ST. PETE BEACH - The St. Pete Beach Planning Board recently gave the thumbs-up to a new hotel development being pitched by the TradeWinds Resort. If the plan is successful, it will be the first major hotel redevelopment in the city in over 10 years.

The estimated $55 million project, called Sugar Sands at TradeWinds Island Resorts on St. Pete Beach, will be built on the 3-acre parcel that was previously home to the Coral Reef Hotel, located at 5750 Gulf Blvd.

TradeWinds bought the land in 2014, after the previous hotel was condemned and demolished.

Plans for the 12-story Sugar Sands include 217 hotel rooms, a parking garage, timeshares, a bar and a fitness center and spa. It is being considered Phase 1 of an ambitious redevelopment plan that encompasses TradeWinds’ other properties as well: TradeWinds Island Grand Resort; Guy Harvey Outpost and the Breckenridge at TradeWinds Resort.

PETE BEACH - According to detectives with the Pinellas County Sheriff’s Office, 41-year-old Kenneth Darling and 51-year-old Bruce Wilson were consuming alcohol together at the westernmost end of 78th Avenue, adjacent to Blind Pass, when they got into a physical altercation and Wilson began beating Darling in the head with his fists. Witnesses said that Wilson struck Darling in the face six or seven times.

Treasure Island jumps on the bandwagon TREASURE ISLAND - Following the lead of St. Petersburg Mayor Rick Kriseman, the city of Treasure Island has agreed to send a letter to the Pinellas County Commission asking the the current countywide ban on Sunday alcohol sales before 11:00 a.m. be changed to 8:00 a.m. Treasure Island joins St. Pete, Indian Rocks Beach, Dunedin and Oldsmar in this request.

According to various city officials, the so-called Blue Laws are outdated and are harmful to tourism and local businesses.

The ban applies to any establishment within the county that sells any type of alcohol.

MADEIRA BEACH - After months of planning and discussion, a new ferry service operated by Hubbard’s Marina in Madeira Beach will offer its inaugural runs on Oct. 28, conveniently timed to coincide with the John’s Pass Seafood Festival.

The Tampa Bay Ferry & Taxi vessels will typically run on Fridays and Saturdays, with Wednesdays added in to the schedule during season.

According to Capt. Mark Hubbard, the ferries will service nine stops between Madeira Beach, Treasure Island and St. Petersburg, with John’s Pass being an ideal location for a hub.

The other stops will include locations such as the Madeira Beach Elks Lodge and American Legion buildings; the Madeira Beach Recreation Center; Jungle Prada Park in St. Petersburg; Gators Cafe & Saloon in Treasure Island and Treasure Island City Hall.

that will sell for $49. A one-day adult pass will be $19.50. There will also be discounts for kids, seniors, active military and Madeira Beach residents.

The ferry service is a public-private venture between Hubbard’s Marina and the city of Madeira Beach, with the city chipping in $25,000 to get the endeavor off the ground.

northbeachnews Sneaky mooring field plan is rocking the boat

By Jason Coffman CLEARWATER BEACH - A proposal by a local developer to build a mooring field for 42 boats in the middle of Clearwater Beach’s Mandalay Channel has city officials vowing to fight.

William Blackwood, owner of the waterfront Cove apartments in Clearwater Beach, received a permit in June from the Florida Department of Environmental Protection to move forward with the process of getting approval for his plan for the mooring field.

This move came as a surprise to city and county officials, as it was the first that they had heard of the idea.

His proposal would allow for up to 42 boats, up to 60 feet long, to moor in the middle of the Intracoastal Waterway, above over 20 acres of submerged land owned by Blackwood.

Blackwood sees the mooring field as a great tourism asset to the city and plans on reserving a couple of boat slips at the Cove for dinghies that will transport visitors to and from the moored boats.

Area residents along the waterfront are not

relishing the idea of giving up their open water views in exchange for a “wall of boats,” although some do agree that the

channel is wide enough that navigation would not be too much of an issue, especially since the channel is a no-wake zone.

However, most have voiced concerns over congestion and pollution, as well as safety issues, for example, if boats are are not properly lit at night.

Blackwood will have to get approval from the Army Corps of Engineers, as well as from Pinellas County and the city of Clearwater, which seems unlikely at this point.

In Brief The undergrounding that wouldn’t BELLEAIR BEACH - The undergrounding of utilities in Belleair Beach’s neighborhoods is an issue that has been discussed and debated for years.

Well, the debate continued at a recent Belleair Beach City Council meeting, with a group of residents asserting that there has been little or no progress made on the topic, after at least 10 years of discussion.

The city is currently having a survey of residents conducted by the Florida Institute of Government at USF to determine if a majority of residents

However, frustrated citizens pointed out that no one seems to have any idea how much the project will actually cost, so how can residents say if they want it or not, if they don’t know how much it’s going be?

