our City of Largo employees have found themselves out of a job after declining to work during Hurricane Irma. Two of the employees quit; two were fired. One employee, a solid waste driver who has worked for the city for less than six months, said he opted to spend the time preparing his home for the storm and was not surprised by his termination. However, another solid waste driver who has been with the city for 24 years, said he was surprised by his firing, instead thinking the city would have chosen to possibly suspend such a long-term employee, rather than termination. According to Largo City Manager Henry Schubert, most employees may

In Brief Officials: Irma good timing for Penny for Pinellas vote PINELLAS COUNTY - According to city and county officials across the board, the timing of Hurricane Irma only served to highlight the importance of renewing the Penny for Pinellas 1-percent sales tax in the upcoming Nov. 7 vote. If approved, the item on the ballot would extend the Penny for Pinellas program for another 10 years. In that timeframe, it is estimated that it would raise around $2 billion that will go directly to help fund various infrastructure projects throughout the county, such as repairing roads and bridges. Pinellas County Sheriff Bob Gualtieri and others pointed to the 2014 con-

be required to be present during an emergency. In fact, city employees signed an agreement in May acknowledging that they were considered emergency responders, and when necessary, these employees understood they were to report to work as required or face punishment that could include termination. Schubert called the agreement a condition for employment for most city workers. Schubert said the city would make allowances for certain extenuating circumstances that also involved a prsonal emergency, but that was not the case with these employees. The cities of Clearwater and St. Petersburg are also investigating Irmarelated job offenses.

t. Petersburg Police recently announced the arrest of a Clearwater man in connection to two unsolved sexual assault cases reaching back to almost 20 years ago. According to SPD detectives, Terry Dewayne White, 49, faces charges of sexual battery in cases from 1999 and 2001 after his DNA was entered into the FBI’s national database during the course of an unrelated investigation and then linked to these cases. The first sexual assault took place on May 2, 1999. According to police, a 22year-old woman was driving near Dr. Martin Luther King Jr. Street S. and Jasmine Way when her car broke down around midnight. Police say a man they now know is White offered to help her but instead took her to another location and assaulted her. The second case happened on July

DEVELOPMENT The new Hyatt Place hotel continues the ongoing boom that is downtown St. Pete. By Daniel Holloway

W

ith its craft beers, craft cocktails and art-centric vibe, the opening of the new Hyatt Place, located at 25 2nd Street North, embodies everything we love about downtown St. Petersburg, the city that was recently named one of the South’s “10 Best Food Towns,” an accolade that wouldn’t have existed a mere 10, or even five, years ago. The new hotel will soon also boast Oak & Stone, a beer and pizza tavern that will feature a self-serve system of 62 draft beers and wines, with an emphasis on local brews. Hyatt Place will also offer a ballroom that can accomodate up to 200 people, a rooftop pool and a bar--the Hybar--with outdoor seating. The Hyatt Place hotel was developed by Kolter Hospitality and the Kolter Group, in conjuction with ONE St. Petersburg, the 41-story luxury highrise condominium tower that is being built next to the hotel. The cost for both projects has been estimated at $200 million. And even with the addition of Hyatt Place’s 175 guestrooms and suites, St. Petersburg is barely scratching the surImage courtesy Kolter Hospitality

face of the demand for quality accomodations in Tampa Bay. Some say the Bay area is experiencing a development boom that hasn’t been seen in over 30 years, and the toursm numbers certainly appear to support that, with area hotels routinely booked at over 80 percent capacity. St. Petersburg currently offers around 1,000 hotel rooms, compared to Tampa’s 7,500, a fact that illustrates how valuable the redevelopment boom

will be to the local economy. According to hospitality industry expert Lou Plasencia, the time is right for the development of a large convention-type facilty in downtown St. Petersburg, which would make the city that much more attractive to large companies looking to hold their corporate meetings there. All told, there are plans for at least 27 new hotel developments in Tampa Bay over the next few years.

Judge shoots down PSFRD referendum wording

9

Turn your backyard into paradise with Caribbean Pools & Spas!

By Beth Ludwig

S

ome of you may remember the hoopla surrounding the wording on the ballot last November for the Pinellas Suncoast Fire and Rescue District’s tax referendum. The referendum had to do with the PSFRD wanting voter approval to use ad valorem taxes for its funding, instead of the previous flat rate that was charged to every household in the district. At the time, former PSFRD Chief Sal D’Angelo said the flat rate was no longer suffiicient to fund the District’s operations, and without an ad valorem tax, the District would have to layoff workers and possibly close a fire station. A group of residents, in particular Indian Rocks Beach Commissioner Ed Hoofnagle, objected to the wording of the referendum and urged the PSFRD to change it. Alas, the District declined. The wording remained unchanged on the ballot and the referendum was approved.

