Coronavirus Weakens Economy, Housing Data

NAHB Provides economic outlook for building industry As unemployment rates increase effects throughout the industry expected NAHB Chief Economist Robert Dietz provided the following economic outlook on Friday, April 24, 2020. Due to government-imposed shutdowns connected to COVID-19 mitigation, new jobless claims continued at a high, although slightly diminished pace this week with 4.4 million more unemployed. Over the past five weeks, the total number of jobless claims has reached 26 million, implying an unemployment rate of at least 11%. Next week should see a smaller new claims number, but the overall impact on the labor market is massive and will be reflected in a surge for the April unemployment rate, which will be reported on May 8. New single-family home sales in March declined, but performed better than

expected. Contracts for new sales fell 15.4% from the February pace to a 627,000 seasonally adjusted annual rate. Despite the weakness in March, strength in January and February left the first quarter total of new home sales 6.7% higher than the total for the first quarter of 2019. Data also suggested that sales for smaller builders held up better in March, as they have a greater market share in more decentralized exurban and rural markets. Overall months' supply of inventory increased to 6.4. The same pattern was seen for resale housing activity. After reaching a 13-year high in February, existing home sales declined 8.5% in March, the largest monthly decline in more than four years. Inventory remains limited in the resale market, with a months' supply measure of just 3.4. In addition to declines in sales volume, the housing market continues to adjust to new market conditions. For example, NAHB survey data collected in early April indicates that 24% of builders operate in markets where virtual inspections may occur. A full

20 percentage points of that share are markets where this is new policy in response to the virus crisis. Thirty-two percent of builders operate in markets where third-party inspections may occur, but for two-thirds of that total this rule was allowed before the current crisis. NAHB survey data also indicates the impact the virus is having on the remodeling sector. Ninety-six percent of remodelers report declines in customer inquiries. And consistent with single-family and multifamily construction, 59% of remodelers report at least some issues with building material access. Next week's data will feature the initial estimate for first quarter GDP growth. With the current recession having begun in March, the data are expected to show negative growth for the quarter, the first decline since the first quarter of 2014. Additional data will explore the current rate of homeownership. Finally, the debate concerning the impacts of recent fiscal and monetary policy

actions is underway. For example, generous unemployment benefits may result in a slowing of some small business re-opening, such as restaurants, due to the difference between offered wages and existing benefits. Additionally, an editorial in the Wall Street Journal on April 23 suggested that recent monetary policy moves would result in inflation. While this is possible in the long-run, in the short-run the economy faces greater risks for deflation, which is a more painful phenomenon for holders of business and household debt. Inflationary pressures should be relieved as the economy reopens. We will continue to update our outlook as more data become available. EPAB President’sMessage

EPAB remains focused on crisis, builders rise to challaenges “As of April 17, 2020, we have approximately 38,000 people that have filed for unemployment in our community, as reported by the Texas Workforce Commission. I hope all our members and their families are doing well. I want to start by thanking all our members for all your support. We are living through some interesting and unprecedented times, to say the least. Governor Abbot has begun the process of opening some businesses if they choose to open. There are a lot of mixed emotions because some people say it is too soon. Compared to numbers across our state, El Paso is doing quite well, in my opinion. It’s unfortunate that as of my writing the column, we have 887 positive cases of COVID-19 and 18 deaths going on our 47th day since our first reported case in El Paso County with an approximate population of 850,000. We have had some friends in our industry that have made a full recovery, and sadly we have lost Sergio Melendez, a dear friend, and mentor to all of the inspectors here in El Paso. He will be greatly

missed in our community. We must find a way to go through this, one way or another, good or bad we must be ready and eager to go forward and make the best of our current situation. I believe that we must brace ourselves for a rough ride in the upcoming weeks or worse months. Our economy has been damaged by this virus and has changed our current and future lives forever. We need to try and adapt and find ways to combat against COVID-19, as it has let itself into our community and may stay for some time. Also I would like to personally thank all builders for the great job you and your staff have done working with the new regulations that have allowed us to continue working without any citations being issued or shutdowns. Construction projects were allowed to continue through the stay at home orders. The Texas Association of Builders has done a great job and kept our industry working during this emergency stay at home. Our association remains focused on our current situation. Association moves forward as we return to business not ‘as ususal’ Ray Adauto Executive Vice President El Paso Association of Builders

The silent killer came into our lives. It has done more damage to our businesses and families than any other event in my life. Nowhere is clearer than the rules to stay at home, social distancing, face covers, closures of businesses, schools, events. The list goes long and deep. It has affected the building industry in those and other ways. While I can go on and on about the ill effects of the covid, I would like to share some good that has come our way. Our associations value was really shining during this time. We had the opportunity to run and hide or lead the way through the rules, regulations, risks, misunderstandings, and much more.