Council members are hoping to have the results of the survey by their next meeting, at which time, they will discuss options to move forward if residents respond that they do, in fact, want to pursue the undergrounding of utilities within the city.

Fishing Report The fishing in our area, just like the weather, is still hot.

I

f you have a smaller boat and don't feel comfortable going out as far as the Rube Allyn, relax.

There are plenty of fish to be caught between the beach and 5 to 10 miles out.

About a halfmile out, depending on the tide, you will find yourself in about 20 feet of water.

Using a number 1 planer, a 20-foot leader and a 6 to 8-inch plug, try trolling from Clearwater Pass south.

Make sure you watch your depth and keep it in 20 feet. This keeps your lure close to the bottom. I've caught more than a few big Gag Grouper using this technique. Make sure you troll at 3 or 4 miles per hour. At the same time, put a line out with a diving plug without a plane. There are other fish up higher in

the water column.

The nice thing about trolling is that you are going slow enough to read your fish finder. This is a good time to scout for rock piles and drop offs. These are good places to bottom fish for other species.

Sometimes it's a good idea to spend a couple of hours hunting for spots like this.

Between 3 and 5 miles out, we have found ledges holding hog snappers. For these fish, downsize your rig to a 2 or 3-ounce egg weight, a number one or two circle hook and a live shrimp. You won't be disappointed.

Off the Hook Beach Bistro:

T

his may sound absolutely horrible to say, but when I dine out, which, as some of you know, is A LOT, I couldn't care less about where the chef was trained. I know that sounds abrasive, but I've always said honesty is the best policy.

I'm there for the food and the atmosphere, people, not to hear about where and when some chef sharpened his culinary skills.

However, for this dining feature, it's a little different. How so, you ask? Because I previously knew the chef through another business associate, and when I heard he was going open a restaurant with a partner, I must admit, I was intrigued. I had heard he was a very good chef and had years of experience, but to me, he always seemed too easygoing to be a good chef.

So, on that note, I decided to drop in on Bill Artis' and Jimmy Abatte's new restaurant, Off the Hook Beach Bistro, formerly Ocean Breeze, in Madeira Beach.

Apparently, Jimmy and Chef Bill were able to purchase the restaurant for a song. What the hell does that even mean? Anyway, they got a good deal on the nearly turn-key restaurant.

So what did they change?

Everything, and nothing. They changed what they felt needed changing: the food.

The interior of the restaurant is very quaint and comfortable, with nice earth tone colors and seaworthy blues to match.

I didn't dig the booths against the wall much, so I chose to sit at a cozy table alongside the wall. In other words, the layout needs a little tweaking. Not much, but maybe a little.

The outside patio along Gulf Boulevard has a boatload of potential, with plenty of tables for customers to take in the beach sights. But hold on, I'm getting off track.

Back to what matters, the food. I was pretty curious about what changes they had made to the menu.

Are you ready, my dear readers?

For the first time ever in my gazillion years of dining

the Off the Hook Beach Bistro reviews, food at Off the Hook 14601 Gulf Blvd. was too Madeira Beach good for the r e s ta u r a n t ' s 727-914-7041 atmosphere. The food was amazing.

Damn, Chef Bill, you really are the real deal.

The casual beach style of the restaurant is misleading for the gourmet but still more-than-affordable food they serve.

Truthfully, Chef Bill and Jimmy are too good for their own restaurant. I know that doesn't make sense.

For starters, I ordered the Bada Bing Shrimp, fried Gulf shrimp tossed in a creamy sweet Thai chili sauce, and the Breeze Crab Cake, 100 percent real crab accompanied with jalapeno mayo and remoulade dipping sauce. They were both freaking out of this

world. Oh my gosh, people.

For my entrée, I went with the blackened swordfish tacos topped with a citrus, cabbage and jalapeno slaw with a cilantro lime aioli and diced tomato. I also ordered the spicy chorizo burger, a half-pound Angus patty grilled and topped with a chorizo sausage patty and pepper-jack cheese, served with arugula and tomato and finished with a chipotle sauce. Holy Bajesus.

The food is incredible and the menu items are very reasonably priced. If I didn't know about Chef Bill's and Jimmy's past restaurant experiences, I would think they didn't know how to price their meals.

The quality of the food is all high-end at a low price. My guess is they have very slim margins to be able to put out such high quality food at such a low price. But if anyone knows what they're doing, it's these guys, as I found out first-hand.

And I must confess, I had my doubts that Jimmy and Bill could work side-by-side all day, with Jimmy's high energy, passionate vibe and Bill's low-key persona, but after my visit, I saw they are the perfect match.

Jimmy is just right for the front of the house, as he greeted and thanked every guest, and he did it with true sincerity, and Chef Bill ran the kitchen like a well-oiled machine.

I left Off the Hook Beach Bistro fulfilled, not just in my belly, but with happiness for two great guys who deserve to have their own piece of the American Dream in owning their own successful restaurant.
