Covid closures force 2020 Sunbelt Show cancellation By Ray Adauto

This is the kind of news that is hard to get but under the current situation with Covid-19 it is not unexpected. On Monday, June 29 the official notice of the cancelation of the Sunbelt Builders Show was delivered. “This is a blow to all of us who really like this show and looked forward to having it and our meetings,” said Randy Bowling, TAB President. The sudden upsurge in Covid confirmations in the Fort Worth area played a significant role in the cancelation. On the previous Friday Texas Governor Greg Abbott and Vice President Mike Pence met in the DFW Metroplex to go over the Texas Covid surge. In that meeting the Governor made the decision to slow down the reopening of Texas by going back to closing bars and reduce restaurant capacity to 50% again. Clearly the show and meetings couldn’t go on with those restrictions.

Dear TAB Members: Due to the most recent developments in Texas concerning the COVID-19 pandemic and Governor Greg Abbott's directives and executive orders , we regret to inform you that we must once again cancel the upcoming TAB board and committee meetings as well as the Sunbelt Builders Show™ and Conference planned for next month. As the health and safety of our TAB membership, staff, sponsors, exhibitors, attendees and other partners is our utmost concern, the Senior Management Committee has made the difficult decision to once again suspend all inperson Association meetings until further notice. Rest assured, TAB staff will continue to work with your elected association senior leadership and committees as we continue to operate the dayto-day functions of the Association and work with our

membership, the National Association of Home Builders and our 27 local home builders associations to meet the needs of our members during this challenging time. We very much appreciate the commitment and support from our exhibitors, sponsors, vendors and especially our membership that were all hopeful and optimistic that the 20th Anniversary Sunbelt Builders Show™ and TAB summer meetings could proceed as planned. Unfortunately, circumstances have dictated that is not to be the case. We look forward to hosting our 20th anniversary show next year in conjunction with TAB's 75th

anniversary in Dallas. As of this print we have no indication of when or if the show will be rescheduled but the reality is that something like this takes years of planning and logistics. The safety of all concerned is paramount and the hard decision is the only decision TAB could make. Our thoughts are with all of the staff, sponsors, volunteers and exhibitors but the show will return. That’s what Texan’s do.

When I became President, I had no idea what the year would bring but I didn’t expect to be here. What a challenging time we are in. I remember when we went to Las Vegas for the IBS and the feeling was that this was going to be a good year even as we got word of the virus. I remember thinking that we would be busy and all, but never would I have thought we’d be in this. Still it has not been easy to have to do meetings online, ours as well as TAB’s. I like the idea of getting in the trenches and hearing from my fellow builders and associates about what they are doing, how they are doing it and what they might be doing. Person to person has value especially in leadership.

Sometimes I hear that coming from others like Randy Bowling who has the difficult job of being President of such a large group as TAB. But let me also say that we’re all in when safety comes in to play. My background in firefighting tells me that when something like this virus is around then we need to be better at keeping away from it. Our members have done an excellent job overall. I see it when we are working in the field, when we meet customers, when we are at a closing. Doing what’s right and safe is what I see. I want to thank all of our sponsors for the golf. You all hung in there with us and from the looks of it everyone was having fun. I got the chance to see firsthand what you golfers

Return to Phase 2, road construction provide barriers

“Covid didn’t shut me down yet, but TX Dot might.” That is a sign I saw on Mesa Street where the Coffee Emporium had used the strip malls sign to show its dire consequence. In the last few months anyone traveling up Mesa, or on most other major highways or streets has seen orange barrels after orange barrels going up or staying up from construction on the roads. Frankly most of these repairs or replacements were long overdue, however how lousy is the timing for the businesses affected? It’s hard on all fronts but really hard on the smaller mom and pops shops. Try getting into one of their places is a challenge. For sure some of our members are

experiencing this frustration. Whether it’s a bank, credit union, lighting store, hardware or paint store, etc. these businesses have gotten the short end of a long stick this year. Covid is not going away as of now. It is increasing in detection because more people are getting tested for sure. But the fact is that too many people, especially in the 20­40­year old’s, just aren’t taking precautions. Two local bars made headlines when they were shut down by TABC for having too many people in the bars. Maybe other violations as well, but those two bars were just the ammunition that led to bars being closed by the Governor. It affects a lot of my

friends’ businesses and frankly some won’t be around when this is over. So why the resistance to facemasks and social distancing? A whole book could be written on this but suffice it to say that while these age groups get Covid they aren’t dying from it. Not in enough numbers to scare them into compliance. But that is changing and fast. We have lost two elderly aunts to Covid, gotten reports of friends and other family testing positive. Yet I’m also seeing Facebook postings from family members enjoying bars and outings, especially in Arizona. Meanwhile back here we are now in a return to phase 2, with bars closed and restaurants at

50% allowances. As our members continue to work through this, we must stay vigilant and safe. You can and must run your businesses like you are dealing with death because you are. You can’t take a chance to get something and pass it along to your moms, dads, grandpa’s or grandma’s. Nope you can’t have that incident at work. So, what are you to do? Do what you feel is right for you and others. The EPAB wants everyone to survive this and come out the other end better than we were. This too shall pass.

