A decrease in federal funding, plus a lack of permission from certain homeowners, has put a damper on beach renourishment projects. By Daniel Holloway

P

inellas County commissioners were recently brought up to speed on the current status of four separate beach renourishment projects planned for Pinellas beaches in the coming months. According to the report by Environmental Management Division Director Kelli Levy, a quote for the beach renourishment project that will stretch from Sand Key to Redington Beach came in at $33.5 million, a figure that is $6 million more than the original cost estimate. The U.S. Army Corps of Engineers will pony up for the bulk of this, but Pinellas County and the state will have to cover the rest.

In addition to the funding deficit, the Sand Key project, as it is called, requires the granting of easements from around 400 property owners before work can be done to renourish the beach. Property owners in the affected beachfront areas had until June 2 to grant the easements; however, a number of property owners either didn’t respond or didn’t give their permission. The beaches at these addresses will not receive renourishment, creating a number of gaps in the placement of sand, a further complication for project planners, although Levy said the project is still a go for this fall. As result of the Sand Key cost increase, a project planned for

Treasure Island got bumped until at least next year, when more federal funds become available. Also now up in the air is a Long Key project that was planned for next year. One bit of good news involved a project slated to begin this month at Upham Beach, at the north end of St. Pete Beach. The $9.5 million project to remove five yellow sand-filled T-groins and replace them with permanent Tgroins still has the green light to move forward. The project is expected to be finished by February 2018, with the cost being split equally between the state and Pinellas County.

After months of turmoil, Madeira Beach manager is out By Beth Ludwig

A

fter months of non-stop turmoil in Madeira Beach, city commissioners recently agreed to accept the resignations of City Manager Shane Crawford and his wife, Madeira Beach City Clerk Cheryl Crawford. The bad blood in Madeira Beach all began with many residents’ vehement disapproval of the previous commission’s decisions regarding two big hotel developments in the city, the Madeira Beach Town Center and the Holiday Isles Marina. Many feel that Crawford unfairly sided with the developers, and fear the real estate projects are too farreaching to retain the “small town” charm of Madeira Beach. Others in the city disapproved of Crawford’s relationship with his new wife, who was once his assistant. The ongoing dispute has resulted in

numerous lawsuits, personal attacks, and more recently, even death threats against Crawford. Crawford maintains that he was never calling the shots in the city; he was simply doing what was asked of him by the previous commission. The couple agreed to a severance and settlement offer of $135,000 upon their resignation and will continue to act as consultants for current city projects.

Clearwater Ferry service to expand into Dunedin CLEARWATER BEACH - After a banner spring season, Clearwater Ferry recently announced it will begin a pilot program to expand its service with a stop in Dunedin. After serving nearly 30,000 riders during Spring Break, beginning in October, the water taxi service will include a Dunedin stop on Fridays, Saturdays and Sundays. The ferry currently makes a loop between Clearwater Beach, Island Estates,

ince the passage of Amendment 2 in last year’s election, which allows for the manufacture, sale and use of medical marijuana in the state of Florida, state, county and local governments have had their hands full trying to enact suitable legislation to govern the new industry. Questions currently faced by Pinellas County commissioners include the number of facilities to allow within unincorported areas of the county, especially when taking into account the proposed facilities that would be allowed by each municipality in the county and their proximity to proposed facilities in the unincorporated areas. According to the state, each county is only allowed to regulate zoning and the actual operation of facilities within its jurisdiction. Pinellas County currently

has regulations on the books that prevent drive-thrus and mobile vending, along with onsite consumption of medical marijuana at the two facilities that are operating in the county. County commissioners have proposed a number of changes to their draft ordinance on marijuana dispensaries, but formal changes will need to wait until after the Florida Departmant of Health unveils its final decision on laws by July 3.

ith the beginning of what the National Oceanic and Atmospheric Administration (NOAA) is predicting will be a busy hurricane season, Pinellas County Emergency Management officials recently released updated evacuation maps and they are urging residents to take a look sooner rather than later. Changes to the evacuation zones for the county will affect around 85,000 land parcels, with about 75,000 of those properties having to evacuate earlier in a storm than they would have last year. In addition, due to updated storm surge models from the National Hurricane Center, another nearly 20,000 properties that were previously in non-evacuation zones will now have to evacuate in the event of a hurricane coming our way. Stressing that preparedness is everything, the county also unveiled a new mobile app called “Ready Pinellas” that will offer planning checklists and evacuation information based on your location in the event of a storm. According to Sally Bishop, the director of

istorically, people have moved every five years. Today, they are moving every eight and a half years. The longer people stay put, the fewer used homes are available for sale. This translates to a 37.5% reduction in used homes on the market. New home construction is running at 821,000 units per year, or about half of what it was during the peak in 2007. The lack of new construction is adding to an inventory shortage. Overall, the supply of homes for sale is down by 60%. In 2005, the term half-back was being used to describe retirees who moved to Florida and then moved halfway back. Florida's population dropped to 17.5 million. We are at 23.5 million residents today. Population growth over the past 12 years requires 35% more homes just to house new residents. Florida is currently growing by 1,000 people per day. Millennials (aged 18-34) are buying and moving out of Mom's house. Millennials are the largest of the population groups defined by our government.

Thai Pan Alley:

IRB staple comes full circle

A

s we all know, or at least all of us locals know, there is a Thai restaurant in almost every community on our lovely beaches. St. Pete Beach has a couple, neither of which is any good, and yes, I have been to both: Nori Thai and Basil Leaf Thai, Basil Leaf being the worst of the two. Expensive, and who plays loud alternative music in a Thai restaurant? Hey, that was a question. The answer: no one should. Madeira Beach has Thai Am 2, which is actually quite good. Thai Rama 9 in Redington Shores is also good, but they don't always seem to hold consistent hours. Listen up, restaurant owners, and listen good. If you want to succeed in the restaurant business, hold consistent hours. Go to the bait shop in Indian Rocks Beach and ask the owner, Tim, what his hours are. The guy is always open. It's amazing. He holds long-ass hours, but that's why he is successful. No, it's not a restaurant but it's what a restaurant

must, and I mean must, do. OK, I'm getting way off track here, but you get my point. Moving on down the street to Indian Rocks Beach, or IRB if you will, where Thai Pan Alley has been a staple in the community for years and years but it, too, has had its good times and bad. The original owner built an amazing Thai restaurant, but then it

was sold a couple of times. Each of those owners seemed to struggle with keeping the consistency of what the original owner had built. OK, let me just cut to the chase. The place took a dive and the service sucked and sometimes, so did the food. Now today, cue Joey Buck, the current owner of Thai Pan, who has resurrected the Thai Pan of old with the same service and quality of the original owner. I now know that whenever I go to Thai Pan, I will receive great service, great food that is prepared within a reasonable length of time, and also a great atmosphere. But I do have one gripe. I noticed they had live music in the back dining room one night when I dined there. Advice to Buck: dump it. No one, at least no one I know, goes to a Thai restaurant to listen to live music. As far as the food, everything on the menu is a huge hit. I

love the chicken red curry, but whatever you do, do not order higher than a three star unless you love your food spicier than acid. I have always ordered the 3 star (out of 5) but on my last visit, my son talked me into ordering 4 stars and it lit my mouth on fire. And I freaking love spicy food. Other great items are the mixed fried rice with shrimp, chicken and beef. Absolutely delicious. The bottom line is, Joey Buck has brought Thai Pan Alley back to the Thai restaurant all of us locals used to love.
