he Pinellas County Board of County Commissioners recently approved an ordinance to place the 10-year renewal of the Penny for Pinellas one-percent sales tax on the ballot for voters to consider on Nov. 7, 2017. At the same meeting, the commission also approved an interlocal agreement signed by the county and 24 municipalities that sets the distribution of the Penny funds throughout the county if the renewal is approved. The Penny sales tax funds long-term, capital infrastructure projects throughout the county, with each municipality able to determine which projects take priority in that community. To help citizens make an informed decision on the Penny renewal referendum, the county has launched an updated website featuring an interactive map focused on future projects proposed by the county and 24 cities. The map can be accessed by visiting www.pinellascounty.org/penny. The website also includes frequently

asked questions, budget information and examples of projects supported by the Penny over the past three decades. The county’s proposed projects focus on water quality improvements, including flooding and sewer spill prevention; upgrades and maintenance to area roads, sidewalks, bridges and trails; providing a safe and secure community through new fire stations and law enforcement vehicles, as well as other public safety projects; preserving parks, green space and environmental lands; and providing new and upgraded libraries and community centers, along with affordable housing options. The current Penny for Pinellas tax is set to expire on Dec. 31, 2019. This November, voters will decide on a renewal of the sales tax for another 10 years, from 2020-2029. Ahead of the vote, Pinellas County sought public input on future Penny projects, including open house meetings and an online survey that garnered more than 1,500 responses.

ST. PETERSBURG - According to St. Petersburg police, married couple Kyle Barrett, 30, and Netasha Hill, 39, have been arrested on child abuse charges after police officers found them passed out in a running car, with a crying baby in the back seat of the vehicle. The police report states that Barrett was in the driver’s seat with his foot on the brake; the car was in reverse. One window of the vehicle was open and the air conditioning was on. Police say the couple had been sniffing drugs before they passed out and were found unconscious by police officers. Hill has since bonded out of jail, but Barrett remains in custody at the Pinellas County Jail.

PINELLAS COUNTY COMMUNITIES’ REAL PROPERTY VALUE INCREASES

Pinellas County communities continue to see big increases in property values, means more money in county coffers. By Daniel Holloway

P

roperty values across Pinellas County continue to climb, and the community of Indian Rocks Beach is leading the pack with an increase in real property values of 11.49 percent over last year. Indian Rocks Beach also showed an increase in tangible property values of 35 percent and an 11.69 percent increase in total taxable value. Tangible property refers to everything other than real estate that is used in a business or rental property, like computers and other electonics, and furniture and tools. All of this means over $114 million more in taxable value this year in IRB. So while property owners might be bummed to realize this will probably

mean they will be paying higher property taxes, it’s good news for the critical Pinellas County services that rely on tax dollars to operate. County Administrator Mark Woodard recently revealed the county’s proposed $2.3 billion budget for fiscal year 2017-18, which begins Oct. 1. Thanks to the increase in taxable property values, which provide the biggest piece of the money pie for Pinellas County spending, the overall property tax rate for property owners countywide will stay the same as last year, coming in at $5.30 per $1,000 in assessed taxable property value. Several county departments, including animal services, the airport and

public works and the solid waste department, will benefit from a 4.2 percent increase in their operating budgets. This translates to almost $60 million more in available funds than last year. The operation of these departments comprises the largest chunk of the overall budget, at about $1.5 billion. The county’s five constitutional offices, which consist of the sheriff’s office, the property appraiser’s office, the clerk of the court, the supervisor of elections and the tax collector’s office, combine to account for $365 million of the overall budget, with the sheriff’s office getting the bulk of those funds. Woodard’s proposed budget will also allow for three percent pay increases for 3,500 county employees. According to Woodard, Pinellas County has the lowest debt per capita among Florida's urban counties.

Lake Seminole dredging project gets the green light from county

I

n a move that has been 30 years in the making, Pinellas County recently approved a plan called the Lake Seminole Hydraulic Dredging Restoration Project that will aim to improve the water quality in Lake Seminole. As one of Pinellas County’s biggest bodies of fresh water, restoring purity to Lake Seminole has become a top priority, so much so that Pinellas County commissioners agreed to earmark millions of dollars to the project. Lake Seminole is currently considered impaired by elevated levels of phosphorous and nitrogen. The lake is capable of providing for an abundance of plantlife, but the problem comes in when the plants die and decompose, thus depleting the lake water of the oxygen fish and other animals need to survive.