Our state association was as much a partner in everything we had coming from Austin and across the state. Scott Norman has been available to me any hour and day. The fight from here was as important to TAB as TAB was important to EPAB. Our members stepped up to the challenge. I mean like you would not believe. Innovation from our Associate members as they dealt with office challenges, protecting the client while servicing the consumers. Our builder members rose to the needs of their crews and the real estate world. Additionally, the issue of dealing with customers who traditionally include every family member in the purchase of a home.

Our biggest struggle, beyond dealing with rules and rule makers, was changing a culture of workers who bravely show up to work not knowing much more than how to work. It must be hard to take new orders on doing something you have done for decades, but like these workers have done they took the bull by the horns and took the instructions to heart. Oh, I am not saying we have had everything go super, no not at all. But those who initially refused to follow the protocols the peer pressure and warnings may have done the job for us. I will take that anytime. So, as I write this we go into the unknown again, as the city is reopening and with that, we enter the twilight zone for a while. We

just do not know if we are too early or just right reopening now, but clearly, we just cannot hide anymore. The economy went from best in the world to having more that twenty-one million people out of work, food lines, facemasks, and more. I will not say we are now well because I have reservations. Did we need to open now? Absolutely. Can it come back? No doubt. But we are Texans, Americans, proud of doing the work we do, proud of our community and our fellow members. With God’s help we will not only survive but thrive. So far, we have proven we can respect the orders, now let us hope the government respects us.

NationalOutlook Last Few Hold Out States are Starting to Allow Construction Activity to Resume NAHB Thanks to efforts by NAHB and state home builder associations, the few remaining states that have halted residential construction activity due the COVID-19 pandemic — Michigan, New York, Pennsylvania, Washington and Vermont — are taking steps to allow home building to resume production. In a critical win for NAHB and the residential construction sector, the Department of Homeland Security (DHS) on March 28 designated construction of single-family and multifamily housing as an “Essential Infrastructure Business.” Although this designation was not binding for individual states, most states followed the federal guidelines. To keep workers safe on the job site, NAHB and other members of the Construction Industry Safety Coalition put together a Coronavirus Preparedness and Response Plan for Construction that outlines the steps every employer and employee should take to reduce the risk of exposure to and transmission of COVID-19. It describes how to prevent worker exposure to coronavirus, protective measures to be taken on the job site, personal protective equipment and work practice controls to be used, cleaning and disinfecting procedures, and what to do if a worker becomes sick. The plan served as the basis for materials provided for the COVID-19 Job Site Safety Stand Down held April 16. While it was clearly demonstrated that residential construction could continue in a safe manner as long as workers were cautious and altered their normal behavior to comply with these new safety guidelines, five states refused to designate home building as an essential business. NAHB and the state home builders associations remained in contact with the five governors and state officials and now that is changing.

Pennsylvania: Gov. Tom Wolf (D) announced that all businesses in the construction industry are permitted to resume in-person operations beginning on Friday, May 1, as long as mandatory safety protocols are in place. The order says that operations can resume “pursuant to the Governor’s and Secretary of Health’s April 20, 2020 amendments to the Business Closure Orders so long as their activities strictly adhere to this guidance.” View more details here. Washington: Gov. Jay Inslee (D) announced the first phase of construction openings in his state on April 24. Reps. Dan Newhouse (R) and

Cathy McMorris Rodgers (R) also contributed to this effort. More details on the construction openings can be found here. Building Industry Association of Washington Executive Vice President Greg Lane was part of the working group that developed the safety guidance to allow construction to begin in the state. Vermont: As of April 27, Gov. Phil Scott (R) allowed outdoor home building activities to resume with a maximum of five total workers per job site. Interior construction may occur in uninhabited structures, adhering to social distancing standards, with no more than five workers maintaining

social distance between them whenever possible. Access NAHB’s updated map showing where construction can continue and all of the safety resources to help employers and workers remain safe on the job site.

Here is the latest update: Michigan: Gov. Gretchen Whitmer (D) said in an April 27 news conference that she may soon allow construction to restart in the state if the trajectory of coronavirus hospitalizations goes down and testing goes up. She told Politico that “low-risk” work such as construction and other “outdoor enterprises” could reopen in the next phase. New York: Gov. Andrew Cuomo (D) has announced plans to reopen regions of the state in coordinated phases, starting with construction and manufacturing, in mid-May. The Empire State’s number of cases and death rate from the coronavirus is the highest in the nation.

