SUPERINTENDENT’S CORNER Wrapping up the 2021-22 school year, I am incredibly proud of the $13.8 million of additional resources that Solano County Office of Education (SCOE) has been able to secure to enrich learning for our young people in Solano County. This issue of the SCOE Spotlight highlights just some of the important work we are doing, particularly in the areas of school safety, mental health and student wellness. This year, the SCOE team focused on support and responsiveness for Solano educators and families, as we all navigated what may be the most challenging year we have experienced. While school districts and charter schools have jurisdiction over their own policies and practices, SCOE works with educators, families, and the community to identify gaps, bridge resources, offer supports and bring community partners together to improve educational opportunities and outcomes for Solano students. Our country continues to face a horrible epidemic of gun violence that threatens schools and the life of students and staff. As we move forward toward the 2022-23 school year, we will continue to listen, learn and share school safety resources and professional learning opportunities with local educational agencies. Important resources help schools continuously evaluate, enhance and sustain comprehensive safety plans for students and staff. Together, as a community, I know we will continue to accomplish extraordinary things for our students.

SCOE Spotlight

School safety is a complex subject, and at the heart of a safe and healthy school is a positive culture where students and staff feel supported, understood and valued, providing a strong foundation for developing resiliency, perseverance and a positive sense of self. Positive Behavioral Interventions and Supports (PBIS) is an evidence-based, tiered framework for supporting students’ behavioral, academic, social, emotional, and mental health. When implemented with fidelity, PBIS improves social emotional competence, academic success, and school culture. It also improves teacher health and wellbeing. PBIS is a way to create positive, predictable, equitable and safe learning environments where everyone thrives. In keeping with SCOE's core values of providing leadership, collaboration and support, we have hired a remarkable Prevention and Early Intervention Supports and Services Coordinator to assist school districts and charter schools with enhancing or implementing robust PBIS systems. 3

Solano County Office of Education

Supporting Students’ Well-Being Solano County Office of Education (SCOE) has been an active partner in the Solano community advocating and working for more robust supports for the social and emotional needs of Solano students. Systems of support for students are in high demand, and SCOE is well positioned to support the Solano educators who are supporting students.

Solano County School Wellness Center Initiative

School Safety & Student Wellness

SCOE acquired three grants totaling $1,763,530 to support the establishment of school-based wellness centers across Solano County. To date, 45 centers have been opened in Solano County, helping to position schools to better serve the social and emotional needs of students. Wellness centers are intended to create a positive culture around mental health on school campuses, reducing negative stigmas. School-Based Wellness Centers Offer Students: Culturally inclusive spaces to decompress for 10-20 minutes, art, meditation, music, check-ins with trusted adults, stigma reduction, suicide prevention supports, trainings, student groups/workshops, and access points for students who need higher level services.

Video Mental Health Trainings Solano County Behavioral Health (SCBH) and the Solano County Office of Education (SCOE) received a Mental Health Student Services Act (MHSSA) grant award of $4 million funded over five years, which will 4

expand mental health services and supports for students in K-12 school sites across Solano County. With this funding, SCOE provides trainings in suicide prevention, behavior management and more. SCOE also provides student social emotional learning (SEL) workshops for classrooms and small groups around social skills, anger management, antibullying, safe social media, etc. More information on mental health resources and supports for schools at (707) 399-4855.

School-Based Mobile Crisis Services Through a contract from Solano County Behavioral Health (SCBH), SCOE is providing school-based mobile crisis services and screening/assessment services. The new services are being implemented in collaboration with the county, school districts and school sites, local police departments and community partners. Additionally, SCOE has hired and trained clinicians as crisis specialists to respond to crisis situations on K-12 school campuses serving children and youth experiencing a mental health crisis. Calls for service to school sites are frequent, demonstrating a significant need for mental health supports.

