budget hole.”
The other measures included in Frame’s email would raise the annual cap on property tax increases from 1% to 3%, raise taxes on the sale of real estate valued over $3 million from 3% to 4%, impose B&O taxes on storage units and an 11% tax on ammunition, firearms and parts.
According to the document in Frame’s email, the tax on ammo, firearms and related parts would impact 3,000 “taxpayers.” Still, according to a 2020 study, 42% of residents reported having at least one firearm in their home, with at least 165,000 licensed statewide the following year.
Altogether, the four “Other Taxes” listed in Frame’s email add up to $940 million over the next four years.When combined with the three for large corporations, all seven could generate over $15 billion in taxes over the next four years, on top of Inslee’s proposals.
“Our taxes have went up almost 50% in the last decade; Washington has a spending problem, not a revenue problem,” Rep. Travis Couture, the House Republican budget lead, said in a video posted to X on Sunday. “We should cut reckless spending sprees from the majority party and … have Washington government live within its means.”
Washington’s operating budget could reach $87B by 2027-2029 biennium

In October it was revealed that the state operating budget faced a potential $5 billion shortfall for the 2025-2027 biennium. While that figure has changed slightly, the shortfall amount for the four-year outlook has altered drastically in recent weeks, though the number depends on who you ask and when you ask them.
Initially, the state Office of Financial Management estimated the budget shortfall between 2025-2029 could be between $10-12 billion. However, an official from Governor Jay Inslee’s Office remarked at a meeting last week that the estimate was now around $14 billion.
Though Inslee’s office and the official later said it was an error, Inslee himself later went on to say at a press conference for his 20252027 operating budget that the shortfall could be even higher, to the tune of $16 billion.
If that were to be accurate, along with the latest revenue forecast by the state Economic and Revenue Forecast Council, the state would have to increase its operating budget spending in the 2027-2029 biennium to $87 billion, a 10% increase from Inslee’s proposed operating budget for the upcoming biennium, and a $13 billion and 17% increase from the current biennial budget spending.
According to the Washington Research Council, the latest update on the 20252027 budget shortfall puts the figure at $4.8 billion. If Inslee’s $16 billion figure were accurate, it would leave the remaining $11.2 billion in the 2027-2029 biennium.
ERFC’s latest revenue forecast estimates that the total revenue for the Near General Fund-State accounts, where money for the operating budget originates, at $75.8 billion.
Those revenue forecasts are based in part on
estimated annual tax money the state will receive and are used to determine whether or not the state operating budget balances over the four year period, as required by state law. That same law, enacted in 2012, allows the state to assume a 4.5% annual revenue growth in the second biennium of a fouryear outlook, though it has yet to do so.
WRC, a Washingtonbased think tank, puts the four-year shortfall much lower than Inslee's $16 billion, at either $7.8 billion or $11.1 billion; the difference is based on whether or not new collective bargaining agreements are approved. The CBAs alone, if approved, will increase the 2025-2027 shortfall to $6.3 billion.
That $1.3 billion is among other new spending the state is taking on and which is responsible for the budget shortfall despite record revenue levels.
During ERFC’s last revenue forecast meeting, OFM Director Pat Sullivan attributed the budget shortfall to “a combination of things. There's a significant maintenance level increase [and] a number of investments that we've made over the years. We funded a number especially housing a number of programs with federal COVID money you know when those programs work there's a there's pressure to use general fund money to replace the COVID dollars.”
Other new major
spending increases for the 2025-2027 budget include:
$526 million in reduced revenue forecasted for the biennium.
$461 million to pay for programs or services previously covered by federal funds
$1 billion for Fair Start for Kids, which was signed into law in 2021 but has been gradually implemented.
In an October report, the WRC argued that “the Legislature is facing a substantial 2025–27 budget shortfall of its own making. This situation was entirely foreseeable. The Legislature has known that revenues would come in more slowly beginning in 2023–25. Nevertheless, the state increased spending by 15.8% at a time when revenues were expected to increase by just 3.5%.”
However, if Inslee’s $16 billion figure is accurate it’s not certain what new spending will be responsible for it. In an email to The Center Square, WRC Senior Research Analyst Emily Makings wrote, “I have no idea where the $16 billion figure came from, but it must include policy increases that the governor didn't even include in his proposal.”
Note: The Center Square reached out to OFM inquiring about Inslee’s $16 billion shortfall figure and what might be causing it. The state agency is in the process of providing examples, and the story will be updated with its response.

Savvy Senior: How long to keep tax records and other documents

Senior, Is there a rule of thumb on how long someone should keep their old financial paperwork? I have file cabinets full of old receipts, bank and brokerage statements, tax returns and more that I would like to toss.

