Future of Housing Majority of americans cite growing housing affordability problem as a crisis

Four out of five American households believe the nation is suffering a housing affordability crisis and at least 75 percent report this is a problem at the state and local level as well, according to a new nationwide survey conducted by Morning Consult on behalf of the National Association of Home Builders (NAHB) “Housing affordability is near a 10year low and this poll confirms the challenges hard-working families face to keep housing within reach as rising costs continue to outpace wage growth,” said Greg Ugalde, NAHB chairman and a home builder and developer from Torrington, Conn. “Policymakers must roll back inefficient zoning rules, costly impact fees and outmoded land development regulations that are driving up housing costs, contributing to the mounting lack of affordable housing and hurting middle- and low-income households.” More than 19,800 adults were

surveyed in August to assess the public’s attitude on whether a lack of affordable housing is a problem in their neighborhoods, cities, states and nationwide. The poll cuts across partisan, regional, demographic and socio-economic lines. Among its key findings: • 80 percent of all respondents believe that a lack of affordable housing is a problem in the U.S. • 78 percent believe this is an issue in their state. • 75 percent cite housing affordability as a concern in their city and 76 percent say it is an issue in their county. A similar poll conducted in late November reveals that the housing affordability situation is worsening. Nationwide, 73 percent of respondents reported at the end of last year that a lack of affordable housing is a problem, 68 percent said this is an issue in their state and 54 percent cited housing

affordability as a concern in their neighborhood. Asked about potential solutions to the housing affordability problem, respondents in the August poll expressed modest-to-strong support for several policy prescriptions put forth by various candidates for federal elected office. For example, 64 percent said they would support a proposal to expand government programs to increase the supply of affordable rental housing. This was followed closely by 62 percent who said they would support a proposal to provide grants to families in areas historically affected by housing discrimination to assist with a down payment on a home. And 57 percent said they would support a proposal to increase taxes on the richest Americans to pay for construction and rehabilitation of more rental housing that is affordable to lower-income households. More than half of the respondents— 52 percent—said they would support a

proposal to reduce regulations, such as restrictive zoning and permitting procedures, that increase the costs of constructing new homes. The poll is also consistent with the latest findings from NAHB’s Housing Trends Report for the second quarter of 2019, which finds that 80 percent of buyers say they can afford to purchase fewer than half of the homes available in their local markets. When asked which of the two major political parties is more likely to take action to reduce the cost of housing in the United States, respondents gave the edge to the Democratic Party (36 percent) over the Republican Party (21 percent). Another 24 percent said neither party, and 18 percent said they didn’t know or weren’t sure. This national survey of 19,801 adults was conducted Aug. 9-24, 2019 by the polling firm Morning Consult. It has a margin of error of ± 1 percent.

The Concepts of Important vs. Urgent and EPAB

In the book The Seven Habits of Highly Effective People, Stephen Covey explains the difference between what's important and what is urgent. If you do not focus on doing what is important, most of your time will be spent taking care of urgent matters. For example, paying your bills on time is important. However, if you do not pay your bills on time and they become past due, paying them right away becomes not only important but urgent. Effective customer service, planning, training, studying your numbers and your market are all important but not urgent tasks. If your customers become dissatisfied with your service or product and they start posting on social media about their dissatisfaction, it becomes a critically important and urgent matter to resolve. The idea is that the more time you spend doing what is

important, the less time you will have to focus to urgent matters or putting out fires. In our EPAB, we are working on both what is urgent and what is important. Our secretary, Sal Masoud, and the Government Relations Committee have met with the city of Socorro to explain to them that there are 700+ homes and apartment units expected to be built in their city during the next 12 months. Their building permits and inspections department must be prepared to handle all that work plus the commercial development that comes with it in an efficient manner as a service to the community and to 6000+ constituents who are employed by our industry. That is definitely an urgent and important matter that needs to be addressed and resolved. The Government Relations Committee is also working on strengthening our working relationship with other municipalities and government institutions. That is a decisively important matter. Our vice president Edgar Garcia with Bella Vista Custom Homes is addressing the issue of finding a new method of collecting EPAB builder membership fees. This is necessary

