Residents in St. Pete Beach have reported large numbers of dead fish in the Intracoastal Waterway, so much so that the city recently made arrangements for a “dead fish removal” garbage service. The have been no reports of dead fish along the beaches so far, but fish kills have been reported in Treasure Island and Tierra Verde.

In Brief Treasure Island preps for annual kite festival TREASURE ISLAND - The 19th annual Treasure Island Sport Kite Championship (TISKC) returns to Florida this month as part of the annual Treasure Island Kite Festival.

Sport kite flyers from up and down the East Coast of the United States will gather in Treasure Island Jan. 16 and 17 for two days of competition on one of the best kite flying beaches in the country.

Recreational kite flying is also encouraged.

On Saturday, Jan. 16, there will be kite flying demonstrations, pair and team flying exhibitions and kite flying lessons provided by champion Eastern League Kite Flyers.

The following day, the festival kicks into high gear with the sport kite competition, featuring a full day of aerobatic kite flying set to music and scored by judges. TISKC will also offer a novice class competition for multi-line precision and ballet.

St. Pete Beach accepting orders for Honor Walk ST. PETE BEACH - The city of St. Pete Beach is accepting brick orders for the Upham Beach Honor Walk through March 18, 2016.

The cost of each brick is either $100 or $300. The 8” by 8” bricks can be inscribed with up to six lines. Installation of the bricks will begin in late spring 2016.

By Beth Ludwig MADEIRA BEACH - Madeira Beach city officials are cracking down on irresponsible pet owners who don’t clean up after their dogs.

The city has recently installed over 50 new dog waste disposal stations throughout the city, and warns that if you don’t pick up your dog’s messes, you’ll face a fine of up to $500.

Madeira Beach City Manager Shane Crawford said this is a real issue in the city.

“If you don't pick up after your dog, there's parasites involved. It gets into the waterways.

There's a number of reasons why you need to pick up after your dog, outside of the fact that it's disgusting to have some other dog's waste on your front lawn,” said Crawford.

If enforced at its maximum amount of $500, Crawford said the fine is five times that of what Pinellas County imposes.

Many residents feel that this will be a strong incentive for dog owners to pick up after their dogs, but others questioned how it will be enforced. Crawford said police deputies will

not hesitate to enforce the new ordinance.

The ordinance is part of the city’s “Clean Up Madeira Beach” initiative that also includes beach and water clean-ups.

Motorcyclist dies after plunge from bridge INDIAN SHORES - A motorcyclist traveling northbound on Gulf Boulevard lost control of his motorcycle as he entered the on-ramp to the Park Boulevard bridge.

Justin Ennis, 24, collided with one of the side barriers and was then thrown from his bike. He fell about 30 feet to the ground below the bridge. Ennis was transported to Bayfront Hospital, where he died from his injuries.

Investigators with the Florida Highway Patrol (FHP) have said Ennis was travelling at more than twice the posted speed limit of 30 miles per hour, but other motorcyclists have questioned the safety of the

Indian Rocks Beach roadwork continues through March INDIAN ROCKS BEACH - The roadwork in Indian Rocks Beach that began with the reconfiguration of the intersection at Gulf Boulevard and Walsingham Road will continue for many city residents and visitors through March.

Eight streets in the city will soon see new paving and curbs. Public Services Director Dean Scharmen isn’t going to lie: residents on those streets are going to be inconvenienced. But he stressed that it’s a one-time thing that will really bring the streets up to snuff.

The roads that will be improved are: East Gulf Boulevard from Walsingham Road to Sixth Avenue; Sixth Avenue from East Gulf Boulevard to the cul-de-sac; 10th Avenue from Gulf Boulevard to the cul-de-sac; 15th Avenue from Gulf Boulevard to Bayshore Boulevard; First Street from 15th Avenue to 16th Avenue; Bay Palm Boulevard from 15th Avenue to 16th Avenue; Legion Lane from 15th Avenue to 16th Avenue; and Second Street from 18th Avenue to 21st Avenue.

The project has a price tag of $1.1 million.

BELLEAIR BLUFFS The new bait house built by Pinellas County recently opened at the Belleair Causeway Boat Ramp after a lengthy delay.

