Pinellas wants input on Penny By Scott Lancaster

I

n November, after nearly 30 years, Pinellas County residents will take to the voting booths to decide if the Penny for Pinellas referendum should continue through 2030.

improvements and flood control. The county is planning three open house meetings to receive input from residents on how to best utilize Penny funds for future projects.

Penny for Pinellas is a county-wide one-cent sales tax that was originally approved by voters in 1989. The proceeds from the tax are distributed to Pinellas County and the county’s 24 municipalities to fund long-term capital improvement projects. Funds have been widely used to pay for projects such as road and bridge upgrades, neighborhood park and public facility

One of the upcoming meetings will be held Wednesday, March 29 from 6:00 p.m. to 8:00 p.m. at the Pinellas County Extension, located at 12320 Ulmerton Rd., Largo. According to data from Pinellas County, one-third of Penny for Pinellas revenue is contributed by tourists and seasonal visitors to the county. All tax proceeds stay in Pinellas County.

St. Pete hopes to prevent another sewage disaster By Jason Coffman

A

fter last year’s disastrous sewage spill, St. Petersburg is taking steps to beef up the city’s Northwest sewage plant, to the tune of $16 million. The sewage plant, located at 7500 26th Ave. N. in west St. Pete, released 58 million gallons of partially treated sewage in September 2016, after Hurricane Hermine left the system overwhelmed and unable to keep up. Before ultimately dumping into Boca Ciega Bay, some of the sewage ended up in nearby neighborhoods and in Walter Fuller Park, angering residents who said the city did little to warn or inform them about the situation. To prevent another disgusting and potentially dangerous mess, city officials have devised a plan to drill two new injection wells that will dispose of

treated waste underground. This project could take up to a year to finish, but officials are hopeful the new wells could be up and running within about nine months. The city will also add filters that will increase the plant's capacity to treat sewage to 55 million gallons a day. The current capacity is 40 million gallons a day. According to interim Water Resources Director John Palenchar, with these upgrades, the plant will have no problem keeping up, even if a storm like Hermine strikes again. The city expects to have the sewage plant upgraded before this summer’s rainy season. St. Petersburg officials have also said they are planning to spend over $300 million over the next five years to continue to upgrade the city's sewer and wastewater system.

Scientology plans downtown takeover

People affiliated with the Church of Scientology have been quietly, but aggressively, buying up chunks of downtown Clearwater real estate for the past several months, part of a master plan proposed by Scientology leader David Miscavige to create a retail district that will operate under the church’s management.

everal months ago, Miscavige met with Clearwater City Manager Bill Horne and Community Redevelopment Agency Director Seth Taylor to share the church’s vision, which involves acquiring all the land from Osceola to Myrtle avenues, between Drew and Pierce streets. Scientology officials would then cherry-pick retailers to lease the space, with the hope of attracting at least a few national retailers that would make the area more attractive to others. While the city has struggled for years

to revitalize the downtown core, many are uncomfortable with Scientologists taking the lead on the project. Vice Mayor Bill Jonson called the proposal “disconcerting” due to the lack of details that have been shared thus far. The proposal does not require city or voter approval, so the main concern for some city officials is that the project would be in step with what local residents and tourists would like to see and have in downtown, and not just catered towards the church’s parishioners. The city recently approved its own $55 million plan to revamp the down-

town waterfront district, but Horne said he has no problem with the church spearheading this retail project, especially since he was told that the church intends to sell the property back to the private sector once the area has been

revitalized. Unlike most of the church’s other real estate properties, these new purchases will not be tax exempt. Church affiliates have already spent tens of millions of dollars to acquire property within their target area.

Cross-Bay chugging right along By Scott Lancaster

he six-month Cross-Bay Ferry pilot program originally spearheaded by St. Petersburg Mayor Rick Kriseman is winding down, and it’s almost time for the cities of St. Pete and Tampa to talk numbers with Pinellas and Hillsborough counties. The pilot project was a joint effort between the four local governments, for which each ponied up $300,000 to launch. The ferry service has been running between the Vinoy Basin in downtown St. Petersburg and the Tampa Convention Center in downtown Tampa. According to a recent press release, the Cross-Bay Ferry has carried around 23,000 passengers since its inception in November. February ridership saw a 57 percent increase over January’s numbers, and officials expect to see another increase for March. In the press release, Kriseman said, “This pilot project is meant to test all aspects of ferry service in real life –

LARGO - A recent study indicated that the installation of a proposed aerial obstacle and zipline course at Largo’s Highland Recreation Complex will require more restroom facilities to accommodate the increased number of visiters to the complex. Bradenton-based TreeUmph! Adventure Course would be responsible for the cost of the additional bathrooms. Options might include adding on to the current facilities or building a new structure.

fter months of anticipation, Pinellas County commissioners recently agreed to do away with the county’s socalled Blue Law, which regulated the hours that restaurants and other establishments can serve alcoholic beverages. The previous code requirement stipulated that all business entities, both public and private, must not serve alcohol from 3:00 a.m. until

