House exteriors nuisance concern for council By Jamee A. Pierson Newton Daily News In a discussion of nuisances in the city, city council members on Monday expressed concern over the exterior coverings of buildings. They decided the current code needed further amending to include houses that are lacking siding or roof shingles as a violation to go along with houses with exposed house wrap. “We lost a case in court because the citizen ripped the house wrap off. Instead of putting siding up they just took the house wrap off and that is found to be compliant with the language,” said Erin Chambers, director of planning and zoning. To amend the code, houses would not be allowed to be without siding or only have exposed
house wrap and would have to replace shingles, not allowing tarps on roofs. Similarly, Chambers brought up chipped paint on large portions of the house as a nuisance to the city. The council wanted further information on what other cities are doing with similar issues, but did agree that it is an eye sore and a problem that needs discussed. “The problem with that type of situation is that its just the surface problem. The problem really is the house not being allowed to breath, the insulation and that kind of thing that causes that situation. They could throw a coat of paint, yet in another year or so you’re right back in that situation,” Mayor Michael Hansen said. COUNCIL | 3A
Thunder Nites, Cruisin’ to Newton approved for 2015 By Jamee A. Pierson Newton Daily News Use of the courthouse lawn was approved for the 2015 editions of Thunder Nites and Cruisin’ to Newton at the Jasper County Board of Supervisors meeting Tuesday. The events, which are organized by Weekend Pitstop and take place May through September on the second Friday and Saturday of the month, have become large events bringing in people from across the Midwest. “We plan on going forward next year, hopefully getting bigger and better,” said Bob O’Brien of Weekend Pitstop. “If we maintain the second Friday of ev-
ery year, people begin to know that. They know that this is Newton’s weekend.” Angie Taylor will be stepping in as executive director of Weekend Pitstop after the departure of Libbie Marshall to handle the events in the coming year. An Oliver Disposable Trays system was approved for use for the Jasper County Elderly Nutrition program. The disposable trays will replace the current trays, which after use, have to be washed by the user, returned and washed again before being used the next day. If the trays are not returned, it could cause a shortage the next CRUISIN’ | 3A

Prairie City to Mitchellville corridor project wins funds, countywide trail mapping to begin early 2015 By Mike Mendenhall Newton Daily News MONROE — A plan to connect Monroe and Prairie City to Polk County via recreation trails moved a bit closer to fruition last week, as organizers for the Mitchellville to Prairie City Rails to Trails Corridor Acquisition were awarded a $450,599 grant from the Federal Highway Administrations Recreational Trail Program to secure a 10.75mile stretch of land currently held by the Iowa Interstate Railroad. The Jasper County Conser-
vation Board — in conjunction with project facilitator the Iowa Natural Heritage Foundation — requested $750,000 for the estimated $937,500 project. According to RTP documents, an estimated $1.3 million is available for allocation in Iowa rec trail projects in fiscal year 2015. Conservation director Keri Van Zante said her department is seeking additional funding through state and private grants to cover the remaining cost of the project. IIR filed a memo in March with the federal Surface Transportation Board stating it plans

This proposed 10.75-mile rail banking project is part of a larger vision to connect Marion, Jasper and Polk counties with a paved trail system. The rail abandonment has since been approved, and this new funding could show IIR project plans are beginning to firm. For the countywide trail plan to take hold, it will require
