Pinellas County’s beach communities continue to see big increases in property values By Daniel Holloway
P
roperty values across Pinellas County continue to climb, and the community of Indian Rocks Beach is leading the pack with an increase in real property values of 11.49 percent over last year. Indian Rocks Beach also showed an increase in tangible property values of 35 percent and an 11.69 percent increase in total taxable value. Tangible property refers to everything other than real estate that is used in a business or rental property, like computers and other electonics, and furniture and tools. All of this means over $114 million more in taxable value this year in IRB. So while property owners might be bummed to realize this will probably
mean they will be paying higher property taxes, it’s good news for the critical Pinellas County services that rely on tax dollars to operate. County Administrator Mark Woodard recently revealed the county’s proposed $2.3 billion budget for fiscal year 2017-18, which begins Oct. 1. Thanks to the increase in taxable property values, which provide the biggest piece of the money pie for Pinellas County spending, the overall property tax rate for property owners countywide will stay the same as last year, coming in at $5.30 per $1,000 in assessed taxable property value. Several county departments, including animal services, the airport and
• Belleair Shore – 10.61% • Treasure Island – 8.76% public works and the solid waste department, will benefit from a 4.2 percent increase in their operating budgets. This translates to almost $60 million more in available funds than last year. The operation of these departments comprises the largest chunk of the overall budget, at about $1.5 billion. The county’s five constitutional offices, which consists of the sheriff’s office, the property appraiser’s office, the clerk of the court, the supervisor of elections and the tax collector’s office, combine to account for $365 million of the overall budget, with the sheriff’s office getting the bulk of those funds. Woodard’s proposed budget will also allow for three percent pay increases for 3,500 county employees. According to Woodard, Pinellas County has the lowest debt per capita among Florida's urban counties.

eads up to residents of Clearwater: you’ll have to pay a little more in your taxes next year to help support the Jolley Trolley. The Clearwater City Council is slated to vote on a proposed subsidy for the Jolley Trolley’s shuttle service, to the tune of $217,263. This represents a 19 percent increase over last year’s figures. This amount, which is already included in the city’s budget for next year, will go towards upgrading current vehicles and tweaking technology to keep the system running smoothly. The upgrades were a requirement of the Jolley Trolley’s new five year, $15 million contract with The Pinellas Suncoast Transit Authority. The upgrades include new security cameras, onboard wifi, LED signs and,

ST. PETE BEACH - The city of St. Pete Beach is utilizing a new technique for road resurfacing, called micro-surfacing, that promises to be a game-changer. Instead of having to tear up the existing roadway and lay down a new layer of thick asphalt, micro-surfacing involves spraying an asphalt mix over the existing road, a quick-fix that is said to last at least seven years and cost about 25 percent of what traditional road replacement would cost.
TREASURE ISLAND - The city of Treasure Island recently revealed its proposed budget for fiscal year 20172018, and all in all, it’s good news for residents, especially with no increase to the propery tax rate. The city’s overall proposed budget comes in at $24.3 million. This includes $500,000 for an early loan payoff for the beach trail project. as well as $200,000 for a project involving a new municipal facility. While the property tax rate will stay the same, most residents will probably end up paying more due to an increase in property values. City officials remain stymied on how to pay for costly and necessary repairs to the community’s bridges, particularly the Treasure Island Causeway Bridge. The city will hold meetings on Sept. 5 and 19 to hear the public’s feedback on the budget.

fter years of contention, Madeira Beach appears ready to move on, starting with the selection of a new city clerk in a recent 4-1 vote by city commissioners. After weeding through numerous applications for the position, the board of commissers opted to award the job to Jennifer Johnson of Parkland, Fla., a community in Broward County, citing that Johnson is already a certified municipal clerk and is halfway through the process of becoming a master municipal clerk. The commission had previously said that being certified would be at the top of their list of priorities in selecting a new city clerk. Commissioner Terry Lister was the lone dissenting vote. He felt the city should choose a new city manager before hiring the city clerk, as the two will have to work closely together on city business. Of course, the search for a new city

clerk was necessitated by the resignations of former City Manager Shane Crawford and his wife, former City Clerk Cheryl Crawford. Last month, the couple agreed to a severance and settlement offer of $135,000 and agreed to continue to act as consultants for current city projects. The city has since opted not to renew the consultation agreements with either Crawford. Shane Crawford’s agreement was only for a period of four weeks; Cheryl Crawford’s agreement will be in place for 18 weeks. The city has not utilized either agreement.

