When asked to write the letter for our next program guide, I recall looking forward to the many new offerings and programs for this coming year. Staff had many new ideas and events that we felt the Streamwood community would love. Instead, we learned new terms, such as “Coronavirus,” “social distancing,” and “flattening the curve.” We saw our country and our lives come screeching to a halt because of COVID-19. It is difficult to write an enthusiastic note for our fall program guide as we try to move forward in yet another “new normal.” With that being said, the staff is working hard within the guidelines as provided by the Governor’s office in trying to reopen our facilities and parks. We are hopefully now in Phase 4, meaning we can resume classes, allow people to use Park Place to work out, have parks, playgrounds, and sporting events, as well as our preschool. We will be following guidelines in accordance with state and federal regulations in order to maintain safety for everyone. We ask for your patience as we move forward because guidelines from the state and federal agencies are ever-evolving. We have good news though, as we are moving forward with redoing Commissioners’ Park with money partially funded from an OSLAD (Open Space Land Acquisition Development) Grant. The new improvements should be finished later this fall, so we are excited about that and we feel our residents will love the changes as well. Executive Director, Jeff Janda has also been working hard on several other grant opportunities that can be used in making significant upgrades to several of our properties. We are keeping our fingers crossed. The staff has also used the downtime to clean and improve facilities, including the gym floor, dance floor, aerobics floor, and elevator in Park Place. The pool was drained, patched, and cleaned over the summer. New cleaning guidelines have been put into place to help keep our patrons safe. It has been a difficult time for all of us, but I know we have better days ahead. We will keep you all posted through e-mails, our website, and social media as we prepare to offer more programming as we continue to move forward. Regards,

Our Return from COVID-19 A letter from Executive Director, Jeffery Janda I don’t know if you feel like I do, but I can’t wait for 2020 to end. The Covid-19 pandemic has affected all of us and has changed the way we live, work, and play.

Future update/info coming from Jeff

The Streamwood Park District was affected by a Districtwide shutdown on March 15th by an Executive Order issued by Governor Pritzker. This led to a layoff of approximately 181 staff members as we entered Phase 1. We are currently in Phase 4 and monitor updates daily and adjust protocols as needed to ensure the safety of patrons and users. On June 29th, we began to slowly reopen and resume limited programming throughout the District. Staff continue to be recalled as demand and needs require to provide recreational opportunities to the residents.

Currently, the Park Place Family Recreation Center is open on a limited basis. Lap swimming and Fitness Center use is open for use by reservation only. Locker rooms are unavailable as they cannot be kept sanitized at all times and for social distancing concerns as well. Masks are required to be worn at all times within the facility except when on fitness machines or in the pool. Playgrounds, restrooms, ballfields, and shelters throughout the District are currently open for use but are subject to closures based on Governor Pritzker’s Phase Reopening plan which tracks Covid-19 positivity rates in the Illinois regions. Staff cannot clean or sanitize all of the above amenities on a timely basis, so please be careful and follow social distancing and protective measure guidelines. I know we all look forward to a time when things are “normal” again, but for the time being, please be safe, considerate, and stay healthy. Let’s work together to keep the positivity rates low by following the guidelines.

Renovations & Updates Commissioners’ Park In 2019, the Streamwood Park District was awarded a $400,000 Open Space Lands Acquisition and Development Grant (OSLAD) from the Illinois Department of Natural Resources (IDNR). The OSLAD Grant was awarded for a park renovation at Commissioners’ Park. Construction began May 16, 2020 and is expected to be completed in the fall. As of August 21, 2020, the Commissioners’ Park renovation is still on schedule for a fall 2020 completion! Our contractors have been working diligently to meet many overlapping deadlines. The playground equipment and Challenge Course have been installed. The new park layout is taking shape, with earthwork, grading, and underground utility connections nearly complete. Soon, we will be ready to start pouring concrete and laying asphalt. This is an active construction site, but feel free to drive by and safely see the park’s progression from the outside of the perimeter fencing. This is a long awaited renovation that we are thrilled to see come to fruition. We can’t wait to be able to open the park for everyone’s enjoyment! Bring your family out to enjoy some breakfast basics and time with Santa! There will be coloring, crafts, goodies and a photo opportunity with the Big Guy himself. Be sure to bring a camera. September 14, 2020 through May 14, 2021 Registration is ongoing.

Children in the Building Block Preschool Program will learn through play, as they are taught skills to aid in the development of their creativity and their educational and emotional well-being by qualified and caring instructors, with a curriculum geared to make sure that students are taught the skills needed prior to entering Kindergarten. Our staff, with a student/instructor ratio of 10:1, works with and attends educational workshops held by School District U-46. Enrollment Restrictions/Requirements •

Children must be the appropriate age (3 or 4 years old) prior to September 1, 2020, and must be toilet trained. No age exceptions will be made.

