St. Pete mulling ordinance to support living wage

n Nov. 16, St. Petersburg City Council members will vote on what they’re calling the “Living Wage” ordinance, a citywide measure aimed at reducing the number of those residents living in poverty in St. Pete. Spearheaded by city council member Karl Nurse, the ordinance would require companies that are awarded city contracts greater than $100,000 to pay their employees a minimum of $12 an hour. And that’s just for starters. There is a provision in the ordinance that would increase that amount by a dollar per hour annually until 2020, when the the hourly pay rate would be $15. While pretty much everybody agrees that the current $8.10 minimum wage

isn’t cutting it, there is some disagreement on the logistics of implementing any sort of increase to the pay scale. Many have pointed out that a hike of nearly $4 an hour is simply too high and would be a deterrent to many companies that would otherwise bid for jobs in the city. A suggestion has also been made to up the bid threshold from $100,000 to $500,000. Arizona, California, Connecticut, Massachusetts, Oregon, Vermont, Washington and Washington D.C. all have minimum wages of at least $10 per hour. The federal minimum wage has not been raised since 2009, when it went from $6.55 per hour to $7.25. If passed, the pay increase requirement will go into effect Jan. 1, 2018.

In Brief Seasonal reclaimed water restrictions in effect PINELLAS COUNTY - Pinellas County seasonal reclaimed water restrictions went into effect on Oct. 1, and run through Nov. 30. Due to supply fluctuation in both the North and South County reclaimed water systems, the restrictions schedule for reclaimed water users will be different for North and South County customers during this period. South County reclaimed water customers may irrigate three days per week based on their property address, but North County customers must stick to only two days a week. Watering on Mondays is prohibited in both areas.

Residents asked to BOLO for illegal debris dumping PINELLAS COUNTY - As workers from the Pinellas County Public Works department complete the second pass in the huge task of debris removal from Hurricane Irma in September, county officials are asking residents to report illegal dumping of unauthorized waste, which is slowing the progress of the countywide cleanup. It is a third-degree felony for tree trimming companies or other hired companies to dump on the right-ofway or in vacant lots instead of taking debris to a yard waste facility. The county’s curbside debris cleanup is only for storm debris, not for regular pruning maintenance or permitted tree removal. Residents who witness hired companies dumping debris are asked to email details (with photos if possible) to watershed@pinellascounty.org.

Howard Frankland hearing scheduled for November By Scott Lancaster

massive proposed overhaul of the Howard Frankland Bridge is showing signs of life after years of planning. After public input, the Florida Department of Transportation recently unveiled changes to the project with the goals of increased capacity and safety. "These changes improve the previous design proposed for the Howard Frankland Bridge and they incorporate feedback from the community and local partners related to safety, transit, bicycle and pedestrian options, and future transportation needs,� said David Gwynn, FDOT District Seven Secretary, in a press release. The gist of the new plan involves demol-

ishing the current northbound span of the bridge and replacing it with a new six-lane bridge that will accommodate four southbound lanes and two express lanes, as well as bike and pedestrian lanes. The current southbound span will be converted to northbound lanes. The new bridge will also be able to handle light rail in the future, should that become a reality. FDOT will be holding two public hearings this month on the project, one in Hillsborough and one in Pinellas. The Pinellas meeting will be held at the Hilton St. Petersburg Carillon Park, 950 Lake Carillon Dr., Nov. 16 from 5:30 - 7:30 p.m. Contruction on the bridge is expected to start in 2020. CLEARWATER - Clearwater Police are investigating a head injury suffered by a 17-year-old girl from Mexico while at the Church of Sciemtology headquarters in downtown Clearwater. According to the Church, the girl slipped on some stairs, hitting the back of her head. She was driven by Church staff to Largo Medical Center, about four miles away, rather than Morton Plant Hospital just down the road. The teen was then transported to

Johns Hopkins All Children's Hospital in St. Petersburg, where, as of press time, she remained in stable condition.

It’s crunch time for Penny For Pinellas vote By Daniel Holloway

T

he current Penny For Pinellas tax is set to expire on Dec. 31, 2019. This Nov. 7, Pinellas County voters will decide on a renewal of the sales tax for another 10 years, from 2020-2029. The Penny sales tax funds long-term, capital infrastructure projects throughout the county, with each municipality able to determine which projects take priority in that community. To help citizens make an informed decision on the Penny renewal referendum, the county launched an updated website featuring an interactive map focused on future projects proposed by the county and 24 cities. The map can be accessed by visiting www.pinellascounty.org/penny. The website also includes frequently asked questions, budget information and examples of projects supported by the Penny over the past three decades. The county’s proposed projects focus on water quality improvements, including flooding and sewer spill prevention; upgrades and maintenance to area roads, sidewalks, bridges and trails; providing a safe and secure community through new fire stations and law

