Making Magic Happen In the 2023-24 school year, Solano County Office of Education (SCOE) educators once again opened their hearts and classrooms to a fresh group of students. We approached this fall invigorated and with a renewed sense of purpose – to meet the unique needs of each student served in our SCOE programs. This is my 38th year in public education, my 18th school year with SCOE, and my 6th year as Solano County Superintendent of Schools. Yet still, I remain very excited about the day-to-day moments that spark and further positive growth for our students! These magical moments may seem large or small, but collectively they make a remarkable difference. This issue of the SCOE Spotlight serves as our annual report with highlights of magical moments throughout the past year. SCOE programs prioritize and support students of promise, students with disabilities, students in need, and students who are our future community and business leaders. By providing tailored support, resources, and opportunities, SCOE programs empower individuals to overcome obstacles, maximize their potential, and ultimately contribute to a brighter future for themselves and their families. In doing so, our efforts not only have the potential to change individual trajectories but also have a transformative impact on our collective trajectory towards enhancing the diversity, capacity, and prosperity of communities in Solano County. Throughout this school year, we remain dedicated to creating encouraging working and learning environments and stay focused on our guiding principles of positive leadership, collaboration, and support. Working together we can do so much more to create opportunities and make magic happen for our students.

HAPPENINGS SCOE Community Closet and Market We had a big opening day at our Golden Hills community closet and market. SCOE employees donated clothing items for families in the community. Food Bank of Contra Costa and Solano brought fresh fruits and vegetables, and Target Vacaville donated school supplies. Thanks to these amazing partners, everything was provided free to families in our community. The Golden Hills community closet and market is open on the fourth Wednesday of every month.

Inclusion Film Camp SCOE continued our partnership with North Bay Regional Center and the Department of Rehabilitation to host the fourth annual film camp, led by Inclusion Films. Founded by veteran filmmaker Joey Travolta, Inclusion Films’ short film camps teach neurodiverse teens and young adults the principles of filmmaking. The two-week camp encourages communication, confidence, collaboration, and independence through acting and digital filmmaking. Each year, SCOE hosts a Red Carpet Film Premiere celebrating the accomplishments of our filmmakers and the release of the short films developed at camp. This year's celebration will be held November 2, 2023 at Sunrise Event Center in Vacaville.

Solano County Office of Education
Early Learning Conference SCOE, in partnership with Universal PreKindergarten and Quality Counts, hosted the annual Early Childhood Education Conference for educators across Solano County. The keynote, presented by Ron Mohl, was full of energy and ideas. Plenty of breakout sessions were led by experts from throughout the county. Thank you to all our sponsors for helping to make this event possible: First 5 Solano, Solano County Library, Delta Kappa Gama, Delta Xi Chapter, and International Society for Key Women Educators.
Youth Leadership Institute Solano County high school students participated in the Summer Youth Leadership Institute (SYLI), a health equity learning program hosted by Solano County Office of Education (SCOE) and Touro University California. The program encourages youth leadership through a 5-day summit. Topics were led by experts in the fields of youth development, peer education, public health, and environmental prevention. SYLI also focuses on health equity, social justice principles, and conducting systemic research to enhance communities and institutions. Students took a field trip to the State Capitol to engage with decision-makers and learn about the policy development process. The training culminated in a graduation-like ceremony providing each participant with certificates of completion and recognition from elected officials.

Family Reading Excites Early Learners Solano County Office of Education’s early learning program was thrilled to partner alongside First 5 Solano, the Solano County Library, and Catalyst Kids Dixon Migrant Child Development Program to host two Family Literacy Nights in October. Both events featured a special appearance by Leticia Ordaz, KCRA/KQCA Channel 3 Emmy Award-winning reporter/anchor. Ordaz is also an acclaimed children's book author whose books have won ten International Latino Book Awards. An engaging presenter, Ordaz delighted young readers and families alike with her bilingual stories aimed at inspiring selfconfidence and imagination. Thank you to Leticia and our dedicated partners for bringing family reading to life!

Empowering Community Healing SCOE recently hosted our RISE Solano kickoff luncheon to bring community members together around an initiative that enhances mental health, wellness, and traumatic experience supports and capacity in Solano County. Together we can do so much more! Thank you to all who were able to attend, and special thanks to Kaiser Permanente Thrive for helping sponsor the event.

Our Bus Was Stuffed! Members of our SCOE team had the chance to partner the Women’s Council of Realtors Solano County on our “Stuff the Bus” event. They gathered donations of backpacks, school supplies and toiletries for students who are in foster care or who are experiencing unstable housing. SCOE would like to thank the Council for their time and generosity and we look forward to our continued partnership!

