The Mangole Project: Redefining Plywood Manufacturing and Sustainability
Completing the Mangole Island Plywood Mill marks an extraordinary milestone in Shelter Forest International's (SFI) history. This state-ofthe-art facility, nestled on Pulau Mangole in East Maluku, Indonesia, is more than just a factory—it is a symbol of SFI’s commitment to pioneering innovation in the plywood industry while advancing environmental sustainability and socioeconomic development.
A Commitment to Sustainability and Responsible Forestry
After five years of construction and meticulous planning, the Mangole Island Plywood Mill began operations in November 2024. It is poised to debut in the U.S. market by February 2025. With an investment of $120 million USD, the mill occupies 400,000 square feet. It has a remarkable production capacity of 12,500 cubic meters—or 250 containers—per month, positioning it as one of the world's largest and most advanced plywood production facilities.
This mill is a collaboration between SFI and Samko Trading PTE LTD. It is notable for its size and capacity and being Indonesia's first fully integrated plywood manufacturing operation. Combining plantation and production capabilities, the Mangole facility is a shining example of what can be achieved when industry, innovation, and environmental responsibility converge.
At the heart of the Mangole Project is a deep commitment to sustainability and environmental stewardship. The facility relies on 150,000 acres of PEFC-certified plantations, managed with a 15-year rotation cycle to ensure a sustainable and responsible source of raw materials. This careful management supports high production standards and underscores the project’s role as a leader in environmental preservation. The Mangole Mill sets a benchmark for balancing industrial needs with ecological responsibility by integrating responsible forestry practices, and is Indonesia’s first large-scale plywood manufacturing operation powered by a solar energy field and an integrated power plant. We invite you on a pioneering journey to Africa as we set up the first plywood group in Gabon, featuring the production of TigerPLY™ Marine Grade Plywood. This product originates from the well-managed African Okoume forests, celebrated for their world-class environmental policies and stewardship. Our journey has led us to introduce this African-made TigerPLY™ Marine Grade Plywood to some of the world's most recognized master craftsmen and artisans who demand an unprecedented level of quality.
Despite long, arduous treks through the Gabonese jungles, the daunting road systems, and the lack of infrastructure in the interior, the mill we helped retrofit in Makokou province got off to a swift start. As the mill’s location is adjacent to several concessions, SFI was certain that this proximity would lend itself to utilizing the Okoume veneer prized worldwide. Managing the jigsaw puzzle of logistics and raw materials to the mill was worth the effort.
After several years of hard work, much of which was prolonged due to the pandemic, we proudly offer our Lloyd’s Register Certified BS-1088 TigerPLY™ Marine Grade Plywood.
Our setup allows us to manufacture high-end plywood at maximum efficiency, but we also prioritize making a positive impact on the local community. In cooperation with village elders, we built a plan to assist the village’s population. Our development helps provide water and electricity to the village and employment for its residents, and ongoing communication maintains the health of our relationship and the community.
Expanding Partnerships
The StarPly Gabon partnership, formed in 2019, has obtained CARB/EPA documentation and is CE2+ and KOMO certified. We also have FSC and PEFC CoC certification available. StarPly now has exclusive distribution deals with some of the biggest names in Europe, the UK, South Africa, and Israel. Our joint product development efforts for the North American market afford an array of products, from industrial, lamination, and jumbo panels to underlayment and specialized niche offerings. Without exception, this is the most state-of-the-art plywood manufacturing facility on the continent.
We are in the late stages of expanding production to focus on thin-panel production. The size and diameter of Okoume logs is ideal for thinner panels and we can confidently say they meet the most exacting industry standards. And with their singular composition characteristics—whole piece cores, uniform species—they will be unparalleled in the marketplace.
Over the past several years, we have witnessed numerous infrastructure projects, continuous job creation, and further industrial developments in the forestry sector. These positive economic developments on the forestry front are occurring alongside parallel environmental and ecological conservation efforts to ensure Gabon’s precious natural resources will be protected for generations to come.
Shelter Forest International (SFI) has worked diligently with government authorities, NGOs, and responsible stakeholders to improve sustainability measures within Gabon and boost the country’s global reputation.
Harvesting within the country’s concessions is a very comprehensive process. Concession holders must submit detailed 25-year forest management plans and five-year harvest plans. Each study must consider the ecological impact of harvesting and entails a rigorous study of the villages, hunting areas, bodies of water, heritage and tribal sites, and the buffer zones necessary to support them.
Most importantly, the required 25-year plan guarantees that there will always be more growth in Gabon’s forest than will ever be harvested. This is one of the most productive and best-managed forests we have seen in our travels.
SFI strives to operate under the idea that sustainable forest management is both ethically responsible and a twentyfirst-century business imperative. We are pleased that a growing percentage of our client base is engaging in these matters and pushing back against importers who may have questionable practices.
Gabon’s vibrant forests are being managed sustainably for future generations. Secondary wood-product manufacturing has positive socioeconomic impacts on its population. Shelter Forest International (SFI) specializes in the production of high-quality construction materials, including TigerForm Phenolic Film Plywood. These products are designed to provide durability, strength, and versatility for use in a variety of construction applications. A major project in which SFI's TigerForm Phenolic Film Plywood was used in the one billon dollar Los Angeles County Museum of Art (LACMA) project. The plywood was custom fabricated and pre-cut into 7' by 7' triangles, and it played a critical role in the construction of the new building.
The LACMA project involves the construction of a new building designed by Swiss architect Peter Zumthor. The building's design includes large, curving concrete walls that span Wilshire Boulevard, the major thoroughfare that runs past the museum. To create these walls, the construction team needed a high-quality plywood material that could be used as formwork to shape the concrete.

