PETE BEACH - To the dismay of residents, the St. Pete Beach City Commission recently declined to extend the Paradise Sweets lease to continue operating the beachside Paradise Grille concession stands located at 900 Gulf Way and 6850 Beach Plaza. The eateries have been in operation at those locations in Upham and Pass-A-Grille beaches for nearly 10 years. According to Mayor Al Johnson, the current lease is too complicated to extend past its May 31 end date, however, Paradise Sweets will have an opportunity to bid on a new lease.

Pinellas high schools trying for later start times By Jason Coffman

A

fter years of debate, Pinellas County School District officials are inching closer to finding a feasible way to adjust high school start times countywide. Currently, high schools in Pinellas start at 7:05 a.m. There is numerous research available that shows this kind of early start time is detrimental to teenagers who can require up to nine hours of sleep and most of them just aren’t getting even close to that. Students who get more sleep usually do better academically and socially, so the latest proposal calls for start times of around 7:20 a.m. or 7:30 a.m. Even this slight difference will benefit students greatly, as they generally won’t be arriving to school while it’s still dark outside. Pinellas School Superintendent

Michael Grego is in favor of the plan, but there are still plenty of logistics to figure out, generally as they relate to bussing students of all ages to their schools. Since most parents of elementary and middle school-age children seem to be fairly happy with those start times, the school district is looking into how to proceed with the least amount of impact on them. According to Clint Herbic, associate superintendent in charge of Operational Services for the district, start times for elementary and middle schools could be adjusted by 5 or 10 minutes so all the pieces of the puzzle could fit together. Another alternative could be to limit some of the transportation options that are currently in place for the county’s extensive School Choice Program.

Pinellas beaches are prepping for record-breaking crowds By Daniel Holloway

F

resh on the heels of being named the country’s number one beach for 2018 in the TripAdvisor’s Travelers' Choice awards for Beaches, Clearwater Beach, and all of Pinellas County’s beaches, are preparing for record-breaking crowds this spring break season. In addition to the TripAdvisor shoutout, Forbes magazine recently named Clearwater Beach the number two Spring Break destination in the U.S., with author Alexandra Talty saying, “With its powdery white sand, stunning Gulf Coast shoreline and magnificent sunsets, Clearwater Beach is my pick for spring break.” Umm, Alexandra, if it’s your pick, shouldn’t it be number one? The point is, Pinellas beaches offer

something for everyone, and the world knows it. February already saw a huge uptick in visitors, and with them, severe traffic congestion. But who can blame them? Have you noticed the weather lately? B.E.A.Uootiful. Pinellas County officials have been pondering ways to combat traffic congestion along the beaches for years, particularly in Clearwater Beach. Sadly, one of their latest endeavors, the new Clearwater Beach Pelican Walk Parking Garage, located in the more residential north end of the beach at 490 Poinsettia Ave., has thus far proven to be a big flop, ending its first year with a loss of $52,000. City consultants had originally predicted a profit of $800,000 for the first year. In keeping with Clearwater City

Councilmember Doreen Caudell’s theory that it’s better to keep cars off the beach in the first place, the Pinellas Suncoast Transit Authority (PSTA) recently announced that they will again offer free rides on their Jolley Trolley Park N Ride shuttle service between downtown Clearwater and Clearwater Beach until April 29. The city of Clearwater has agreed to pony up $65,000 to PSTA to offset the costs for the shuttle service. Riders can park for free in lots at Clearwater City Hall, located at 112 S. Osceola Ave., and at Harborview Center, located at 300 Cleveland St. in downtown Clearwater. All riders boarding at these locations will receive a free day pass for unlimited travel on the entire PSTA bus and trolley system for that day.

