No bond for HomosassaSprings man in Georgia HOMOSASSA SPRINGS - According to Georgia’s Floyd County Jail records, Robert Higdon, 57, of Homosassa Springs, is being held without bond after being charged with two felony counts of theft by taking.

Police say in February 2015, Higdon was paid $1,550 to rebuild a vehicle transmission but never actually did the work. The victim shipped the transmission to Higdon in April of that year, but it was never returned.

HOMOSASSA SPRINGS - According to real estate research company RealtyTrac, Florida is the second highest state in the country for house-flipping, a practice that RealtyTrac defines as buying and then selling the same property within a year’s time.

Nationwide, the percentage of homes that are flipped per year averages about 5.5 percent.

In Florida last year, that number was 8 percent.

Records show that Homosassa Springs house flips increased 40 percent last year over 2014 figures. This puts Homosassa Springs fourth in the country for cities with the biggest increase in flips, after Lakeland (50 percent), New Haven, Connecticut (45 percent), and Jacksonville (41 percent).

This could spell good news for local

investors, as RealtyTrac says the average home flipped in the U.S. last year pulled in a profit of $55,000.

“As confidence in the housing recovery spreads, more real estate investors and would-be real estate investors are hopping on the home flipping bandwagon,” said Daren Blomquist, senior vice president with RealtyTrac, in a news release. “Not only is the share of home flips on the rise again, but we also see the flipping trend trickling down to smaller investors who are completing fewer flips per year.”

CRYSTAL RIVER - There is an ongoing proposal under debate within the county to increase the local sales tax to assist with maintaining and upgrading residential roads within the county. The tax would focus specifically on local sales taxes.

The issue will appear on the ballot for the upcoming election season and residents will cast their votes to determine if the increase will go into effect.

Dave Burnell, Crystal River city manager, said the tax would help assist with roads that otherwise would be ignored, in areas that need such maintenance. Some of the areas that would benefit are not even be subject to county maintenance, requiring owners in such areas to contract private companies for refurbishing.

Burnell stated he is not sure if the proposal will be widely accepted or not.

Some concerns raised by residents involve a fuel tax increase a few years ago that was placed into effect to aid with public works and road maintenance. The previous tax added $.06 per gallon fuel tax.

Some residents question where this funding was allocated and why more tax should be levied, and, furthermore, why voters should entrust a new tax for the

CRYSTAL RIVER - Detectives with the Citrus County Sheriff’s Office recently served a search warrant at a residence at 1351 S. Rocks Crusher Rd. after investigators learned the residence was being used to manufacture and sell cocaine.

The search of the home revealed the presence of powder cocaine and equipment used to make crack cocaine. The cocaine has a street value of over $5,000; if converted to crack cocaine, it would have been much higher. Police also confiscated $3,800 in cash from the home.

A resident of the home, Sean Nelson, has been charged with Trafficking in Cocaine and Possession of Manufacturing Equipment.

Inverness man held without bond INVERNESS - Brian Ward, 40, of Inverness, is being held without bond after Citrus County Sheriff’s Office deputies arrested him for domestic battery and aggravated assault with a Brian Ward deadly weapon.

According to deputies, Ward and another man and a woman were sitting in a car at the Turner Camp boat ramp when an argument broke out between Ward and the woman. Ward allegedly slammed the woman’s head into the car window and he allegedly tried to choke her, until the woman managed to get out of the car and run away.

When the other male passenger tried to prevent Ward from following her, Ward allegedly pushed the man, held a knife to his throat and threatened to kill him.

Deputies said all three had been drinking alcohol for most of the night leading up to the incident.

CITRUS COUNTY - In their annual winter aerial count of the state’s manatee population, Florida scientists tallied a record number of manatees, bolstering the argument to remove the creatures from the U.S. endangered species list.

The Florida Fish and Wildlife Conservation Commission (FWC) reported a preliminary count of 6,250 manatees statewide. A team of 16 observers from 11 organizations counted 3,292 manatees on Florida’s east coast and 2,958 on the west coast of the state.

This year’s count of 6,250 manatees is similar to last year’s count of 6,063.

Both years had very good survey conditions and 2015 and 2016 are the only two years on record for which the count has exceeded 6,000 individuals.

Because some animals go undetected, these counts represent the mini-

mum number of manatees known to be in the survey area at the time of the survey.

When the aerial surveys began in 1991, there were only an estimated 1,267 manatees in Florida. This translates to a 500 percent increase in the species’ population in the state over the last 25 years.

As a result of the ongoing improvements to manatee numbers and habitat conditions, the U.S. Fish and Wildlife Service (FWS) believes that the West Indian manatee no longer falls within the definition of endangered. The agency announced in January that the West Indian manatee is proposed to be downlisted from endangered to threatened status under the Endangered Species Act (ESA).

“The manatee’s recovery is incredibly encouraging and a great testament to

the conservation actions of many,” said Cindy Dohner, the FWS’s Southeast Regional Director.