because new legislation prohibits municipalities from setting building permit permits fees on valuation and the EPAB is no longer provided that information; therefore, a new method needs to be found, and that is an urgent and important matter. Thanks to all the builders who have participated in the discussion and provided information to EPAB. At the same time, other committees continue to do important work, helping the community and increasing awareness on behalf our association members. Others work raising funds for our association through different events and activities and providing information and education to our members. Thank you to all the committee chairs and to all builder and associate members for their support of our efforts. Ray, our EO, and Margaret continue to do important and urgent work managing the day-to-day affairs of our association such as dealing with city officials, TAB and NAHB, while publishing our newsletter, planning events, collecting our dues and managing the relationships with members, the city, among other tasks. Lastly, our Long-Range Planning Committee has been meeting to

revise our mission (what we do), our vision (goals) for 2023, and the basic values (what we stand for) of our local association to clarify our philosophy, which strengthens the cohesion between our members and provides direction for our association. We will also be doing a SWOT analysis (strengths, weaknesses, opportunities, and threats) as part of our strategic planning process which will provide guidance on the following questions: 1. How do we capitalize on our strengths to take advantage of our opportunities? 2. How do we overcome our weaknesses which prevent us from taking advantage of opportunities? 3. How can our strengths reduce the probability of threats? 4. What can we do about our weaknesses to make the threats less likely? Thank you to all our leaders who are participating in these absolutely important tasks. As always, please do businesses with a member, help a member, recruit a new member, participate in our events and advertise in our publications. There are so many things going on at the EPAB right now that it is hard to write a column on just one thing. Obviously, the big event is the Parade of Homes, so I’ll start there. I have come to admire the work that needs to be done to host a Parade home, from the get-go to the finish. It’s not easy and its not meant to be. Let me be blunt, a Parade of Homes is not just another open house event. It is historically the event that showcases the best of the best in local home building. It is traditionally a very select few who are invited to participate and even then, it might just be eight to ten builders out of the membership who commit to the event. It is also held on one subdivision, one that can accommodate eight to ten individual homes of substance and

Autumn at the Association quality. With the tight availability of lots this Parade thing requires long range planning and guts. Not every developer is anxious to host a Parade, some don’t have lots available or in an instance or two they do not have any desire to host. That’s ok, but it also means that it is hard for the association to stage a Parade each year. We were fortunate this year that Hanson Asset Management had some lots at Valley Creek Unit 3 and we’re grateful for the opportunity. We originally had thirteen builders say yes, then as the commitment was realized or business took them somewhere else, we got down to nine. Ten houses were built, unfortunately not all met deadlines, but in the end all the homes will be ready and sold. On preview day we had three with contracts so we know that the homes are saleable and desired and within the next few months the homes will be occupied and humming. Congratulations to all our builders, our developer and the suppliers and subs. Your homes are masterpieces. It’s been six weeks or so since the act of violence came to El Paso by way of an insane troubled and vicious attacker who was “hunting Mexicans” or anyone of darker

pigment. The tragedy was a catalyst for the community and for many of our friends around the country. I want to expressly single out our fraternal sister association, The East Texas Builders Association. I received a beautiful card of support and a community gift inside it. The expression of support, prayers, thoughts, and heart felt friendship is so welcomed and frankly breath taking. All our TAB Federation reached out to us at the meetings held at Grapevine, but this card and its remarks inside are forever being kept by our association. Our hearts sunk when another evil touched Midland Odessa and we are praying for you all as well. We must keep laser focused on the demons that did the shooting, and to pray that this senseless violence stops. I don’t have an answer for that since we don’t know what’s on somebody’s mind. We can only hope that if someone suspects something that it reported to the proper authorities BEFORE the actions are taken. And we pray that there is justice done for those who sadly have been impacted.