The trolleys will drop riders at the newly built Clearwater Beach Transit Center near the roundabout; the return service to the downtown parking lots boards at the Clearwater Beach Marina. The Trolley Park & Ride service runs every 15 minutes from 9:00 a.m. to 10:00 p.m. Sunday through Thursday, and until midnight on Friday and Saturday. The Clearwater Ferry is also hoping to do its part to cut down on vehicle traffic on the beach. The ferry service is adding extra boats to the routes through April 30, departing from downtown Clearwater with stops at Island Estates, North Clearwater Beach and the Clearwater Beach Marina. Tickets are $4 for adults each way, $3 for seniors and $2 for kids ages 4 to 12.

Wine Cellar redevelopment hits stumbling block By Jason Coffman

P

lans to redevelop the two-acre site of the former Wine Cellar Restaurant, located at 17307 Gulf Blvd., at the corner of Gulf Boulevard and 174th Avenue in North Redington Beach, may have hit a snag. Developer Allen Goins, of AG Development, has plans to turn the property into a small shopping center with a Dunkin Donuts. The parcel of land is situated partly in North Redington Beach and partly in Redington Shores. While much of the new contruction would be on the North Redington Beach portion, the Dunkin Donuts would be on the Redington Shores side and would require an entrance/exit on 174th Avenue. However, the Redington Shores Planning and Zoning Board approved the plans with the caveat that 174th

In Brief Pier 60 Sugar Sand Festival better than ever CLEARWATER BEACH - The annual Pier 60 Sugar Sand Festival will transform America’s best beach into a museum of sand sculptures April 13 to 22. Ten world-class sculptors will work around the clock sculpting elaborate sand sculptures from Clearwater Beach’s famous sugar sand. The works of art will be on display in the Sugar Sand Walk Exhibit for 10 days in a 21,000-square-foot tent. The festival will feature a variety of free activities, including concerts on the beach, sand sculpting clinics, speed sand demonstrations, a children’s play area, extended Sunsets at Pier 60

Avenue be closed off from traffic coming and going from the shopping center. Without this access, Goins says he will lose Dunkin Donuts as a tenant due to the difficulty of entering that side of the property. Goins recently made a plea to the Redington Shores Town Commission to allow access from 174th Avenue and was promptly shot down. The commission went a step further in also disallowing a driveway for a pickup window at Dunkin Donuts, saying it would add too much traffic and was incompatible to the surrounding area. Goins has not yet presented his plans to the North Redington Beach Board of Commissioners. He will now likely have to rethink the development of the shopping center without the addition of a Dunkin Donuts.

Last year’s festival drew 30,000 visitors to the ticketed sand sculpture exhibit, while more than 100,000 participants took advantage of the free activities during the festival. Artwork will be judged by a panel of judges to select finalists in five categories: Best Overall; Best Anti-Litter Message; Best Original; Best of ages 10 to 14 years old; and Best of ages 15 to 18 years old. In Brief Pinellas County looking for beach lifeguards PINELLAS COUNTY - The county is hiring lifeguards to monitor beaches and help visitors have a safe and fun time. Lifeguards will be stationed on county beaches at Fort De Soto, Sand Key and Fred Howard parks from March to September. Positions are available for full-time or part-time seasonal employment, with pay starting at $12.55 per hour for new lifeguards and ranging to $14.98 per hour for senior-level lifeguards with an EMT certification. Lifeguards may work 8- or 10-hour shifts. Minumum requirements for the position include: American Red Cross certifications (or equivalents); three months of responsible lifeguard experience within the last five years; must complete 500-meter swim under 10 minutes and one-mile run under eight minutes; must be at least 18 years old; and must possess a valid Florida

Next, they will begin nourishing Redington Beach with sand from the Egmont Shoal Borrow area and work to the north, finishing at the Ultimar Condo in Sand Key. The nourishment project was awarded in September to Norfolk Dredging and is expected to cost $41.7 million. The county’s portion of the bill will be paid with Tourist Development Tax funds dedicated to beach nourishment. To reach the correct beach elevation during construction, portions of the landward edge of the project will need to be constructed on private land. Construction of the full project is dependent on getting the easements on private land that are required by the Army Corp of Engineers. Construction will occur along nine miles of shoreline and take at least six months to complete, placing over 900,000 cubic yards of sand.

