AMI officials looking to firm up plans for traffic study

Manatee beaches boost county tax numbers

ANNA MARIA ISLAND - Members of the Coalition of Barrier Island Elected Officials (BIEO) recently met to discuss the potential scope of a proposed traffic study slated for Anna Maria Island during the 2017-18 winter tourist season.

BIEO officials agreed that a priority of the study should be to determine the affect of traffic from the mainland.

The cost of the study could be as high as $800,000, but don’t worry: the Florida Department of Transportation and Sarasota/Manatee Metropolitan Planning Organization are footing the bill.

HOLMES BEACH - According to figures released by the Manatee County Tax Collector’s Office, fiscal year 201516, which recently ended, was a banner year for tourism in the county, with visitors to the area generating over $12.4 million in tourist taxes. This record-breaking revenue will be used by the Tourist Development Council to further promote tourism to the area.

Of Manatee County’s municipalities, Holmes Beach saw the biggest improvement in tourist tax collections, with a 24.9 percent increase over the previous year.

Bridge Street Pier gets cash for repairs BRADENTON BEACH - The Tourist Development Council has offered to cough up funds, up to $125,000 on a reimbursement basis, to help with repairs to the Bridge Street Pier. The pier was damaged by Tropical Storm Colin in the beginning of August.

he ongoing project to replace the decades-old erosion-control groins on Cortez Beach recently announced another delay.

Although the beach renourishment project was nearly completed when Hurricane Hermine rolled into town at the end of August, the storm caused two sections of the center groin’s plates to drop about two inches. Construction ground to a halt while crews waited for concrete forms to be delivered to the site, and repairs to that section only just started being made in mid-October.

According to Bradenton Beach Mayor Bill Shearon, the new anticipated com-

pletion date is January 2017.

The three erosion-control groins were originally built in the 1960s. Locals and visitors have said the months-long replacement of the structures has interfered with parking at Cortez Beach, but city officials have said the project will be worth it in the long-run to protect one of the community’s most valuable resources: the beach.

The project began in March 2015. At that time, the estimated completion date was December 2015. The original budget for the project was $5 million.

Officials now put that figure at $5.4 million.

LONGBOAT KEY - As the Nov. 8 election looms, more and more cities and counties in the state of Florida are questioning how they would regulate medical marijuana dispensaries within their jurisdictions if Amendment 2 is passed, and the town of Longboat Key is one of them.

Sarasota city commissioners have already agreed to a nine-month moratorium during which time the city will not approve any applications for medical

City officials in North Port and Venice are also expected to discuss marijuana regulations at their upcoming meetings, while county officials in Sarasota and Charlotte counties are planning on working together to coordinate new rules if necessary. Sarasota County officials are taking a “wait-and-see” approach and also plan on working with state legisla-

marijuana dispensaries and treatment centers to be built or do business within city limits. City officials there claim they need time to analyze the current zoning and building codes to see how they apply to the new class of businesses, if Amendment 2 is passed.

As discussed at a recent workshop meeting, Longboat Key officials are also in favor of passing an ordinance that would place a moratorium on medical marijuana dispensaries and treatment centers in the town, but they would enact a time period of one year. The soonest it could go into effect would be December.

According to Sarasota County planners, it would be appropriate to work with leaders in the marijuana industry when it comes time to implement any new laws pertaining to the amendment, as it would be in everyone’s best interest to develop regulations that serve a mutual purpose.

Amendment 2 would allow physicians to certify patients as eligible to receive medical marijuana as treatment for certain specific debilitating diseases or medical conditions, such as cancer, epilepsy, glaucoma, HIV, AIDS, posttraumatic stress disorder, amyotrophic lateral sclerosis (ALS), Crohn's disease, Parkinson's disease, multiple sclerosis and other comparably debilitating medical conditions.

andy Mann, a Longboat Key property owner who lives in Kentucky, has amassed record-breaking fines due to the state of his property at 549 Hornblower Lane.

