By Timothy Anderson LBK and Bradenton Beach complete beach erosion projects BRADENTON BEACH - After several delays and budget issues, it was recently announced that the ongoing project to replace the decades-old erosion-control groins on Cortez Beach is complete.

The project began in March 2015.

At that time, the estimated completion date was December 2015. The original budget for the project was $5 million. Officials now put that figure at $5.4 million.

Meanwhile, officials in Longboat Key said that the months-long beach renourishment project there has been completed ahead of schedule.

Communities eye marijuana moratoriums Manatee County joins growing list of cities and counties that are implementing a halt on marijuana dispensaries.

ven though the state of Florida passed the Compassionate Medical Cannabis Act in 2014, which authorizes certain physicians to prescribe low-THC cannabis to specific patients, thanks to the passage of Amendment 2, many city and county governments are only now taking action to enact ordinances that would place a moratorium on medical marijuana dispensaries in their jurisdictions, and Manatee County is one of them.

Sarasota city commissioners have already agreed to a nine-month moratorium during which time the city will not approve any applications for medical marijuana dispensaries and treatment centers to be built or do business within city limits. City officials there claim they need time to analyze the current zoning

and building codes to see how they apply to this new class of businesses. Last month, Hillsborough County commissioners approved a six-month moratorium there. The cities of Orlando, Wildwood and Delray Beach, along with Orange County, have also passed similar moratoriums.

At a meeting in October, the Manatee County Board of Commissioners agreed with this approach, approving a six-month moratorium in the county to give them time to sort out the necessary rules that would regulate “the acceptance and processing of new applications for the establishment of medical marijuana processing and dispensing facilities in Manatee County.”

According to county officials, things such as the number, location require-

ments and operating hours of medical marijuana dispensaries, as well as other zoning regulations, will need to be decided before dispensaries and grow houses can be opened for business.

The moratorium does not apply to municipalities within Manatee County, only to unincorporated areas in the county; however, several cities are either talking moratoriums, or have moratoriums already on the books.

Longboat Key officials are leaning towards a dispensary ban of one year, while Bradenton Beach is opting for a sixmonth time period. Holmes Beach commissioners also plan to further discuss the possibility of enacting a marijuana moratorium at their December meeting.

n 1995, the state of Florida enacted the Bert J. Harris, Jr., Private Property Rights Protection Act, which provides a specific process for landowners to seek monetary relief when their property is unfairly affected by government action.

On April 1 of this year, the city of Anna Maria adopted a vacation rental ordinance that limits the number of occupants in the city’s short-term rentals to eight.

Since then, the city has received almost 90 claims from rental property owners under the “Bert Harris Act,” requesting restitution from the city to the tune of nearly $30 million. The claimants allege their properties have lost value

due the occupancy limitations enforced by the city’s ordinance.

The value of the individual claim amounts range from $120,000 for a three-bedroom home located at 210 Sycamore Ave. to $1,345,000 for the five-unit property at 201 S. Bay Blvd.

To date, Anna Maria has received 86 claims. Each claim must include a valid appraisal that demonstrates the loss in fair market value to the property.

In Holmes Beach, residents have also started filing claims with the city after a September 2015 ordinance there reduced the occupancy limit to six people per unit. So far, 18 rental property owners have filed claims amounting to nearly $5 million in financial losses.

To date, the biggest single claim filed in Holmes Beach is $730,000 for the property located at 214 54 St., A and B. Under the Florida statute, the cities have 150 days to respond to each claim with a written settlement offer.

After that time, the claimants could opt to take the issue to court.

Anna Maria sees claims stacking up following the adoption of Ordinance No. 15-807 regulating short-term vacation rentals within the city.

he list of new and rebranded properties on the mainland that are borrowing the “Siesta” name is growing longer, with the recent announcement that Paradise Plaza, located directly across the Tamiami Trail from Westfield Southgate Mall at the Bay Road intersection, is planning a cosmetic overhaul, complete with a new name.

The owner of the 140,000 square-foot plaza, ECHO Realty, is preparing for a $600,000 remodel of the shopping center. It is expected to be completed in March 2017, with the new name the Shops at Siesta Row. Armand’s Place More bragging rights for St. Armands

O

ne might think that if you open a restaurant or business on St. Armands Circle, you will be an instant success and money just pours in. So untrue. There is no shortage of businesses that have come and gone over the years. The bottom line is, no pun intended, you have to have what customers want in order to make money and be successful. And if your standards or quality is sub-par, you will fail, without any doubt. Which is exactly what happened to a previous burger joint at the north end of the circle. Insert Armand's Place, a new bistro-style restaurant, into the location and they're off to the races, but only the staff will determine if they will prevail and take the Triple Crown.

Not only is Alexandre Conrad new to St. Armands Circle with his new restaurant, he is also new to the United States, or America, as he and his fellow Frenchmen and most Europeans call it. Conrad has the challenge of settling into an entirely different culture, and also of achieving success with his month-old restaurant.

His plan? It's simple: produce the best quality food at an affordable

price with a pleasant atmosphere. So, has he done that? I stopped in the other day to find out. And let me be the first to say, check, check and check.

The place is awesome.

The Frenchman knows what he's doing.

The first thing he did was handpick Chef Anita to be at the helm of the kitchen. Anita brought with her a wealth of culinary knowledge she received from her grandfather, one of the finest chefs in Europe.

Building around a strong lamb influence, Chef Anita and Conrad created a unique menu with outstanding choices, such as the shrimp and salmon skewer with salad for only $10. Although it was

a special for that day, it tells me the owner and the chef know what to offer and how to price it, because, let's face it, folks, just because your restaurant is on St. Armands Circle doesn't mean you have a license to gouge customers with high prices. No matter where your customer comes from, I guarantee they are smart and they are looking for great food at a fair price, which is exactly what Armand's Place offers.

I also ordered the triple slider, which was a salmon burger, a lamb burger and an Angus beef burger. All three were amazing. I'll put it to you this way. When was the last time you had a burger that was so good you didn't add any condiments to it? Do you get my

point? Even the accompanying salad with the skewer was delicious.

Other items on the menu include pork, chicken and shrimp skewers, ribeye steak, chicken wings, Angus burgers, salmon burgers and a smoked salmon salad, to list a few.

Truthfully, the menu is dynamite. Very reasonable pricing and the atmosphere was bright and clean. Perhaps a tad too lily white for my taste, but overall, a very cool bistro. I loved the place.

So do me a favor, go down and see Alexandre and offer him a warm American welcome to the beautiful Estados Unidos. I know that's Spanish, I just felt like writing it.