Housing Shows Strength as Sales and Permits Rise

The following excerpts were recently published in NAHB’s biweekly e-newsletter Eye On the Economy by Chief Economist Robert Dietz: ...new home development under constructionConsistent with NAHB’s forecast, home building data are showing signs of leading an emerging economic rebound. While risks to the outlook remain, particularly in the form of local, rising virus spread and ongoing layoffs, the recession appears to have taken a short and sharp downturn‌ ‌[In] May, single-family starts held at a flat annual rate of 675,000; however, single-family permits expanded by 12%. Multifamily permits for properties of five units or more are down more than 10% thus far in 2020, as concerns within the rental market continue due to elevated unemployment levels. For home sales, new singlefamily home contracts jumped in May (676,000), posting a 13% year-over-year gain after a significant downward revision for the April estimate (revised to 580,000, marking a 25% decline from the pre-recession peak in January). Inventory fell to a salesadjusted level of a 5.6-month supply. Levels below a 6-month supply generally support growth for new home building. The increase in builder confidence, permits and sales all suggest construction gains are on the horizon. However, a mediumterm concern for the housing market is whether the current strength in demand is an unlocking of deferred demand from early spring, or reflects the emerging trend for home buying as a growing number of prospective buyers are looking in small metro and exurban locations. Fannie Mae and Freddie Mac Extend Forbearance for Multifamily Properties The Federal Housing Finance Agency (FHFA) has announced that Fannie Mae and Freddie Mac (the Enterprises) are allowing servicers to extend forbearance agreements for multifamily property owners with existing forbearance agreements for up to three months, for a total forbearance of up to six months. While the properties are in forbearance, the landlord must suspend all evictions for renters unable to pay rent. The forbearance extension is available for qualified properties with an Enterprise-backed multifamily mortgage experiencing a financial hardship due to the coronavirus national emergency. If a forbearance is extended, once the forbearance period concludes the borrower may qualify for up to 24 months to repay the missed payments. Additionally, if the forbearance is extended, the repayment schedule is modified, or a new forbearance agreement is executed, the borrower is required to provide the following tenant protections during the repayment period: •  Give the tenant at least a 30-day notice to vacate; •  Not charge the tenant late fees or penalties for nonpayment of rent; and •  Allow the tenant flexibility to repay back rent over time and not in a lump sum.

Industry Health Mental Wellbeing Becoming Increasingly Important for Construction Workers

A construction worker offering helping words to anotherThe coronavirus pandemic has put a strain on the mental health of nearly everyone in the world. Economic uncertainty, forced solitude and worries about contracting the virus have increased stress levels in most adults. But even before the pandemic, construction workers were particularly susceptible to mental health issues and suicide. More construction workers die by suicide each day than all workplace-related fatalities combined with a rate of 43.5 suicides per 100,000 workers, second only to the

mining and oil/gas extraction industry. Following a multi-year initiative to combat opioid misuse in home building, NAHB is launching a new effort focused on member mental wellbeing. Recent research suggests that industry associations have been overlooked as an agent for change, and that they have a role to play in promoting the importance of worker health and wellbeing to their member organizations. To kick off this initiative, at the recent virtual Spring Leadership Meetings, Cal Beyer, Vice President of Workforce Risk & Worker Wellbeing at construction risk management firm CSDZ, spoke to members of the Construction Liability, Risk Management, and Building Materials Committee and the Construction Safety & Health Committee, which are spearheading the initiative. During his presentation, “Focus on Workforce Wellbeing: What’s Under the Hardhat,” Beyer described some risk factors that may explain why construction workers are more prone to mental health issues and suicide. Many skilled trade workers are perfectionists, a trait important to successful work performance. But when combined with deadlines and a physically demanding work

