VIDEO GAMING IN ILLINOIS | CITY CONCERNS

Parlors pose a problem for cities Q Sterling set to review its gaming code Monday Q Cities hope for guidance from Legislature BY PAM EGGEMEIER peggemeier@saukvalley.com 800-798-4085, ext. 5570 @pam_eggemeier

STERLING – Many Illinois cities are looking to the state Legislature for guidance in tightening up local video gaming ordinances. Because that help isn’t coming soon enough for cities try-

ing to deal with an influx of requests for liquor licenses, some are taking matters into their own hands. Sterling has called a meeting of its Liquor Control Commission to review liquor and video gaming ordinance language. The meeting will follow the council meeting that begins at

6:30 p.m. Monday in council chambers. Mayor Skip Lee, the city’s liquor commissioner, is among a contingent of state and local leaders who believe the state’s

Video Gaming Act has had unintended consequences. “The original legislation was supposed to help taverns, truck stops, and fraternal organizations,” Lee said. “Then all of the parlors popped up, and cities are wondering what to do with these.” One of the state’s fastest-

growing parlors, Suzi’s Video Poker and Slots, wants to come to Sterling, prompting the city to look at the legal language. The city now has no definition of “tavern” in its gaming ordinance, and parlors are not specifically included in the state law. PARLORS CONTINUED ON A4

Hallways in the Carroll County Jail in Mount Carroll are so narrow that jailers and inmates alike must press their backs against the walls just so others can pass. Sheriff Jeff Doran, shown here, would like to renovate and expand the 157-yearold jail, but the price tag – about $1 million, he said – is prohibitive.

Lack of funds, space constraints hamper renovation, expansion BY CHRISTI WARREN cwarren@saukvalley.com 800-798-4085, ext. 5521 @SeaWarren

MOUNT CARROLL – The last time the Carroll County Jail had a serious renovation was after an inmate escaped in 1972, went to Savanna, and stabbed someone to death. That led the state to order a modernization of the holding facility, which until then, hadn’t been remodeled since its original construction in 1858. Since 1858, the population of Carroll County has increased dramatically, as

Increasing numbers of Sauk Valley parents are choosing not to get their children vaccinated. Although the numbers are small, according to state data, they’ve risen steadily. In the past 10 years, the number of Whiteside County parents who have used a religious exemption for the measles-mumps-rubella (MMR) vaccine has almost tripled, according to numbers from the Illinois State Board of Education. In Lee County during the same period, the number has more than doubled. Parents are increasingly refusing other vaccinations, too, such as polio, diphtheria, pertussis (whooping cough), and tetanus, but not in the same numbers as the MMR vaccine. Two exemptions exist for parents who wish to refrain from getting their kids vaccinated: medical and religious. VACCINATE CONTINUED ON A10

has the number of people the jail needs to accommodate. What hasn’t increased, though, is the available room to house prisoners. A tour, guided by Sheriff Jeff Doran on a recent Tuesday morning, showed cramped hallways and restrictive spaces. Jailers and inmates alike must press their backs against hallway walls just so others can pass. Jail doors show signs of decay, and are hard to maneuver. The locks are getting old.

ONLINE Don’t miss out on all the fun!

There has been only one significant renovation to the Carroll County Jail, about 4 decades ago when the state ordered a modernization of the holding facility after an inmate escaped in 1972 and stabbed someone to death in Savanna. There is plenty of evidence in the facility that the jail is showing its JAIL CONTINUED ON A9 age. It was built in 1858.
