Less than two weeks after he was appointed to the position, Madeira Beach City Manager Derryl O’Neal announced to the city commission that he was no longer interested in the position and wished to return to his previous postion of fire chief. He also said he was willing to continue serving as interim city manager for as long as is necessary. According to O’Neal, a loss of $25,000 in retirement money was the reason for his resignation. Of course, the search for a new city clerk was originally necessitated by the resignations last summer of former City

ST. PETERSBURG - Pinellas County Mosquito Control has confirmed a positive test result for West Nile Virus in a sentinel chicken this month in the Cross Bayou Sawgrass Lake areas of St. Petersburg. Technicians are responding with treatment targeting adult mosquitoes and larvae by ground and by air in the area in addition to their ongoing treatment efforts. Sentinel chickens serve as an earlywarning detection system for some mosquito-borne diseases and can signal that disease-carrying mosquitoes are present. This system alerts Mosquito Control to the presence of diseases such as West Nile Virus, St. Louis Encephalitis, Eastern Equine Encephalitis, and Highlands J Virus. There are eight locations in the county where chickens are kept and tested weekly. Residents are urged to be diligent in

2017 Sanding Ovations Master’s Cup Music Schedule

nless you’ve only recently moved to the area, or you’ve been living under a rock, surely you’re familar with Treasure Island’s biggest beach bash of the year: the Sanding Ovations Masters Cup Sand Sculpture Competition and Music Festival. Now in its ninth year, Sanding Ovations is a four-day competition of 10 sand sculpting masters from throughout North America, Europe and Asia, who create astonishing works of art using nothing but sand, water and lots of their own imagination. Sanding Ovations is a free annual event held on the weekend before Thanksgiving in Treasure Island,
the Sand Sculpture Capital of Florida. This year’s festival will be held Nov. 15-19 on the beach at 104th Avenue and Gulf Boulevard. Kicking off the festivites is a “Party with the Sculptors,” Nov. 15 at 7:00 p.m. in the Crystal Sands Ballroom at the Bilmar Beach Resort, 10650 Gulf Blvd. You can hang out with the sculptors, partake of beer and cocktails, enjoy munchies from Sloppy Joe’s, and $15 at the door covers it all. This year’s sculptors hail from such far-flung locales as Canada, Russia, Ireland, Lithuania, Singapore, the Netherlands, Massachusetts and Washington. Oh yeah, and Treasure
Island and Indian Rocks Beach. As the biggest draw of the festival, the sand sculpting competition is invitational, and has grown to be the largest masters competition in the Southeast United States. The top three sculptures and a People’s Choice sculpture are awarded over $12,000 in cash prizes. Voting for the People’s Choice award will be held Nov. 18 from 3:00 to 6:00 p.m., followed by an awards ceremony at 7:00 p.m. and a fireworks display at 10:00 p.m. The festival also features a food court and an arts and crafts marketplace. Postcard Inn is latest SPB hotel to change hands By Beth Ludwig
A
deal was finalized last month for Boston-based TPG Hotels & Resorts to purchase St. Pete Beach’s Gulf-front Postcard Inn on the Beach from The Carlyle Group for $47.4 million. The hotel, located at 6300 Gulf Blvd., was originally built in 1957. It features 196 rooms, an onsite restaurant, a beach bar and the largest pool in St. Pete Beach, all on 8.5 beachfront acres. The Washington, D.C.-based Carlyle Group purchased the Postcard Inn in 2015 for $32.5 million and has since made numerous upgrades to the property. The sale of the Postcard Inn follows the sales earlier this year of St. Pete Beach’s historic 277-room Loews Don

CeSar Hotel, known as “The Pink Lady,” and the family-owned Sirata Beach Resort and Conference Center. The Don CeSar, along with its sister property, Beach House Suites, sold for $214 million. The terms of the Sirata deal were not disclosed, but it’s probably safe to say the Nicklaus family, who had owned the property since 1962, made out pretty well on the deal.

