TIERRA VERDE - At a recent packed board meeting of the Tierra Verde Community Association, Peter Clark, a marine biologist and founder and president of Tampa Bay Watch, an estruary protection group, gave a presentation outlining the plight of Shell Key Preserve.

Located directly west of Tierra Verde, Shell Key’s northern pass leading from the preserve into the Gulf of Mexico closed in the spring, and local residents are concerned about the effects this is having on the area’s water quality and wildlife.

The pass, which used to be hundreds of yards across, is now completely blocked by sand that has been deposited over the years. According to Clark, this is a result of other beach nourishment projects in the area.

Residents and environmentalists report a drastic deterioration in the quality of the water since the pass closed in May, as well as a decline in native plantlife and wildlife.

Clark believes the solution is to dredge the pass and state and county officials agree, although at this point, there’s no consensus about who should pay for it or when it will be done.

Shell Key Preserve is an 1,800-acre preserve that protects sensitive marine habitats and includes Shell Key, one of the county's largest undeveloped barrier islands. It has been designated as one of the state's most important areas for shorebird nesting and wintering.

TREASURE ISLAND - Pinellas County is upgrading two water booster pump stations at 4501 Gulf Blvd., St. Pete Beach, and 12050 Second St. E., Treasure Island.

Crews will be fitting underground water pipes at both sites with a new disinfectant system. The work should not impact water service.

Fences will be erected around the construction areas at both sites as crews dig to reach the underground pipes and install the new system.

Both projects are expected to be completed within the first two months of 2016. Construction hours are scheduled from 7 a.m. to 7 p.m. Monday through Friday.

By Scott Lancaster Legal quagmire leads to hefty settlement for SPB ST. PETE BEACH - St. Pete Beach commissioners recently agreed to settle a lawsuit involving the payment of legal fees in the amount of a whopping $495,637.

The agreement stemmed from a lawsuit originally filed against the city by St. Pete Beach resident James Anderson, who was represented in that case by attorneys Ken Weiss and Tim Weber.

The city lost the case on appeal and is now responsible for Anderson’s attorneys’ fees. The attorneys reportedly charge $400 an hour.

The original lawsuit question the city’s comprehensive plan and said the city violated the Sunshine Law.

1280 Missouri Ave. • Clearwater MADEIRA BEACH - At a recent workshop meeting, the Madeira Beach Board of Commissioners heard a proposal from Capt. Mark Hubbard to provide a watertaxi service throughout Madeira Beach and other nearby waterfront communities.

Hubbard, the owner of Hubbard’s Marina in John’s Pass Village, currently runs Tampa Bay Ferry, a water shuttle service that operates between Fort De Soto and Egmont Key. Hubbard’s vision for the “Madeira Beach Waterborne Ferry Service” would include a smaller boat for weekend watertaxi service, as well as larger boats, similar to his Tampa Bay Ferry boat, that would transport larger numbers of people to and from event venues, such as the newly opened Madeira Beach City Centre.

Much like the Beach Trolley bus system, Hubbard’s watertaxi proposal includes several scheduled pick-up and drop-off spots throughout the city.

Some of the proposed stops include John’s Pass Village Boardwalk and the new waterfront Marriott Hotel.

and payroll expenses. Hubbard estimated the cost to the city at around $25,000 per year.

Madeira Beach commissioners were in agreement that the proposal seems like a progressive idea for the city and unofficially approved the plan to move forward.

Hubbard and the city plan to have the watertaxi service in place by February or early March, in time for the busy tourist season.

Everywhere you look, beach development is on the rise.

CLEARWATER BEACH - In what seems to be quite a welcome trend to the local economy, condo and hotel development along Pinellas County's beaches is booming. Most of our beach communities report multiple projects is varying states of completion, and there are plenty more in the works.

The largest construction endeavor in the

Intracoastal, consisting of 50 townhomes with prices starting in the low $600,000 range. Construction on several of the buildings in the community is complete, and the entire project should be finished by the end of the year.