In Brief Coast Guard seizes $50 million in cocaine ST. PETERSBURG - Crewmembers of the U.S. Coast Guard recently offloaded 1,800 kilos of cocaine in St. Petersburg. The cocaine, valued at approximately $50 million, was seized by the crew on the Coast Guard Cutter Tahoma during an operation in the Caribbean. "This offload sends a direct message to those that seek to exploit a disaster to smuggle contraband at sea, that our operations continue to

Hoofnagle opted to file a lawsuit againt the District. Fast forward to now, and Circuit Court Judge Jack St. Arnold recently ruled in Hoofnagle’s favor, calling the deception of the voters “intolerable.” All in all, the ballot wording made it seem as though the District was lowering the tax, when in fact it was actually creating a whole new tax for voters. The PSFRD has the option to appeal the ruling and is expected to discuss it at their next board meeting Oct. 17. For the record, the original referendum read: “Pinellas Suncoast Fire and Rescue District is currently vested with the authority to levy an ad valorem tax of up to 3 mills subject to voter approval. Shall voters reduce the maximum millage rate to 2 mills and grant the District the authority to levy and collect the reduced Ad Valorem tax, the final rate to be set in an open budget process and not to exceed ½ mills in the first fiscal year?”

By Scott Lancaster support border and national security. While we continue to support hurricane response efforts, our interagency partners at the Department of Homeland Security and Department of Justice remain focused and committed to dismantling these criminal organizations." said Rear Adm. Peter Brown. Belleair Bluffs Fire Station set to open BELLEAIR BLUFFS - After years of planning, the new, state-of-the-art Belleair Bluffs Fire Station is good to go. Even residents who were previously opposed to the station’s residential location now only have positive things to say about the facility. The station, which has been built to withstand a Category 5 hurricane, will provide services to Belleair, Belleair Bluffs and the county unincorporated areas of Harbor Hills, Harbor Bluffs, and Oakdale Manor.

Toad the Wet Sprocket to make Capital Theartre debut By Daniel Holloway

W

hen Monty Python’s Eric Idle created the fictional band “Toad the Wet Sprocket” for the program “Rutland Weekend Television” in 1975, he never dreamed that anyone would actually use such a silly name. Fast forward to 1986, when four California teens adopted the monicker as a joke for their first gig at a Goleta, CA watering hole called The Shack. Toad the Wet Sprocket (Glen Phillips on lead vocals and guitar, Dean Dinning on bass and vocals, Todd Nichols on lead guitar and vocals, and Randy Guss on the drums) share in the kind of musical chemistry that can only come from meeting in high school and writing, recording and touring on albums over the course of the next 25 years.

“Walk On The Ocean” We spotted the ocean at the head of the trail Where are we going, so far away And somebody told me that this is the place Where everything's better, everything's safe After 1989’s Bread & Circus, they followed with Pale in 1990, Fear in 1991, Dulcinea in 1994 and Coil in 1997, as well as some compilation and rarities compilations along the way. While most will feel the comforting familiarity of the Billboard-charting hits, “Walk on the Ocean”, “All I Want”, “Something’s Always Wrong”, and “Fall Down”, new fans will also be well familiar with recent hits such as “California Wasted,” which continues to climb the charts. Even with a period of the band members weaving in and out of each other’s musical lives, the same creative curios-

ity that inspired the band to form in 1986 has brought them full circle to come back together again. Toad the Wet Sprocket will be celebrating the release of New Constellation, their first album in 16 years, with their debut appearance at downtown Clearwater’s Capitol Theatre on Thursday, Oct. 26 at 8:00 p.m. Ticket prices start at $42.50. A Meet & Greet package is available for $137.50. For more information, visit atthecap.com or call 727-791-7400.

The Roe Report By Cliff Roe Broker/Owner Roe Realty

H

ome prices have exceeded the all-time highs set during the peak in July of 2006. The national median price of a home is $263,800. In Florida the median price is $245,000 and in Pinellas County, it's $248,450. This can be great news for sellers, if they can find a buyer able to pay cash. Cash is important, since appraisals are required for financing. Prices have risen so fast it's difficult for appraisers to keep up. This has caused many loans to be cancelled at the last minute. Appraisers are locked in a box that forces them to use public records to substantiate their opin-

because most buyers pay cash. The reason you need to be aware of this situation is that each price point is dependent on the price bracket just below it. If the lowest price point stabilizes or falls, the one above it will have the same problem, and so on, up and down the ladder. Many experts believe we have hit a ceiling, because the higher prices created by shortages have caused many buyers to stop looking. I disagree, but I think price increases will be constrained for the time being. If you would like a full copy of the latest Roe Report that shows

ion of value. Appraisers don't want others' opinions unless they can be documented, but most are happy to learn about extenuating circumstances on why a property sold above or below market value. Good Realtors make this happen. The people who initially feel the impact of low appraisals are firsttime homebuyers. If you live on the water, you may think this can't impact your home's value,
