Big changes in store for West Bay By Jason Coffman

L

argo city commissioners recently heard two proposals that involve narrowing a two-mile portion of West Bay Drive with the goal of making the roadway safer for pedestrians and bicyclists. The plan focuses on the portion of West Bay Drive that stretches from the Belleair Beach Causeway in Belleair Bluffs to Clearwater-Largo Road in Largo. According to Whit Blanton, the executive director of Forward Pinellas, the county’s transportation planning agency, the West Bay corridor is particularly treacherous for pedestrians and bicylists, offering limited places to safely cross the road, especially when faced with motorists who regularly speed. To combat these problems, Forward Pinellas has come up with two options that are being pitched to Largo and Belleair Bluffs officials, as well as county commissioners. If everyone can agree on a plan, the project would move forward later this year in conjunction with a road resurfacing project already planned by the county. Both options would narrow the driving

lanes: from 12 to 11 feet for the outside lanes, and down to 10 feet for the inside lanes. The first option would widen the existing sidewalks and add bike lanes on each side of the road, along with landscaping and the installation of pedestrian islands in the median. The cost of this option is minimal and could be factored in to the road resurfacing budget. The second option, which most Largo commissioners seemed to favor, would scrap the bike lanes and instead utilize a 12-foot multi-use path on the south side of the road. It would be separated from West Bay by a 10-foot landscape buffer. This plan also calls for pedestrian islands in the median and an eight-foot sidewalk on the north side of the road. Option two is also the plan that is favored by Forward Pinellas, but it comes with a $2 million price tag. If the county moves forward with this plan, an agreement will have to be reached by the local governments that are affected, and most importantly, a consensus will have to be reached on who pays for what.

ICE, Pinellas County announce plan to prevent release of “alien criminals” back into the community LARGO - At a recent press conference at the Pinellas County Sheriff's Office on Ulmerton Road in Largo, officials with U.S. Immigration and Customs Enforcement (ICE) announced that they are joining forces with 17 Florida county sheriff’s offices, including Pinellas County, in a plan that will aim to prevent illegal immigrants who have committed crimes from being released from local jails before immigration officers can detain them and take suitable action, including possible deportation. Each of the 17 counties involved will be compensated by ICE for up to 48 hours of detention until ICE officials can take custody of the detainee. According to Pinellas County Sheriff Bob Gualtieri, the goal of this partnership is to ensure public safety.

Flu season is in full swing and Pinellas County is one of the leaders in the state in outbreaks. Here’s what you need to know about this year’s particularly brutal viruses.

he nation is having a Terrible, Horrible, No Good, Very Bad flu season. Flu is widespread in all states except Hawaii, according to reports from the U.S. Centers for Disease Control and Prevention (CDC), and nationally, as of last month, at least 106 people have died from the infectious disease. In addition, states across the country are reporting higher-than-average flurelated hospitalizations and emergency room visits. Hospitalization rates are highest among people older than 50 and children younger than 5. Health experts aren’t sure why this season is different. “We’re seeing the worst of it right now,” said pediatrician Dr. Randy Bergen. “We’re really in historic territo-

ry, and I just don’t know when it’s going to stop.” Here are five things you should know about this flu season: 1. It’s shaping up to be one of the worst in recent years. The H3N2 influenza A subtype that appears to be most prevalent this year is particularly nasty, with more severe symptoms, including fever and body aches. Australia, which U.S. public health officials follow closely in their flu forecasting—in part because their winter is our summer—reported a record-high number of confirmed flu cases in 2017. Another influenza B virus subtype is also circulating, "and that’s no fun,

either," said Bergen. 2. This season’s flu vaccine is likely to be less effective than in previous years.

U.S. flu experts say they won’t fully know how effective this season’s vaccine is until it’s over. But Australia’s experience suggests effectiveness was only at about 10 percent. In the U.S., it

Vaccines are less protective if strains are different than predicted and unexpected mutations occur. 3. You should get the flu shot anyway. Even if it is not a good match to the virus now circulating, the vaccine helps to ease the severity and duration of symptoms if you come down with the flu. Children are considered highly vulnerable to the disease. Studies show that for children, a shot can significantly reduce the risk of dying. High-dose vaccines are recommend-

Because elderly people are so vulnerable to the flu, some nursing homes and assisted living facilities may limit visitors and resident activities, depending on the level of illness. 5. Don’t mistake flu symptoms for those of a common cold. The hallmarks of the flu are fever and body aches that accompany cough and congestion.

"Some protection is better than no protection but it’s certainly disappointing to have a vaccine that’s just not as effective as we’d like it to be,” said Bergen. 4. Basic precautions may spare you and your family from days in bed. As much as possible, avoid people who are sick. Wash your hands frequently and avoid touching your mouth, nose and eyes. Masks aren’t particularly effective in keeping you from catching the flu, although they may help keep sick people who wear them from spreading their germs further.

If you feel as if you’re having trouble breathing, or if your fever can’t be controlled with medication like Tylenol, check with your doctor. It’s even more important for patients to see a doctor if they have a chronic medical condition like diabetes or heart disease, or if they are young or elderly. Doctors are being advised to prescribe antiviral drugs like Tamiflu even without a lab test for influenza, Bergen said. According to a report in the Los Angeles Times, however, Tamiflu supplies are running low. And Bergen cautioned that these medications are only partly effective, reducing the time of illness by just a day or two. Flu season typically starts in October and ends in May, peaking between December and February.

