As we launch into 2022, I am most proud of the responsiveness and support the Solano County Office of Education (SCOE) team has provided Solano educators and families, as well as the community partnerships that we have strengthened during what may be the most challenging years we have experienced. SCOE promotes equity and excellence by working with our school districts and community partners to create opportunities that address the needs of every student. We also provide instruction and support services for students with moderate to severe disabilities and the juvenile court and community schools. Additionally, I have a major responsibility to ensure school district fiscal transparency and solvency. While school districts and charter schools have jurisdiction over their own policies and practices, we work with educators, families, and the community to identify gaps, bridge resources, and bring community partners together to improve educational outcomes for Solano students. I am incredibly proud of the $13.8 million of additional resources that SCOE has been able to secure to enrich learning for our young people. This issue of the SCOE Spotlight highlights just some of the important work we are doing, particularly in the areas of school safety and student wellness. Together, as a community, I know we will continue to accomplish extraordinary things for our students in the coming year.

As incidents of school violence continue across the country, educators are often left with rhetoric and political debates. School safety plans cannot be built solely around lockdown and run-hide-fight drills. Addressing school safety should also include systems of interventions and supports that involve awareness and participation of all school employees, public safety partners, students, parents and guardians. In response to school violence and threats, the Solano County Office of Education has built a robust collection of resources to support Solano schools in enhancing school safety plans with an emphasis on preparedness, prevention, intervention, response and recovery.

Tapping National Data & Research The National Threat Assessment Center (NTAC) is a component of the Secret Service and U.S. Homeland Security. The center’s staff is composed of a multidisciplinary team of social science researchers and regional program managers who support law enforcement, schools, government, and other public and private sector organizations to combat the threat of targeted violence impacting communities across the U.S. NTAC has published these documents to address threats of violence:

Threat Assessment for Schools School Safety & Student Wellness
Upcoming Course: Recognizing Signs of Targeted Violence Virtual, January 24th & 31st SCOE is sponsoring a course for educators and public safety staff focused on threat assessment, led by Sergeant Jason Johnson of Campus Safety Consultation. Sessions will be held virtually, at no cost to participants.
COURSE DESCRIPTION
Recognizing Signs of Targeted Violence is a course designed for the school site professional, administrator, academic counselor, or mental health clinician who works directly with students. Course instructor Sergeant Jason Johnson. This course will provide attendees with the requisite knowledge to recognize and identify the pathways to violence, known warning behaviors leading up to a targeted act of violence, as well as the impact of mental health. This course will cover the importance of partnership between the police departments and school districts, and how both entities can collaborate with a multi-disciplinary threat assessment team. Attendees will review several known commonalities of prior attackers, and how those common factors impact the threat assessment process. Lastly, this course identifies intervention and mitigation strategies to interrupt the pathway to violence and prevent a targeted act of violence using realworld case studies.

Solano County Office of Education
Supporting Students’ Well-Being Solano County Office of Education (SCOE) has been an active partner in the Solano community advocating and working for more robust supports for the social and emotional needs of Solano students. Systems of support for students are in high demand, and SCOE is well positioned to support the Solano educators who are supporting students.
Solano County School Wellness Center Initiative SCOE acquired three grants totaling $1,763,530 to support the establishment of school-based wellness centers across Solano County. To date, 45 centers have been opened in Solano County, helping to position schools to better serve the social and emotional needs of students. Wellness centers are intended to create a positive culture around mental health on school campuses, reducing negative stigmas. School-Based Wellness Centers Offer Students: Culturally inclusive spaces to decompress for 10-20 minutes, art, meditation, music, check-ins with trusted adults, stigma reduction, suicide prevention supports, trainings, student groups/workshops, and access points for students who need higher level services.
Video Mental Health Trainings Solano County Behavioral Health (SCBH) and the Solano County Office of Education (SCOE) received a Mental Health Student Services Act (MHSSA) grant award of $4 million funded over five years, which will 6
expand mental health services and supports for students in K-12 school sites across Solano County. With this funding, SCOE provides trainings in suicide prevention, behavior management and more. SCOE also provides student social emotional learning (SEL) workshops for classrooms and small groups around social skills, anger management, antibullying, safe social media, etc. More information on mental health resources and supports for schools at (707) 399-4855.

School-Based Mobile Crisis Services
All students in need will be served with the mission of de-escalating situations, linking families to necessary services, and supporting the coordination of care. School-based mobile crisis services provided through SCOE differ slightly from the community-based mobile crisis services provided by SCBH. The SCOE team specializes in supporting schools and districts and are a key local education agency (LEA) partner familiar with school communities and protocols.
Mental Health System Supports for Schools The robust system of supports that SCOE provides to Solano public schools is offered at different tiers.