The robust system of supports that SCOE provides to Solano public schools is offered at different tiers. Tier 1 Supports Include: Suicide prevention training, technical assistance and consultation for suicide prevention plans, crisis protocols, crisis response, building parent liaison teams to provide support to families needing assistance with mental health concerns.

School Safety & Student Wellness

All students in need will be served with the mission of de-escalating situations, linking families to necessary services, and supporting the coordination of care. School-based mobile crisis services provided through SCOE differ slightly from the community-based mobile crisis services provided by SCBH. The SCOE team specializes in supporting schools and districts and are a key local education agency (LEA) partner familiar with school communities and protocols.

Mental Health System Supports for Schools

Tier 2 Supports Include: Screenings and assessments for students identified as at risk for dropping out of school, deeper crisis evaluation and safety planning, schools based mobile crisis intervention, 5150 hold and transport arrangement.

School Safety Planning School Safety & Student Wellness

As incidents of school violence continue across the country, educators are continuously looking to enhance emergency plans. School safety cannot be built solely around lockdown and run-hide-fight drills. Addressing school safety should also include systems of interventions and supports that involve all school employees, public safety partners, students, parents and guardians. In response to school violence and threats, the Solano County Office of Education maintains a robust collection of resources to support Solano schools in enhancing school safety plans with emphasis on preparedness, prevention, intervention, response and recovery.

Tapping National Data & Research The National Threat Assessment Center (NTAC) is a component of the Secret Service and U.S. Homeland Security. The center’s staff is composed of a multidisciplinary team of social science researchers and regional program managers who support law enforcement, schools, government, and other public and private sector organizations to combat the threat of targeted violence impacting communities across the U.S. NTAC has published these documents to address threats of violence:

Threat Assessment for Schools Upcoming Course: Recognizing Signs of Targeted Violence September 2022 SCOE is sponsoring a course for educators and public safety staff focused on threat assessment, led by Jason Johnson of Campus Safety Consultations. Sessions will be held at no cost to participants.

COURSE DESCRIPTION

Recognizing Signs of Targeted Violence is a course designed to provide attendees with the requisite knowledge to recognize the pathways to violence and known warning behaviors leading up to a targeted act of violence.

School Safety & Student Wellness

This course will cover the importance of partnerships between police departments school districts and mental health professionals to create multi-disciplinary threat assessment teams. Attendees will also identify intervention and mitigation strategies to interrupt the pathway to violence and prevent a targeted act of violence using real-world case studies.

Angst | Raising Awareness About Anxiety Angst is an iNDIEFLIX film that aims to remove the stigma and opens up conversation around anxiety, helping people understand and manage their symptoms and reach out for help. Travis Spark Challenge The Travis Spark Challenge, a partnership between SCOE, Travis Air Force Base (TAFB) Phoenix Spark Lab, and TAFB Nexus Spark Lab, is a unique team competition inspiring high school students to solve real life challenges facing TAFB.

Job Readiness & Skill Development

This May, teams of five students picked the challenge they wanted to tackle. Teams had two months to research and prepare and each team had two mentors from TAFB to assist with information if needed. The Will C. Wood Aviation team won first place for the "foreign object damage walk" challenge. DeAnza High School won first place for the "red line challenge," and the Will C. Wood Garage team won first place for the "fuel savings" challenge, and Will C. Wood Aviation won first place overall.

A strong public education system and a prepared work force are critical to the social fabric and economic vitality of Solano County. Our schools offer students a broad range of career exploration and skill development opportunities. Solano K-14 career technical education (CTE) pathway programs are relevant, engaging, and provide industry-aligned course pathways and certifications that result is useful job skills.

Work-Ready! Certification Program Solano County Office of Education’s Work-Ready! Certification program for students provides over 20 hours of work-related instruction and support. The program helps prepare students for the labor force, locate job opportunities, learn interview skills, perform mock interviews, develop a resume, and gain a positive work ethic. Students completing the program are better prepared to earn and keep a job. 8

Solano County Office of Education (SCOE) partners with various local and state resources to assist students with intellectual and/or physical disabilities in developing work and life skills that fit each individual’s unique needs and abilities. Workforce development also includes student-driven microenterprises and work experience for students in businesses across Solano County.