Solano County Office of Education
285 Students Shined at Academic Decathlon Solano County Office of Education hosted the North Bay Region Academic Decathlon at Solano Community College in Fairfield. This year’s competition registered 285 students from 17 schools across eight Bay Area counties. The Academic Decathlon includes tests in art, music, language and literature, mathematics, economics, science, and social science. In addition, there are communication tests that include writing an essay, delivering prepared and impromptu speeches, and an interview. The rigorous competition resulted in Vanden High School winning first place overall. Campolindo High School took second overall and third place was awarded to Basis Independent Silicon Valley Charter from Santa Clara County. The top teams from eight counties were invited to go on to compete at the state level. Special thanks to Travis Credit Union for their ongoing sponsorship of the event. SCOE also thanks the multitude of volunteers who support the event and serve as coaches, interview and speech judges, room monitors, runners and super quiz assistants.

Students Lead the Way at Robotics Camps Solano County Office of Education (SCOE) hosted a series of four free week-long Girls In Robotics Leadership (GIRL) camps for 54 students this year. GIRL camps are designed in partnership with UC Davis Computing-Science, Technology, Engineering, and Math (C-STEM). Middle and high school students could attend camps located at Solano Community College campuses in Vacaville, Fairfield, and Vallejo. The camps aim to provide an opportunity for students to learn leadership and STEM concepts through a fun and exciting robotics-based curriculum. SCOE's GIRL camps teach teamwork, communication, and leadership skills. Students learn about robotics, engineering, computer programming, 3-D printing, and Ch/C/C++ programming code. They also interact with women working in STEM careers. The camps engage a creative process with short videos using Linkbots that students program. Special thanks to our community partners who help SCOE provide GIRL camps at no cost to students:

Sparking Innovation
Travis Spark Challenge The Annual Travis Spark Challenge Golden Hills Community School “Eagles” is hosted by Travis Air Force Base’s Phoenix Spark program and Solano County Office of Education. The event draws high school students from Solano and surrounding counties to participate in the competition held at Travis Air Force Base (TAFB). Each year, students are given fun, interesting, and complex real-world problems to solve. Twelve student teams from Golden Hills Community School, Will C. Wood, DeAnza, Buckingham Charter, Vacaville, Winters and Vanden high schools entered the competition where they were challenged to select one of three genuine issues that TAFB is currently trying to solve. The three challenge prompts included developing solutions for TAFB gate traffic flow, dining facility customer flow or flight line perimeter control. Each participating team presented creative and thoughtful solutions for the challenges and represented their high schools very well.

Career Exploration Solano County Schools CTE Directory Career Technical Education (CTE) plays a vital role in equipping students with practical skills, specialized knowledge, and relevant industry experience, empowering them to earn jobs after high school. Solano County high schools have robust offerings for students, and SCOE has created an at-a-glance Career Technical Education (CTE) Directory to showcase districts' wide range of CTE pathways and career certifications. TK Symposium Sparks Growth for Early Learners High-quality early learning instruction builds a strong foundation for successful lifelong learning. SCOE hosted more than 65 transitional kindergarten (TK) teachers, California State preschool program teachers, instructional assistants, paraprofessionals, and administrators at the TK Summer Symposium for two incredible days of valuable networking, professional growth and specialized learning! These dedicated educators learned about the powerful role of play in preschool and TK classrooms, discovering new ways to ignite imagination and foster creativity. They explored the possibilities that play offers for young minds and ways to help our youngest learners develop essential skills and thrive.

Trades Fair for 400 Students SCOE partnered with the California Apprenticeship Coordinators Association and Napa Solano Trades to host a Construction Trades Fair for students at the Vallejo Fair Grounds. Over 400 students attended from 17 schools in both Napa and Solano County to learn from industry partners and experience hands-on exhibits about careers in the trades. Education 2 Employment Celebrates Graduates Through support from the Solano County Board of Supervisors, SCOE was able to celebrate graduates from our pilot Education 2 Employment (E2E) program! E2E is a pilot partnership with school districts to identify and reengage youth ages 16-24 who have been out of school or who are at risk of dropping out. E2E is an opportunity for students to complete their graduation requirements, obtain paid work experiences and connect to other needed supports and services. E2E helps students remove barriers to success, practice what they are learning at their workplace and eventually generate a selfsufficient wage. SCOE appreciates the ongoing support and collaboration with Solano County to assist in improving the quality of life for students and families. Congratulations graduates!

SCOE-Chella TALENT SHOW SCOE Adult Program Rocks Out at Rush Ranch The "SCOE-Chella" talent show fosters personal growth and development by providing a platform for our adult program participants to showcase their unique talents and abilities. This year, SCOE held the event at Rush Ranch Open Space in Suisun. Students provided a great lineup of singing, dancing, stand-up comedy and poetry readings, and they gained a sense of accomplishment and recognition for their skills. SCOE-Chella also cultivates a supportive and inclusive environment, where students can appreciate each other's talents, celebrate selfexpression and collaborate.

Making a Splash in Science Solano County Office of Education was awarded a Bay Watershed Education and Training (B-WET) grant to engage teachers and students in citizen science to help solve the mystery threatening the salmon population in California's central valley. This program has been developed through a collaborative effort between the Solano County Office of Education, the U.S. National Oceanic and Atmospheric Administration (NOAA), UCD Center for Watershed Sciences, California Department of Fish and Wildlife (CDFW) and UCD Center for Community and Citizen Science.