Through a contract from Solano County Behavioral Health (SCBH), SCOE is providing school-based mobile crisis services and screening/assessment services. The new services are being implemented in collaboration with the county, school districts and school sites, local police departments and community partners. Additionally, SCOE has hired and trained clinicians as crisis specialists to respond to crisis situations on K-12 school campuses serving children and youth experiencing a mental health crisis. Calls for service to schools sites are frequent, demonstrating a significant need for mental health supports.
Tier 1 Supports Include: Suicide prevention training, technical assistance and consultation for suicide prevention plans, crisis protocols, crisis response, building parent liaison teams to provide support to families needing assistance with mental health concerns. Tier 2 Supports Include: Screenings and assessments for students identified as at risk for dropping out of school, deeper crisis evaluation and safety planning, schools based mobile crisis intervention, 5150 hold and transport arrangement.

Join the Quest at Rush Ranch
New Solano Outdoor Explorer Quest Course Now Open In partnership with the City of Vacaville, Solano Land Trust and Solano Resource Conservation District, Solano County Office of Education has created the Solano Outdoor Explorer Quest to help students get outside and experience science and native plants and animals living in Solano County. The Solano Outdoor Explorer Quest is an outdoor treasure hunt for hidden QR codes, referred to as Questcaches. Each Questcache leads to a short video about native plants and animals living near that location and a secret Questcache log to record discoveries. SCOE’s first Solano Outdoor Explorer Quest course launched this summer at Lagoon Valley Park in Vacaville. The second Quest course is now active at Rush Ranch open space near Grizzly Island. So, join the Quest and discover what’s wild in Solano County!

Financial Literacy and Inclusion for Students Financial literacy and inclusion are fundamental components to building equitable communities and lifelong success for all students. Travis Credit Union recently launched a series of Financial Inclusion Forums to connect with community partners in creating an inclusive environment for the under-banked to develop and build wealth. These efforts will involve a comprehensive study of community needs, partnership, collaboration, and expanded language options for financial education. Solano County Office of Education has partnered with Travis Credit Union and other organizations to chart a course to make full financial literacy and inclusion a reality for Solano students. Lisette Estrella-Henderson, Solano Superintendent of Schools, said “Solano County Office of Education is excited to be invited to the forums and partner with Travis Credit Union in their efforts to expand community access to sound financial information and products. We look forward to amplifying their outreach and will continue to partner together to reach young people in Solano County.”
Soroptimists Supporting STEM Programs for Girls Soroptimist International of Central Solano County has a long history of supporting SCOE programs for students. This year is no different, with a generous donation of $3,000 given to support SCOE’s new Girls Who Code club and our hugely successful Girls In Robotics Leadership camps. It is partnerships like this that help SCOE extend the reach of our enrichment programs and connect Solano students with meaningful education experiences that last a lifetime. 10

Preparing the Local Work Force 105 Students Complete WRC The Work-Ready Certificate (WRC) Program for students is a workshop providing over 20 hours of work-related instruction and support. The program helps students locate job opportunities. Workshop topics include: time management, resume writing, job applications, cover letters, work ethic, customer service, interview techniques and more. In 2021, 105 Solano County students completed the WRC program. WRC is coordinated by the Solano County Office of Education and supported by several community organizations. Employers interested in partnering with SCOE’s Work-Ready Certificate Program can contact SCOE at (707) 399-4809.

New Girls Who Code Club Girls Who Code (GWC) is a nonprofit organization working to close the gender gap in technology. SCOE collaborated with GWC to start the Solano County Girls Who Code (GWC) Club in November 2021. The Solano County GWC Club members are composed of middle school and high school girls from all over Solano County who attended SCOE’s Girls In Robotics Leadership (GIRL) camps in previous years. Leadership sessions, women in tech and other fun activities in addition to coding are the focus of each GWC Club meeting. Red Carpet Film Premiere
SCOE’s Inclusion Film Debut Builds Community Around Students In partnership with North Bay Regional Center, Solano County Office of Education hosts film camps through Inclusion Films at no cost to any student. Inclusion Films’ short film camps teach young adults with developmental disabilities life and job skills, encouraging communication, confidence, collaboration, and independence. Students in the 2021 film camp helped create the short film, Tales from the Grave, which SCOE premiered at a red carpet celebration for our film makers. The event recognized the amazing abilities and accomplishments of our young people and helped build community and job opportunities around them as they transition into independence.