The fines, in the whopping amount of $49,106, have been imposed by the Longboat Key Code Enforcement Board for issues such as a rotting fence, unsafe stairs and roof and drainage issues. This fine nearly quadruples the next-highest fine the town ever recorded.

In order to collect on it, the fines have become a lien on the property, and this record-breaking lien has city officials speaking up, particularly LBK Commissioner Phill Younger.

While being careful not to offend any individuals, Younger contends that the existence of such an exorbitant fine only underlines his opinion that the members of the Code Enforcement Board are not equipped to handle their responsibilities properly.

Younger, who sat on the board himself several years ago, feels the whole process needs some tweaking, possi-

bly starting with fewer and more knowledgeable board members, and possibly including an attorney on the board.

However, Code Enforcement Board member Beverly Shapiro puts the large fine squarely on the property owner’s back, saying he repeatedly ignored the town’s violation notices and put off making the necessary repairs. Daily fines on the property had been accruing for over seven months.

Town commissioners will address this issue at their Nov. 7 meeting. They will have the option to uphold the fine amount, reduce it, or clear the lien completely.

The Code Enforcement Board denied an appeal from Mann last month and has recommended that the Town Commission enforce the fine.

f Unicorp Acquistions LLC has any hope of moving forward with its $1 billion plan to redevelop the Colony Beach & Tennis Resort property, it has to shoot for approval to sell from at least 216 of the 237 individual unit owners.

The deadline for unit owners to approve or decline Unicorp’s buyout proposal is Nov. 10.

According to Unicorp’s Chuck Whittall, the company has received over 100 votes so far, all of which have been in favor of the buyout proposal. Unicorp has allotted over $44 million to pay the

unit owners for their units.

If the unit owners agree to the buyout, Whittall is expected to present a comprehensive site plan to the LBK Planning and Zoning Board in December. If the board approves the plans, the project will then need voter approval from a referendum in March.

The current plans for the development include a resort with 180 hotel rooms, 180 condo units and 67 timeshare units.

The Colony was closed in 2010 due to financial issues, but found new life when Orlando-based Unicorp announced it had closed on the 17-acre property for $22 million.

Big Pass dredging project decision coming soon

ccording to the most recent report from the Florida Fish and Wildlife Conservation Commission (FWC), a large bloom of the red tide organism, Karenia brevis, persists in the Gulf waters off of Manatee and Sarasota counties. Fish kills affecting multiple species, as well as respiratory irritation, have been reported in some areas, although the bloom appears to be more patchy, and appears to be slowly moving towards the south.

The Karenia brevis organism produces a toxin that can contaminate

some shellfish and affects the central nervous systems of fish, marine mammals and birds. In high enough concentrations, this can result in fish kills and even marine mammal death.

When the toxin becomes airborne, usually by breaking waves near the shore, onshore winds can transport the toxin to beachgoers, resulting in eye and respiratory irritation, usually coughing, sneezing and itching.

Karenia brevis blooms occur in the Gulf of Mexico almost every year, generally in late summer or early fall. They are most common off the central and southwestern coasts of Florida between Clearwater and Sanibel Island, but may occur anywhere in the Gulf.

SIESTA KEY - A decision about moving forward with the controversial proposed dredging of Big Pass is epected to be announced within the next month or so by the Florida Department of Environmental Protection (FDEP).

The FDEP recently received an application from the U.S. Army Corps of Engineers to dredge the pass and has up to 60 days to either approve or deny the application.

The project involves dredging Big Pass in Sarasota Bay and using the

sand to renourish a 1.5 mile section of the beach on south Lido Key. While Lido Key residents are all for it, many Siesta Key residents are concerned that a change in the flow of water through Big Pass will result in more erosion of Siesta Key’s worldfamous beaches.

A Siesta Key group called Save Our Siesta Sand 2 has vowed to file a lawsuit against the city of Sarasota and the Army Corps if the FDEP issues permits to allow the dredging.

Siesta Key Oyster Bar

T

o put it simply, the Siesta Key Oyster Bar, or SKOB as they put it, is a restaurant that was designed to not only NOT fail but to flourish every month of the year. How so? They take old Florida charm and pair it with great seafood. The atmosphere is perfect and so is the food.