NationalOutlook New Home Sales Post Solid Gains in August

West. Sales are down 16.5 percent in the Northeast and 10.5 percent in the Midwest.

Sales of newly built, single-family homes increased 7.1 percent to a seasonally adjusted annual rate of 713,000 units in August off a revised upward reading in July, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. On a year-to-date basis, new home sales for 2019 are 6.4 percent higher than the same period in 2018. “With job growth continuing and lower interest rates in place, builders report rising confidence levels, and this is reflected in today’s solid sales report,” said Greg Ugalde, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Torrington, Conn. “We have seen a general rebound in the housing market since spring, as sales, starts and permits have all registered gains,” said Danushka NanayakkaraSkillington, NAHB’s AVP for Forecasting and Analysis. “However, affordability remains a factor because buyers can’t benefit from lower interest rates if they don’t have the money for a downpayment.” A new home sale occurs when a sales contract is signed or a deposit is accepted. The home can be in any stage of construction: not yet started, under construction or completed. In addition to adjusting for seasonal effects, the August reading of 713,000 units is the number of homes that would sell if this pace continued for the next 12 months.

Construction Slowing in Manufacturing Areas

The inventory of new homes for sale was 326,000 in August, representing a 5.5 months' supply. The median sales price was $328,400. The median price of a new home sale a year earlier was $321,400. Regionally, and on a year to date basis, new home sales are 11.7 percent higher in the South and 7.8 percent higher in the

In a possible sign of economic softening in the industrial heartland, home construction in the nation’s major manufacturing areas registered declines on a year-over-year basis in the second quarter of 2019, according to the National Association of Home Builders (NAHB) Home Building Geography Index (HBGI). When the manufacturing sector was exhibiting stronger growth in 2017, the rate of home construction in counties with relatively high shares of local manufacturing employment outpaced the rest of the nation. “The HBGI data show that the manufacturing sector of the economy has been gradually losing steam since 2017 and there has been a corresponding drop in new home construction in counties where manufacturing employment is most concentrated,” said NAHB Chief Economist Robert Dietz. “This correlation indicates that as housing goes, so goes the economy.” The second quarterly release of the HBGI focuses on the housing markets in the top manufacturing counties, which represent 10 percent of the nation’s singlefamily production output and 6-7 percent of multifamily construction. Home building in these areas posted a decline in the first half of 2019, and second quarter data reveal that single- and multifamily construction decreased by 3.8 percent and 4.1 percent, respectively, on a year-over-year basis. The HBGI is a quarterly measurement of building conditions across the country and uses county-level information about singleand multifamily permits to gauge housing construction growth in various urban and rural regions.

What have you found out was your best asset for being a builder? Definitely our integrity. We do what we say we will do.

Edgar Montiel, Palo Verde Homes BACKGROUND: I am a Mechanical Engineer with an MBA, both degrees from UTEP. I am married to Carissa, who helps me run our business, and we have three amazing children. I used to work for Delphi, General Motors, and IBM before starting my own business. We have been building homes for over 13 years now. PALO VERDE NAME: While living in Tucson I fell in love with the Palo Verde tree. It has this beautiful bright green trunk and yellow flowers blossom from it in the summer. It lives over 100 years and we plan to be building for at least that long. We love the desert so much that we name most of our floor plans after desert plants. HOBBIES: Spending time with my family, UTEP Basketball and Football, playing the guitar, coaching basketball, and cars. How did you decide to become a builder? I love putting things together from the ground up.

Is there anyone who you can point out as the mentor or supporter for your decision? My wife, Carissa, has been my biggest supporter. It is not easy to run your own business, those of you that own them can relate. She has been there through it all and has been my rock. We couldn’t do what we do without our amazing PVH Team and the Harris Real Estate Group. What style of home do you personally like? Our most popular style of home is the Spanish style though we also build Contemporary, Craftsman, Tuscan, and Modern Farmhouse style homes as well. It would be awesome to someday build a container home. Would you recommend being a member of the EPAB I would recommend being a member of the El Paso Association of Builders. It has allowed me to foster great relationships with other home builders, developers, and associates. The NAHB, TAB, and the EPAB are always advocating for builders and this would not be possible without our membership.