SCOE Partners to Create Xplore Solano App SCOE has partnered with the Cities of Fairfield and Vacaville, the Solano Land Trust, Solano County Parks and Solano Transportation Authority to create Xplore Solano, a community app for Solano residents. Using the Outerspatial app, each partner organization will populate the Xplore Solano community account with events, activities, trails, parks, and destinations. Xplore Solano offers families one location to find where to go and what to do outdoors in Solano County. More information and download links.

Leading Forward with Environmental Literacy SCOE is part of a statewide innovation hub serving as a community of practice (COP). Hub members collaborate with other county offices of education to solve common issues related to expanding access to environmental literacy and sustainability education. Across Solano County, SCOE supports access to sustainability lessons and outdoor learning experiences for students, by working with community-based partners like Solano Land Trust and Solano Resource Conservation District. SCOE continues to support efforts to implement the integration of environmental literacy and sustainability into the curriculum, campus, community, and culture of Solano schools. SCOE has created an online environmental literacy resource hub for local educators, showcasing activities for learning.

Graduations and Program Completions SCOE Adult Program SCOE’s Adult Program serves 18-22 year old students with intellectual disabilities and/ or autism as they transition to adulthood. The Adult Program serves young people from Benicia, Dixon, Fairfield-Suisun, Travis, and Vacaville unified school districts. The Solano County Office of Education (SCOE) Workability I program is an integral part of the Adult Program and provides job placements, job coaching, and ongoing support for the adult students who work at local businesses. We are so proud of the young adults who completed the Adult Program and are transitioning into their next phase in life.

Improvement Science in Action Improvement science is explicitly designed to accelerate learning-by-doing. It’s a usercentered and problem-centered approach to improving teaching and learning. Over the past five years, SCOE’s district and school support team has worked with the Carnegie Foundation for the Advancement of Teaching to build capacity in teaching and coaching Improvement Science for Solano educators. SCOE’s staff has worked collaboratively with school districts to support their development of solutions to practical problems that affect classrooms, schools, and districts. These teams known as Networked Improvement Communities (NICs) closely measure the results of these change ideas and use the expertise of its team members to ensure the local conditions drive improvement cycles.

Some examples of district improvement initiatives are outcomes for English learners, student engagement in school, and decreasing chronic absenteeism. These are challenging initiatives, however, by using collaborative teams we can create improved outcomes for students in Solano County.

Inclusive Early Education Expansion Program (IEEEP) The SCOE Early Learning Inclusion program enhances how early learning and special education teams work together to build high-quality classrooms and opportunities for children of all abilities. Early childhood inclusion supports the rights of every child, regardless of his or her ability, to fully participate in school and community. Bringing children with disabilities into early childhood programs, together with their peers who are without disabilities, has great benefits. Children gain a sense of belonging and positive social relationships. Inclusion creates an environment where all children can grow, learn, and flourish. SCOE was awarded $1.8 million from the Inclusion Early Education Expansion Program (IEEEP) grant. This program plans to increase access to inclusive early learning and care programs for children with disabilities, including children with severe disabilities. The funding is used for initiatives like inclusive playgrounds to help all children participate in outdoor play and practice the social skills developed through peer interactions. SCOE will continue this work in partnership with local organizations over the next few years.
It’s All About a Farm Animals have a unique way of bringing happiness and a sense of connection to those around them. Each fall, SCOE brings All About a Farm to share their animals with students and families at the Irene Larsen Center in Vacaville. The day creates many firsttime opportunities for students to meet and touch a variety of animals. It is a tradition that brings smiles and joy to students, parents and staff each year.

In collaboration with early learning partners, including First 5 Solano Children and Families Commission, Solano Family & Children’s Services, Solano Community College, and Child Start, Inc., SCOE’s early learning team presented the 35th annual Solano Early Childhood Education Conference in September 2021. Early learning professionals from throughout Northern California, and from as far away as Hayward, Butte County, and Del Norte, joined together virtually for a full day of learning, personal and professional development, and networking. Engaging and interactive sessions were offered on topics like creating early childhood curriculum, culturally sustainable environments, trauma informed care, anti-bias education, challenging behavior and more. Several of the sessions were presented in Spanish as well.