Careers on the Land Embracing the Local Land and Resources

Solano County is rich with biodiversity, natural resources and agricultural/grazing land to grow food. Solano County schools have embraced what the region has to offer and provide students a wide range of career technical education (CTE) pathways and courses. These educational opportunities help students explore careers, build skills and experience, and/or prepare for college.

Agriculture, Farming and Ecology Examples of what some Solano schools offer related to agriculture, farming, ecology and other sciences include: COURSES AND CTE PATHWAYS Agricultural Mechanics and Welding Agricultural Biology Agricultural Chemistry Animal Care Farm to Fork Culinary Floral Design Solano schools also offer students hands-on experience through campus farms, crops or gardens, clubs like Future Farmers of America (FFA) and 4-H, and citizen science field trips with educational partners like Solano RCD and Solano Land Trust. 12

Construction Trades Classroom Opens

Job Readiness & Skill Development

The Solano County Office of Education (SCOE) in partnership with Solano County Probation Department’s Juvenile Detention Facility (JDF) opened a new construction trades classroom to further job readiness and skill development for incarcerated youth. The new classroom aims to reduce future recidivism through educational and vocational training opportunities that are applicable and marketable. The new classroom features eight different workstations to include occupational safety, HVAC, plumbing, electrical, masonry, concrete, drywall, roof framing, and woodworking. Upon completion of each workstation, a student will receive high school credit as well as an opportunity to receive the National Center for Construction Education & Research (NCCER) Safety Certification. The course is taught by SCOE's Career Technical Education (CTE) teacher Terrell Parr and classroom specialist Sabrina True, and we are already seeing amazing work coming from our JDF students.

SCOE’s Girls in Robotics Leadership Camps SCOE hosted free Girls In Robotics Leadership (GIRL) camps for more than 80 middle and high school girls throughout Solano County. The week-long camps were a partnership with UC Davis Computing-Science, Technology, Engineering, and Math (C-STEM). GIRL camps provide opportunities for Solano County students to learn leadership skills as well as STEM and coding concepts through a fun and exciting robotics-based curriculum. This year, SCOE offered GIRL camps for middle schoolers and a GIRL+ camp for high school girls. GIRLS campers practiced teamwork, communication, robotics, video production, principles in engineering, and Ch/C/C++ (programming code) and more. They were able to meet with females from engineering and other technology-related companies such as ENGIE and Collins Aerospace. SCOE’s GIRL camps help bridge the gender gap in STEM-related fields by encouraging the girls to dive deeper into coding and robotics and consider a career path in computing, engineering or similar professions.

Rallying Behind Foster & Homeless Youth Loop the Lagoon Kids Race & Expo

Community Partnerships

The SCOE team sponsored the kids race and expo at the 19th annual Loop the Lagoon run/walk fundraiser for schools put on by Fleet Feet Vacaville. The event is a longstanding fundraiser for the Vacaville Public Education Foundation (VPEF) which named foster and homeless youth programs within Vacaville Unified School District (VUSD) as the focus of this years proceeds. Nearly 600 runners and walkers registered for this year’s event and dozens of community organizations also joined the fun, helping to raise over $8,000 for VPEF and VUSD students!

Soroptimists Stepping Up (Again) to Support Girls in Need Soroptimist International of Central Solano County has a long history of supporting SCOE programs for students. This year is no different, with a generous donation of $10,000 given to support Solano’s students in foster care or experiencing unstable housing. This incredible donation will help connect Solano students with needed supports and meaningful education experiences that last a lifetime. Thank you Soroptimists!