Dear Recently, It’s a great question. As we get older and our financial life gets more complicated, it’s difficult to know how long to keep old financial records and paperwork and when it’s safe to get rid of them. Some things you’ll need to hold on to for your whole life and others for just a month or so. Here’s a checklist I’ve created that can help you determine what to save and what you can throw away.
KEEP ONE MONTH
ATM receipts and bankdeposit slips, as soon as you match them up with your monthly statement.
Credit card receipts after you get your statement, unless you might return the item or need proof of purchase for a warranty.
Credit card statements that do not have a tax-related expense on them.
Utility bills when the following month’s bill arrives showing that your prior payment was received. If you wish to track utility usage over time, you may want to keep them for a year, or if you deduct a home office on your taxes keep them for seven years.
To avoid identity theft, be sure you shred anything you throw away that contains your personal or financial information.
KEEP ONE YEAR Paycheck stubs until you get your W-2 in January to check its accuracy.
Bank statements (savings and checking account) to confirm your 1099s. Brokerage, 401(k), IRA and other investment statements until you get your annual summary (keep longer for tax purposes if they show a gain or loss).
Receipts for health care bills in case you qualify for a medical deduction.
KEEP SEVEN YEARS
Supporting documents for your taxes, including W-2s, 1099s, and receipts or canceled checks that substantiate deductions. The IRS usually has up to three years after you file to audit you but may look back up to six years if it suspects you substantially underreported income or committed fraud.
KEEP INDEFINITELY
Tax returns with proof of filing and payment. You should keep these for at least seven years, but many people keep them forever because they provide a record of your financial history.
IRS forms that you filed when making nondeductible contributions to a traditional IRA or a Roth conversion.
Retirement and brokerage account annual statements as long as you hold those investments.
Defined-benefit pension plan documents.
Seattle City Council’s first act of 2025? Filling its District 2 vacancy

The Seattle City Council’s first action of the new year will be finding a replacement for the District 2 position.
Earlier this month, Tammy Morales announced that she’s resigning from her seat on the council next month. She cited mental health as a reason for her decision. In her letter, she stated that her role as council member has caused her mental and physical well-being to deteriorate.
District 2 represents the neighborhoods of Rainier Beach, Beacon Hill, Columbia City and the Chinatown/International District.
The application period starts on Jan. 2 and closes on Jan. 9 for anyone interested in applying.
Whoever is appointed to represent District 2 will only serve until the 2025 general election results are finalized.
This is the second year in a row that the Seattle City Council has had to appoint a council member. In January, Tanya Woo was appointed to replace Teresa Mosqueda’s seat on the city council after she resigned in order to take a seat on the King

To reduce your paper clutter, consider digitizing your documents by scanning them and converting them into PDF files so you can store them on your computer and back them up onto a cloud like Microsoft OneDrive, Apple iCloud or iDrive.
You can also reduce your future paper load by switching to electronic statements and records whenever possible.

Applicants are required by state law and city charter to be a U.S. citizen, qualified elector of Washington, read and write in English, and be an active registered voter of the City of Seattle for at least 120 days prior to the date they apply.
Any additional qualifications may be determined by the council.
“We look forward to hearing from and considering the leaders from District 2 who are willing to put themselves forward during this critical time for Seattle,” Seattle City Council President Sara Nelson said in a statement. “This is especially true as we turn to the comprehensive plan and continue our work to enhance public safety and increase accountability.”
The council will have 20 days to fill the vacant position, as set by the city charter. That 20-day period begins Jan. 7, 2025. That is the day after Morales’ official resignation from the council.
A candidate will be appointed once they receive at least five votes in favor. In the event the city council fails to fill the vacant position by the end of the 20-day period on Jan. 27, the council must meet and vote every business day until the vacancy is filled.

re you Brussels sprouts-averse?
This recipe may help. It takes the divisive earthy crucifer and greets it head-on with equally potent ingredients: kimchi, gochujang and yes, fish sauce.
Now, depending on how you feel about these fermented ingredients, you might consider this an abomination. However, I encourage you to shift your view and liken it to a double (or triple or quadruple) negative, where the sum of the "negatives" produces a positive. And if you happen to be a fan of these ingredients, then you can simply call this recipe a grand slam.
Kimchi is a traditional Korean condiment made from salted fermented vegetables. It often includes cabbage and seasonings including sugar, ginger, garlic and chiles. It’s also rich in nutrients and guthealthy probiotics. Gochujang is a funky, spicy-sweet Korean mash of fermented soybeans, chiles and glutinous rice. And while fish sauce may sound frightening, a restrained splash is universally revered for the salty, umami depth of flavor it adds to a dish.
When these ingredients converge on Brussels sprouts, they respectively keep each other in check. Their assertiveness is muted, collectively taming any outrageous funkiness, without canceling each other out. You might say it’s an arrangement of mutual cooperation. I call it a cruciferous detente.
KIMCHI BRUSSELS SPROUTS
Active time: 5 to 10 minutes
Total time: 25 to 30 minutes
Yield: Serves 4
SAUCE:
SPROUTS DÉTENTE
■ 1 tablespoon gochujang
■ 1/2 tablespoon unseasoned rice wine
vinegar
■ 1/2 teaspoon runny honey
■ 1/2 teaspoon finely grated peeled fresh ginger
■ 1/2 teaspoon fish sauce
■ 1 1/4 to 1 1/2 pounds Brussels sprouts, ends trimmed, halved if large
■ 2 teaspoons olive oil
■ Kosher salt
■ 1/2 cup drained kimchi (mild), finely chopped
Place a large cast-iron skillet in the oven and heat to 400 degrees.
Whisk the sauce ingredients in a bowl. Place the Brussels sprouts in a large bowl. Add the oil and lightly season with salt. Toss to coat.
Remove the skillet from the oven and spread the Brussels sprouts evenly in the skillet. Return to the oven and roast until the sprouts are tender and charred in spots, 15 to 20 minutes, depending on their size, shaking the pan once or twice.
Remove the skillet from the oven. Immediately add the sauce to the skillet and stir to coat the Brussels sprouts, about 10 seconds. Transfer to a bowl and stir in the kimchi. (By avoiding the heat of the skillet, the healthy bacteria in the kimchi will be preserved.) Serve warm.