Enhancing Education with Social-Emotional Learning Social-emotional learning (SEL) is an essential part of a well-rounded quality education and welcoming school environments for students. SCOE launched a community of practice (CoP) for SEL to convene teams of educators who were wanting to lead SEL integration in their school(s). California’s SEL Guiding Principles provide a platform for the education communities to work together and build SEL practices already happening in schools. SCOE CoP supports SEL integration that leverages the expertise of educators in the region to build capacity for all. CoP workshop topics included: • Creating a culture of belonging. • Addressing trauma & adversity. • Committing to equity, inclusion, & cultural responsiveness. • Teaching for social, emotional, & academic development. • Supporting SEL with diverse families & communities. SCOE’s Construction Trades Classroom SCOE holds a construction trades course for students in the juvenile court and community schools. In the course, students learn a variety of skills to prepare them for a career in construction trades. Units covered include safety, concrete, electrical, plumbing, masonry, HVAC (heating, ventilation, air conditioning) and woodworking. Students are exposed to work-based learning activities such as virtual field trips and guest speakers. The course also offers micro enterprise opportunities in which students can create woodworking items and sell them.

SCOE created a series of videos offering students virtual field trips to businesses across Solano County in order to continue career readiness and exploration. The videos toured facilities, interviewed professionals and explained what to expect.
Entrepreneurial Opportunities for Transitioning Young Adults SCOE’s Adult Transition program aids in the development of young adults with special abilities as they transition to adulthood. Our micro-enterprises program helps students create products that lead to entrepreneurial opportunities and experiences. Through entrepreneurship education, our young people learn organizational skills, time management, leadership, interpersonal skills, and point of sale experience, which are highly transferable skills sought by employers. SCOE and the City of Vacaville partnered for a second year to house the This & That Gift Shop in the McBride Center as a pop-up holiday business featuring items made by students and staff. Our staff and students have furthered their connection within our community through the micro-enterprise projects.

Automotive Pre-Apprenticeship Program Solano County Office of Education supported the launch of the first automotive preapprenticeship program in Solano County at Will C. Wood High School in Vacaville. Automotive instructor Chip Reeve has had a long-standing partnership with Ron DuPratt Ford, which has included a vehicle donation to the school program and access to Ford automotive training modules. SCOE’s college and career readiness department also provides guidance for students with job applications, resume writing, and interviewing skills. This year, the program expanded to include opportunities for students to job shadow and apply for a pre-apprenticeship in a variety of departments at Ron DuPratt Ford. After completing both automotive courses successfully, students will have the ability to earn college credit through Solano Community College and may choose to enroll in its automotive pathway to continue the Ford certification process. “The new Automotive Pre-Apprenticeship Program takes work-based learning to the next level and provides students the opportunity to expand their learning from the classroom into the actual workplace. This program will help students advance in their career preparation, while assisting industry by filling critical areas of employment needed in Solano County,” remarked Superintendent of Schools Lisette EstrellaHenderson. This innovative partnership is creating real-world experience and opportunities that translate into viable career paths for Solano students.

SCOE Sponsors Robotics Tournament Solano County Office of Education is proud to sponsor the VEX Robotics Tournament hosted by Vanden High School’s RoboVikes. Travis Credit Union and Genentech were also sponsors. This year, 31 teams (25 high school teams, 6 middle school teams) from northern California competed in the tournament. This year’s champions were Armijo High School from Fairfield, and Bellarmine College Preparatory from San Jose. Both teams will advance to the state competition. Robotics competitions require coding, engineering, teamwork, strategic thinking and more. Congratulations to all the teams who competed for their amazing work in robotics!

Solano County Office of Education in partnership with Fighting Back Partnership, Fairfield Police Activities League, LGBTQ Minus Tobacco, Nature of Sound, Solano Youth Coalition, Vacaville Police Activities League and VIBE Solano hosted the third annual Solano Youth Resiliency Summit in December, 2021. This virtual summit was free and open to all middle and high school students living or attending school in Solano County. Adult youth advocates also attended. More than 15 different workshops were offered at the summit. Some topics included: working with government officials, healthy relationships, financial planning, financial aid for post-secondary pathways, mental health and wellness, suicide prevention, human trafficking, volunteerism and voter engagement.

SCOE Presents at National Conference Solano County Office of Education was invited to present at the Association of Educational Service Agencies’ national conference. Solano County Superintendent of Schools Lisette Estrella-Henderson and Deputy Superintendent Andrea Lemos presented a session on leading and moving organizations forward with focus and leadership skills to rebuild and reimagine school organizations. The two presenters discussed aspects of leadership that empowers people to learn new skills, new ways of addressing and embracing change; leadership that creates value for others, contributes to better communities and organizations.