Each year, SCOE partners with local organizations such as the Asian Pacific American Bar Association of Solano County, Volunteers of America, North Bay Schools Insurance Authority, and Valero Refinery to help students in foster care or experiencing unstable housing get a great start to the school year. Solano County has identified approximately 1,200 homeless youth and 450 youth in the foster care system. Stuff the Bus is a countywide school supply and gift card drive held this year from June 20th to July 22nd. This campaign aims to help students return to school prepared and feeling positive. Congressman Garamendi Visit SCOE was pleased to host Congressman John Garamendi at Golden Hills Education Center for a tour of the educational programs on campus. A student-led tour highlighted our Innovation Lab where the Congressman watched robotics and 3-D printing in action. Students demonstrated their carpentry and plumbing skills in the CTE Construction Trades classroom, and our Special Education student-led micro-enterprises. Students appreciated connecting with their congressman and sharing their work and future aspirations!

Education Advocacy & Leadership

SCOE Presents at Beaking Barriers Symposium Solano County was well-represented at the 6th Annual Breaking Barriers Interagency Symposium dedicated to connecting community, schools, and systems of care. SCOE's Dr. Nicola Parr, Director of Student and Program Support, and Camden Webb, Director of Clinical Services joined Tracy Lacey, Senior Mental Health Services Manager for Solano County Department of Health and Social Services to present a seminar on developing county-wide shared goals to better leverage grants and funding for the whole child. It is partnerships like these that have brought Solano students services and supports like our mobile crisis unit for schools, which has serviced over 230 crisis calls this school year. Together we can do more for students!

ACSA Administrator of the Year Region 4 of the Association of California School Administrators, selected SCOE's Deputy Superintendent of Educational Services and Student Programs, Andrea Lemos as their Administrator of the year in the category of Curriculum and Instruction. Dr. Lemos was recognized for her outstanding leadership, performance and achievements, and we couldn't agree more. Congratulations Dr. Lemos! 18

Solano County Classified Employee of the Year Dave Candelo Dave Candelo’s passion for students is really what drives his quality of work in everything he does. He serves all Solano County Office of Education schools and his professionalism and happy demeanor make him a big part of SCOE’s culture. Dave’s workmanship and overall desire to help others has earned him the respect of SCOE employees throughout the organization. He is a model employee that exemplifies SCOE’s guiding principles: collaborate successfully, support each other, and demonstrate leadership. Congratulations Dave for this well-deserved honor! 19

Jeannette Starring teaches 3rd grade at Dan Mini Elementary school in Vallejo City Unified School District. She has been teaching for 30 years, 10 in her current position. The level of ongoing support Jeannette provides not only to her students, but also their families, is what stands out. She utilizes all resources and continues to encourage attendance, engagement, and positive self-worth. It is evident that she understands the importance of addressing the social emotional needs of students in addition to their academic needs. She creates a balance between the two that does not diminish one or the other. Congratulations Jeannette for being selected as Solano County's Certificated Employee of the Year!

Get Outside this Summer with the Xplore Solano App SCOE has partnered with the Cities of Fairfield and Vacaville, the Solano Land Trust, Solano County Parks, Greater Vallejo Recreation District, and Solano Transportation Authority to create Xplore Solano, a community app for Solano residents. Education Advocacy & Leadership

Leading Forward with Environmental Literacy SCOE is part of a statewide innovation hub serving as a community of practice (COP). Hub members collaborate with other county offices of education to solve common issues related to expanding access to environmental literacy and sustainability education. Across Solano County, SCOE supports access to sustainability lessons and outdoor learning experiences for students, by working with community-based partners like Solano Land Trust and Solano Resource Conservation District. SCOE continues to support efforts to implement the integration of environmental literacy and sustainability into the curriculum, campus, community, and culture of Solano schools. SCOE has created an online environmental literacy resource hub for local educators, showcasing activities for learning.