enforcement vehicles, as well as other public safety projects; preserving parks, green space and environmental lands; and providing new and upgraded libraries and community centers, along with affordable housing options. According to city and county officials across the board, the timing of Hurricane Irma only served to highlight the importance of renewing the Penny for Pinellas sales tax in the upcoming Nov. 7 vote. If approved, the item on the ballot would extend the Penny For Pinellas program for another 10 years. In that timeframe, it is estimated that it would raise around $2 billion that will go directly to help fund various infrastructure projects throughout the county. Pinellas County Sheriff Bob Gualtieri and others pointed to the 2014 construction of the $81 million Pinellas County Public Safety Complex as a crucial addition to the community that was made possible with Penny funds. The complex is built to withstand a Category 5 hurricane.

ABOUT PENNY FOR PINELLAS Penny For Pinellas is a one-percent sales tax that is paid by everyone who spends money in the county. • One-third is paid for by tourists and seasonal visitors. • The Penny is collected in Pinellas and stays in Pinellas. • It is shared between the county and 24 municipalities. • The Penny funds long-term capital infrastructure projects. • It is not collected on groceries and medications. • The tax is only collected on the first $5,000 of a single purchase. • The Penny is not a new tax; it has been in effect since 1990.

Clearwater will cough up $5 million to help CMA expand

n a 4-1 vote, the Clearwater City Council recently approved a measure to contribute $5 million towards the Clearwater Marine Aquarium’s $66 million project to drastically expand the facility. After expressing concern about the city’s budget, Council member Bill Jonson was the lone dissenting vote. Other council members, however, viewed the grant as a valuable invest-

PETERSBURG - Pinellas County Mosquito Control has confirmed a positive test result for West Nile Virus in a sentinel chicken today, Oct. 11, in the Cross Bayou area of St. Petersburg. Technicians are responding with treatment targeting adult mosquitoes and larvae by ground and

Collective Soul ready to rock the Capital Theatre By Daniel Holloway

B

orn during the rise of grunge and alternative rock, Collective Soul broke into mainstream popularity in 1993 with the release of their hit “Shine.” The multi-platinum quintet has been making music for over two decades since then and has a full catalog of number one hits under their belts. Collective Soul was formed in the small town of Stockbridge, Ga., in the early 1990s. The group consists of principal songwriter and frontman Ed Roland (lead vocals/keyboards/guitars), Dean Roland (rhythm guitarist), Will Turpin (bassist), Johnny Rabb (drummer) and Jesse Triplett (lead guitarist). The band’s debut album Hints, Allegations and Things Left Unsaid was originally released in 1993 on Atlanta indie label Rising Storm. The album was a collection of Ed Roland’s demos that spread like fire through the college circuit, and the popularity of the album locally spurred Atlantic to pick it up for a major-label release. “Shine” quickly became the rock anthem played across the country on radio and on MTV and set the band up for an arena tour with Aerosmith. Collective Soul’s self-titled second album was a triple-platinum juggernaut that would define their sound with guitar-driven songs and passionate vocals. The album produced five Top Ten hits. Two of the album’s singles–“December” and “The World I Know”–charted on the Top 40, which spoke to the band’s crossover appeal. The band has consistently continued to record new music, including the critically acclaimed Dosage in 1999 and a greatest hits collection in 2001 entitled 7even Year Itch: Greatest Hits 19942001. In 2008, Collective Soul found themselves on the soundtrack for the film Twilight with “Tremble for My Beloved”

from Dosage. Following the film’s success, the song’s exposure earned Collective Soul new popularity and connected with a younger audience. In advance of the December release of their latest album, a collection of live music recorded in 2016 and 2017, Collective Soul will be appearing at downtown Clearwater’s Capitol Theatre on Friday, Nov. 10 at 8:00 p.m. Ticket prices start at $55. am not going to lie. Thai Coconut is probably not located in the best place in the world. It's not a rough area, but let's just say it's not in the heart of the dining district. But the crazy thing is, it doesn't matter, because this Thai restaurant has won so many awards, the owner, Eddie Punyahotra, has said he doesn't have room on his walls to put them. That is success, my friends. Located on the fringe of Clearwater and Largo on Missouri Avenue, Thai Coconut's customers come from all over Pinellas County and beyond to dine at what could very well be the best Thai restaurant in the entire Tampa Bay area. Of course, when I go, I always order the Red Curry, which is to-die-for, but on a recent trip, I had both duck and

seafood. Oh my gosh, people. It's crazy good. It's really not surprising that Thai Coconut is famous and has won a gazillion awards. Eddie honed his culinary skills growing up in Thailand and perfected them in the States, Thai Coconut working for some of the 1280 S. Missouri Ave.