Parents are required to bring a birth certificate or an official document with the child’s birthdate and proof of residency at the time of registration.

Appropriate immunizations will be required for children to attend preschool.

Fees and Deposits A $100 deposit is due at the time of registration. $25 of your deposit is a non-refundable service fee. If payment is made in full, a discount of $20 will be applied towards your fee. No refunds will be granted after January 3, 2021. Payment Options The Streamwood Park District offers a payment plan option. The $100 deposit must be paid at the time of registration. Monthly payments will be automatically deducted from your account (credit card, debit card or your bank information must be provided at the time of registration) the first of every month from September 1, 2020 - March 1, 2021. COVID-19 Preparations We have lowered our class sizes to allow for 6 ft. social distancing during class. All drop off/pick-up will be in the circle drive of Park Place. Parents will not enter the building. Preschoolers will wear a mask in all commons areas and when social distancing is not applicable. Children will need to bring their own bag of crayons, markers, and scissors.

3 YEAR OLD PRESCHOOL The focus of this program is to provide hands-on/center-based activities that foster fine motor skills to enhance pre-writing skills, promote socialization, and introduce letter/number recognition. Large motor skills are enhanced through music and movement activities that also encourage following directions and listening skills. Simple math and science projects are incorporated into the curriculum to foster critical thinking skills.

Sing, dance, play, and learn YOUR way in this virtual music and movement class! Registered participants will receive an email from Rock ‘n’ Kids on Mondays at 8a with that week’s pre-recorded, private, 30-minute virtual class that can participated in on your own time. ActivKidz Club: Remote Control 2020-2021 School Year (1st Quarter: 8/24-10/22) Kindergarten through 8th grade School District U-46 has changed to full remote learning for the start of the 2020-2021 school year, so Streamwood Park District is proud to provide a safe and productive place for your student! Students will be provided a safe and clean environment for their e-learning experience. All supplies, snacks, and lunch must be brought with each student. Staff will be there to facilitate and supervise the group. Along with e-learning, staff will coordinate activity breaks, including crafts, individual activities, and outdoor play; all done by closely following the COVID-19 Guidelines. Safety is always our priority. ActivKidz Club: Remote Control will not meet on Monday, September 7 and Monday, October 12.

Matilda has astonishing wit, intelligence... and special powers! She's unloved by her cruel parents but impresses her school teacher, the highly lovable Miss Honey. Matilda's school life isn't completely smooth sailing, however – the school's mean headmistress, Miss Trunchbull, hates children and just loves thinking up new punishments for those who don't abide by her rules. But Matilda has courage and cleverness in equal amounts, and could be the school pupils' saving grace! Participants will learn stage blocking and projection as well as music and movement for the stage. Participants are responsible for their own line memorization. Students must come prepared with a short song for the sing portion of auditions. Students must bring dance shoes or gym shoes for the dance portion, and masks must be worn. Participants must be present both days. Depending on number of participants, auditions may be split into different time slots. We will notify you if necessary.

Pee Wee (Kindergarten & 1st Grade Boys and Girls)

basketball League Games will be held at both Park Place Family Recreation Center and the Community Center. The goal of the program is to help each participant experience success as they develop their skills and abilities. An emphasis is placed not only on the basic skills of basketball, but also upon the development of important character qualities such as sportsmanship and teamwork. The Pee Wee Division will play Saturday mornings. The Developmental, Junior, and Senior divisions will have one (1) practice per week, and games will be played on a combination of Friday nights and Saturdays afternoons. Practices will be based on the availability of the volunteer coaches.

REGISTRATION DEADLINE: OCT. 12

This division is for 5, 6, and 7 year olds. This is where players will learn to dribble, pass, and shoot. Players will practice these skills throughout games and a short practice before games. The focus is for the kids to have fun, and want to learn more about basketball. The Streamwood Park District soccer program teaches youth soccer skills while promoting good sportsmanship and having fun. The season begins in late-January and runs through early March.

Learn the fundamentals of the game, as well as teamwork and sportsmanship all while having fun! Practices begin in October. Coaches will determine the specific practice date. Specific game times will depend on the where the game is being held. The season includes 8 practices and 6 games against Carol Stream, Bartlett, and Roselle.

Volunteer coaches will contact parents in late-January. Games are held each Saturday in the Park Place gym with starting times ranging from 12p until 7p. Each participant is guaranteed an 8-game season a team t-shirt and a medal.

Reserving a timeslot

Access to lockers and showers will be unavailable. There will be limited use of the locker rooms, which will be used for entry and exit of the pool area. Small hand towels are available for cleaning equipment ONLY. Fitness center users may bring a towel from home if they wish to use a towel.

The Aquatic Center has gained an outstanding reputation for serving the community for over 20 years. Each year, our team instructs thousands of individuals in our swim lesson program. The Aquatic Center has also become the go-to place for a number of popular water fitness programs, such as Aqua Zumba®.