FinancialOutlook What Will Cause the Next Recession? Elliot Eisenberg Economic & Policy Blog

The Great Recession of 2008 is firmly in the rearview mirror, we are now enjoying the longest recovery in US history, the unemployment rate is near a 50-year low, wage growth is pretty good, inflation is virtually non-existent, and the stock market is just a few percentage points off its all-time high. Yet, talk of recession is increasingly common. And it’s not surprising, given the weakening global economy, the decline in exports, the soft energy and transportation sectors, the ailing agricultural markets, and of course, the overarching US-Sino trade/currency/tech war. That said, while the next recession may well not arrive till 2021, it is not entirely clear what will cause it. In general, recessions are caused by one of three things. Often, central banks raise interest rates too much in an effort

to slow the economy to reduce late cycle inflationary pressures. In the process, they either raise rates too much or keep them too high for too long, driving the economy into a recession. A second reason we have recessions is due to unforeseen shocks to the economy. It might be a war or a sudden rise in energy or food prices which reduces household spending power and can cause widespread obsolescence of capital equipment because the higher price of energy makes the equipment uneconomical. A third cause, and one that has recently been the culprit is financial excesses (think bubbles) that result from overexuberance on the part of markets that lead to mispricing of assets and finally a financial crisis. The 1973 recession was caused by a quadrupling of oil prices by OPEC. Overnight, oil went from $3/bbl to $12/bbl. Moreover, the supply of oil was severely restricted, which led to gasoline rationing and long lines at gas stations. This caused consumer spending to plummet and factories to close, crushing the economy. The recessions of 1979 and 1982 were deliberately engineered by the Fed and its then chairman, Paul

Volker. The only way to squeeze inflation, which was north of 13% at the time, out of the economy was to induce a recession. In 2001, it was the tech bubble, and in 2008 the recession was caused by the housing bubble. But the 1990 recession was different; it had no singular cause. On one hand, it was a result of a commercial real estate bust partly caused by the S&L crisis, which in turn led to a severe drop in construction activity. But there was also a major rise in energy prices, due to Iraq’s invasion of Kuwait, which hurt consumer confidence and spending. In addition, there was the post-Cold War drawdown in defense spending which led to a rise in unemployment. While none of these events in isolation would have precipitated a recession, collectively they did. Fortunately, it was short and shallow, but the recovery was slow and jobless. As for what’s to come, I suspect the next recession will be caused by a confluence of factors. The trade war is already hurting GDP growth. Add to that a global slowdown, a decline in energy prices, a weakening transportation sector, feeble manufacturing activity, Brexit and other European problems,

largely impotent monetary policy as rates are already very low, and if all this leads to one or two negative monthly job reports which, in turn, leads to weakening consumer confidence and spending, you probably have the beginnings of a recession. Regrettably, getting out of the next recession may take longer than usual because fiscal policy is already a spent force as we are already running historically very large deficits. And that means a much-reduced willingness on the part of Congress to cut taxes and boost spending. The good news, the coming recession is not likely to be very deep as there are no obvious bubbles that must be punctured. And lastly, with a bit of luck, this recovery can keep on going for another few years; it is entirely possible. EventsOutlook Parade of Homes Preview Party The 2019 Parade of Homes Preview Party, sponsored by Franklin Building Materials, was held on September 20. The night was beautiful, the guests anxious to visit, and the homes ready to show off. Of the ten homes in the Parade of Homes nine homes were ready and available to be shown. “I think that this show is one of the better ones we’ve had in a while,� said Marty Johnson, a guest from east El Paso. The night is always a great way to meet the builders and mix with friends many haven’t seen since last year. Delton Deal, committee chair for the event, was proud of what the builders had done. “We have had a lot of work being done to be ready for the Parade, and tonight it is all worth it,� Deal told the Outlook. J J Vasquez from Pacifica Homes agreed. “We worked hard in some extreme heat and mosquitos to get done for the opening. We really pushed our subs,� he said. The truth was in the comments from the visitors, including David Osborn President of WestStar. “I keep saying that El Paso has great builders, and tonight the proof is right here,� he told us. The Parade of Homes continues through Sunday October 6.

