Eyesore slated for completion

A

fter years of legal wrangling and failed business deals, The Strand condominium building, located at 1100 Cleveland St., a prime area considered the “gateway� to downtown Clearwater, finally has a new owner who plans to finish construction on the structure.

The previous owners of the building, Espacio USA, the Miami-based subsidiary of a Spanish real estate company called Immobiliaria Espacio, originally bought the property in 2004. They started construction on the building, with the plan to offer upscale condominium units, but all that came to a grinding halt when the economy crashed in 2008.

For the last eight years, what has been left is an abandoned, unsafe eyesore: basically just the walls of a 15-story structure that has been a haven for squatters and vandalism.

Espacio has since wracked up hundreds of thousands of dollars in fines for code violations from the city, to the tune of $346,000. They have paid just over a third

of that to the city, resulting in a lien on the property for the unpaid balance of $226,000.

When Chicago-based GlenStar Properties showed an interest in acquiring the property, the Municipal Code Enforcement Board agreed to forgive the lien on the property with the stipulation that GlenStar complete the development of the property within two-and-a-half years. GlenStar agreed, and the sale of the property closed last month.

GlenStar plans to build an apartment complex on the site, with retail space on the ground floor.

Largo looking to annex

T

he city of Largo has begun actively developing a strategy to create an annexation plan for various unincorporated properties that abut Largo land. According to city officials, the plan will create more cohesive land boundaries for Largo and provide greater service to those property owners who wish to become part of the city.

According to the city’s Economic Development Manager Teresa Brydon,

neighborhood, a mainly AfricanAmerican community located near where Walsingham Road turns into Ulmerton Road.

Several members of the Friends of Ridgecrest association contend that property owners there may not be amenable to annexing with Largo due to a general distrust of the city, and concerns over the city’s tax rate. According to Friends of Ridgecrest member Vernon Bryant, the city has not served

before a property can be annexed, the owner must sign an agreement stating that they want their property to be annexed and then the city commission must put it to a vote, not once, but twice.

The first phase of the plan being developed by the city includes 27 unincorporated pockets of land that will be prioritized for possible annexation. Ten of those areas involve residential neighborhoods like the Greater Ridgecrest

his community well over the years.

City officials plan on reaching out to residents whose properties would be candidates for annexation in person and also through flyers and neighborhood association meetings.

During the period between 2010 and 2015, before a formal plan was developed to regulate annexation, the city added over $58 million in taxable value through annexation of nearly 400 acres of property.

Downtown St. Petersburg’s condo takeover keeps on keeping on

upply and demand is always the name of the game, especially in real estate, and downtown St. Petersburg’s condo market is certainly no different. With the emergence of Beach Drive as a hot spot jam-packed with restaurants and shops, that’s where urban dwellers in the area want to live, and condominium developers have been scurrying to keep up with demand.

Beach Drive and its vicinity have plenty of new construction options in the offering, but realtors say you have to be quick. One new development, Bliss, at 176 4th Ave NE overlooking Beach Drive, is still under construction but all units have already been sold.

The Salvador, with 74 units located at 199 Dali Blvd. S, is also currently under construction and it, too, is nearly sold out.

Construction of ONE St. Petersburg has just gotten started and retail space there is sold out, along with nearly 70 percent of the condos.

ONE St. Petersburg will be a 41-story mixed-use development featuring a 174-room Hyatt hotel and 253 luxury

condominiums. The project, located at 100 1st Ave. N, is slated to be completed in 2018.

Built in 1975, Bayfront Tower is downtown St. Pete’s oldest high-rise condo building, with 29-stories and nearly 250 condo units. The entire complex, locatted at 1 Beach Dr. SE, recently benefitted from a $10.5 million overhaul to modernize the building, including the installation of a new roof, new electrical components, updates to the fitness room and a facelift on the exterior of the

building.

This investment has generated interest in Bayfront Tower once again, with three condo units there selling for over $1 million in the last six months.

Since June 2016, nearly 20 condo units have sold in downtown St. Petersburg with a selling price of over $1 million. Of those, two went for over $3 million. Tampa Bay’s highest ever condo sale closed in May 2016 at Ovation, located at 180 Beach Dr NE, for a cool $6.9 million in cash.

Clearwater wants you

T

he city of Clearwater’s Planning and Development Department is hosting Pop-Up North Marina: A Community Streets Experiment and Festival to study techniques to improve the overall experience for pedestrians, bicyclists and drivers on four existing streets in the North Marina area, just north of downtown Clearwater.

The Pop-Up North Marina project will feature temporary installations for possible improvements using paint and materials on top of several existing streets in the North Marina area. The area has a boundary of Nicholson Street to the north, Osceola Avenue to west, the Pinellas Trail to the east and Georgia Street to the south.

These improvements will feature traffic calming, protected areas for pedestrians and bicyclists, sidewalk extensions, onstreet parking, enhanced landscaping, flower planters designed by the community, benches, painted pavement art and wayfinding signage.

The two-month-long installation will test recommendations regarding future streetscape improvements to evaluate how it works and if permanent changes should be made.

Aqua Prime:

A polished, casual atmosphere with fresh, coastal cuisine

I

f you like Bonefish, you are going to love Aqua Prime. Why, you ask? For many reasons.

For starters, and probably the most important reason, the head chef of Aqua Prime worked as a chef at Bonefish for six years. So take Bonefish and throw it on the beach and voila, welcome to Aqua Prime.

But let me say this, the reason I love Aqua Prime is because it's not Bonefish. Don't get me wrong, I really like Bonefish's food but it's a little too stuffy for me. I can't explain it. Again, I like Bonefish. I just love Aqua Prime.