R
ecent articles in The Roe Report have explained why home prices are going up. In the past year the national median price was up 5.8% but in our area it was up 14%. The reasons for these increases and why they could continue have been discussed. The increases are based on supply and demand. Some reasons include people staying in their homes for nine and a half instead of five years, the historic norm. We have one thousand people a day moving to Florida. As interest rates creep up, buyers that are sitting on the fence make a move to avoid higher costs. That are many other reasons, but the fact remains, demand is much stronger than supply. Overall supply equals 60 percent
The biggest difference between today and the housing bubble in 2006 is the way people borrow money. In the 2003-2006 period, buyers could get a stated income loan with no documentation. Today, they are offering loans with 3.5% down, but buyers need a credit score around 640 and they must prove they have the required amount of income. The most frequent question I receive is, "Will prices continue to rise at the current rate?" The answer is no. It's simple math. Prices cannot continue to rise three to four times faster than the increase in income. However, nobody knows where the top is or when it will happen. Demand has changed the dynamic of the housing industry. Everyone is trying to fill the void. Nationally, supply has dropped to a 4.2-month supply, while a balanced market is considered a six-month supply. Supply is always based on the median sales price. Locally, it's under a two-month supply.

Cooters Restaurant & Bar: Classic, Old Florida Charm
I
f you Google cool seafood joints in Clearwater Beach, my guess is Cooters Restaurant & Bar will be at the top of the list. What a great place. No, you are not going to be wowed by the dĂŠcor, because, again, it's a great seafood joint in Florida. It's exactly what I would picture if I were to imagine the perfect Florida seafood restaurant. The atmosphere is casual and relaxing, and while, yes, I am a total restaurant snob, I do not want to sit in a cold and stiff restaurant. I want the warm, inviting and casual atmosphere that Cooters in CB offers. I know I said casual twice, but I don't utilize a thesaurus when I describe the interior of a restaurant. It's charming, it's, well, let's just say it's Florida. And I love my Florida. On my most recent visit, I chose to dine outside on the front patio, but there is no shortage of seating inside the restaurant. I happened, by freak of convenience, to dine at Cooters on a Thursday afternoon, which happens to be Super Grouper Thursday, when they feature
a multitude of grouper dishes at special prices throughout the day, including: Crab Stuffed Grouper; Grouper Parmesan; Grouper Piccata; Buffalo Grouper Sandwich; Blackened, Fried or Grilled Grouper Dinners; Grouper Surf & Turf; Grouper Cheek Caesar Salad; a Grouper & Shrimp Basket; and a Grouper Reuben. And, yes, they have a zillion other items in addition to

their amazing seafood, such as BBQ Baby Back Ribs, the Famous Cooter Chicken, the Sirloin Burger, and the list of mouthwatering items goes on. I actually wanted to try their killer wings but, hey, did you forget I was there on Grouper Thursday? So I went with the grouper Reuben and the grouper sandwich, because I couldn't decide what to get and so what
do you do? You order both. OMG, they were both out of this world. The Reuben was amazing and the grouper went perfectly with the Thousand Island dressing, sauerkraut and cheese. The grouper sandwich was perfectly prepared and the fresh, fresh bun was delicious. And, yes, I meant to say fresh twice. Oh, I almost forgot. I also had the She Crab soup, and let me say this, it was hands-down the best in the area. I dare anyone to create a better tasting She Crab. And just as amazing were the reasonable, and in my opinion, cheap prices. OK, affordable. Obviously I love the place. It is right down my alley and, truthfully, the perfect restaurant for me. Well, me and about a million others, I reckon. And I must confess, I have been to Cooters a ton of times, so I know you also have to order the Old Bay Steamer Bucket, which consists of mussels, oysters, shrimp, crab legs and corn steamed in a bucket and served with red potatoes and garlic bread. Damn, folks, get in there. I ain't playin'! Bon appetit!

The Roe Report One of the most important reasons for choosing an agent is their ability to market your home. Since most Realtors had another career prior to real estate I decided to share one of my experiences. I was chosen to run a taskforce charged with combining 42 consumer products companies into a single sales and marketing department. As the largest company of its kind, it had the largest marketing budget. You know some of the brands; Tropicana Orange Juice, Shed's Margarine, Butter Ball Turkeys, etc. We had furniture lines, Avis rental cars, restaurant chains etc. I suspect I was picked because I had successfully introduced Ziploc Bags after management failed to get it off the ground. What I quickly realized was that the best preforming brands had diverse marketing departments. The weaker
brands had yes people who all thought alike. Everyone needs to be challenged or they lose creativity. Real estate is similar in that most agents do the same form of marketing; just listed and just sold postcards plus ads in luxury magazines. If they work for a franchise the odds are they have a preset budget for each price point that they follow. I was hired to sell a property that had been listed by three other agents/firms who were only able to get offers of $750,000. We spent $7,000 on paint and staging and were able to get two full price offers of $1,200,000 in 24 hours. Small magazine ads are given only a fraction of a second to gain attention. Most are just a photo of the front of the house. I was hired to sell another property that had been listed by another agent. I put the couple/owners in the hot tub with wine glasses at

sunset and placed the photo in the same magazine. It was under contract in a week. Rebekah and I wrote a book that outlines how we sell.