“As part of its balanced approach to the recovery of the manatee, the FWS recognizes that even as it proposes to update the manatee’s status under the ESA with this proposal, it may at times need to strengthen protection for the species in specific local areas,” said Dohner. “For example, the FWS is reviewing comments on a proposal to establish greater protection for manatees at Three Sisters Springs, part of

Citrus County Commission looks to decriminalize pot

CITRUS COUNTY - Citrus County Commissioner Scott Carnahan has an idea to decriminalize possession of marijuana within the county. If you’re caught with less than 20 grams of the drug, Carnahan’s proposal would allow a Sheriff’s deputy the option to impose a fine, rather than issue a misdemeanor citation or jail time.

Vintage on 5th Southern charm with a flair

I

always try to make sure I jump around from area to area when I select a restaurant for the dining features, so, yes, I am well aware that Vintage on 5th is in the same city as my last feature. But I couldn't help it. I was very intrigued by Vintage on 5th. I mean, it is a charming, yes, I used the word charming, and quaint restaurant tucked away off Citrus Avenue. A mini-Victorian style structure is just a draw.

So on that note, I chose to dine there on a Thursday night, thinking I shouldn't have a problem getting a table, but I was wrong. The place was jumping and the first question out of the young hostess' mouth was, "Do you have a reservation?" What?

Restaurants still take reservations? I thought that was a thing of the past.

But based on my first impression, Vintage on 5th can do whatever they want. They don't need my opinion.

They seemed to be doing just fine, as the place was packed. I would soon learn why.

So after the hostess, Sara, brushed me off to the bar, where they serve a full menu, I ordered a cold cervesa and the Caribbean Jerk Shrimp, pan seared in a creamy jerk seasoning. It was simply outstanding. But taking pictures of food at a crowded bar, surrounded by people, made me feel a little uncomfortable. So I asked the pleasant young hostess if there is any

way in God's creation that I could slip into an obscure two-top, tucked away from the GP. To my amazement, a young lad quickly escorted me to a perfect table just as described. It was awesome. Kudos to the hostess. After confusing the bartender due to my move, I closed out my tab with him and began my experience at Vintage on 5th. People, the place is awesome.

closing out my tab and taking care of the bartender.

Michael, my friend, I didn't just fall off the turnip truck. He continued, saying most customers would not have thought to tip the bartender. Michael. I'm not most people. And let me cut to the chase about Michael. He was as incredible as the food. Again, kudos to the management for finding him. He is a perfect fit for what you would expect at a place like this. Top quality service.

After Michael made certain I'd settled in, I ordered the Angus Ribeye, a 16-ounce hand-cut ribeye served with chef's potatoes, and because I always

order two entrees when I do a dining feature, I also ordered an incredible seafood pasta. Both entrees were truly out of this world. The steak was cooked to perfection, as was the seafood pasta. Simply delish.

And let me add this little cliff note.

They also had this young man that, my guess is, he was a busboy. This young man, Austin, was on his game.

In fact, I was amazed at how on the ball he was.

What a crew, what a place, what a restaurant. Give 'em a shot. You will love Vintage on 5th. But I beg you to make a reservation first. Hey, their policy, not mine.

Everyone wants to sell their homes as quickly as possible, for as much money as possible, right?

Here’s five things that will help you do just that.

1. Get a 4-point home inspection ahead of time - Many sellers think this inspection is just something the buyer should request once their home is under contract. The most strategic thing to do is to get it done before you list your home for sale. If the inspector finds any major issues that would be a problem for buyers or insurance companies, such as roof defects or electrical problems, you'll have the opportunity to correct them before your home goes on the market. It only costs about $80-$100 in most cases, and could save you both time and money in the long run.

2. Consider cosmetic updates - I hear over and over again from sellers that they don't want to paint, add granite to the kitchen or update appliances because they want to let the “buyers customize it to their own tastes.” It's true there are buyers out there looking for a fixer upper to customize, but they will want it for dramatically less money than a remodeled home.

Adding granite counters to already existing wood cabinets that are in good shape, fresh paint, and stainless steel appliances will generally get your home sold faster and for more money.

3. Updating the pool area - In my experience, a home with a pool in Florida sells for a lot more, and a lot faster, than a home without a pool - whether it's a $200,000 home or a $1 million home.

However, the exception to this rule is if the pool area has not been maintained properly. Make sure the patio area has

been recently pressure washed and is free of dirt and weeds. The pool should be clear of debris and sparkling blue when potential buyers show up. Adding a colorful umbrella and some modern patio furniture also helps. You want buyers to walk in and feel like it will be easy to make your home their home.

4. Staging - It's nearly impossible to get top dollar for a vacant home. When you list a vacant home for sale, the photos will make the rooms appear smaller. Any flaws in the paint on the walls or the flooring, even if just from normal wear and tear, will be emphasized.

To get the highest dollar per square foot for your home, spend the extra money to stage it. In most cases, homes that have been staged will sell at least a month faster than vacant homes, and for a higher price per square foot. Just getting a home under contract a month sooner can save you an entire month of mortgage payments. Trust me when I say it's worth it.

5. Embrace neutrals - This goes back to staging. Even if your home is already nicely furnished and decluttered, a fresh coat of neutral paint will go a long way.

You will never be able to quickly sell a home with a dark red dining room or a bright pink living area. Even darker blues can chase off buyers and make a home look less inviting.

If you're not sure about the colors, for a small fee, a good home stager will provide advice on colors, where to place furniture and what items can be packed up.