The plywood needed to be strong enough to hold the weight of the wet concrete, while also being smooth and non-stick to ensure that the concrete would release easily once it had set. In addition, the plywood needed to be durable and reusable, as the construction team needed to create multiple identical panels.
SFI’s TigerForm Phenolic Film Plywood was the perfect solution for this project. The plywood is specially designed for use in concrete formwork and is coated with a lm of phenolic resin that provides additional strength, durability, and resistance to moisture and wear. The smooth, non-stick surface of the plywood ensured that the concrete would release easily, while the strong and
durable construction allowed the plywood to be reused multiple times. In addition, the custom fabrication and pre-cutting of the plywood into 7' by 7' triangles allowed for easy installation and a precise fit with the concrete panels.

1. PlyONE™ (Standard) - Our standard underlayment is a 5-ply construc6on with a 5.5mm (net 5.3mm) thickness and .3mm faces. This panel is made from White Jabon Hardwood harvested and produced on Mangole Island, Indonesia. It is available in 4' x 8' and 4' x 4' sizes. This offering is produced under PEFC cer6fica6on.
2. PlyONE™ Marine - This all-Okoume underlayment is perfect for kitchens or bathrooms where moisture may be a concern. It features upgraded one-piece veneers and (type 1) Phenolic waterproof glue rated for exterior use. This panel is 100% Okoume harvested and produced in Gabon, Africa.
3. PlyONE™ EDGE - This high-performance underlayment replaces tradi6onal Russian or Bal6c Birch op6ons with its 7-ply construc6on. It is a full 6mm thick and meets the highest standards for strength and durability. This panel is manufactured with water and boilproof resin, making it suitable for extreme use. It is available in a standard 4' x 5' size and can also be purchased in 4' x 8'.

All PlyONE™ underlayment feature sanded faces on both sides for uniform thickness and are marked for easy installation with a light blue X pattern stamped on the face of each sheet indicating the recommended nailing pattern. All “Xs” are distributed uniformly every 4 inches and are printed not to add thickness to the sheet, eliminating telegraphing or risk of visibility through thinner vinyl flooring.

GLUE TYPES
ANSI ( American National Standards Institute ) categorized glues/ resins into two types.
Type I - A waterproof resin engineered for exterior applications. Able to withstand the more extreme conditions exterior panels are exposed to while maintaining their structural integrity.
Type II - A water resistant resin engineered for interior applications. Must be able to withstand exposure to normal ranges of humidity that can be expected in indoor environments.
Exterior grade, high elasticity, with high bonding strength in extreme conditions, dark/black glue line. High rated MOE.
Marine grade waterproof resin with high bonding strength and a clear glue line. High rated MOR.
Water resistant resin with great bonding strength and a clear glue line.

DTM - Termiticide
Shelter Forest International incorporates a Direct-to-Metal (DTM) wood preservative into our glue resins used for TigerPLY™, a strategic move aimed at significantly enhancing the durability and longevity of our plywood products.