Largo named #2 boomtown By Sue Warren

argo has been ranked number two in the list of “Top 10 Boomtowns” of 2017 by personal finance and technology website SmartAsset.com. A “boomtown” is a community that undergoes sudden and rapid population and economic growth due to prosperity. Now in its fourth year, the SmartAsset study analyzed data from 581 cities across five metrics. The study looked at unemployment data, unemployment rate changes, housing unit changes, population growth and Gross Domestic Product (GDP) growth. While Florida as a whole dominates the study, with eight cities listed in the top 10, the Tampa Bay area represents the majority of boomtowns on the list. Largo alone saw net migration gains of 1.9 percent of the city’s overall population. The net migration rate is the number of people who have immigrated to a particular city minus the number of people

who have emigrated from that city between July 1, 2015 and July 1, 2016, as a percentage of the city’s total population. Data comes from the 2016 1-Year American Community Survey. The study also looked at the housing growth rate in each boomtown community. Largo came in strong, with housing growth rate at 7 percent between 2015 and 2016 based on the 2016 1-Year American Community Survey. With an unemployment rate of only 3.1 percent, and a yearly GDP growth rate of 4.2 percent, ranging from 2011 to 2016, Largo scored high with 97 percent on SmartAsset’s Boomtown Index. “This study verifies what we’ve known was taking place in Largo. We’re business-friendly, we have great neighborhoods and our amenities are the best in the market. Naturally, people just want to be a part of that," said Largo Mayor Woody Brown.

The Rowe Bar Cool cocktails and coastal cuisine

don't know what it is, but I love eating and staying at really nice hotels. Hey, who doesn't? What was I ever thinking, to stay at a Motel 6 back during my road jaunts as a youngster? Jaunt: A short excursion or journey for pleasure. In the event you didn't think jaunt was a word. But, I mean, really, Motel 6? Yuck! Yes, I am a very big hotel snob. There are very few things that I am a snob about but hotels are at the top of the list. And just as important are the restaurants and bars inside these very nice hotels. I had a gym membership at the Sand Key Sheraton for over a decade that not only allowed my family and me access to the gym, but also to the tennis courts, the pool and, yes, the restaurants and bars. It wasn't until later that I realized that many, if not all, of these nicer hotels along the beach not only allow locals to frequent their restaurants and bars, but they encourage it. Thomas Rowe's Don CeSar Hotel, known as the very fitting "Pink Palace," opened 90 years ago, on Jan. 16, 1928, with an extravagant party attended by Tampa and St. Petersburg's elite. The hotel quickly became a favorite

stomping ground for the rich and famous of the Jazz Age, including F. Scott Fitzgerald, Clarence Darrow, Al Capone, Lou Gehrig and Franklin D. Roosevelt. The Pink Palace continued to attract the rich and famous throughout the Great Depression, thanks in part to a deal with New York Yankees owner, Jacob Ruppert, to house his team there during spring training for three years. Fast forward to today and the Don CeSar Hotel has honored its developer and founder, Thomas Rowe, by naming its beachfront bar and restaurant after him. The Rowe Bar is a sleek

restaurant bar, sharing interior and exterior space to offer the most breathtaking sunsets right on the Gulf of Mexico. Simply spectacular. Yes, the interior is nice and comfortable, but we don't go to the beach to sit inside, so I insist you go to The Rowe Bar to catch a beautiful sunset and enjoy the incredible view of the Gulf of Mexico and the lush and lovely exterior décor. Did I really just use the word lovely? The timing of my trip to the Rowe couldn't have been better. I arrived around 5:30, just in time to take it all in before the sunset and order one of their special "Ades for any Age" cold beverages. I had heard a lot about them so I want to give them a try. I went with the Salted Watermelon. It was delicious, but I'm not stupid; I topped it off with an ice-cold Blue Moon with an orange slice. Ahhh, life is wonderful. After enjoying both of my beverages, I placed my food order, then sat back and enjoyed the sunset. God, I love our beaches. Hey, I was talking to God, not you. For dinner, I wanted to experience a couple of different

items, so I went with the Porch Burger and the Low Country Shrimp and Grits. Both were absolutely spectacular. A gentleman and his wife dining next to me told me that the calamari was out of this world. Hey, why couldn't they have told me that before I ordered? Think, people. In addition, they told me they come once a year from Boston and they stay at the hotel every time. They said the staff remembers them and warmly greets them. No kidding! Hello, this is the Don CeSar. It is the crème de la crème of hotels. But again, what I think is so cool is that The Rowe Bar welcomes locals and anyone else who wants to experience great food and drinks, and, yes, our beautiful Florida sunsets. Bon appetit!

he major factors pushing up home prices are rents, interest rates and a population explosion. Interest rates near alltime lows are obvious. n real estate, a normal inventory level is a six-month supply. At this level, there is an equal number of buyers and sellers, which leads to a real estate market where prices rise and fall in line with inflation. Above a seven-month supply is a strong buyer's market and below a five-month supply is a strong seller's market. Today we have a four-month supply of Gulf front houses priced below $1.5 million. Intracoastal properties go to $1M before exceeding a four-month supply. Homes not on the water top four months at $750K. Gulf front condos don't exceed a four-month supply until we reach $750K;

Intercoastal condos between $500-750K is at a 5.2-month supply. All other condos reach a buyer's market at $500k. When I look for any indicators to slow demand, allowing supply to catch up, I can't find any. Interest rates on a 30 year mortgage are at 3.95%. The new tax laws will bring a ton of money back to the U.S. which will be invested here. The jobless rate is below 4%. This all indicates wages will be rising as business expansion adds jobs. Income taxes for individuals is declining under the new law, so people will have more money to spend. The only negative is the amount of new construction coming on the market in

price points where there is already an oversupply of condos, but if I can believe the builders, they are selling out in most cases before completion. There is almost no new construction on houses until the buyer places the property under contract.