Pinellas County business establishments are now able to sell alcohol after 8 a.m. on Sundays. 8:00 a.m., Monday through Saturday, and from 3:00 a.m. until 11:00 a.m. on Sundays. Many business owners found the 11:00 a.m. Sunday requirement to be too restrictive and antiquated, and said

m a n y restaurant patrons simply wanted to have a b l o o d y Mary or mimosa with their Sunday brunch. The new code amendment sets the times at 3:00 a.m. to 8:00 a.m. seven days a week, countywide. Most municipalities were in favor of the uniformity of the change, but the amendment does allow for individual municipalities to set more restictive hours if they wish. Blue laws were originally enacted to curb various activities on Sundays for religious reasons.

baby parrots in the backseat. The owner of the Equinox was inside a bar called Bauser’s, located at 520 Douglas Ave. in Dunedin, and left the vehicle’s engine running while he was inside. A surveillance video showed the suspect sitting on the patio outside the bar before walking over to the car, getting in and driving away. The vehicle was recovered the next day in the Lakeland area. Six of the baby parrots were recovered a few days later. It is not known what happened to the other three birds. The suspect is described as 6-feet4-inches tall with short blond hair and a light beard. He was wearing a white tank top, jeans and a black backpack. Groupers: Old Florida charm with steamed shrimp to die for

L

isten up, my dear readers and friends, there is a new seafood joint in Indian Rocks Beach that I am demanding you go to. Yes, it is that good and it is actually that AWESOME. Stupid word, I know, but that's all I've got for now. Back to this new joint. It's called Groupers and their steamed shrimp is freaking amazing. Everything on the menu is also ridiculously cheap. Or should I say inexpensive? From their $1.75 domestic draft beer, including Shock Top, to their $3.00 glasses of wine straight from Italy. The best thing is that the wine is poured straight from a keg, which they say cuts down on the sulfites. It's crazy cool. But back to their shrimp. For only $10.50, you get a pound of spicy, steamed shrimp that you can dip in either butter or cocktail sauce. It is so, so good. You have to order it. Grouper's grouper fish tacos (see what I did there?) are also to-die-for. You get three tacos filled with grouper, cabbage and pico de gallo for $6.50.

How you gonna beat that? In addition, Groupers offers snow crab legs for $14.50 a pound, mussels served with garlic toast for $7.00, and the most amazing Grouper Gumbo. Yes, I love this place. The concept is casual, where you order at the counter and they bring you your food. Want another beer or soda, you go up to the drink line. In other words, you are on your own, which is actually pretty cool, because you don't have to tip a server, but you are welcome to throw a couple of bucks into

the tip bucket at the bar. The atmosphere is inviting, with a beachy vibe, equipped with TVs on the wall and country music in the background. There's truthfully nowhere else like this on the beach that I can think of. It is, without

fail, a must-go destination. One more thing. For the nonseafood lovers, and you know who you are, Groupers offers French bread pizza and Nathan's hot dogs or chili cheese dogs. The menu is small, but they do it extremely well. And in case you missed it the first three times I said it, don't forget to order the shrimp and a cold beer!

Firefall: Still red-hot after 40 years By Daniel Holloway

W

e have been loving Firefall for over 40 years. Well, some of us have. The rest of us have been loving them for as long as we can

remember. Firefall was formed in Boulder, Colorado, in 1974 by Rick Roberts, who had been in the Flying Burrito Brothers, and Jock Bartley, who had played in Zephyr. The two met while performing separately in New York City, but later reunited in their native Colorado. They rounded up bassist/singer Mark Andes, guitarist Larry Burnett, who had been driving a cab to make ends meet, and drummer Michael Clarke, and Firefall was born. The group’s self-titled debut album was released in April 1976, becoming Atlantic Records’ quickest album to reach gold status. The album introduced the world to songs such as “Livin’ Ain’t Livin” and the band’s

“Together we made music that was magic – songs that still get massive radio airplay nearly 40 years after they first appeared. Sure, we had some business and personality conflicts, but the enduring legacy of the band is these wonderful songs and studio performances that still stand the test of time.” ~ Jock Bartley, Firefall co-founder biggest hit, “You Are The Woman.” Firefall quickly followed up with another album in 1977, featuring the songs “Cinderella” and “Just Remember I Love You.” And now, over 40 years after the journey began, Firefall will be appearing at Ruth Eckerd Hall on April 8 as the special guests of Australia’s Little River Band. e purchased our first house in the Arlington area of Jacksonville. The area averaged 60 sales a year five a month. A few months later, a business relocated five executives to our area, doubling the number of buyers. We sold after 27 months for 215 percent of what we paid. Supply and demand determine a property's value more than any other factor. Any time a market has more listings than buyers, prices go down. If the market has more buyers than properties for sale, prices go up. Today, there are more buyers. It's important to understand the market. Just because an agent says they can sell your house for more than anyone else or over fair market value, doesn't make it so. An inexperienced agent, or one who over-promises, will usually get you less in the long run than an experienced agent who

and sellers must look at no more than six months of recent sales; three months is better. The comparison has to be apples to apples with adjustments made to match the subject property. The lot has a value and the structure on the property has a value. You must separate the two. You can't take two 70' x 100' lots, one with a house that has 1,000 sq ft and the another with 2,000 sq ft and just use the sales price per square foot on one to value the other. A good agent will explain how to value your property accurately using comparable sales and detailed adjustments for your home's unique features.
