Council accepts Schaff’s resignation, schedules special election By AMY HANSEN

Come August, there’s going to be another important election for the citizens of Osceola. During a May 20 Osceola City Council meeting, the council approved Councilman Glenn Schaff’s resignation. The council made the decision to recognize Schaff’s contribution to the city at the next council meeting.
There are two ways a city council can fill a vacancy — by appointing someone to fill Schaff’s at-large seat or scheduling a special Schaff election. The council scheduled a special election date of Tuesday, Aug. 5. Candidate petitions must be in by July 11.
Once elected, the new at-large council member would hold the seat through the remainder of Schaff’s term, which is through December 2017. Schaff had won re-election for the at-large council seat in the November 2013 election. Fotiadis’ thoughts Councilman Dr. George Fotiadis went through all of the other councilmen and asked if they were all still in their first term on the council. Every answer was yes.
“This is a watershed council, that, in other words, this is a big change of council (with) majority first term. I’m the only leftover with Mr. Schaff’s resignation,” Fotiadis said. “My thought on it is this is an important council because there are a lot of things that are just coming to head as far as the growth and development of the town … there’s a lot of stuff going on. Some of this will have fallout that will get into those next terms.”
Fotiadis added, the council seat is too important of a decision, which is why it needs to be made through a special election and not through an appointment to the seat. “This is a council that’s going to make a difference. Heston to compete at Today’s American Woman pageant By AMY HANSEN

For Michelle Heston of rural Woodburn, pageants are more than just about winning crowns, it’s about winning people’s hearts. Heston’s new title is Iowa’s Classy Today’s American Woman, and she will be competing in the Today’s American Woman pageant in June in Greenville, S.C. “I’m really excited about this one because it’s different than all the other ones,” Heston said. “You have your own platform, which I do, but then you’re also required to do communitybased appearances every month. So, like this month, my community base is something to do with veterans.” A theme for another month might be breast cancer awareness. “It’s more public service than actually about you and just your own personal mission,” Heston said. “It gets you branching out into different things. It’s kind of what I wanted to be doing anyway in our community.” Titles There is a lot of pageant
experience under Heston’s belt. She competed in America’s SUPER Pageant and won Mrs. Iowa International in 2011 and Iowa’s SUPER Mrs. in 2012. At the Today’s American Woman pageant, Heston has the opportunity to compete for two different titles — her own division title and the national title. According to Heston, the community-based approach is what drew her into this specific pageant. “It’s more about doing things for others as to doing things for you. I didn’t get into pageantry for the thought of I’m going to get something out of it,” she said. Personal platforms As for Heston’s personal platforms, she still does work for the Special Olympics. City looks into housing redevelopment, enters into agreement with Kading Properties By AMY HANSEN

Housing development could be on the rise in Osceola. During a May 20 Osceola City Council meeting, the council spent a lot of time on the redevelopment efforts on the west side of the city, such as The Meadows, as well as zoning issues in the area. First, the council approved the first reading of an “R-60” single-family residential district of the Osceola Zoning Ordinance. Single family means only one family can live in the dwelling. “It only allows single families,” said
Dave Leonard, zoning administrator/ building inspector, community development. “So, the attempt here for the future use of this, not just for this development, but will be to go into existing areas that are currently all singlefamily areas that have varying lot sizes … and rezone those areas to protect them from duplexes or three-plexes or quad-plexes in the future. There’s been a lot of conversions all over town, and that’s what we’re going to try and use this R-60 tool to go in and protect some of those areas which are still uniformally single-family.” The Meadows Next, the council held a public hearing on an ordinance rezoning The
Meadows, Plat 1, to a single-family residential district. Ty Wheeler, Osceola city administrator/clerk, said plat 1 comprises Truman Road and the north half of Primrose Lane. The council approved the first reading of the ordinance. The council held another public hearing regarding the ordinance rezoning The Meadows, Plat 2, with “PUD.” PUD stands for planned unit development, and Wheeler said the streets in the area are public roads yet to be named.