environment, it can lead to escalating stress. Construction workers are also traditionally stoic about mental and physical health issues as it may lead to missed work and missed paychecks. Long hours, the cyclical and transient nature of the work, and financial pressure can also lead to mental strain. While the health of the worker is the primary concern, mental wellbeing should be on the radar of company owners and managers. Stress can lead to illness and absenteeism and, of particular concern, presenteeism – being physically present at work but distracted and “half there.” A distracted worker is not a safe worker, to themselves and others. Beyer talked about understanding the different signs of stress – physical, psychological and behavioral. Unfortunately, many construction companies have yet to incorporate mental health, substance abuse, addiction recovery, and suicide prevention into safety, health, and wellness culture and programs. A major reason for this gap is due to stigma. Beyer concluded his remarks, however, by highlighting some of the positive steps the industry is taking to the promote workplace mental health awareness and reduce the stigma

attached to mental health. Beyer and CSDZ have created resources for the construction industry to deal with stress and mental health issues, including resources for employers, a toolbox talk on self-care and suicide prevention resources. Beyer and other mental health experts advise employers to create a workplace that promotes respect and to offer specific recommendations to all workers, including: •  Encouraging workers to talk to their families, friends and other trusted people in their lives about their problems •  Staying hydrated on the job site •  Eating well-balanced meals •  Spending leisure time in nature •  Setting limits on digital information intake, especially political news Above all, employers should be open to listening to any concerns raised by workers about their stress levels or mental health issues. NAHB has also joined the Construction Industry Alliance for Suicide Prevention (CIASP) in an effort to raise awareness of the prevalence of suicide in the construction industry. More information on the efforts of the Alliance and NAHB’s member mental wellbeing initiative will be forthcoming.


Outlook on the scene After months of delay Spring golf returns in Summer The news wasn’t good, and worse yet it may not get better. That was what we thought and said to our sponsors and players for the annual spring golf tournament. It was concerning because we had no idea what Covid would do, cancel, delay or shut down golf. While we worked our way with Covid another and more deadly blow came our way, Butterfield Trail golf club was being closed permanently. That news from the city of El Paso was absolutely a shocker. Closing the premier public course just didn’t make sense. At least to us golfers. But the city did close it down, putting a couple of dozen people out of work and letting a $28 million investment go down the tubes without any forethought. It was devastating news for us. Our presenting partner Haskins Electric didn’t falter, instead said see what you can do, we’re with you. Same thing from Morrison Supply, HUNT, and WestStar and StrucSure Home Warranty. And so, we turned to Past President Bobby Bowling IV, immediate past president at Coronado Country club for help. And Bobby delivered. We ventured out to Coronado, got the date set, and waited for Covid to go away. That was something none of us had ever had to deal with, so we were treading new waters. All the golf teams stayed, and we got lots of calls from interested golfers, but we had sold out and no one was leaving. What a great position to be in and we thank all our team sponsors. Our hole and tee box sponsors also stayed except one, remarkable. So, on June 25 our event took place. We made changes to the event, concentrating on safety first. The day was beautiful, the golf was good, and everyone was happy to finally get a chance to get some fresh air. In 2010/11, US cities grew 1.07% while suburbs grew 0.91%, a difference of 0.16 percentage points. That gap peaked at 0.25 in 2011/12 when cities grew 1.17% and suburbs 0.92%. The growth gap persisted for three more years but narrowed. By 2014/15, cities grew 1.03% while suburbs expanded by 0.95%. Since then suburbs have steadily bested cities and by steadily widening margins. In 2018/19 cities grew 0.31%, suburbs by 0.65%. While US equities continue recovering lost ground, markets may be discounting two key risks. The first, a powerful fall Covid­19 wave, let alone the current rise in new case counts in AZ, CA, FL, TX and elsewhere. Second, markets

appear to be ignoring polls suggesting Democrats will almost certainly keep the House but now have a 50/50 chance of picking up the Senate and better odds on 1600 Pennsylvania Avenue. Between 3/1/20­5/31/20, 79 million student loans entered forbearance, up from 18.2 million between 3/1/20­4/30/20. Over the same periods, deferred auto loans rose to 7.3 million from 3.6 and credit card deferrals hit 11.5 million from 8. Mortgages increased to 5.5 million from 3.6; personal loan deferments doubled to 1.3 million. Excluding student loans, total deferments increased to 25.6 million from 15.6 million a month earlier. This sizeable increase is concerning. We are currently digging out of an economic recession and a suppression of economic activity resulting from government mandated Sheltering­in­Place. With suppression ending, the first part of the recovery, the most powerful part, is now occurring. But weakened corporate and

personal balance sheets, rising bankruptcies, higher savings rates, and massive worker dislocation will make the second part of the recovery slower and weaker. A check mark recovery remains most likely. Since QE1’s arrival during the Great Recession, the Fed has guided interest rates by buying bonds and offering forward guidance about when they expect

to raise rates. The Fed is now considering adding another tool, yield curve control, where they promise to buy/sell enough bonds to guarantee a given rate for a specific bond duration.