Now, I am not going to lie, I did not order much when a friend and I paid them a visit recently. We were invited to a dining event a little later on, so we had to give SKOB a just sample taste. Conveniently for us, we picked a time of day when it was happy hour for crawfish and oysters.

Love it, because I love both.

My friend wasn't a big fan of the crawfish, but he's from NYC, so he wouldn't be, or would he? I insisted he try them but he's going to have to take some time to come around. As for me, being from the South, I jumped in feet first and they were

delicious, accompanied with potatoes and corn. The oysters were large and absolutely superb. Of course, we washed them down with a cold Bud Lite draft. A couple of them, to be exact.

Other menu items include flatbreads, Black Angus burgers, pan seared scallops, shrinp and grits, beer battered fish and chips, and the Chef’s Special Caribbean Mariscada (sauteed shellfish and fish in a light fish fumet with Coconut SK Spiced Rum).

It was unfortunate that we were not able to order a full meal, but from my experience with the taste of these items, along with the atmosphere and old Florida charm, I will be back without fail. The only problem I had with SKOB was the large Chicago Bears flag flying high and proud. Go Bucs!

here are very few places, OK, restaurants, that leave me with the "WOW" factor: that when I leave, I go, damn, that place was awesome. Well, guess what? Amore Restaurant is one of those places. From the rich atmosphere to the high-end service and amazing food, I love the place. I have been there twice and I live in Indian Rocks Beach. The food is not only out of this world but is also affordable, not something you would expect from an upscale restaurant in Longboat Key. When I first entered Amore, I immediately registered a restaurant rich in tradition. For someone like me, who takes it all in, the interior design of Amore will take you back to the days when restaurants had glamorous dĂŠcor, with crown molding, beautiful tables and deep color throughout the restaurant.

On my most recent visit, I sat at a table alongside a window with a friend so we could enjoy the early evening light and live opera music by the Gloria Musicae Singers.

Yes, my friend, John, and I are very comfortable in our manly skin. I mean, we would have to be, right?

We were quickly approached by our server, who for the life of me, I cannot remember his name. His service was as memorable as his name. He was not horrible, but he was not great, either.

Nothing compared to all the other staff that constantly checked on us, from the maĂŽtre d' to another female server to the manager. Absolutely amazing. My server on my previous visit, an older gentleman with a thick accent, was impeccable. I did not see him on this evening.

On my previous visit, I ordered two entrees to get a better feel for the restaurant. I went with both of the items my

server recommended: the Chilean Seabass Cartoccio (baked in parchment paper with potatoes, olives and tomatoes) and the Lamb Shank (braised with Nebbiola wine and vegetables served with saffron risotto).

OMG, both dishes were simply out of this world. Cooked and prepared to perfection. I can't say enough about both entrees. The seabass was so tender and delicious, and the lamb shank was simply incredible. Hey, I know, simply twice, but it was and they were.

On this most recent visit, my friend and I went with one of the early dinner menu specials, both choosing the Salmon Red Pesto, seared and served with sundried tomato pesto sauce. John also ordered one of the salads then ranted and raved about it, and I went with the eggplant

pasta. Not only did we both order the same entrĂŠe, we also both ordered the Tiramisu for dessert. My only complaint was that I ate too much food. But, seriously, the fish was amazing.

Amore also offers a variety of fresh pasta, such as Lasagna All'Emiliana, the Ravioli of the Day, and Linguini Frutti di Mare (clams, mussels, and calamari in a garlicky tomato sauce).

Pacific Wild Salmon, Veal Piccatta, Chicken Rollatini and sirloin steak are other favorite items offered on the menu, amongst other great choices.

Again, what I found possibly the most amazing about my entire experience were the reasonable prices at Amore Restaurant, to dine in an elegant restaurant with not only the best food in the Sarasota area but in the entire Tampa Bay area.

You owe it to yourself to go to Amore.