Another project getting close to completion in Indian Rocks Beach is the 100-room

area at this time is Clearwater Beach's Opal Sands Resort, which is touting itself as the newest oceanfront accommodations in the area. The resort will top out at 15-stories and 230 guest rooms, all with balconies and panoramic views of the Gulf of Mexico. The resort will also feature a gulf-front zero entry pool, a gulf-front restaurant, a full service spa and a beachside tiki bar.

The crescent-shaped resort, located at 430 S. Gulfview Blvd., is currently under construction and is expected to be completed by February 2016.

Other construction projects currently in the works include The Cove at Indian Rocks Beach, a gated community on the

development adjacent to the Holiday Inn Harbourside, located at 401 2nd St. This eagerly awaited project also includes the Splash Harbour Water Park, which will be open to the public, although prices have not yet been announced. The water park will feature a 600-foot lazy river, water slides and a zero-entry pool.

In Indian Shores, a 54-unit townhome community called Waterside, located at 19915 Gulf Blvd., is also nearing completion. This waterfront community has fourstory units available starting in the low $500,000s. Each townhome comes with an elevator, and rooftop balconies and boat docks are also available.

In Brief Clearwater Police still searching for driver in fatal hit-and-run CLEARWATER BEACH - The search continues for the driver of a silver Mercedes G500 SUV that struck and killed two pedestrians last month on Memorial Causeway, just west of Island Way, and then fled the scene.

Investigators have since confiscated the vehicle for forensic testing, but do not know who was actually driving the SUV at the time of the accident. The vehicle’s owner has not been charged with any crime at this time.

f you google "Old Florida," Mad Beach Fish House comes up at the top of the list. OK, that's not true but it should be. How so?

Old Florida was the Deep South decades ago, as the state of Florida was developing. Small, sleepy villages where living off the land was the norm. The simple life. Swimming in the crystal clear waters and fishing for your dinner. I could go on but let me get to the point. When you enter Mad Beach Fish House, it reminds you of those village restaurants and bars back in the day.

How would I know? Because like many of you, I grew up in North Florida, which is still very much set in the Deep South. Don't believe me, head north, my friends. ou know you have made it when you've outgrown your current location and are forced to build a new 8500 square foot restaurant. Colleen Mueller and Lauren DiMarco, owners of Island Grille & Raw Bar in Tierra Verde, are building a brand new restaurant just down the street from their current location.

The new restaurant is part of the redevelopment plans currently underway to demolish the former Tierra Verde Resort and build a new 100-room hotel, as well as the Island Grille & Raw Bar. Although the hotel and restaurant are separate entities, the construction of the new Island Grille & Raw Bar is part of phase II of the redevelopment plan featuring the hotel, Island Grille, a pool, outdoor stage, boardwalk and landscaping.

The new Island Grille will have 125 outdoor seats, live music and will feature an enormous raw bar. The grand

opening of the restaurant is slated for the beginning of March.

ST. PETE BEACH - Residents and visitors of St. Pete Beach should praise the owners of Monarco's Mexican Cantina for opening a new Mexican restaurant serving authentic cuisine at 4393 Gulf Blvd. That has been one of the largest voids for St. Pete Beach: the

absence of a great Mexican restaurant.

Business partners Arturo Brawn,

Guillermo Cuevas and Claudia Johnson are taking their proven track record from the success of Brawn and Cuevas' Monarco's in Cape Coral near Ft. Myers, and Brawn's 16 years of experience operating the Mexican restaurant chain Cantina Laredo.

A native of Mexico City, Mexico, Guillermo Cuevas brings his furniture craftsmanship to the table, creating authentic Mexican dĂŠcor and setting

the atmosphere.

And as previously mentioned, Arturo Brawn brings his vast knowledge from running a successful Mexican restaurant chain, while Claudia Johnson also brings her previous experience from owning and operating a restaurant in downtown Sarasota.

Monarco's on the Beach is scheduled to open the first week of November, just south of Walgreens.