I'm sure a big part of it is because of their large outdoor patio that is so soothing and inviting. It really is that awesome.

It all started with the captain, Steve Westphal, who had a vision and a plan for Aqua Prime and he hired two of the baddest dogs in the kennel to execute that plan. Insert General Manager Johnny Morales, for years one of Westphal’s big guns at The Pub in Indian Shores, and Executive Chef Jason Vargo, and you really have the perfect trifecta. Aqua Prime is probably one of the best kept secrets on the beach, until now, of course. I absolutely love going there to have a couple of cocktails on their outside patio, or to have dinner.

The atmosphere blows Bonefish's interior lounge away.

No offense, Bonefish, but it does.

Moving on. On my most recent visit, I stopped in to check out Chef Jason's new menu and, OMG, thank the Lord I did.

For starters, I had the Mediterranean salad, a house mix blend with a variety of fresh greens, topped off with fresh roasted red and yellow golden beets, feta cheese, cucumbers, tomatoes and white bean salsa, served with housemade red potato salad with pepperoncini and a side of Balsamic herb dressing. Most people know I'm not a salad kind of guy, but it was delish.

I also tried the seasonal meat and cheese platter with baby swiss, gorgonzola, hard salami, grilled Andouille

For an entrĂŠe, I had the seafood mac 'n' cheese (Cavatappi pasta with lump crab meat and shrimp in a lobster cream sauce, with smoked Gouda

cheese and toasted panko crumbs and fresh scallions). I also had the pleasure of experiencing the Gulf grouper, which was a fresh, hand-cut filet grilled

with Aqua Prime's signature seafood spice and topped with a creamy coconut curry sauce.

Oh my gosh, people. All dishes were out of this world. Chef Jason is the real deal. Bonefish lost a big fish, but fish have got to swim, and thank God he swam over to Aqua Prime.

Make sure you ask for Amanda to serve you. She is extremely pleasant and on her game as a server; she is exactly the type of server you would expect at Aqua Prime.

I was impressed not only with the amazing food Chef Jason creates, but also with the awesome service and atmosphere.

Aqua Prime has also become known as a hot spot for some of the best local live entertainment in the area. I know, it's obvious I love the place.

ay what you will, but who among us hasn’t sung along with Rick Astley’s 1987 smash hit, “Never Gonna Give You Up”?

With over 40 million records sold and a catalog of hits, Astley remains one of the most successful solo artists to have emerged from the United Kingdom, holding the distinction of being the first male solo artist to see his first eight singles reach the UK Top Ten. Just 21-years-old when he released “Never Gonna Give You Up,” Astley’s iconic hit became the UK’s biggest selling single of the year, going on to reach number one in 16 countries. The song became the centerpiece of his debut album, Whenever You Need Somebody, which sold 15 million copies worldwide, cracking the U.S. Top 10 and earning Astley a Grammy nomination for “Best New Artist” in the process.

The Roe Report

ince 2005, I have offered my views on the status of our local real estate market. I have also presented my forecast and my rationale. I am proud to say I have been much more accurate than the media. The Republican Party is taking control of the White House and both houses of Congress for the first time since 1928. Without a track record covering the past 88 years, I am limited to what I have learned so far.

Glass-Steagall was a law passed after the saving and loan debacle to prevent another housing melt down. It worked until President Clinton signed to end this law. This allowed for the housing bubble of 2005-8.

To fix the mess, Congress gave us Dodd-Frank. This bill supported the largest banks and almost killed regional and community banks who could not afford the excessive cost of compliance.

I belive Dodd-Frank will be repealed or reworked into something similar to Glass-Steagall. Interest rates will rise slowly, but money for mortgages will be made available. People tend to buy when interest rates are rising to beat the next increase and sit when rates are falling, hoping to capture the bottom. This is very bullish for real estate.

he EU is adding more restrictions on businesses. It’s raising taxes on both business and wealthy individuals. Great Britain has already left, and others will most likely follow. The result will be more capital flowing to the U.S. as we remove the shackles placed on business, freeing up the capitalistic machine that has made us the envy of the world. The obvious reaction should be more business investment in the U.S. from both domestic and foreign sources.

Foreign investment means management transfers to the U.S. which will boost real estate prices. The proposed tax break to encourage corporations to return capital held overseas will either go to investment, stock buybacks or dividends, all of which will boost our economy. Bullish for real

estate. he government has been selling non-performing loans to investors. Always the same investors (Goldman Saks, etc.) and at a massive discount to value. They justify the loss of profit owed to the taxpayers by telling us the private sector is able to return 50% of the loans to performing while the government could only reactivate 10%. This, of course, is double speak. The governement absorbed the cost of the penalties and then sold the notes at substantial discounts from market value. The investors agreed to attempt to get these loans to perform and wait a year to foreclose, if unsuccessful. The investors forgave the penalties and lowered the interest rate. Borrowers who could not pay at a higher rate struggled to make their revised mortgage payments but most could not. This helped cover the cost of the buyers’ expenses for the year they agreed to wait. The waiting period to begin foreclosures is near. Most of these properties will become rentals. The long-term benefit from ending this practice will be bullish for real estate.

I

am predicting inflation to rise 23% annually. This will enable real estate prices to increase 3-5%.

Retirees will benefit from higher interest rates, giving them more money to spend. Florida will return to a pattern of rapid population growth, and housing prices will keep pace with or exceed the national average.

Our younger generations who have only seen wars, stock market crashes, and a housing bubble will notice the value of home ownership and return to the market. Bullish for real estate.

My conclusion is a better and more stable real estate market for several years to come. Real estate has historically been the safest way to leverage debt and built equity. We have more buyers than we have properties to sell at Roe Realty. Whatever your real estate needs, we are here to help.