TrendOutlook Most first-time homebuyers feel overwhelmed and underprepared 47% said they think the homebuying system is "rigged" for first-time buyers Although homebuying is a sign of independence and a big step in many people's lives, a new report from Framework shows that homebuyers wish they were better educated about the process before embarking on their real estate journey. The study found that only 41% of first-time homebuyers felt they were well prepared for the homebuying process, while 55% said they felt they wished they had an independent advocate to coach them through the process of homebuying and homeownership. Speaking of preparation, the study found that 54% of recent first-time homebuyers and 62% of prospective first-time homebuyers said they wished they looked for a house sooner rather than later. Meanwhile, almost half of first-time homebuyers even said that they think that the homebuying process is “rigged” against the buyer. Northwestern Mutual’s 2019 Planning and Progress Study recently showed that 22% of Americans said

their main source of debt was their mortgage. Framework found that 57% of first-time homebuyers worry they can’t afford homeownership. Of recent first-time homebuyers, 64% said they came out of the process knowing more about the financial burden of homeownership than before they even began the process. Only three in 10 of recent first-time homebuyers said they took a homebuying or homeownership class before they bought their home. In July, a study from Freedom Debt Relief showed that of the 1,028 people surveyed, 29% said homeownership makes them feel anxious and stressed, while 26% said the cost of owning a home is a burden and they wished they were renting instead. In April, The National Association of Realtors and realtor.com said that first-time homebuyers can afford only 20% of housing stock in some of the nation’s housing markets. -Housingwire Julia Falcon

What is Title Insurance and Do You Need It? Purchasing a home is a big and exciting commitment that can lead to many wonderful new memories for you and your family. As you go through the process, you will sign several different documents. It is important to read through the numerous documents that you will be signing carefully, including a closing statement (or “CD�), promissory note, mortgage instruments, deeds and various other documents. One of the documents that will be mentioned is title insurance, which is issued after closing. There are two types of title insurance: owner’s title insurance and lender’s title insurance. Here is what you need to know about both before you close on your home. Owner’s title insurance helps protect you from liens or defects in the title of the property. If a previous owner decides to challenge your ownership of the property, you will be protected. Owner’s title insurance is addressed in the terms of your contract to purchase your home and is typically paid for by the seller. It is not a requirement for you to close on the home, but it is highly recommended to have owner’s title insurance. “A title agency determines the existence of any title issues and sees that they are addressed before a transaction closes. For instance, the seller’s mortgage, unpaid taxes, unknown heirs or survey matters. Unknown issues can come to light later, so a policy is necessary in order to defend you in those cases. Most claims are associated with survey issues and tax matters,� says Janette Coon, president of Prosperus Title & Escrow LLC. Lender’s title insurance protects the lender from any claims made against the property. Lenders will usually require that the title insurance covers the full amount of the loan. The borrower is typically required to cover the costs of the lender’s title insurance. If the home were being foreclosed, this type of insurance would defend the lender’s lien position. Lender’s title insurance is usually included in the disclosed costs and fees prior to closing on your home. Title insurance is an upfront cost when purchasing a home. The cost will vary by state and is usually set by the price of your home. Title insurance is a large cost, but unlike other insurance, it is a one-time premium. If you do decide to buy owner’s title insurance, the title agency will research previous owners, including divorced spouses, heirs of the property, unpaid taxes, encroachments, easement and restriction documents, any pending legal cases, fraud, or other matters that may affect your title. When choosing title insurance, you have the option of choosing your own title agency. This decision is made as part of your contract to purchase your home. If you don’t know where to start, ask your realtor, attorney or lender for title companies that they may recommend. Obtaining title insurance will give you peace of mind in knowing that your property and home are covered.
