The parents of a man shot and killed by a state conservation police officer on Interstate 88 west of Rock Falls in November 2013 are suing the officers who responded, Whiteside County State’s Attorney Trish Joyce, and others, asserting that their son’s civil and constitutional rights were violated.

In a news release Wednesday announcing the suit to be filed today, they also said they found an eyewitness to the shooting whose statement “directly contradicts what the officers involved claimed happened.” They call the shooting an execution. In January 2014, after an investigation into the death of Shane D. Cataline, 30, of Toledo, Ohio, Joyce issued a written decision stating the shooting by Conservation Police Officer Steven Francisko was “justified.”

She said deadly force was appropriate because Cataline was using a van in “a manner which was likely to cause imminent death or great bodily harm” to Illinois State Police officer Luke Kuehl, whom Cataline had pinned with the van. Cataline’s parents say that the stop was not justified, that Kuehl was not pinned by their son’s van, and that excessive, unnecessary force was used against the “unarmed, sober software developer.” SHOOTING CONTINUED ON A5

Grand opening

STERLING – Bradley Davis said a new studio created by the Whiteside Area Career Center is where all the magic happens. “All of our sound happens right in here,” the 18-year-old senior at Ohio High School said.

The grand opening for Studio DMA will take place at 8:30 a.m. Friday at Sterling High School, 1608 Fourth Ave. The studio is in Room 166. The public is invited to an open house Friday for Studio DMA, a new recording studio for the digital media arts class at the career center.

The studio is a professional-level acoustic space where students can learn to record, produce, mix and create professional recordings.

“It’s a chance for students to record music and to learn the whole process of producing sound and making music,” said Denis Mennie, WACC digital media arts instructor. “Some students will be able to record songs they have written, as well.” Digital media arts is a program offered to juniors and seniors at WACC. it was heading up a 2-year pilot program to offer bus service from Chicago to Davenport, Iowa, with stops along the way, including Dixon. That was part of a federally funded Intercity Bus program aimed at connecting rural areas and small cities with larger cities.