Confidence in the 55+ Housing Market Drops Builder confidence in the singlefamily 55+ housing market dropped 30 points to 38 in the first quarter, according to the NAHB 55+ Housing Market Index (HMI) released today. This is the lowest reading since the fourth quarter of 2012. The 55+ HMI measures two segments of the 55+ housing market: single-family homes and multifamily condominiums. Each segment of the 55+ HMI measures builder sentiment based on a survey that asks if current sales, prospective buyer traffic and anticipated six-month sales for that market are good, fair or poor (high, average or low for traffic). “Before the coronavirus pandemic, the 55+ housing market was doing very well and was poised to continue on that path moving forward,” said Harry Miller III, chairman of NAHB’s 55+ Housing Industry Council and president of Regal Builders LLC in Dover, Del. “Now, many builders are in a holding pattern as potential home buyers in that age bracket are concerned about visiting sales centers and are waiting to see how the crisis will impact their ability to sell their existing homes.” For the three index components of the 55+ single-family HMI, present sales fell 25 points to 48,

expected sales for the next six months dropped 41 points to 34 and traffic of prospective buyers fell 33 points to 18. The 55+ multifamily condo HMI fell 29 points to 29—the lowest reading since the fourth quarter of 2012. All three index components posted decreases from the previous quarter: Present sales fell 24 points to 36, expected sales for the next

six months dropped 34 points to 27 and traffic of prospective buyers fell 39 points to 14. All four components of the 55+ multifamily rental market went down compared to the previous quarter: Present production dropped 18 points to 47, future expected production fell 24 points to 42, present demand decreased 32 points to 50 and future expected

2020Issue4 demand dropped 34 points to 49. “Like the broader housing market, the 55+ housing market has taken a significant hit due to the effects of the pandemic,” said NAHB Chief Economist Robert Dietz. “While we expect to see some further impacts in the short-term, we do expect the housing market to stabilize later this year and help lead the economy back to more solid footing.”

NAHB Updates Job Site Coronavirus Safety Guidance for Construction The Construction Industry Safety Coalition (CISC) has published important updates to its guidance for construction employers, employees and contractors on coronavirus exposure prevention, preparedness and response. NAHB is a key member of CISC. The Coronavirus Preparedness and Response Plan for Construction describes how to prevent worker exposure to coronavirus, protective measures to be taken on the job site, personal protective equipment and work practice controls to be used, cleaning and disinfecting procedures, and what to do if a worker becomes sick. The plan served as the basis for materials provided for the COVID-19 Job Site Safety Stand Down held April 16. The updates in Version 2 of the plan include some significant changes and additions as more data have become available on the spread of COVID-19, including: • New guidance on the use of face coverings, including masks and cloth coverings (bandanas, etc.) •  A new section, Guidance for

Critical Infrastructure Employers, based on new CDC guidance • |Specific procedures for screening and allowing visitors onto job sites • An appendix on the procedures for monitoring the temperature of workers, including next steps if a high fever is found •  Additional guidance on ride sharing, and the use of common drinking and eating sources. The safety plan is customizable for companies to meet state requirements for a coronavirus response plan and includes a graphic-based poster intended for display.

Home builders, general contractors, contractors and other companies conducting work on construction job sites are encouraged to download the guidance, customize it for their companies, and distribute or display to workers. The safety plan also contains authorization letters for workers to carry with them should they be asked by local law enforcement their purpose for being out of the house. EventOutlook EPAB Board Meeting goes online Times change and so do the way we do business. We have held more online meetings in the weeks since the shelter in place orders than in the entire history of the association. The El Paso Association of Builders board met via GoToMeeting on April 16. The historic meeting went for about an hour when President Edgar Garcia opened the meeting. For some the meeting was a godsend since they were stuck away from the office or in an office with very few people around them. As we move forward the new normal may be what you see today, refined we hope with better equipment, better abilities, and skills to actually conduct these meetings.