In Brief Belleair to hold another hearing for repeat rental offender BELLEAIR - The Town of Belleair is again accusing resident Kurt Steinmann, of 330 Roebling Rd. South, of illegally renting a room in his home through Airbnb.com. Steinmann was previously fined $4,000 at a special magistrate’s hearing in June. At that time, he said he would quit renting the room. However, within a month, the Town realized the room was still being rented. The Town has alledged that Steinmann has not registered his house as a rental property as required by the Town and so he is not properly licensed to rent the room. In addition,

Hanson marks 25 years @ Jannus Live By Daniel Holloway

I

f Hanson is commemorating 25 years since their first professional performance as a group at the Mayfest Arts Festival in Tulsa, OK, how old does that make the rest of us? Founded in 1992 at ages 11, nine and six, brothers Isaac, Taylor and Zac Hanson spent their first five years building a fanbase as an independent band in Tulsa, performing classic rock ‘n’ roll and soul music, as well as original material, to form their own unique blend of harmony-driven pop-rock. That early version of Hanson, known until 1993 as the Hanson Brothers, eventually took the brothers to the South By Southwest music festival in Austin, TX, where they were signed by manager Christopher Sabec, who in quick order got the brothers a deal with Mercury Records. And the rest is history. On May 6, 1997, Hanson released their first major-label album, Middle of Nowhere, which was met with huge commercial success, mainly due to the

ecent articles in The Roe Report have explained why home prices are going up. In the past year the national median price was up 5.8% but in our area it was up 14%. The reasons for these increases and why they could continue have been discussed. The increases are based on supply and demand. Some reasons include people staying in their homes for nine and a half instead of five years, the historic norm. We have one thousand people a day moving to Florida. As interest rates creep up, buyers that are sitting on the fence make a move to avoid higher costs. That are many other reasons, but the fact remains, demand is much stronger than supply. Overall supply equals 60 percent

The biggest difference between today and the housing bubble in 2006 is the way people borrow money. In the 2003-2006 period, buyers could get a stated income loan with no documentation. Today, they are offering loans with 3.5% down, but buyers need a credit score around 640 and they must prove they have the required amount of income. The most frequent question I receive is, "Will prices continue to rise at the current rate?" The answer is no. It's simple math. Prices cannot continue to rise three to four times faster than the increase in income. However, nobody knows where the top is or when it will happen. Cooters Restaurant & Bar: Classic, Old Florida Charm

f you Google cool seafood joints in Clearwater Beach, my guess is Cooters Restaurant & Bar will be at the top of the list. What a great place. No, you are not going to be wowed by the dĂŠcor, because, again, it's a great seafood joint in Florida. It's exactly what I would picture if I were to imagine the perfect Florida seafood restaurant. The atmosphere is casual and relaxing, and while, yes, I am a total restaurant snob, I do not want to sit in a cold and stiff restaurant. I want the warm, inviting and casual atmosphere that Cooters in CB offers. I know I said casual twice, but I don't utilize a thesaurus when I describe the interior of a restaurant. It's charming, it's, well, let's just say it's Florida. And I love my Florida. On my most recent visit, I chose to dine outside on the front patio, but there is no shortage of seating inside the restaurant. I happened, by freak of convenience, to dine at Cooters on a Thursday afternoon, which happens to be Super Grouper Thursday, when they feature

a multitude of grouper dishes at special prices throughout the day, including: Crab Stuffed Grouper; Grouper Parmesan; Grouper Piccata; Buffalo Grouper Sandwich; Blackened, Fried or Grilled Grouper Dinners; Grouper Surf & Turf; Grouper Cheek Caesar Salad; a Grouper & Shrimp Basket; and a Grouper Reuben. And, yes, they have a zillion other items in addition to

their amazing seafood, such as BBQ Baby Back Ribs, the Famous Cooter Chicken, the Sirloin Burger, and the list of mouthwatering items goes on. I actually wanted to try their killer wings but, hey, did you forget I was there on Grouper Thursday? So I went with the grouper Reuben and the grouper sandwich, because I couldn't decide what to get and so what

do you do? You order both. OMG, they were both out of this world. The Reuben was amazing and the grouper went perfectly with the Thousand Island dressing, sauerkraut and cheese. The grouper sandwich was perfectly prepared and the fresh, fresh bun was delicious. And, yes, I meant to say fresh twice. Oh, I almost forgot. I also had the She Crab soup, and let me say this, it was hands-down the best in the area. I dare anyone to create a better tasting She Crab. And just as amazing were the reasonable, and in my opinion, cheap prices. OK, affordable. Obviously I love the place. It is right down my alley and, truthfully, the perfect restaurant for me. Well, me and about a million others, I reckon. And I must confess, I have been to Cooters a ton of times, so I know you also have to order the Old Bay Steamer Bucket, which consists of mussels, oysters, shrimp, crab legs and corn steamed in a bucket and served with red potatoes and garlic bread. Damn, folks, get in there. I ain't playin'! Bon appetit!