Students must be able to swim on their own in the pool. Instructors will NOT be getting in the water, they will teach from the pool deck. Students will share pool with others in private lessons. Instructors will be assigned based on student’s abilities.

With up to fifteen (15) different varieties of trees offered, the Memorial Tree Program provides an array of aesthetic and environmental benefits. Trees planted in spring have an April 15 deadline, and trees planted in the fall have a September 15 deadline. These deadlines ensure proper health and longevity of the trees.

Registration will continue until all classes, programs, and events are filled or canceled (due to low attendance or inclement weather).

Program Errors Due to the large amount of information available in the Streamwood Park District program guide, errors and changes before or after publication may occur. We apologize for any errors in this program guide, and will advise you of any changes as quickly as possible. We will also attempt to keep the information online as current as possible. Thank you for your patience and understanding when these situations arise. Waivers The Streamwood Park District is committed to conducting its recreation programs and activities in a safe manner and holds the safety of participants in high regard. The Streamwood Park District continually strives to reduce such risks and insists that all participants and parents/guardians of minors registering for programs/activities must recognize that there is an inherent risk of injury when choosing to participate. When registering for any program, class, or event, all registered participants must sign the waiver at the bottom of the registration form, or by parents/guardians 18 and older of under-age participants. Class Cancellations Every effort is made to avoid canceling classes. However, a minimum number of participants must be registered. Notification of class cancellation may be made with as little as 24-hour notice. In cases where a program is canceled, you will be notified prior to the start of the program and a full refund will be issued.

All transfer requests will be honored if there are openings in the class requesting to be transferred to and the participant is the appropriate age for the program. If additional payment is due, this must be made at the time of the transfer request. To request a refund on a program, a Customer Request Form must be completed and submitted to Registration. Administrative approval must be received before a refund will be issued. All refunds issued which are not a result of a Park District cancellation will be assessed a service charge. The service charge for programs with fees of $10 or more will be $5; programs with fees less than $10 will be charged 50% of the program fee. 1. A full refund will be given when the Park District cancels a trip/program or a refund is requested as a result of being placed on a waiting list. 2. A refund minus a service charge will be given when a refund request is received a minimum of four days before the start of the registered program. 3. A prorated refund with a service charge may be granted when a refund request is received with less than four days before the start or after the start of the registered program and the reason is approved. Documentation may be requested with your refund request in order to be approved. The prorated refund will be based on the date the request was received, not the last attended class. A refund will not be approved if the session is more than half over. No refunds will be issued for individually missed or forgotten classes. 4. No refund requests will be granted that are made more than two (2) business days after a one day program or special event. 5. Refunds for trips will not be given unless one of the following occurs: A. Park District cancels the trip. B. A replacement is found to take the trip. 6. Deposits for certain programs and trips are identified as non-refundable and therefore the refund policy does not apply. 7. The cost of purchased individual supplies or equipment such as t-shirts, uniforms, trophies, costumes, etc. will be deducted from your refund. No reimbursements will be given for required equipment or supply purchases made by the participant or parent. 8. Please allow 4-6 weeks for your refund to be processed. If originally paid by check or cash, a check will be mailed to you. If paid by credit card, we must credit the card with which payment was made. All refunds will remain on account unless specified otherwise. 9. Any programs with special policies void the preceding.

Americans with Disabilities Act The Streamwood Park District will comply with the Americans with Disabilities Act (ADA), which prohibits discrimination in the provision of programs, services or activities to individuals with disabilities. In addition to the programs listed within our program guide, our District also provides specialized services for people with disabilities through the Northwest Special Recreation Association. Smoking Policy In compliance with state and federal laws, the Streamwood Park District has set the following policy: No cigarette, pipe, or cigar smoking will be allowed in any of the Park District facilities. The policy includes Park District activities as well as private rentals. Your cooperation is appreciated. Photo Disclaimer Photographs and videos are periodically taken of people participating in Park District programs, events, and activities. All persons participating in Park District programs, events, and activities or using Park District property thereby agree that any photograph or video taken by the Park District may be used by the Park District for promotional purposes, including its videos, brochures, flyers, and other publications without additional, prior notice, or permission, and without compensation to the participant. Discrimination on the Basis of Race, Color, Creed, National Origin, Sex, Age, or Disability The Streamwood Park District complies with the requirements of Title VI of the Civil Rights Act of 1964, §504 of the Rehabilitation Act of 1973 as amended, the Age Discrimination Act of 1975, the Civil Rights Restoration Act of 1988, (P.L. 100-259), and the Americans with Disabilities Act of 1990, (P.L. 101-336) to the extent that no person in the United States shall, on the grounds of race, color, creed, national origin, sex, age, or disability be excluded from participation in, be denied of, or be otherwise subjected to discrimination in any program or activity provided by the agency. Areas affected by these requirements include, but are not limited to the following: 1.) programming, 2.) facility use, 3.) planning and construction, 4.) planning and/or advisory groups, and 5.) fee structures. Camera Restrictions The use of any visual recording device in any protected areas is prohibited without express permission. Visual recording devices include, but are not limited to, any camera, camcorder, or videotaping device, and cellular phone cameras. Protected areas are defined as the fitness center, dance studio, preschool wing, any locker room, dressing room, bathroom/rest room, lavatory, shower, or bathing facility located in any District facility. Any person caught violating this section of Park rules may be banned from Park District facilities and subject to a fine.