The new facility replaces the old Belleair Bait House that was torn down several years ago during the construction of the Belleair Causeway Bridge and the replacement of the adjacent boat ramp.

Penny for Pinellas funds paid for the new bait house, which cost a whopping $780,000.

The bait house concessionaire, Angler 360, was awarded a contract to run concessions at the shop through a competitive bid process. In addition to fishing supplies, the bait house will offer a variety of food and drink options.

The Belleair Bait House is located in the boat ramp parking area, at 3900 West Bay Dr., Belleair Bluffs. The bait house will operate daily from 6 a.m. to 8 p.m. during the winter.

There is a $6 daily parking fee for vehicles with trailers and a $2 fee for passenger vehicles at the Belleair Causeway Boat Ramp.

Gulf Boulevard intersection getting an upgrade

Belleair Shore looking for buoy solution

BELLEAIR BEACH - A major project to upgrade the intersection at Belleair Beach’s Gulf Boulevard and Causeway Boulevard is in the early stages.

Officials expect to have the design of the upgrade completed by next month.

According to Pinellas County Metropolitan Planning Manager Rodney Chatman, the project will include an Intelligent Traffic System / Advanced Traffic Management System traffic light that will have cameras to help control the flow of traffic. The utilities in the area will also be undergrounded as part of the project.

City officials expect the work to begin in late August, with completion slated for October. The cost is expected to be about $500,000.

BELLEAIR SHORE - The town of Belleair Shore is looking to its neighbor to the south to help resolve the issue of missing buoys in the town’s waters.

Town Commissioner Raymond Piscitelli recently reported to the commission that of the 13 buoys replaced in 2013, only three or four remain in place.

According to Piscitelli, the town paid the city of Belleair Beach to install the new buoys two years ago. But the commissioner said the buoys were installed with inferior materials that caused most of them to break away.

This time, Piscitelli recemmended that town officials contact the city of Indian Rocks Beach to replace the buoys, which he claimed are made with bigger and better materials.

TJ’s Italian Café Celebrating 25 years of food, family and fun!

It all started with a dream.

The place: Chambersburg, New Jersey, an Italian-based community outside of Trenton, built on strong work ethic and integrity. The place that would lay the foundation of developing Chef TJ Smith into one of the best chefs in Tampa Bay, and perhaps in the country.

The Smith family soon planted their seeds in Yardley Township in the Lower Bucks area, a stone's throw from Philadelphia. TJ's parents opened a bar and grill-style restaurant and TJ's curiosity lead him into the kitchen at the age of 12, where he began absorbing all the information he could on various cooking styles.

"I started cooking in the bar, making sandwiches, burgers, cheesesteaks, and then I went to work at Kenny's, a pizza parlor around the corner, where I learned how to do pizza.

When I was about 16, I went to a place called the Wayside Inn in Pennington, New Jersey. That's where I learned how to do the pizza we do now," said Chef TJ. "It's a New Jersey-style pizza that I learned how to make from a retired chef named Al DeFonze, who would come into the restaurant part-time and make all the sauces."

According to TJ, DeFonze was the backbone of that restaurant and the chef who would take TJ under his wing and show him how to makes the sauces and the dough that he himself had learned how to make in Italy before coming to the United States and settling in New Jersey. "These recipes that I'm using are probably over 100 years old," said TJ. Chef TJ would later go on to work in other restaurants, honing his skills and learning how to saute, learning the techniques of French and Italian cooking.

"The French style would be a little richer, where the dishes would start with clarified butter and end with clarified butter, which makes the dishes a lot richer. With the Italian restaurants, we would cook with olive oil and finish the dishes without butter but the flavor wasn't there, so I combined the two by starting with olive oil and finishing them with a little butter, which gives them the flavor you like without the dish being too rich."

During those years, one chef would make a lifelong influence on the young chef. "I worked at Le Bec Fin, the number one restaurant in Philadelphia and in the United States two years in a row. I worked as a sous chef under one of the owners, George Ferriets, and head chef, Claude Pages.

was like working at no other," said TJ. Making his dream a reality, the young, but experienced, 21-year-old chef would open Roebling's Main Street Pizza, his first restaurant in Roebling, New Jersey. Through hard work and determination, Chef TJ Smith would create a staple in the community, building the best restaurant in the area.