Ideas on how to make an online meeting fun Before planning an online meeting, brainstorm ways to keep your remote workers engaged. Listening to a manager read from a cue card won't stimulate the energy needed to reinvigorate your team. These are some potential fun ways to liven up an online meeting: Make introductions. Go around the virtual meeting room and ask everyone to introduce themselves. This acts as an icebreaker and sets the tone for everyone contributing to the call. Introduce brainteasers. Start with a teambuilding exercise before getting into the point of the meeting. Make it a contest on who can build the most creative object out of Lego bricks or time the team to finish a puzzle. A funny interactive quiz could also break the ice between online meeting attendees. Play a guessing game. Another icebreaker is to play an I Spy game before your online meeting starts. Ask each participant to describe a unique item in their remote work area and have team members guess the object. But with remote employment on the rise, even conventional businesses will see an increase in online meetings in the coming years. To help you conduct more productive online meetings, here are seven tips that can be implemented immediately. 1. Have a clear and well-communicated agenda. A meeting with a vague purpose often leads to confusion and a lot of wasted time. Never hold an online meeting without a clear agenda. To make things easy for everyone, prepare a formal agenda with all the key issues to be discussed in the meeting and sort them according to your business needs. Also clearly mention what role you expect from each participant in the meeting. Send this agenda at least 24 hours before the meeting, and seek acknowledgment from all the participants. Also, set automated meeting reminders using Google Calendar.

2. Appoint a meeting moderator. A meeting without a moderator is almost certain to go off track. By appointing a moderator, you give that person the authority to control proceedings. No one can speak without the moderator's permission, and the moderator is the one keeping everyone focused on the topic. This is particularly important in online meetings, since there's a high chance of miscommunication due to internet connectivity and audio or video quality issues. 3. Prepare your system in advance. Ask all the participants to restart their computers at least 20 minutes before the meeting gets underway. Make sure your camera and microphone are working and that your meeting software supports multiple participants. For one-on-one meetings, you can go for a standard video calling service like Skype. But if there are multiple participants, I'd recommend using a specialized application like ClickMeeting, which gives you the ability to conduct online meetings much more professionally. 4. Set time limits. Time-capping your meetings can

significantly boost your productivity and help you extract a lot more value in the limited time you have. For example, you can set the meeting duration to 30 minutes and assign 10 minutes to each of the agenda points. This way, the participants will stay focused and the meeting will not go off track. 5. Minimize distractions. Distractions can easily cause miscommunication in online meetings. To avoid them, make sure all your participants are sitting in a closed and well-illuminated room with a clear background. Also, it's better to use headphones and a collar mic instead of your laptop's mic to ensure clear communication. 6. Conclude with clear action items. Many corporate meetings end with vague promises and assurances from the participants. It is the responsibility of the moderator to extract action items for each of the agenda points and get acknowledgment from all the participants. The key rule is to identify an action item, assign it to one individual and agree on a deadline. Without these three things, no action item can be tracked effectively.

REMEMBERING ANNA GILL

She was the first woman president of the El Paso Association of Builders. She was a mover and shaker back when it was thought only men could do the moving and shaking. She married a cowboy who turned builder, then when he could not anymore, she started her own construction company. I’m talking about Anna Gill, the dynamo and super awesome woman with all the

chutzpah to take on construction and the leadership of the association. Anna Gill passed away peacefully Wednesday, April 1, 2020, at age 88 in Corvallis, Oregon. Anna was born on April 24, 1931, in Wichita Falls, Texas. She was raised in Marfa, Texas where she attended elementary school. She graduated from Carlsbad High School in New Mexico. Anna returned to Marfa to work for her aunt as an operator for Southwestern Bell Telephone Co. In 1950 she moved to El Paso as an operator for Mountain Bell Telephone Co. Anna met her loving husband, Burgo D. Gill Jr., country dancing at a local honky­ tonk and married him in March 1952. They were quite skilled at dancing and won a plaque for the best jitterbug. Anna spent her life committed to helping others through her work with the Builders Association. In 1980,

Anna started her own business, Annaco Building Inc. Anna served as President of the El Paso Builders Women's Council for three terms. In 1991, she was the first female president of the El Paso Association of Builders and oversaw the funding and building of the Fire Safety House that was used to teach elementary students to fire safety. She was named Builder of the Year in 1992 and was inducted in the El Paso Women's Hall of Fame in 1994. She worked with Christmas in April, a nation­wide nonprofit that helps low income, disabled and elderly homeowners with home repairs for 12 years and served as the local president in 2003. In addition to her association work, Anna was an advisory member of the Ysleta Career Center and spent eight years on the Zoning Board of Adjustments.

Anna was a role model to many and a leader in her community. She loved traveling the world with her husband and enjoyed spending time with her friends playing bunco, bowling and just catching up over a meal. She was known for her sense of humor, taking risks and her love of chocolate, Mexican food and sports. Anna is survived by her two children, daughter, Catherine Gill Horgan and son, Burgo D. Gill III, six grandchildren and two great­ granddaughters. She was buried next to her husband in El Paso at Fort Bliss National Cemetery. Her gravesite service will be held later. In lieu of flowers, donations can be made to the Alzheimer's Association.