Program Participants

The personal and private information collected by the Streamwood Park District from any individual(s) is intended for the sole use of the District, and such information will not be sold or distributed to other persons or agencies without the written permission of the individual(s) providing it, except as required by law. If information is provided to any other person or agency pursuant to any legal requirement, the District will advise the individual(s) of the disclosure.

All program participants are expected to behave appropriately and follow the rules of the program and facility. A participant will receive written notice for inappropriate behavior, and in the case of a minor, a copy of the notice will be provided to such minor’s parent/guardian. If a participant receives three notice of inappropriate behavior, or if the participant is involved in one severe incident, as determined by District staff, the participant may no longer participate in the program until a meeting is scheduled and held. The participant, a parent/guardian if the participant is a minor, the program instructor, the program supervisor and any other persons whom the District considers necessary for a resolution of the inappropriate behavior, shall be present at such meeting. At the meeting, the question of continued participation in the program will be considered and, primarily for minor participants, a Behavior Contract may be prepared as a condition of continued participation. Such a Behavior Contract will be personalized to the circumstances and the participant, and will include specific expectations and consequences for failure to meet such expectations, including possible suspension and/or termination from program participation. Inappropriate behavior by adults may result in more rapid progress toward suspension or termination from program participation.

Warning of Risk Recreational activities/programs are intended to challenge and engage the physical, mental, and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity/program. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers, and injuries due to inclement weather, slipping, falling, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating, and all other circumstances inherent to indoor and outdoor recreational activities/ programs exist. In this regard, it must be recognized that it is impossible for the Streamwood Park District to guarantee absolute safety. Behavior Policy Appropriate behavior is expected from all participants and observers in programs and in facilities to protect the enjoyment and safety of all patrons. Behaviors that will not be accepted include, but are not limited to, the following: • Disrupting a program or creating a disturbance at a facility. • Continuous refusal to follow program and/or facility rules and guidelines. • Use of verbal harassment, profanity, vulgarity, obscenity, or racial slurs. • Blatant disrespect of staff and program or • facility rules and guidelines. • Damage, vandalism, or theft of private or Park District facilities, equipment or supplies. • Possession or use of illegal substances or • medication, including the use of alcohol or smoking where prohibited. • Inappropriate or offensive dress, including, but not limited to dress which is too revealing and clothing which displays obscene or offensive words or pictures. • Possession or threat of a weapon. • Gang activity including display or possession of symbols, hand signals, soliciting membership, intimidating or threatening any individual, wearing or displaying colors or items of dress, etc. • Inappropriate display of affection, including but not limited to prolonged kissing and touching of any private area of the body. • The following outlines steps that may be used with patrons who are not behaving appropriately. Membership or program fees will not be refunded for any person removed from a program or facility due to violation of this behavior policy. Some programs or facilities may have stricter or more detailed behavior policies.

Facilities All facility participants are expected to follow the rules of the facilities. Specialty areas of the facilities (example: fitness center and pools) have posted signs stating special rules specific to that area. Disregard or abuse of facility rules may result in removal by staff or police from the facility for a designated length of time or permanently. Observers Observers of programs are also expected to behave appropriately. Parents, friends, and any observers are held to the same standards of behavior as participants. If inappropriate behavior of a program observer is reported to or observed by a staff person, the observer will be asked to leave by the staff or police, if necessary. Appeals Any participant who is suspended or terminated from program participation shall have the right to appeal to the Executive Director within fourteen days of any notice of suspension or termination. The Executive Director shall thereupon schedule a meeting concerning such appeal, and the appellant shall be entitled to present his or her version of the facts at such meeting. Within five days after such meetings, the Executive Director shall notify the appellant in writing that the suspension or termination has been affirmed, modified, or reversed. The Executive Director shall notify the Board of Park Commissioners of the meeting and the decision. It is a vision of the Streamwood Park District to provide safe and wholesome programs in well-maintained facilities for our residents and guests. Rules must be followed and policies such as this must be established to protect this vision for all involved. Our goal is not to remove patrons from programs or facilities, but to work together with participants and/or parents/guardians to the best of our ability to correct or deal with a problem.