With an established restaurant under his belt, TJ earned the time to be able to vacation with his family in Indian Rocks Beach. It was on one of those vacations that TJ fell in love with the community and decided it was where he would lay down his roots and build his reputation as one of the best Italian chefs in Tampa Bay. TJ originally leased one of the three small cottages that previously occupied the property where TJ's Gourmet Pizza, now TJ's Italian Cafe, is located today. It started out as a pizza parlor where TJ would spin the dough for the pizza, a traditional Italian style still used by the chef today.

They would later start serving a series of gourmet pizzas that made TJ's famous all over the West Coast of Florida.

Though TJ's was more of a pizza parlor and sports bar at first, that all changed when a young woman, also Italian and Irish, dined at TJ's one evening.

"My mom and grandfather were chefs from Northern Italy, you don't go out and eat Italian. I never ate at an Italian restaurant my entire life, but my dad would frequent here and he told me that TJ's sauce is just like my grandpa's and my mom's," said Kim Smith, now TJ's wife. "I came to the beach to visit my dad and they pulled me into TJ's to try his food. It was so good, I said I want to meet the chef. He came out at the end of the night and I told him, your food is amazing."

It was on a further visit with her grandmother that TJ's future wife would tell TJ that his food did not go with the ambiance of the restaurant. As a graphic designer, Kim offered to make a sketch of what she envisioned the restaurant should look like for TJ. That sketch would go on to define the interior of TJ's Italian Cafe as it is today.

"Where I grew up, in Chambersburg, it was 110 percent Italian.

Every family. The grandmothers would live at home after their husbands passed away and they would cook for the families.

You grow up smelling red sauce," said TJ.

A red sauce that would get into Chef TJ Smith’s blood and carry on the tradition of gourmet Italian cuisine and the Italian way of life.

Windjammers Restaurant Sailing on the winds of change

oogle "smart restauranteur" and Fran Bartlett will be at the top of the list. Why, you ask?

Because the owner of Windjammers Restaurant in Clearwater Beach, formerly The Lobster Pot, is intelligent enough to know that you have to change along with the direction of the market. When she and numerous other restaurant owners saw how Clearwater Beach was becoming even more of a family destination, she knew she, too, had to make a change to her signature restaurant.

So, the first thing on the agenda was to drop the word "lobster," which, as almost any diner will tell you screams high price, but for Bartlett, it had to be a very tough thing to do, considering The Lobster Pot was her baby.

Before moving the restaurant to Clearwater Beach, Bartlett also owned The Lobster Pot when it was previously located on Gulf Boulevard in Redington Shores. She realized, like every other successful business owner will tell you, you need to know when it’s time to reinvent yourself, to keep up with the times, which is exactly what she did. She put the past behind her and moved to the future, and the future is her newborn baby, Windjammers Restaurant.

In addition to the name change, Bartlett, along with new management, has entirely revamped the menu,

offering more family-friendly items. And, equally important, they have priced the menu to fit the new theme. But allow me to cut to the chase, it kicks ass.

Because, in all honesty, the soft open menu they were using on the night I was there was one of the best menus I have ever seen. For example, fish tacos, scallops, and seafood tempura bites are just a few of the items listed as appetizers. They also offer sandwiches, mozburgers, wraps, flat windjammers-restaurant.com zarella. scallops were extremely plump and out of this world. And we were fortunate enough to be there on a Wednesday night, which is the night that all appetizers are half-price. Boom!

Now, this sounds crazy, but what I loved was how simple the menu was. It had everything and anything you

would want. However, I understand it is only their soft opening menu and that they are going to be adding to it.

Both my wife and I were pleasantly surprised at how affordable the menu is because the interior of the restaurant is so nice. An absolutely beautiful and warm interior. I was told there are also plans to tweak the interior to better reflect the more casual theme the new restaurant is moving towards. If it was me, I would leave it as is. It is perfect the way it is.

The only thing I would change is the name from Windjammers Restaurant to Windjammers Bar & Grill. My opinion only. Other than that, I wouldn’t change a damn thing.

The place was awesome and I truly mean it. I loved the place. Oh, and a quick shout-out to our server, Stella.

She was the bomb. Great job, Stella.