Clearwater will cough up $5 million to help CMA expand By Beth Ludwig
I
n a 4-1 vote, the Clearwater City Council recently approved a measure to contribute $5 million towards the Clearwater Marine Aquarium’s $66 million project to drastically expand the facility. Clearwater City Council member Bill Jonson was the lone dissenting vote after expressing his concerns about the possible impact this could have on the city’s overall budget. Other council members, however, viewed the grant as a valuable investment in what the city can offer its visitors and locals alike. As the biggest tourist attraction in Clearwater, other than the beach itself, the Clearwater Marine Aquarium currently hosts over 750,000 visitors per year, a number that is expected to continue to increase along with the expansion of the facility. The plans for the expansion project call for five new dolphin pools, a 376-
space parking garage and 93,000 square feet of additional guest space. As a non-profit organization, CMA officials want to stress that the facilty remains, first and foremost, a rescue and rehabilitation facility. As such, the new plans also provide space for up to 45 rehabilitation animals at any time, as well as a new pool capable of holding up to three rehab manatees if necessary. The aquarium is currently unable to house manatees at all. The CMA is home to 17 dolphins that cannot be released back into the wild, the most famous of which is, of course, Winter. The new plans will allow for up to nine more resident dolphins. The city plans on splitting up the allocation of funds, with $3 million given up front and the remaining $2 million as a future matching grant. Construction at the Island Estates facility is expected to get underway in December.

I
f there is one thing the Loder family knows how to do, and do extremely well, is operate and run a restaurant. OK, so operate and run may be the same damn thing. After eating dinner at Captain Bill's Beach Kitchen in Treasure Island, I have an overwhelming amount of passion to share my experience with you, because truthfully, it was that damn good. Hey, what's with the swearing? Seriously, folks, before I get down and dirty into how good the food was at Captain Bill's, I think it is only fair to share with you the history of the Captain Bill's--Crabby Bill's--Loder Clan. In 1975, the Loder family opened Captain Bill's Beach Kitchen in Redington Shores, which grew into three restaurants, which the family later sold. After selling the Captain Bill's name and location in 1982, the Loders needed to come up a new name for the family business. Crabby Bill's was born and history was made. And now, more than 40 years later, John Loder, the son of Crabby Bill Loder himself, and Debra Faust had the opportunity to open a restaurant in the Treasure Island location, and the
good fortune to open under the original name of Captain Bill's Beach Kitchen. Their strategy for success is simple. "If we can't buy fresh fish, we don't sell it. You might come in and we might be out of a certain fish and that's because we couldn't buy it fresh," said Loder. From being in the area for over 42 years, Loder said they have great connections with all the fishing boats and captains. "Locals, locals, locals. It's very important to take care of the locals. The locals feed us year round, is what my father told us," said Loder. As rich in tradition is the Loder name, so, too, is their success and ability t o
Captain Bill’s Beach Kitchen 145 107th Ave. Treasure Island 727-317-3940 serve amazing seafood. On the night I visited Captain Bill's, I ordered the chargrilled oysters, which, OMG, are to die for. I know I say that a lot, but I only say it when I mean it. You have to order them. Chargrilled with cheese on top. Oh my gosh. I asked my server for a menu recommendation, and she recommended all the fish, so I went with the amberjack, kingfish and grouper. Listen, people, I don't stroke a restaurant unless they deserve it. If I go to a joint and it does not live up to my expectations, I simply do not do a dining feature on them, because I do not want to lose my journalistic integrity. Yes, that's very important.
Going back to the fish, it was so incredibly fresh and out-of-this-world delicious. On a side note, I do not know what in the world the Loders do to create this Old Florida ambiance and charm in their restaurants, but they've got it down to a science. Captain Bill's was simply awesome, but for those of you, which is a ton, who know their history, why should we be surprised? The only regret I have is that I didn't order the crab cakes. I was told they are amazing. After I had already eaten, of course. Damn it! Captain Bill’s Beach Kitchen also offers pasta, steak and chicken dishes, as well as sandwiches and burgers, for the landlubbers among us.