SCOE Partners on Mentorship Program for Youth
Counseling & Cuts
The Counseling & Cuts empowerment and mentorship program hosted five-week sessions in partnership with Solano Community College, Solano County Office of Education, local barbershops and hair salons for youth between the ages of 13 and 21. Participants had the opportunity to shadow local barbers and stylists to learn more about cosmetology and business ownership as well as other topics such as positive self-image, mental wellness, and much more.

Solano Students Partner with Local PD SCOE's Solano Youth Coalition (SYC) partnered with Vacaville Police Department staff and other community partners for National Child Abuse Prevention Month. Students from SYC's family justice committee decorated Vacaville Town Hall with blue ribbons and pinwheels alongside VPD and SCOE staff to draw public awareness to the issue of child abuse. The SYC is a partnership between SCOE and the Solano Friday Night Live program. SYC students build partnerships for positive and healthy youth development which engage youth as active leaders and resources in their communities. The SYC is a youth-led coalition that provides opportunities for youth to build leadership capacity and commitment for life-long involvement in advocating for healthy communities. Their annual "Paint it Blue" campaign is one of many outreach efforts they make throughout the year.
C-STEM Superintendent of the Year Award Big congratulations to Lisette Estrella-Henderson, County Superintendent of Schools who was named the UC Davis C-STEM Superintendent of the Year. Each year, the UC Davis Center for Integrated Computing and STEM Education recognizes one superintendent in California for their exemplary leadership in widespread implementation of C-STEM programs. Award recipients are selected by the C-STEM Awards Committee consisting of university faculty, graduate students and undergraduate students. When asked about the award, Estrella-Henderson said, ”I’m honored. C-STEM is an important educational pathway, especially for girls. It breaks down barriers and empowers girls to excel and gain access to the STEM career fields. SCOE’s C-STEM programs help students and educators foster innovation and diversity, expanding inclusivity in tech-driven industries. I'm grateful to all SCOE staff that have worked so hard to make this happen.”

Student Art Showcase Featured 370 Students This year, SCOE's Solano Student Art Showcase featured 370 students from 26 Solano County schools. The art was on public display at the Solano County Fairgrounds and featured live performances, a virtual art display, an in-person art exhibit, and a community health fair with local food trucks.
The goal of the showcase was to recognize the resiliency of all young artists, post-COVID, by supporting and promoting mental health and wellness, in addition to alcohol, tobacco, and other drug (ATOD) prevention.
Student-led Forum Addresses Well-being of Youth SCOE's Solano Youth Coalition (SYC) hosted a student-led forum regarding the well-being of youth in the Solano County community. The panel included district Superintendents Dr. Damon Wright from Benicia USD and Brian Dolan from Dixon USD, as well as School Board President David Bowen (Dixon USD), and Dr. Valerie Garrett, Director of Educational Options from Solano County Office of Education. Students posed questions to the panel inquiring about actions districts are taking to mitigate student access to tobacco products, the increased needs of student mental health, how students can ensure their voices on issues are heard and more. The forum was the result of a hands-on civics engagement training the SYC received from the League of Women Voters Solano County (LWVSC). This is part of an ongoing partnership with LWVSC and SYC, to help encourage more youth involvement and interest in civics, government, and policy work.

All students deserve academically rigorous and relevant college and career preparation. SCOE provides teaching and learning opportunities that build student and educator capacities.
Equity, Access, and Enrichment
Given high quality instruction, all students can and will learn regardless of ethnicity, language, economic background, gender, or ability. SCOE provides technical support, resources, and expertise to help schools and districts measure, monitor, and direct student learning opportunities.
High-Quality Instruction & Learning Environments
High-quality instruction and learning environments are the cornerstones of effective education. They inspire curiosity, critical thinking, lifelong learning and more. SCOE provides a variety of coaching and professional learning opportunities for educators.
Student Safety, Support, and Wellness
SCOE provides support in implementing Multi-Tiered System of Supports (MTSS) focusing on socialemotional learning, Positive Behavior Interventions and Supports (PBIS) and academic supports.
Advocacy and Leadership
SCOE provides service and support to assist districts in meeting legal mandates, operating costeffectively and raising student achievement.
Fiscal Accountability
SCOE maintains an organization that is fiscally solvent and ensures the fiscal health of school districts under the jurisdiction and leadership of the Solano County Superintendent of Schools.

Solano County Office of Education Governance The County Superintendent of Schools and the County Board of Education are elected officials who have separate duties and responsibilities. County Superintendents of Schools are established pursuant to the California Constitution and are considered county officers (similar to a sheriff, district attorney, or clerk). The County Superintendent is elected by voters of Solano County. The Superintendent serves as a liaison between local school districts and the state and the ex-officio secretary to the County Board. The Superintendent also serves as the chief executive officer of the Solano County Office of Education. The Solano County Board of Education is comprised of elected representatives from seven trustee areas. The Solano County Board of Education serves as the governance body for the Juvenile Court and Community School System and may authorize charter schools. The Board also serves as an appellate body for expulsion, inter-district attendance, and charter school appeals.