The Roe Report By Cliff Roe Broker/Owner Roe Realty

T

hey say history starts the day you are born. I remember 17 percent mortgages and paid as high as 10 percent, but the millennials are accustomed to rates in the 3+ percent range. Currently, rates on a 30-year are over 4.5 percent, with as many as five rates hikes expected by the end of next year, causing rates to rise above 5.5 percent. I'm hearing a lot of talk about another housing bubble. Last time, 17 percent of all sales were speculation. That's not true today. Last time, prices were increasing much faster than inflation, which is true today. Interest

from $599k to $499k. I found this shocking and decided to run the numbers before next quarter's Report. Nothing is out of line at this point, but it's too early to tell. My forecast is pretty simple. Barring an unforeseen tragedy, sales of higher priced properties will continue to take longer to find a buyer, because most of these properties are bought as 2nd or 3rd homes. Buyers will continue to buy at or below the median price until after the next couple of rate hikes. From that point, there will still be buyers, but the market will settle down and prices will increase at a slower pace.

rates were on the rise as they are today. Buyers who had been on the fence bought to beat the next rate increase - that appears to be happening now. The year-end Roe Report showed anything above $750k is experiencing a buyer's market, and everything below $750k is in a seller's market. A flat market has a 6 month supply. (Email Cliff@Roe-Realty.com with Roe Report in subject line if you would like a copy.) Last week, a new construction project on Gulf Blvd dropped the list price

Thai Pan Alley:

IRB staple comes full circle

A

s we all know, or at least all of us locals know, there is a Thai restaurant in almost every community on our lovely beaches. St. Pete Beach has a couple, neither of which is any good, and yes, I have been to both: Nori Thai and Basil Leaf Thai, Basil Leaf being the worst of the two. Expensive, and who plays loud alternative music in a Thai restaurant? Hey, that was a question. The answer: no one should. Madeira Beach has Thai Am 2, which is actually quite good. Thai Rama 9 in Redington Shores is also good, but they don't always seem to hold consistent hours. Listen up, restaurant owners, and listen good. If you want to succeed in the restaurant business, hold consistent hours. Go to the bait shop in Indian Rocks Beach and ask the owner, Tim, what his hours are. The guy is always open. It's amazing. He holds long-ass hours, but that's why he is successful. No, it's not a restaurant but it's what a restaurant

must, and I mean must, do. OK, I'm getting way off track here, but you get my point. Moving on down the street to Indian Rocks Beach, or IRB if you will, where Thai Pan Alley has been a staple in the community for years and years but it, too, has had its good times and bad. The original owner built an amazing Thai restaurant, but then it

Thai-Pan Alley 2300 Gulf Blvd. Indian Rocks Beach 727-593-3663

was sold a couple of times. Each of those owners seemed to struggle with keeping the consistency that the original owner had built. OK, let me just cut to the chase. The place took a dive and the service sucked and sometimes, so did the food. Now today, cue Joey Buck, the current owner of Thai Pan, who has resurrected the Thai Pan of old with the same service and quality of the original owner. I now know that whenever I go to Thai Pan, I will receive great service, great food that is prepared within a reasonable length of time, and also a great atmosphere. As far as the food, everything on the menu is a huge hit. I love the chicken red curry, but whatever you do, do not order higher than a three star unless you love your food spicier than acid. I have always ordered the 3 star (out

of 5) but on my last visit, my son talked me into ordering 4 stars and it lit my mouth on fire. And I freaking love spicy food. Other great items are the mixed fried rice with shrimp, chicken and beef, and of course, the pad thai. Absolutely delicious. The bottom line is, over the past few years, Joey Buck has brought Thai Pan Alley back to the Thai restaurant all of us locals used to love. And of course he couldn't have done it without the dedication of his entire staff, so kudos to all of you, too. When you go, make sure you sit in the rear of the restaurant on the open air patio. Oh, and did I mention it's only steps away from the beach? You gotta love our beaches!

Bon appetit!