Solano Youth Coalition "Paint It Blue" Students from SCOE's Solano Youth Coalition (SYC) partnered with the Vacaville Police Department and other organizations for their "Paint It Blue" campaign to bring awareness to child abuse, intervention and prevention. We are so impressed by our amazing young leaders in the SYC who are standing up to be a voice and champion for children and teens in our community. Everyone in our community plays an important role in protecting and supporting children. If you see something, say something because all children deserve to be safe and happy.

Solano Spelling Bee

Equity & Enrichment for Students

Carcinogen was the winning word at SCOE's 46th Annual Solano County Elementary School Spelling Bee where the top 12 students from across the county competed in the championship round. Avery Chizauskie from Browns Valley Elementary School in Vacaville Unified School District took home the first-place trophy while Luke Reed from David Weir Prep Academy in Fairfield-Suisun Unified School District recieved second place. Special thanks to Travis Credit Union for sponsoring and keeping this opportunity going for students!

Solano Girls Who Code Club

Girls Who Code (GWC) is a nonprofit organization working to close the gender gap in technology. SCOE partners with GWC for the Solano County Girls Who Code Club. The Solano County GWC Club members are composed of middle school and high school girls from all over Solano County who attended SCOE’s Girls In Robotics Leadership (GIRL) camps in previous years. Leadership sessions, women in tech and other fun activities in addition to coding are the focus of each GWC Club meeting.

2022 Solano Student Art Showcase Nearly 500 pieces of student-created artwork was on display at the 2022 Solano County Student Art Showcase. The free event, hosted by Solano County Office of Education, filled McCormack Hall and surrounding areas. The SCOE Youth Development Department coordinated the event in partnership with other organizations to recognize youth artists, allowing for performances and displays, as well as participation virtually through a live stream event and pre-recorded content. There were four components of the Solano Student Art Showcase: performing arts, static art, art exhibits and community booths.

EquityEquity & Enrichment for Students & Enrichment for Students

Science and Engineering Fair Solano County Office of Education's 2022 Science & Engineering Fair featured 132 student entries. The fair is part of SCOE's widespread efforts to boost interest in STEM among students to address the shortage locally and nationally. Careers in science, technology, engineering, and math (STEM) have grown tremendously. According to the U.S. Bureau of Labor Statistics, between 2010–2020 employment in science and engineering will grew by 18.7%, compared to 14.3% for all other occupations. BIG NEWS!!! Student Jennifer Petsko from Green Valley Middle School in FairfieldSuisun Unified School District went on from SCOE's fair to compete at the California Science and Engineering Fair. This year, there were 854 participants from 343 schools throughout the state presenting 720 projects in competition. Jennifer was awarded 4th place for students in grades 6-12 in the Alternative Energy category for her research and experiment focused on loss of solar power energy output when panels are covered by various pollutants. Jennifer is also a member of SCOE's Girls Who Code Club and SCOE's Girls In Robotics Leadership camp. She is an incredible young woman and we cannot wait to see what she will accomplish next! 23

SCOE-chella 2022 SCOE’s Adult Program Takes the Stage High Quality Teaching & Learning Environments

SCOE held a talent show, fondly nicknamed SCOE-chella, at Andrews Park in Vacaville. SCOE-chella 2022 showcased the remarkable talents and hilarious antics of young people in our Adult Program. They put on quite a show full of music, standup comedy, dancing, singing, impersonations, and playing musical instruments. SCOE staff and Superintendent Lisette Estrella- Henderson, joined the fun and got up on stage for the Cupid Shuffle. We extend very heartfelt thank you to Kelly Baldwin of Hamman Real Estate who donated the funds for his services, and to our Adult Program staff, teachers and families who lifted up this event. We also send a big shout out to DJ Jack Nas, for his talents being our MC for the day!

SCOE was honored to celebrate students who earned their high school diploma from Golden Hills Community School and Evergreen Academy. These students showed hard work, resilience and perseverance as they worked toward their diplomas. Honoring Veterans with Operation Recognition Each year, SCOE participates in Operation Recognition granting high school diplomas to veterans or Japanese Americans who did not receive them due to war time circumstances.
